francisco. only 40 in oakland at the ktvu studios. it is very chilly. as you take a live look of storm tracker to make you can see some of the rain has been rolling through the area. scattered showers and nothing to better. we are having the heavy downpours as we had for the south. if right now you're in scotts valley or morgan hill you are seeing some of that. notice you have some icy conditions around 130. if you are out on the road be careful. any of the moisture can freeze and cause slick roads if you are going to be driving early this morning. this is system will move through today. when it finally gets out of here we will have some clear skies as we head into the evening. was are also going to pick up. aware about 12 miles per hour. that will change as we go throughout the day. let's bit. >> we begin this morning in the north bay where authorities are looking for a hit-and-run driver who injured a young girl. we received this surveillance video from a ktvu viewer. because of the graphic nature was dubbed the footage. there you see the kids running across the street. it is a group of them. this is before the 7-year-old girl was hit by a car. this is right after where you can see her kind of running away. fortunately, she did not suffer any major injuries. this happened in santa rosa. amazingly the girl got up after being hit hard enough to get onto the hood of the car. she ran off and the car took off. the little girl had minor injuries. police say the man is in a late model mercedes or bmw. >> a man is in jail this morning after police say he led them on a chase in a stolen car. injure 2 officers and tried to carjack a group of tourists at the tunnel. police spotted a stolen car. the suspect ran into a patrol car while trying to escape, hit 2 antioch police officers who did suffer injuries. the chase continued on interstate 80 and highway 24. the man hit at least 6 cars along the way and eventually ended up in the caldecott tunnel where police set up a spike strip and shut down one border of the tunnel. >> we heard there was a traffic collision within the tunnel. there was no radio traffic being put out because they were in the tunnel. we tried to get a technical as possible and try to stop traffic. >> police say after the man crashed the car in the tunnel that is when he tried to carjack another car from tourists. he then used a passageway to escape from the tunnel outside but was arrested shortly thereafter. police say the suspect is a 27- year-old man from oakland but have not released his name just yet. >> four people are accused of leading police on a slow speed chase in san francisco. is started at beach and joneses street. it was in the fisherman's wharf neighborhood around 6:30 last night. officers were called to report of a robbery. police called police to follow the car under the freeway. finally the to the suspects into custody at the two 8101 interchange. >> and earthquake shook some folks in the napa valley out of their beds. they reported a magnitude 3.7 earthquake was centered 4 1/2 miles south southwest of iago. it happened about 1:20 1:55 this morning. they recorded it as a 3.8 earthquake and downgraded it to a 3.7. we received a couple of calls from ktvu viewers about the jeweled. they said they were in their bed and their home started shaking. we have not received any reports of damage or injuries. >> oakland teachers are preparing to strike later this week. the school district says scott this is classes will continue as scheduled. the teachers will be walking picket lines at all of the 87 district. >> this failure to fully fund our schools at the level our students deserve is undeniably a racial justice issue in a school district that is overwhelmingly students of color. >> oakland teachers plan to go on strike thursday, february 21 after saying a neutral factfinder endorsed the teacher corps bargaining position. >> oakland teachers cannot afford to live in oakland. 1 out of 5 leave each year. >> oakland teachers say they have spent the last 2 years bargaining with the oakland unified school district and in addition to low teacher pay, there is only one mexico nurse for every 750 students and win counselor for every 600 students. oakland unified school district says it is ready to meet with teachers again. if this thursday strike goes on, all oakland schools will still be open. >> we do have central office staff. we have our principles and other administration. we also have emergency temporary teachers will have on site as well. >> many parents say they will cannot get rid of the restricted, we cannot get rid of the special education transportation. we cannot get rid of the school site contracts either. >> they will hold a community meeting on tuesday night to address options for parents who work such as sending children to solidarity schools being set up in libraries and recreation centers. >> the an undeclared a local state of emergency because of storm damage. there will be a special board meeting to ratify the proclamation. the ratify proclamation would be sent to governor gavin newsom for consideration. on thursday, heavy rain caused