vallejo police, a request under review. what started as a rally here tonight quickly boiled over inside. >> we are here today standing and demanding that something be done.>> reporter: advocates and families flanked by friends. february is fatal shooting of a young rapper, the latest flashpoint. police say willie mccoy reach for a gun when they woke him. involving vallejo officers in eight years.>> this is a racist problem. >> reporter: critics note some of the same officers are involved in multiple incidents. this young man was shot last year riding his bike.>> on his hands and knees cowering away. shot in his back, never a threat. not one time was he an aggressor. it was murder. >> reporter: the mayor has said he welcomes reforms and wants the council to talk about involving the department of justice. then the meeting broke down amidst shouting and arguments between factions and the audience. councilmembers abandons the meeting and vallejo police cleared the room. frustrating for those wanting to share their views with elected leaders after their rally on the city hall steps.>> we are begging the attorney general to come in.>> reporter: this crowd is on suede. the justice department might send help from its community relations division. >> we don't have a pr problem we have a violence problem. people are dying and we don't need community relations. we need an investigation.>> reporter: as emotions boiled over the councilman knows to nose with the cousin of willie mccoy, one of brown's staffers also with people in the audience about the time the meeting was halted. it's eventually resumed with a much smaller and calmer audience and at that point a few people got up to the podium and pressed for police reforms. new 11 students at hayward high school can expect to see police officers on campus tomorrow. administrators say they have been made aware of a rumor that somebody would commit an act of violence at the school tomorrow. the principal wrote to parents to make them aware of the increased security and to make clear that the school is taking precautions as a result of that threat. in brentwood a 14-year-old boy walking along a road was hit by a suspected drunk driver this afternoon. the accident happened at about 3:30. police say a truck hit the teenager as he was walking on the shoulder of the road. officers arrested the 58-year- old driver on the scene on suspicion of driving under the influence. the boy was flown to oaklands children hospital for treatment. richmond police arm is to getting a deadly shooting tonight, officers were called and when a shot spotter was activated at 5 pm near 17th street. a man with a gunshot wound was pronounced dead at the scene. so far no information on a suspect or a motive for the killing but this does follow a string of four shootings at three different locations within 90 minutes of each other on sunday night. frightening person at caught on camera, police say the victim was targeted because of her expensive purse. police want to share the picture of the suspect because they're concerned there could be more victims.>> reporter: tonight we have learned that thankfully the mother and child in a video that you will see walked away with minor injuries, we are told they are simply going to a doctor's appointment, i spoke to a receptionist at that office who tells me the mother had a bruised ankle and was visibly shaken up. the video is hard to watch, you see a man with a gray hoodie and plaid pants sneak up behind a woman and a child as the woman walks up the stairs the man quickly runs behind her, yanks her purse and the woman is seen clutching onto her purse and child's hand. both the woman and young girl are then tracked down the stairs. >> the girl was crying, mom was screaming multiple times. there were laying on the ground i heard a noise and i rushed out.>> reporter: the robbery occurred right outside the law office, the child looked like she was four or five years old.>> the mom and the child went flying down the stairs. it's crazy. >> reporter: it happened in an office complex in san jose, back on may 6 around noon a pediatricians office on the second floor says the victim and child were coming in for an appointment. cameras captured the violent attack.>> it's horrifying to watch, this guy is preying on women that are by themselves or in this case with a young child.>> reporter: video evidence led police to pablo cabrera, police searched his home and found more evidence linking him to for other purse snatching robberies. the victims all asian women with expensive purses.>> he approaches women from behind, element of surprise, ambush style of attack.>> reporter: patrons of the office complex saw the video. they are horrified and glad to hear arrest was made and are thinking of the victims.>> she was just minding her own business and he comes out of nowhere.