Reporter so far it is looking like this is an idea being accepted generally by members of the recreation and parks board. As for the board of supervisors, we will have to see how they decide on this issue. They will probably want to see more detail. At this point they are still working on details. Christien kafton outside city hall, thank you. One other tourist attraction in San Francisco is closer to charging people. The state assembly approved a bill that would charge drivers to go down the crooked section of lombard street. More than 2 Million People visit lombard every year. Folks who live in the area complain about congestion and safety. In addition to the toll, the bill would also make drivers to reserve a spot before heading down lombard. That bill now goes to the state senate. Bart is stepping up its efforts to fight fare evasion. They are undergoing what they call station hardening. Barriers have been raised from three feet to five feet tall to make them harder to jump. The swing gates are locked and can only be released by a fire alarm or station agent and the gates themselves will eventually be harder to push through. We call them the leaves of the gates. The Additional Air pressure on those is being done throughout the system, but not all at once. Later bart says it will add video surveillance. One of the Biggest Challenges maybe the elevators, which are in free areas and some stations and will have to be moved behind pay gates. In San Francisco, hundreds of workers held a rally today calling on the city to pick a new transit director who is committed to resolving what they call Frontline Worker and writer concerns. The rally follows the announcement earlier this week that the mta director would step down in august. Union workers gathered to urge the committee to pick a replacement who understands their concerns, including staffing, Safety Training and faulty equipment. All of which they say is affecting the safety of the public. Sometimes the brakes dont work. We see a lot of screws falling out of them. A whole lot of different things. The quality should be held to a higher standard. We want to ensure their Work Experience and workplaces are a safe and enjoyable as possible while they are at work. Yesterday mayor london breed nominated the former head of the metropolitan Transportation Commission to serve on the board. Breed is hoping he can help in the search for ruskins replacement. The board of supervisors still needs to approve his nomination. A woman with a long history of fraud is now being sought for a new scam. Police in the east bay say she assumed a womans identity as a nanny and met with families looking for child care. Crime reporter henry lee talked with the woman whose identity was stolen and joins us live in emeryville. Reporter this woman is livid that her good name and reputation have been sullied by a con artist with a history of similar scams. Hi, come on in. Reporter this is video showing Darlene Mariana Monticalvo in the light blue shirt at a job interview. She is meeting with a San Francisco woman who is hoping to hire her to care for her children. The problem is, police say monticalvo is a fake nanny who stole a real womans name and reputation. Come on in. Someone in assumed her identity. It is infuriating. Reporter i face shown. Last summer a woman claiming to want to nanny asked for her personal information for a background check. She got suspicious because the woman never wanted to meet in person. I felt like it was a lie. I asked her to destroy my documents. She got very angry with me and called me a bunch of names. I went right to the Emeryville Police then and there. Reporter last week the victim got calls from families in San Francisco, asking if she is the one they interviewed. I said no, i didnt know what they were talking about. We kind of figured we were being scammed and we both went to the police. Reporter police say monticalvo is a con artist with a history of many scams. She has priors in multiple counties. Once she is in a home, she proceeds to take things take ch that sort of thing. Reporter the victim tells me she hopes the found real soon. It is horrible and really sad that somebody would stoop to such a level that she would need to take somebody elses information in order to present herself as a nanny. Reporter the fake nanny has a least 22 prior felony convictions. She is also wanted by Oakland Police for allegedly hurting a twomonthold boy last year. Within the last half hour i did speak with a woman who identified herself as the suspects daughter. She says she doesnt know where her mom is, but insists she would never hurt a child. I want to go back to this womans criminal history. You mentioned 22 felony convictions, so why isnt she behind bars . Reporter well, these are not considered serious felonies, in the sense that no one was killed or maimed. In the sense that she must not of learned her lesson 22 times and is allegedly outdoing the scam once again. Ra, henry lee, live in emeryville, thank you. Wins new information in a shooting in pittsburgh where prosecutors declined to fire charges. 