a levy breach of highway 37. westbound hundred 37 is to close between highway 101 and after avenue. according to the independent journal the lanes could be reopened by wednesday at the earliest or friday at the latest. yesterday when eastbound lane was temporarily closed as construction crews built and access road to the libby. >> there are giant boulders being transported to the area. some of those will be used to help build a road. at some point there will be other materials to help fix the levy as well. >> a temporary dam will be built to stop the flow of water and crews will start to work on a more permanent fix. a massive pumping operation is expected to start tuesday to remove the water. >> permanent repairs are beginning this week for the richmond san rafael bridge went out expansion joint. on the upper deck a span filled earlier this month. chunks of concrete fell onto cars passing on the lower deck. they covered up the seven foot wide hole during the emergency repairs. michigan and new york. wu has been accepted to rice university in houston which is one of the top private schools in the country. she is also a top archer and is hoping to compete in the 2020 summer olympics in japan. we will talk live to catherine wu, the new miss chinatown usa in our top hour. >> the alleged attack on empire actor john 17 was staged the alleged attack on empire actor jussie smollett was staged. >> why police say this man was not allowed to own a gun and what his neighbors are saying in his defense. we are learning more about the man who killed 5 coworkers an injured 7 several police officers at a manufacturing plant outside of chicago after he had just been fired this week. police say the man had a violent criminal history and used a gun that he was not legally supposed to have. >> this is the man police say killed 5 colleagues and shot at responding officers. 45-year-old gary martin had just been fired from his job at an industrial valve plant outside of chicago. he opened fire at the termination meeting killing 3 employees who were in the room as well as to make other colleagues nearby. one of the victims was reportedly an intern on his first day. officials would not say if they thought the shooting was planned out did acknowledge martin entering the meeting with a weapon. >> we can surmise he was speculative about what was going to happen happen as evidenced by him arming himself with a firearm. we are speculating there. >> martin used a 40 caliber smith & wesson. a gun he was not legally permitted to have. criminal record included a felony preventing him from owning a gun. our was police chief does not want the incident being used for any kind of gun control argument. >> the fact remains is that some disgruntled person walked in and had access to a firearm he should not have had access to. i do not want to make this political. this is a human shoe. lives were lost. >> authorities are trying to figure out more about the gunman who was killed by police. they swarmed his house after the shooting. his neighbors disputed any allegation that he was an exceptionally angry angered person or mentally ill. >> he was not weird. he in the 30s tonight and tomorrow here in oakland. look at the inland communities. they stay in the 30s the entire next 5 days. we are talking at or below freezing for tonight and tomorrow night. that looking for a hit and run driver who injured a young girl. we got the surveillance video from a ktvu viewer because of a graphic nature, we did stop the footage before the car hit the 7-year-old girl. this happened on lewis crone drive in santa rosa. amazingly there is the little girl right after the accident. she got up after getting hit and was taken to the hospital with minor injuries. police say the driver of the van is in a late-model mercedes or bmw. we have a crew just arriving to the neighborhood and we we have a live report in about 30 minutes. >> a man is in jail this morning after police say led them on a chase in a stolen car, injure 2 police officers and try to carjack a group of tourists at the calicut tunnel. the chase started yesterday afternoon at antioch and ended up at the cal cook tunnel. rob malcolm tells us how the suspect was eventually arrested. >> a stolen car is towed from the third bore of the calicut tunnel. standing by, a group of stunned tourists who found themselves caught in the middle of a wild police chief in crash that started in antioch. >> we heard there was a suspected driving a stolen vehicle who intended the hit other police officers. i am not sure if the police officers were on foot or in the course. that is originally what we her. they were approaching the area. they came over here to set up spike strips. >> the search snarled traffic while a chopper searched above. >> we are getting reports it was 2 antioch police officers that were hit. >> that is what we were hearing. >> with a sent to the hospital? >> i have not received any updates. i did here they are okay. there conditions are stable. >> it is believed the antioch police officers were hit prior to the tunnel in the area of 680. police using different