to allow a new baseball stadium to be built at howard terminal. here is the latest. sara. >> reporter: it was interesting is that there are two events going on here right now. to my right is an oakland's' fan event and to the left is the news conference you were just talking about held by the east oakland stadium alliance. they are community leaders and baseball fans who want more thought to be put into building a new ballpark at howard terminal. they chose today to speak out because the commissioners will vote on a term sheet. that is the first step to get the new stadium. the term sheet allows the oakland a's four years to complete the impact report for the 35,000 seat baseball stadium. na would need to negotiate a sale or lease for the land project among other things. they recommended the approval of the term sheet and the anticipated vote in fay vor will make it oh vible but those who rely on the port of oakland they say it threatens jobs and the industrial economy and that the team would pay a lower rent than what others have to pay. they want to make sure their concerns are heard. >> as that process keeps going, the framework doesn't close the door on our voices. we have to keep being heard as the project moves forward and they consider do i want to do this, because it is not off the table after today. it is just a prime work, but it is not a done deal. oakland mayor supports the commissioner anticipated vote in favor of the term sheet. she calls it an historic milestone and that there is possible to have a world class ball part and while understanding the concerns of both sides. different members of the workforce have different feelings about this plan and i very much respect the concerns that's our longshoremen have raised and yet this project demonstrates that it can make way for a larger turning basin to accommodate the next generation of ships that will be calling on the port of oakland. even if the commissioners vote to approve the outlines today, it doesn't commitment port to the ballpark project. it has to be done and regulatory approvals have to be served before an agreement is reached. this is the news for anyone who has concerns for those concern toss be addressed. they are working to get back on schedule after a derailment. sky fox flew over the train in san jose about an hour ago. it was approaching southbound around 9:30 when one of the passenger cars went off the tracks. no injuries reported but all had to get off the train as crews responded to the derailment. no word yet on a cause. it was a violent night after four people were injured in a string of shootings. alyssa harrington gets us up to date. >> reporter: it was a busy night for richmond police. three shootings in a 90 minute time frame. officers shay they do not appear to be related. >> i'm scared. i have a 15-year-old daughter and i want to feel safe in my home and that moment now i don't. >> reporter: neighbors it area in richmond woke up to find their street clogged with police cars, investigators taped off the parking lot of an apartment complex. dozens of shell casings were scattered on the ground. >> i heard five or six shots that sounded like firecrackers and i went to check on my kids, because they were inside the house and that is all we heard and then we saw sirens. it appears two subject on foot contacted the victim and shots were fired. >> reporter: an adult male was shot. a car was later towed from the scene with black tape covering the license. >> scary. very scary and didn't hear nothing so it is right close t my door and i didn't hear nothing. >> reporter: they liver at the same apartment. they can't imagine why the victim who they often saw around the building was targeted. >> he is a nice guy, so that is even scarier. very nice. family man. that is even more scarier. >> reporter: four people were shot in a short time frame. the first call came in around 10:00 p.m. from the 2400 block of esmond avenue. they searched a white car. two people at this location were shot. then another call in the iron triangle at 1st and nevin. one person there was shot. the third call came in around 11:30 to the apartment on 47th street for another gunshot victim. >> it is a very stressful situation for the officers because they are trying to patrol the streets of richmond and when you have three separate shootings within a short period of time it really stresses the staffing. >> the victims were all taken to area hospitals to be treated for their injuries. police are still investigating the motive behind each incident. >> i have been nervous because we have a lot of kids in here and we haven't really had anything happen here. >> reporter: alyssa harrington, fox 2 news. a san francisco man is in custody accused to lying police about his young daughter being kidnapped. he parked his car in oakland about 8:00 saturday night. he said he left his three-year- old in the back seat when he went into a store and when he came out the car and the girl were gone. that triggered an amber alert with fbi agents searching for the girl. now they say the girl was safe and with her mother and not in the car when it was stolen. >> investigators have learned the reason why the father had told police that the three-year- old was in the car was because he was hoping that he would be able to get this stolen vehicle back sooner. now the alameda county da will decide if he should be prosecuted for filing a false police report. they found the car and the driver crash. tonight there will be a vigil in san francisco where a man died saturday night after he was hit by a transit bus. this marks the third pedestrian bus there so far this year, the 8th in all of san francisco blocks away from the super visor matt haney who said it is dangerous because the building blocks the view of drivers. >> this is kind of blind. you can't see because of this. then it is really dark here at night. >> they made changes requiring all traffic there to completely stop while pedestrians cross the street but as our crews were there, we saw drivers ignoring the know turn on red sign and the light. he expects it to improve as they become more aware of the signs and lights. testimony is under way in the ghost ship warehouse fire trial where a tenant is expected to testify he escaped from the deadly fire that killed 36 people. prosecutors called former tenants and family members to the witness stand. one said it was filled with junk and that it was too noisy for her to sleep there so she moved out. another tenant never felt the building was unsafe. prosecutors are trying to show the defendants allowed people to liver and party in hazardous settings. the fire authorities are amongsting the results of an anti violence operation, one called operation red wood run by the fbi, the d.a.'s office and police departments along with others. investigators used a map to determine where guns were likely being used. they say officers, agents and deputies successfully made seven arrests, seized nine guns, two pounds of cocaine, 6 pounds of marijuana and $24,000 in cash. this operation was not by chance. our focus is deliberate and targeted. we made sure what we are doing now makes sense and is going to have impact. it is not just taking bad guys off the street but taking the right bad guys off the street and making sure they answer for their crimes. the authorities say operation red wood is a patch work of gun related incidents and they will continue to put cases together for these operations. centers for disease control and prevention says the measles outbreak continues to worsen. there were 839 cases across 23 states including california. the highest number of infections since 1994. 