36yearold man was shot and killed. Jason posey was taken into custody. Investigators say the two men knew each other. Today Contra Costa County prosecutors say there is evidence that posey was acting in selfdefense when the shooting happened. Tensions are rising in washington, where democrats threatened to hold attorney general bill barr in contempt if the Justice Department refuses to hand over the full, unredacted Mueller Report. Ray bogan reports nancy pelosi accused william barr of lying to congress. Reporter there is a growing list of democrats calling for attorney general barrs resignation, but President Trump is still giving him his support. In it, flood writes the white house is not put a blanket waiver on executive privilege in the Mueller Report, meaning the president can still instruct advisors not to testify before congress. The way he has obstructed congresses efforts to get the Mueller Report by missing the deadline and the way that he lied to congress. Reporter shortly after the rookie was drafted in the fifth round, and arkansas father went on twitter to sharon untold story from five years earlier, when greenlaw was a freshman at the university of arkansas. On twitter he said someone slipped something into his daughters drink at a Fraternity Party and when a man she didnt know tried to steer her out the front door, greenlaw said shes not going anywhere. The six foot tall Football Player stepped in to help and recalled his friend wasnt herself. She said she needed help and i saw the dude was kind of grabbing at her, trying to get on her a little bit. I felt like i needed to kind of step in. Reporter greenlaw says the girl called him to thank him but he didnt remember the incident until she called him again, after her fathers tweet went viral. On the phone, the arkansas father said he will always owe the player, asking everyone to root for him, calling him a kid with a good heart. For a guy like him to be looking out for my daughter, it meant everything to us and obviously it has been on the back of my mind, for going on five years now, that i wanted to basically tell the world. Hey, this guy did something wonderful. Reporter greenlaw was in the foster system growing up and was eventually adopted by his High School Football coach. Even his parents didnt know the story until last week. I have Little Sisters i am very protective over. I have that protective instinct. I go out of my way, i would go out of my way to help anybody. Reporter greenlaw says he wants to be known for his football playing. He will get that chance when the rookies take the field tomorrow. Why is it that the father of the woman he essentially saved, why is that father just coming forward now . Reporter he said he never wanted to jeopardize greenlaws football career. He was worried about him, even though he wasnt drinking at the party. He says he just wanted to look out for him and he said what better time than now, as an nfl draft pick, to come forward. With all the negative stories about players he thought it was important to have this one told. You cant help but root for greenlaw now. I know he was a fifth rounder, but lets hope he makes it as a linebacker. Thank you. Research shows many teachers in the bay area can still not afford to buy a home in the cities where they live. The most disturbing finding involves the san jose metro area, where the median price of a home is now 1. 1 million. The study found teachers working in the san jose area can now afford to buy less than 1 of the available homes. We spoke to one of the economists involved in this study, last hour on the four. It is shocking to see how few teachers, people we rely on to educate our children, can actually afford to live in the communities they work in. The same Research Found things are not much better for First Responders in San Francisco. The median home price in the San Francisco metro area is about 800,000. First responders in the city can now only afford about 17 of the homes available there. A new snow survey shows our water supply in california has day state water officials measured the snowpack at phillips station near lake tahoe. They say cities and farms can expect an ample water supply this summer thinks two storms in the sierra. The survey reported 47 inches of snow depth, 188 of average for this location. Our snowpack this year is different than a couple years ago, in 2017, when we had historic precipitation. This year is a lot colder, so it will stay melted a little longer and we will see runoff well into the summer months. The man charged with the deadly shooting at a college in North Carolina on tuesday had his first Court Hearing today. The 22yearold is accused of killing two people and wounding for more. Fox reporter Jonathan Serrie has more from the campus where the community is praising and honoring one of the students killed in the shooting. Reporter the accused unc charlotte shooter has his first appearance hearing. Trystan terrell faces a host of offenses including two counts of murder and four counts of attempted murder. The d. A. S office says the former uncc student waives his right of physically appear in court. He was appointed an attorney. His next court date will be may 15 for a bond hearing. Reporter in the meantime, police and the community are hailing the heroic actions of one of the deceased. Riley howell tackled the gunman, knocking him off his feet as an officer rushed in and disarmed him. Howell was shot in the process, losing his life, but saving countless more. On tuesday, a Massive Police procession escorted howells buddy from charlotte to his hometown in the North Carolina mountains, 150 mile journey. The father of his girlfriend says he is not surprised by howells actions. It makes complete sense. He is the one who runs toward it instead of running away. Reporter students at a vigil admitted they are unsure if they can never go back. Unc charlotte will not be the same after this. When it happens to you and people you know in the school you go to, it shifts your whole reality. Reporter so far there is no clear motive for the shooting. These two robberies happened within about 90 minutes of each other, so do police think they are connected . Reporter they are still looking into it, but they do not believe the suspects and getaway cars are the same. They say they are very different. Both of the armed robberies happened here near grace rauh and both of the victims are young men. Imagine those streets in the middle of the night. Police say it was 12 