>> reporter: tomorrow the suspect is scheduled to appear in court, tonight he is being held at santa clara county jail for robbery and he has no bail. new tonight the alabama state senate has approved a measure that would outlaw almost all abortions in that state. it would ban abortions at almost every stage of pregnancy and criminalize the procedure for doctors who could be charged with felonies and face up to 99 years in prison. it includes an exemption for cases when the mothers life is at serious risk but not cases of rape or incest. it now goes to the alabama republican governor who has not yet indicated whether or not she will sign it. the death toll from a midair collision of two sightseeing planes in alaska has now gone up to six. the two flood planes collided yesterday afternoon and their bodies were recovered today. federal investigators arrived at the scene to try to figure out what went wrong. the passengers on the two flood planes were guests, 10 others were hurt. marine experts hope to learn more about a dead whale that washed up today in pacifica. the whale was spotted at 10 this morning just south of linda mar beach. it appears to be a gray whale but sciences from the marine mammal center say they have not been able to examine it. they say the area is too dangerous to access on foot. this is the 10th dead whale found on a bay area beach in the past 10 weeks. experts say the whales are on their annual migration or to alaska, most malnourished or hit by ships. teachers say they are ready to walk off the job as of next week. teachers from the new haven unified school district were purple today in a display of solidarity in their ongoing contract dispute. the teachers say they began taking personal items out of their classrooms in preparation for a possible strike as of next monday. at this point the two sides appear to be far apart, teachers are asking for better pay and smaller class sizes.>> we have shown our commitment to the district and our kids. it's time for the district to show their commitment to us and the community. >> the district is willing to stretch but if the teachers are not willing to take what we are able to give i think we will be looking at a strike.>> the district says they are struggling financially and dealing with declining enrollment which they say makes it very difficult to meet the teachers demands. the golems that warriors took game one tonight with a rescue took place in the hansen dam recreation area and shadow hills at about six a clock tonight. firefighters used shovels to clear the mud and ropes to pull the horse out. eventually it worked. a san mateo county man is behind bars accused of sexually abusing two children under the age of 10. the sheriff department says 47- year-old francisco nunez took out the abuse in a private residence between 2009 and 2015. investigators believe there could be other victims. if you can help with this investigation you are asked to call the san mateo county sheriff department. a man from east bay needs help tonight after somebody stole his mountain bike over the weekend. this is not just any mountain bike, the owner is paralyzed and the bike is especially made and expensive. we talked to the man today who tells us why the spike is so important.>> reporter: this is especially made for those paralyzed. >> it's my escape i had difficulty moving around. >> reporter: with a custom bike which he has written up the mountain and countless other places has been stolen. it appears somebody broke the lock with bolt cutters saturday night or sunday morning and took the bike right outside the front door of his richmond condo. will says he almost never keeps the bike there overnight. >> i'm pretty angry. it is a loss. >> reporter: he got the bike six years ago after he severed his spine and ended up in a wheelchair. the bike cost $7500, it has a motor but no petals. >> i use handprints instead of my feet.>> reporter: is girlfriends as being able to mountain bike means a lot to him. >> it's a way to get back to doing what he loves. >> i can go really fast and feel the wind. i don't get that a lot anymore i can't just go for a run outside.>> reporter: the complex has a security gate and surveillance cameras but that was not enough to stop the theft. the property manager says they're still compiling the video. >> emotionally it makes it really hard for us.>> reporter: neighborhood heard what happened and started a page to raise money for a new bike. will says he would rather get his bike back, he needs to go mountain biking. >> it is special to me. it is in my bones. i may mountain biker more than i am disabled. that's how i feel. more emotional testimony as a former tenant took the stand, david caldera lived at the ghost ship with his girlfriend but was not at the warehouse at the night of the fire in 2016 that killed 36 people. he told the jury he never thought the ghost ship was a fire hazard and when asked to identify the defendants in court he became emotional.>> mr. caldera was almost in tears when he had to identify mr. harrison court. he explained it was the first time he had seen max harris and it was hard to see him in this situation. >> if convicted they could spend the rest of their lives in prison. people who live near dolores park in san francisco are so upset about the parts cleanliness and safety that they are trying to take