radio the tunnel. we tried to get us tactical as possible and start and stop traffic. >> after crushing his car the suspect tried to carjack this group of tourist and used a passageway to escape the tunnel but didn't get far. >> he was in custody. >> one chp cruiser sustained minor damage. the suspect described as a man in his 20s allegedly damaged other cars during his wild escape. >> there was when they're right there behind us and there was another vehicle involved within the tunnel. they are okay as well. we are hearing there are 5 or 6 other people hit prior to the tunnel sometime on 24 westbound. >> hazardous waste is being blamed for causing a fire at a plant in fremont. it started just before a:30 last night on fremont boulevard. firefighters say it was in an outside area where the company stores hazardous material. it was quickly put out and did not threaten the tesla plant. >> oakland teachers will go on strike starting thursday morning. the union says they have been negotiating with the district for nearly 2 years now. >> oakland teachers cannot afford to live in oakland. 1 out of 5 leave each year. >> the union says the district has mismanaged its finances and it has led to low wages, crowded classrooms and a few support services for teachers who are growing more and more frustrated. parents say they understand the frustration and they are backing the teachers. >> i hope that they are listened to and taken seriously. particularly in this district where we are really feeling a pinch. we are feeling years of of fiscal mismanagement. >> teachers say the biggest issue is there are not enough teachers, school nurses and counselors to give the help the students deserve. they spend three times the state average on consultants instead of staffing and programs. >> to say we have this giant part of consultant or money we can get rid of we can't. we can't get rid of the restrictive. we can get rid of the school site contracts or the special education transportation. >> the district says classes will go on as scheduled at all 87 schools. when the strike starts on thursday morning the teachers union has indicated they are still willing to listen to new offers from the district this week. >> chicago police want to interview empire actor jussie smollett after they questioned 2 brothers after the alleged assault and released them without charges. according to usa today the 2 brothers said they were paid by drank by ktvu2investigates@foxtv.com by jussie smollett to stage the attack. he said 2 masked man beat him, guild racial slurs and then put a rope around his neck. the questions have shifted after they questioned the 2 brothers who are no longer suspect in the case. >> new evidence that was brought to the attention. obviously, i had it. obviously my appetite. i think it took a matter of coordination. >> there are a report that there was a receipt found in the brothers possession. one of the brothers was his personal trainer who helped him get in shape. the attorney denies that jussie smollett paid them. >> authorities say an audience member during hamilton was suffering a heart attack and a be very same time a prop gun in a checked and they are both open right now. that is as long as you have some four-wheel-drive or change. people who live along highway 50 say it has been difficult for them to get around. they say it is much tougher for visitors who are not used to the winter conditions. one woman we talked to said they should have been were road controls at the start of the long holiday weekend. >> i think all of finally pulling away as we head into the afternoon. that will continue as we go throughout the day today. as you can see those in the south they have had a few showers through. now starting to get a little break. i want to point out we have icy conditions on the roads. if you're driving along 1:30 around 130 be careful because the roads will be slick and icy. that will be until we get the heat of the day warming up. not going to be too warm today. it will be a little chilly. let's talk about the sierra snow. we are expecting more of it today. travel conditions not great. the have extended the winter storm warning until 7:00 p.m. expecting an additional 5-10 inches. about 3-6 down to 2500 degrees. down to 2500 feet. heck of a season we have has of our. taking a look at the sierra snowpack. we are above normal. the northern about 125% normal. 147% in central and southern. 