75 of those cases are new. 66 of them were reported in new york. health officials warn the disease spreads very quickly and ease silly among people who are not immunized. more states are following in california's footsteps and doing away with the religious relief exemptions for vaccines. california eliminated the personal belief exemption in 2015. mississippi and west virginia also tightened their rules for school children. in connecticut there is a public hearing on the issue today. it is my job to make the choices and the decisions that are temperatures slightly up over the east bay there, up by two degrees or so in livermore. probably feels a lot like yesterday. a little more cloudcover to go around. we have westerly breeze 16sf0. 10 in hayward. and livermore that onshore breeze at about 8. there is a look at the partly cloudy skies. sunny around the bay. high-level clouds will stream across the bay into the coming days and it has to of the week and into the weekend. as far as rainfall amounts, up until late wednesday night, thursday morning, a half-inch to an inch or so and it continues to accumulate. there is a look at fry day. we're up to about an inch and a half at warm locations or wetter locations and could reach 2 to 3 inches for some wetter spots by the end of the weeks. we're going to track that for yeah. between now back to the markets we go and still a lot of red. lower than we were when we checked at the beginning of the newscast. dow jones industrial average is down over 2 and 1-3 percentage points losing over 600 point the right now. at one point in the session it was down by 700 points. s&p 500 is down by 2 and a third. nasdaq is down by 3 and 1/4. first we have to keep an eye on uber as shares are down 11 1/2% trading at $36 a share. on friday uber went public and shares closed below the $45 share offering price and were down 7.6%. analysts say the share slump shows the skepticism of the ride-sharing market overall. they extended their losses to 29% since the march debut. >> lauren blanchard reports from washington. the escalating trade war between the united states and china is making investors nervous. >> reporter: stocks plunging at the opening bell as china announcing they will retail yates on the president's $200 billion worth of newly imposed tariffs and they are raising tariffs on $60 billion of u.s. goods. >> markets are jittery and they should be. >> reporter: president donald trump on twitter repeating his claim that china will bear the brunt of the cost not americans. there is no reason for the u.s. consumer to pay the tariffs. the president's remarks contradicting his top economic advisor who someday acknowledged tariffs will hurt americans. >> it is not china that pays tariffs. it is the american import ters, the american companies that pay attacks increase and oftentimes passes it on to u.s. consumers. >> fair enough. in fact both sides will pay. >> the president adding china will be hurt very badly if you don't make a deal because companies will be forced to leave china for other countries. senator rand paul urged the president to boeing 737 max jets later this week. the committee will question officials from boeing, the faa and n.t.s.b. on wednesday. lawmakers will ask about the process they used for the updated 737. they were grounded after two deadly overseas crashes that killed a total of 346 people. authorities at some of california's bigger airports are up 166% in the past year according to the l.a. times. alameda crash early saturday morning are planning two ceremonies ins his memory. he and his four friends were in a car. their toyota was hit by another car near red wood estates. he was a football player at the fremont washington high school. there will be a vigil tonight and a remembrance of him at 6:00 tomorrow night. friends say he wanted to be a firefighter because he liked helping people. they are also sad about the fact he died so young. a lot of people just saw him friday and it just sucks that he is gone. >> students draw strength from being together, so we think having them here in class and speaking with one another is probably the best thing for them. >> the driver of the other car has been arrested and she is facing charges of drunk driving and vehicular manslaughter. he had been hiding to avoid arrest. prosecutors want to have him extradited after he serves his one year prison term for jumping bail. he has denied alligations. britain has to decide whether to extradite him to sweden or the united states where he is accused of hacking into a pentagon computer. >> they are looking for a young girl and adult who got her to steal a package off a porch caught on camera. we see her run unto a home and she grabs a couple packages and turns around and runs away. she jumped into awaiting car and a the getaway driver speeds off. >> that is a shame because somebody is teaching them that. those are probably things that are taught. that es unfortunate. >> i'm surprised it was a child that did that. it is concerning. it is concerned because probably an adult put him up to it and that is concerning. >> the homeowner filed a police report for petty theft. she will plead guilty to fraud conspiracy. she made $15,000 to have her daughters' sat scores corrected. she apologized and said her daughter new nothing about the scheme. she is taking up to ten months in jail as well as one year probation. sentencing will take place at a later date. shark fans are gearing up for game two of the western conference finals tonight in hopes they will compete for the stanley cup but as ali explains, before they do that, they have to get through game two of the finals. >> reporter: game is about the music, it is about much more. >> james and the membership chair. we were down to about 25 people back, three, four years ago, and i put a little campaign out on meet up and facebook and all of a sudden we lad 30 new members and we doubled our chorus in one day. we have predominantly gay men but we have a young lesbian, we have several trans members, we have some straight guys, so we have a little bit of everything. no one cares. >> what they do care about is each other. he found a home here when he moved to the bay area ten years ago. >> it was hard at the time. it was ten years ago and people were not sure what to do with a single dad that had tweens that wanded to sing or be part of a guy community group. it wasn't a thing at that point. i had open arms with 50 men who said please bring your family and be part of our chorus. >> she called it her safe place. when she was younger, she would watch as they sang. now she designs their posters and will sing with them. >> i will start choking up during the christmas show when my father was in the audience, my father is currently living with cancer but our final some of our final songs were transitioning into what a wonderful world. i couldn't sing it because it was so beautiful. >> so many have a story about what brought them here. for some it is difficult to put into words. john had just joined the choir when the unthink ac happened. >> this was christmas day 2015 and i was shot early in the morning seven times. it was deaf stating. i had to have my hip replaced and i had to have two other operations. when i was in the hospital, the guys that i barely knew came to visit. they sang in my hospital room and they kept coming to visit and they kept saying come back when you can. >> reporter: in the darkest