30 thursday morning when a car pulled up next to for students walking together on channing way. Three suspects armed with handguns got out of the car, demanding the groups backpacks and cell phones before driving off. Then about an hour and a half later, a similar incident. Police say three students walking on the 2900 block of dwight way are approached by a car. In this case, two men armed with handguns surround the students, taking their bags and cell phones before driving away. I live with a group of girls and we all take precautions walking at night. We try not to keep a lot of valuables on us. Reporter Berkeley Police officer byron white says these cases are under investigation, but they believe there are two groups of suspects responsible for each armed robbery. What we see repeatedly is the theft of Electronic Devices like c criminals know where there are higher concentrations of people, like near the campus, that they potentially can get a good score. Reporter he says berkeley averages one robbery a day, with many crimes of opportunity happening in coffee shops during the overnight hours near campuses. He advises students to take advantage of the University Escort Service or to call a rideshare if possible. Better to have someone know where i am. I generally avoid walking at night. I hate to say it. Four years, i am a senior now. It is definitely scary. Reporter Berkeley Police say they typically see the most straight robberies around friday and saturday nights here, near this part of the campus. They are not releasing the description of the getaway cars. They are asking anyone with information to give them a call and they had they are stepping up patrols in this area. They do have officers working overtime. What about those victims, were they able to give a description of the suspects . Reporter they do have some descriptions. They were hesitant to release some of that. The victims were able to give out a description to officers. It is something they are looking into and thankfully all the victims are okay. We are talking about seven students who walked away safely. Unfortunately they lost their items. At least they had descriptions to work off of. Cristina rendon on the cal campus, thank you. A child was rushed to the hospital after being bit by a dog in san ramon today. It happened about 7 00 last night at millcreek hollow park. They say the child suffered severe injuries with a bite to the right cheek. Today officials released a picture of the dog, described as a beagle, pitbull mix. The owner was playing ball with the dog on a long leash. The child approached the ball and the dog lunged and that the child. The dog was taken into custody by animal control and has been placed in quarantine. Facebook announced today it is permanently banning several extremist leaders from the site. It includes nation of islam leader louis farrakhan, infowars host alex jones and rightwing speaker milo yiannopoulos. Facebook says these people and others have repeatedly violated its policies involving hate speech. In the last hour on the four, we spoke to the nonprofit Electronic Frontier foundation. She says facebook is trying to send a clear message to its 2. 7 billion users around the world. That they are serious about the influence they have. Serious about the platform the give and who they give that platform through. So, high profile incidents like this sort of help make that message. Facebook has been long criticized by those who charge it provides a free platform for people spreading messages of hate. In south san jose, a competition is underway to see which s. W. A. T. Team is the best in the west. Jesse gary shows us how this accuracy challenge can lead to success in a critical Law Enforcement situation. Reporter in the South San Jose Hills above coyote valley, shooting and physical exercise challenges and critiques of performance. For the 26th year, the county Sheriffs Office host the best in the west competition for Law Enforcement s. W. A. T. Teams. It is a competition with different skill s. W. A. T. Team members use. Reporter there are six obstacle courses set up at the shooting range. 31 teams from california and oregon compete in tests that test fitness, tactics, weapons and proficiency. Captain Dahlia Rodriguez helped design the course and heads the Emergency Response team. We tried to create a real life type scenario for some of the s. W. A. T. Teams, because a lot of the times when you are training you train in a sterile environment. When we come here we try to get their heart rate up. Reporter physical exertion comes prior to firing at a target. Officials say participants must fight through fatigue and loss of mental focus, in order to succeed on the courses and in real life situations. They need to know how it feels to run three blocks, two blocks to get to the location where the shooting is happening. Reporter they received funding from the gifford foundation, a new york state based nonprofit working to improve quality of life by fostering change in people and communities. Jaclyn says helping s. W. A. T. Officers improve response benefits everyone. They can improve their skills, which makes them better. I dont think our community realizes how hard the s. W. A. T. Teams work and how hard they work to keep us protected. Reporter not everyone had glowing reviews for these types of competitions. In alameda county, officials there canceled the annual urban training. There were demonstrations and push back here in santa clara county. Some worry that the special weapons and s. W. A. T. Is growing the militarization of Law Enforcement. They have to be well trained and have the best equipment. The teams get to see what they need to work on and take that back to their agency to focus on more. Reporter the competition ends friday. In san