the bay bridge. but there is a backup to be had here before you make it onto the span. we're also looking at an interstate 880. san mateo and dunbarton bridge is okay. and if if you look at the east bay, the slowing is only here at hayward. we begin with breaking news from the state capitol, where a sacramento police officer who grew up in the bay area was shot and killed in the line of duty. ktvu's allie rasmus joins us with us lat latest. >> the latest information we got is that the suspect, the gunman who was believed shot and killed officer tara o'sullivan. the scene is behind us you can see several crime scene tapes. several blocks remain shut down this morning. we're at grove and traction. you can see this happening where it all happened. on ales to drive here -- altos drive here. a woman in this area had called police for help in moving personal belongings to a home here. olice say a man with a rifle after she was struck, her fellow officers were not able to get to her to pull her to safety and get help. because the suspect continued to fire his weapon at police. police had to bring in an armored truck. and about 45 minutes later, they were ability to reach her and rush her to the hospital. where she unfortunately died from her injuries. the suspect continued a standoff with police for several hours. and again, the latest update from police is that the suspect was finally taken into custody around 2:00 this morning. after a police negotiator was able to convince him to turn himself in. our hearts are with tara's family, whose pain can hardly be imagined. we ask all of our community to hold her family in their thoughts and prayers. sacramento city leaders met with officer o'sullivan's family, recalling her dedication to the profession. she was 26 years old. she was a sacramento state and police academy graduate, who had been with the sacramento police department for just over a year. >> she did a 30-minute plank during the academy. she's tough. she's strong. there was no one more fit or ready than tara o'sullivan, to represent the city of sacramento and our fine police department tonight. >> and that was the sacramento city councilwoman who represents this area. the mayor also met with the family and friends of officer tara o'sullivan. she grew up in the bay area. concord police posted their condolences to friends and family on the facebook page. they said she was a 2011 college graduate. and that she attended ddc before going on to sacramento state. you can see, there is still a heavy police presence in this area. several blocks around this home where this happened. remain shut down. we talked to a few residents who haven't been able to get back to their home. livein sacramento, allie rasmus, ktvu news. >> thank you, allie. people are being told to shelter in place issue as police negotiate with a suspect. this is happening near woodside drive. we're told there was an incident between two roommates. and police were called shortly after 11:00 last night. the man refused to come out. he may be armed with a knife. we're taking you there live. this is in san anselmo. you can see the police response. we are out there this morning. again, the neighborhood there. and you can see it's right near butterfield elementary school. so fortunately, it's summer. school is out. but again, the neighborhood shelter in place. we're going to bring you updates on this story throughout the morning. >> all right. now to the ghost ship warehouse trial, where max harris's lawyers will call their two final witnesses sometime today. harris has spent three days on the witness stand, being examined by cross-examiners. henry lee has been in the courtroom. and said yesterday, ha seemed irritated at times during cross-examination. as he was apparently tired of repeating himself. during one intense change with the d.a., harris acknowledged he never went upstairs to try to find people trapped in the fire. he said, quote, i did the best i could. i didn't go back in. i wish i did. >> max harris is doing an amazing job, proving his innocence. he's holding up to very very difficult questions. he's not afraid to be vulnerable. >> he lies constantly. lie, and they'll put up evidence to catch him in the lie. he's doing it over and over and over again. i think the worst thing he could have done for his own lee at ktvu.com. a man killed near woodside this week. john pekapaki, was a tow truck driver who received a call for service late in the night. a sheriff's deputy responded to cries for help. they found him there. and he died at the scene. his sister said he was a hard-working man, and loved his family and she couldn't understand why anyone would want to kill him. >> because i guess my brother was on a work call. he was on the route that it happened at. >> deputies did find and arrest a suspect who remains in the hospital. they cannot find any that man a pekapaki. and another man died on the same stretch of road late monday night. iran has shot down a u.s. na drone. russian president vladimir putin said the force would trigger a catastrophe. and doug, we're hearing there is some debate now over exactly where the drone was hit. and it is in international air space? >> we're still waiting to hear from the white house on this. as to what the reaction is going to be. and whether there will be a military response, for instance. the pentagon has put together a number of possible scenarios for the president to consider. we just haven't heard yet from the president himself as to what the next step is going to be. but there has been a series of provocative acts. from iran. not just shooting down the drones. but also these attacks on two ships last week. both of which iran denies having involvement in. but nevertheless, the pentagon says well is abundant evidence that iran played a role in those attacks. and whether this was in iranian air space or international air space, is this a clear warning from the country of iran, not to fly in or around our country? >> well, these drones are all over the place. and clearly, the strait of hormuz, given its importance is an area that is heavily surveilled. we'll see what the u.s. response is. and whether there is a counter response from the iranians. iranian general saying his country is ready for war, should that be necessary. now, we certainly hear some saber rattling in this country. but you know, you have -- you just have a lot of pressure coming to bear