150%. you can see the snow water equivalent approaching the 30 inch mark even higher there for central sierra. that hood of the car and is thrown several feet onto the street. she gets up and runs off with 2 other children. the driver opens the door briefly and then drives away. >> we know the little girl who was 7's old is okay. she had minor injuries. the santa rosa police department is looking for anyone with information about who the driver is. they say to give them a call. >> they get there. a:06. a man in jail after police say he led them in a chase in a stolen car injured 2 officers and try to carjack a group of tourists at the caldecott tunnel. this chase started yesterday afternoon in antioch after police say based upon they spotted the stolen car. police say the suspect ran into patrol cars while trying to escape and hit 2 antioch police officers who suffered minor injuries. the chest continued onto interstate 6:80 680 and highway 24. police say the man hit at least 6 cars along the way. it eventually ended at the caldecott tunnel where police set up a spike strip and shut down 1 of the tunnel. >> we heard there is a traffic collision within the tunnel. there was no radio trafficking being put out. they are in the tunnel. we just kind i tried to get us tactile as possible and tried to stop traffic. >> police say after the man crashed in the tunnel that is when he tried to carjack the tourist. he then used a passageway to escape the tunnel. he was arrested shortly after. police say the suspect is a 27- year-old man from oakland. they have not released his name. >> 4 people are accused of leading police on a slow speed chase. this happened at san francisco. it happened around 6:30 last night. officers were called to report a robbery. police followed the car. >> and earthquake shaking some of the folks in the napa valley out of their beds. the usgs reports a magnitude 3.7 earthquake centered about 4 1/2 miles south/southwest of yorkville. it happened around 1:55 this morning. usgs first reported the quake added 3.8 but then downgraded it to a 3.7. we did receive a couple of phone calls from ktvu viewers in napa about the jolt. they say they were embed and the home started shaking. so far we have not received any reports of damage or injuries. >> mercedes or bmw comes into view and it's the 7-year-old girl. we stopped the video because it may be graphic for some to watch. the girl ends up on the hood of the car and is thrown several feet onto the street. she gets up and runs off with 2 a that you can pick the driver opens the door briefly and then drive away. >> we now know the little girl. her name is hazel. her mom's name is candace. she said hazel was in the hospital yesterday and was checked out and just has some minor scrapes. thankfully she is okay. mom says they were monitoring her in case she had a concussion. she will go back to the doctor on tuesday. the good news is she just had minor injuries. the santa rosa police department wants to know if anybody had any information on who did this. if anyone knows the person driving the car give them a call. >> think is. hazardous waste is being blamed for causing a fire at the tesla plant in fremont. started before a:30 last night on fremont boulevard. the fire was in an outside area where the company stores hazardous materials. the fire was quickly put out and firefighters say it did not threaten the plant. >> a man is in jail after police say he led them on a chase in a stolen car, injured 2 officers and tried to carjack a group of tourists. it started yesterday afternoon in antioch and ended at the cortical tunnel. we have more. >> i stolen car towed and standing by a group of tourists found himself caught in the middle of a crash that started in antioch. >> we heard there was a suspect driving a stolen vehicle who hit 2 other police officers. i am not sure if the police officers were on foot or cars. that was originally what we heard and they were approaching our area. got in our cars and set up a spike strip here. >> the search snarled traffic and oakland police responded while a chopper searched above. >> we were hearing reports that it were 2 and the are police officers that were hit. >> were they sent to the hospital? >> i have not received any updates. i did here they are okay. there conditions are stable. >> it is believed the antioch police officers were hit prior to the tunnel in an area of 680. police using different radio frequencies had challenges when the suspect raced into the tunnel. >> then, we heard there was a traffic collision within the tunnel. there was no radio trafficking being put out because they are in the tunnel. we tried to get technical as possible trying to stop traffic. >> after crashing his car the suspect tried to carjack this group of tourists and use a passageway to escape the tunnel but didn't get far. >> he was in custody in the neighborhood that cody caught lane. >> the suspect described as a man in his 20s allegedly damaged other cars during his wild escape. >> there was when they're right there behind us and another vehicle involved within the tunnel. they are okay as well. we are hearing there were maybe about 5 or six or 6 people that were hit prior to the tunnel. >> is a:38. chicago police want to interview empire actor jussie smollett again after they questioned t- minus about the alleged assault and released them without any charges. according to the usa today the 2 brothers told detectives they were paid by jussie smollett to stage the attack. jussie smollett told police 2 masterman beat him, yelled racial and homophobic slurs and put a rope around his neck in chicago last month. police say their investigation into the attack has shifted after questioning the 2 brothers who they no longer considered to be suspects. >> a new evidence was