jose, jesse gary, ktvu fox 2 news. Security improvements approved, but not completed. Details about the money a Southern California synagogue had received before a Gunmen Attack last weekend. Human Rights Groups in venezuela say four people were killed and dozens hurt during political protest this week. Venezuela is in the middle of a power struggle between president Nicolas Maduro and Opposition Leader juan guaido. It began when juan guaido took to the streets with heavily armed troops, looking to overthrow the government. It was unsuccessful. Juan guaido has the support of the u. S. Government and 50 other countries. The owner of the company was convicted today of bribing doctors. The jury found the founder and ceo john kapoor guilty of racketeering and conspiracy today. Prosecutors say that kapoor and four other executives paid millions of dollars to doctors and kickbacks to prescribe a fentanyl spray meant for Cancer Patients and severe pain. He could face 20 years in prison. We are learning that a San Diego County synagogue got money to improve security, shortly before they became the target of a shooting. The gunmen opened fire from a front door that synagogue leaders determined was in urgent need of security. They applied for a federal grant to install gates and secure doors to protect the area. The 150,000 was approved last september, but wasnt awarded until late march. President trump invited victims of the synagogue shooting in san diego to take part in todays national day of prayer ceremony at the white house. The president called on the nation to pray for the victims, including the rabbi who attended the ceremony and was wounded in the gunfire. One woman was killed and two others were wounded in the shooting saturday afternoon. Investigators say the 19year old suspect was targeting jewish people and now faces hate crime charges along with murder. 75 years later, a veteran of dday is heading back to france for the first time. He is the last surviving member of his company and wants to represent those who fought there and died. Rob ross tells us his trip is made possible in ways he never expected. Reporter Jake Morrison showed us his many war medals from his home in martinez. That is a bronze star. Reporter at 96 years old, he is the last man standing. The last survivor from his unit that stormed omaha beach on ts honor. Reporter next month is the 75th anniversary and he plans on returning for the First Time Since the end of world war ii. I want to do this, just to represent all those guys i was with. Reporter typically the military would fund such a trip, but his military records were destroyed in a fire in the 1970s. But two women he got to know what his favorite bagel shop heard about the problem and decided to raise the money for the trip through gun gofundme, something he never heard of. They were saying fund to me and i thought they were talking about fun, so i dont know how that would work out. Reporter the gofundme goal was 10,000. They raised 11,000. Its unbelievable how many wonderful people there are in the world. Reporter while dday may seem like ancient history, for morrison it is as current as today and he says he helped type up the actual plans and then hand 160,000 allied troops were asked to storm the normandy beaches the german soldiers already commandeered. I had nightmares for 20 years. I shook for 70 years. I could not pick up a cup of coffee with my right hand. Reporter that is understandable. He faced landmines, heavily armed soldiers shooting onto the beach. Death everywhere. There was a soldier laying and i said, have you got a match. Ive got to have a cigarette. He didnt move. Reporter we met Raina Telgemeier inside her bay area studio, not far from the neighborhood in San Francisco where she grew up. I have been making comics since i was nine years old. I started reading them in the funny papers when i was nine years old and i fell in love with the format and that way of telling stories. Reporter soon after, she started keeping a daily journal. I did it from age 11 all the way to college, so i have years and years of my life in notebooks and sketchbooks. Reporter from those comics came the inspiration for her first memoir, a longform comic book. In smile, telgemeier tells the story of an accident that knocked out her two front teeth and left her with orthodontic appointments, pain and disappointment. This is a picture showing her natural smile without her retainer with two fake teeth to fill in the gap. At the time, she felt like no one understood what she was going through. Now she has heard from so many others that see themselves in her story. It turns out so many kids have either an accident or something they have been through that feels traumatic and makes them feel like they look different or feel different and so the story just became something universal. It was a huge surprise to me. Reporter smile was on the New York Times bestselling list for more than four years. Telgemeier continued to draw on her life for her next book and she is now releasing her First Interactive journal, called share your smile. In it, she encourages children to share theirs. I had those journals for years and years, but i think if i had shown them to other people, they would have felt more able to relate to what i was going through and that wouldve been really nice. Reporter telgemeier says share your smile is about making things and letting others see them. She has already inspired many children to do just that. I showed her the comic book my little boy made after we read her book together. There is a large panel here and a small panel with no words, just an expression. That is sophisticated stuff and the kind of stuff you learn by doing. Reporter telgemeier says she is so grateful for all the support she gets from young readers.