on the administration. especially on the wake of the for my new car smell, guys. welcome back to mornings on 2. the golden gate bridge district wants to hear what you want to say about a new ferry route. the district is proposing service that would run between larkspur and the new chase center. that ferry would run for warriors games and possibly other events, including concerts at the new arena. the boats would dock at an interim ferry landing, until a permanent dock is built there at mission bay. the public hearing starts at 9:30 this morning at the administration building. also today, b.a.r.t. is holding a twitter town hall meeting. b.a.r.t. will be discussing what it calls the race for space. it will be focused on increasing passenger capacity through the bay, too. that calls for new rail cars and a new train control system that would allow trains to run closer together. b.a.r.t. will also explain what dried riders can do to move this along. and you can join that discussion. and there will be more changes at san francisco international airport. it has now been two weeks. but many customers and drivers say the new pickup location has led to long lines and plenty of delays. >> you can get into the airport 10 minutes. >> ktvu has learned sfo is making changes to address these new problems. the main change, eliminating a turnaround change to prevent bottlenecks at the airport. they have also installed several new signs to direct drivers. speaking of reducing confusion. we have sal to guide us through the morning commute. anything we should know about? >> no. we have more people joining us on the road, pam and mike. right now is a time when a lot of people get the road. do have a crowded bay bridge toll plaza. i want to show you there that it's crowded for about a 20-minute delay. the good thing about today's delay is we haven't had a lot of incidents. the san mateo bridge. and on the dunbarton bridge. and as you drive across to the peninsula, highway 101 is doing okay. major problems, driving up to sfo or driving into the south bay, as we look at some of these commutes, including the south bay, the traffic is moving along very nicely. 6:15. let's bring steve in with today's weather. and there are breaks over sfo with the low clouds there. fog bank. wind direction. a lot of reports of drizzle. from santa rosa to our good friend chris henry. down in m.h., which is morgan hill. patchy drizzle. and breaks in the low clouds. and a stiff southeast breeze, too. and that's true. coming up from san jose. from san martin and gilroy. southeast. about 20 miles per hour at times. mountain view of the south wind. south wind at sfo does produce some breaks in the clouds. also, half moon bay has a south wind. but plenty of clouds and temperatures in the 50s. covers it for just about everybody. 55, ben loman. 55 boulder creek. san martin, gilroy. saratoga, and cupertino. plenty of low clouds. again, not completely sold out. but again, there'a pretty good push there. temperatures yesterday, 80s, 90s. and 75 today. 78 in east san jose, after yesterday's 82. antioc from 90. napa from 80 to 75 degrees. all because of that system moving in from the pacific northwest. and we're on the western edge of it. but it moves into nevada as well. gusts to 40 miles per hour at the altamonte pass. at travis air force base. you can see the onshore breeze in place. there's plenty to go around. fiftieses, 60s on the temps. from lakeport. there's only a couple degrees spread. they're still gusts to 35. and even vacaville has a southwest breeze. low clouds will probably get chewed up there. that will help to knock down the support for it. you can see that system moving in. that is producing some rain in seattle. and also portland. 60s, 70s. or low, low 80s. most locations out of the 90s. this will be the coolest day. and tomorrow, we'll see rebound. cool lows, considering the nights are very low now. as summer officially starts tomorrow. maybe near average or slightly below. a north/northeast breeze. cooling again. looks like next week. pam. 6:18 is the time. new this morning. south bay bus drivers and train operators have voted to reject what it is calling its final offer. and we hear that means drivers could go on strike as early as next week. >> yes, good morning to you, pam. that is a very real possibility here this morning. because after counting votes until the early morning hours, it was an overwhelming no from the transit union. they rejected dta's last, best and final offer. a spokesman for the transit union said more than 900 members voted no. versus 92 who voted yes. the transportation authority negotiating since last august, trying to reach a three-year agreement. these three groups are tied up over a wage increase. and vta's push for union members to begin making larger contributions toward their pensions. in the last hour, we heard from vta's board chair, who says they were hopeful that members would see it as fair and equitable. part of the statement read, it is very important. our responsibility is to work towards a trrt that provides long-term sustainability. while still providing equitable compensation for employees. union voters voted for a strike in march. but the union has to give the vta a 72-hour notice. because a work stommage would cause -- stoppage would cause a significant outage. again, if a strike does occur, it has to give vta, a 72-hour notice. the light rail service would not operate. we understand that a plan is in place to focus solely on bus service. when a strike could happen is still unclear. again, the earliest we heard could happen as early as next week. we're live, cristina rendon. ktvu fox 2 news. a young police officer was shot and killed after responding to a domestic disturbance call. up next, we're in but because of people looking at the crash. it is slow from glenwood. southbound 17. it is a tough drive. if that's your drive, you should give yourself extra titoo bad. northbound 280 traffic looking pretty well. southbound 880, that's about all. a little slow bay privilege toll plaza backed up. we're continuing to follow the breaking news out of sacramento, where a police officer there, with bay area ties, was shot and killed overnight. the first officer to be killed in sacramento in the line of duty, in 20 years. ktvu's allie rasmus is live in the sacramento neighborhood this morning, where the shooting occurred. allie? >> reporter: we are at grove