brought to their attention. obviously my client had it. it took a matter of coordination. >> there are reports that police send a receipt for the rope that was on jussie smollett's neck in the brothers position. it showed they bought it from a hardware school store in chicago. jussie smollett's attorney says one of the actors was the one of the suspects was the actors personal trainer. >> the orie rutchick driver was notified last saturday that a female driver wanted to be driven from san francisco to tiburon. when the driver arrived at the san francisco location the situation took a strange turn. he was greeted by a man who asked him to deliver a shoebox to the woman who had requested the right. the driver became suspicious when the rideshare was canceled as he was in route to tiburon. he spotted some sheriff's deputies nearby, showed them the box and inside that, they found suspected fit in all. the dragon she's were taken into evidence. no arrests have been made. >> it is very difficult to get to reno and lake tahoe. they are both open as you have for what drives and chain. and has been even tougher for visitors to get around that aren't used to these winter conditions. >> i think all this morning and earthquake shook folks in the napa valley right out of their beds. the usgs reported a magnitude 3.7 quake was centered about 4 1/2 miles south/southwest of yonder. it happened around 1:55 this morning. the first reported it as a 3.8 but then downgraded it to a 3.7. we did get calls from some atv viewers in napa about the jolt. they say they were in their beds and then the homes started shaking. i have seen a couple of people saying on twitter they felt it is will. so far fortunately we have not gotten any reports of damage or injury. >> were my people accused of leading police on a slow speed chase to the state to the streets of san francisco. it started over the fisherman dwarfs neighborhood. officers were called last night to the report of a robbery. they then followed the car on the way to the freeway. chp joined in the chase and helped take the suspect into custody at the two 8101 interchange. >> mns and joe this morning after police say he led them on a chase of a stolen car and try to carjack a tourist at the tunnel. it started yesterday in antioch after police started spotted a stolen car. the suspect ran into police. which is contrary continued onto interstate 680 and highway 24. police say the man hit at least six my cars on the way. it all eventually ended at the caldecott tunnel. that is where police set up a spike strip and shut down 1 possible. >> police say after the man crashed car in the tunnel that is when he tried to carjack the tourists. he used a passageway to escape the tunnel but was arrested shortly after. police say the the 2020 olympics. tell us about you and what do you think about this contest in the title and what makes you want to be a part of it. >> i started this pageant because i really wanted to be an ambassador for the chinese community. i really wanted to connect with connect with my cultural heritage and roots. through this pageant i feel like i have really done that. i really hope to be on the float to inspire young women that with any hard work anything is possible. >> we are looking forward to seeing you in the parade a week from yesterday. it is always a fun event. it is interesting. when i talk to past winners there are so many parts of this that are important when you're serving as an ambassador and people talk about the chinese community and really reaching out and speaking to the younger generation. you're 18 years old. is the message a combination of the culture and the future? >> yes, it really is. i believe to really connect with your culture it is something extremely special especially since i was born in san francisco. i actually went through an elementary and middle school so that i can learn chinese and pick up my culture. >> what have you learned from the other contestants? i know they came from across the country. age brings a different perspective. a really accomplished group of women that take part in this. >> yes, they are extremely talented. extremely smart. i am so honored to have met all of them. we all became really close friends over this past week. >> what you think this means for san francisco? last year's went over also from the bay area. also, from san francisco. this is a san francisco tradition. we have the chinese new year parade coming which is the largest celebration of chinese new year outside of asia. what does it mean to be from seven cisco and play this role? >> well, i believe san francisco is the melting pot of all cultures. i have been extremely grateful to be here in san francisco with the chinatown parade and having exposure to all of the events. >> it is a busy, busy year ahead. what does it mean for the next year as you rain miss chinatown usa? what are your plans? will it affect college? >> yes, i am so overjoyed to go to all of the events in san francisco. i hope to see you all there. >> it will be a big and long year for you. congratulations to you. i would know it was a very late