and traction in north sacramento. police still have the area closed off. although they're starting to open up parts of the scene. we're a little closer now to the home, where we believe this all happened. we believe it's that home behind us. they also have crime scene tape blocking offer the area in front of it. sacramento police, though, still have a heavy presence in this area. their hart hearts are heavy after the department lost one of their own. tara o'sullivan. she is the first sacramento officer in 20 years to be killed in the line of duty. police say this all started when a woman this that home called police for help. she needed help moving her personal belongings out of the home after a domestic disturbance. officer o'sullivan responded. saying a man with a rifle shot that officer. as she laid injured in the yard of that home for 45 minutes, her fellow officers had trouble reaching her because the gunman continued to fire at the officers as they tried to approach her. an armoofficer was rushed to the hospital, where she died from her injuwas taken into custody. sacramento police delivered the grim news that officer o'sullivan succumbed to her injuries. our hearts are with tara's family whose pain can hardly be imagined. we ask the community to hold the family in their prayers. >> she was committed to service. she was in the first graduating class of a ground-breaking program at sacramento state. the law enforcement scholarship program. >> they met with officer o'sullivan's family. and fellow police officers last night. as you heard him mentioned. officer o'sullivan was a sacramento state and police academy graduate. grew up in the bay area. she is from pleasant hill. and concord police, early this morning, posted their condolences to friends and that post, may ment they mentioned that officer o'sullivan was a 2011 graduate. and she attended ddc before to we also continue to follow the breaking news in marin county, where police are trying to negotiate with a man aded inside a home. people living in a san anselmo neighborhood are being told to shelter in place. this is happening on butterfield road near woodside drive. we want to take you to the scene there this morning. we are told that there was an incident between two roommates. and the police were called shortly after 11:00 last night. man inside the home has refused to come out. he might be armed with a knife. again, you're looking now at the scene in san anselmo. we are told that there is no immediate threat to the public. but again, you're being advised to shelter in place. but we will update throughout the morning. we are also following developing news. where iran has shot down a u.s. navy drone. iran says the drone was in iranian air space. but the u.s. says it was international air space. now, the pentagon is reportedly drawing up a list of possible iranian targets in response. the commander announced the shooting down of the drone on tv. but if necessary, they are ready for war. happening today, a federal appeals court will hear arguments to divert $1 billion of federal funds to build a border wall. the $1 billion would be diverted from pension fund. it would be part of a total of $6.7 billion. president trump announced in february that he manned to divert from several agencies. after congress refused to approve most of the money he sought for while construction. critics of the move say while > administration is asking the full federal appeals court to approve a hearing. that is after both a federal judge and a three-judge appeals panel. saying they can't require a state to assist in the enforcement of immigration laws am. today, senator kamala harris will introduce legislation that would require health experience companies -- insurance companies to cover hiv prevention drug. the medicine can reduce the risk of contracting hiv by up to 99%. according to the aids foundation, out of pocket costs for prep can be as high as $13,000 a year. pg&e says it found more than 1200 serious safety risks on its transmission lunes and power poles across california. the utility says its crews spent several months, inspecting areas, deemed higher risk for wildfires. pg&e said it already completed repairs for all of the trouble spots as part of the new fire safety campaign. >> we've brought in more than 2,000 qualified linemen outside of california to us with all of the inspection work. in terms of doing the inspection. as well as being able to do the repair. >> pg&e says the inspections began back in december. and covered nearly $700,000 power poles and more than 5500 miles of transmission lines. the inspections are part of a court-ordered safety plan ahead of this wildfire season. in know san francisco, the pride parade is just about one week away. and preparations are a week away. organizers say there will be more than 280 entries in the parade. ranging from community corporate -- community to corporate groups that support the pride movement. this year's theme is generations of resistance. our identity is under attack. our person hood is under attack. and that we need to make sure that we come together with the entire lgbt community, to make sure we address these issues. >> this is a pleuvment for equality, first and foremost. that's family homes large apartment complexes. more than 40% of all the people living in concord are renters. the city council heard emotional testimony who say the city needs a policy that limits evictions and allows reasonable rent increases. >> you've seen the homeless population grow in concord. maybe you haven't seen people sleep in their cars with their children then go to work with their children in the car. but i have. >> not all landlords are bad guys. most of the landlords not the park side, but most of the landlords are good, hard-working people that have invested in our community. and southbound at the summit. northbound traffic is going to be very slow coming in. just north of scotts valley into the lexington hills upon to the summit. if that's your commute, you need to give yourself extra time. elsewhere, the south bay commute is getting a little slower. and we've had a couple of incidents, more minor than injury accidents. but still slow traffic there in san jose. you can see downtown san jose. northbound 280 on the right is getting slow. southbound 880, hayward to union city and fremont is getting slower as well. so is highway 4, through baypoint and pittsburgh,
