making its way towards the bay area, possibly tonight and early tomorrow. the parade of ships will take october 1, this week, fleet week as the blue angels flew into town yesterday. they were down in san diego for the airshow. san francisco was the next stop. we are lucky to have them. for san francisco fleet week, 2018. welcome. this has been a special week for me since i was watching the blue angels. in san francisco. >> we go in. we do not go when i was super little because livermore was 1 million miles away but we go almost every year and the little ones love it. >> if you get -- it represents a change of seasons. it is the time of the year. in the bay area. we associate that with the fleet week and the blue angels. great to have you. sal has been on assignment all morning, writing along with the highway patrol, cracking down on people that violate the rules of the hov lane and they are serious about it. let's check in to see how it is going. >> reporter: what surprised me this morning was how quickly the officer crop that i was riding along with could just get on the road and basically say that there is one. it did not take -- we were not looking hard at all the people that were violating the carpool lane and one time we caught a speeder going 85 miles per hour. to catch up with the speeder, we have to take the dodge charger up to 100. that was exhilarating. they are working hard. they are catching people. remember that if you are driving in the carpool lane you have to have either two people in the carpool lane, sometimes three, depending on the signs. read the signs and you know the hours. they have been doing targeted enforcement. stomach i think a lot of drivers would have the same assessment that you did that it is not hard to find them on the road and a lot of people wonder why there is not more enforcement. do they have plans to step up those patrols? >> reporter: that is what they are doing this weekend. that is one of the reasons i am here. they are stepping up the patrols because they say that they have received a lot of calls about this. people get so frustrated if they see somebody in the carpool lane when they are following the rules. they see somebody breaking the rules. they pick up the telephone and called 911 and say what is going on? why are you not catching these people? this morning that is what they were doing. we saw a lot of people being pulled over. >> i have seen the signs that detail the hundreds of dollars that you will have to pay if you violate the restriction. are the officers giving warnings? how expensive is the ticket? >> reporter: the ticket can be at least $400. it depends on the court costs because the ticket itself is a certain amount, $300, $400 and if you are in alameda county, they add the court costs. you could be talking about $500 per it is different in every county. it is around there. also most of the time that they give the actual citation, and sometimes, if the officer thinks that they -- there was actual confusion, that happened this morning and the officer believes the story that you were telling and you are confused but they will give a verbal warning but most of the time they're pulling out the ticket book and giving the citation. spread glad to see that they are out there. we appreciate the report. outside the chp office. crews are getting into position preparing for another day of work on repairing two cracked beams at the trans bay transit center. christien kafton is live in san francisco. the commuters have been struggling with the closure at fremont as the work is underway. >> reporter: they sure have. we will show you the commute in a second but let's show you the work that is underway right now. you can see the truck has maneuvered into place to put fencing around those giant jacks that you can see. they are maneuvered into place. this is just the beginning of what is going to be a temporary fix that we have been talking about since the middle of last week when this started to develop. yesterday's crews brought in four beams, welding them together to create a platform that spans over fremont. it takes of the load carried by the cracked beams. what this means for people driving is that the fremont street is closed at howard which can make the commute at best unpredictable. i'm from oakland. 20 minutes or so. >> reporter: not bad. >> the commute was great until we got ready to get off at this exit. this is horrible. hopefully they will fix it soon. i carpool from vallejo, california. >> reporter: you heard it right there. unpredictable. some people said that it was easy and some people said it was miserable. you can affect this i expect heavy traffic into the financial district. the work is far from over. the crews are working throughout the week on the columns that stay in place at fremont until a permanent fix is completed. that means that fremont will be closed at howard around the transbay terminal through the week. those columns will be there in fremont for weeks, months, unknown until they get the permanent fix in place. looking at fremont alley, -- we have been talking about this. the traffic looks pretty congested. sometimes it is actually pretty clear. despite the fact that sometimes the traffic looks all right, keep in mind that what this does is, if the traffic is slowed at fremont, what that means is that the traffic is going to be dumped off onto other exits, especially trying to get in and around the financial district in san francisco. it is going to be rough. the best ways to make sure that you are constantly monitoring the traffic conditions at figuring out which exit to get off. this will be at least a week where fremont is going to be closed. spoke with the fbi started investigating the sexual misconduct allegations made against brett kavanaugh. there are several reports that the fbi spoke yesterday with deborah ramirez that said that he exposed himself to her at a party in the early 1980s when they were both students at yale. president trump ordered the fbi best to get enough republican senator jeff flake said that he would not be comfortable voting for brett cavanaugh's confirmation without an investigation. the investigation is limited to just one week. 's from james comey, the former fbi director, wrote in a new york times op-ed that judge cavanaugh's testimony was a flashing signal for the bureau to dig deeper. he says that cavanaugh lied about phrases in his high school yearbook and says that little lies often point to bigger ones piccoli said that the white house should not have limited the investigation to one week. he said, quote, if truth were the only goal, there would be no clock and the investigation would not have been sought after the senate judiciary committee endorsed the nominee. we are hearing from a third woman accusing judge kavanaugh. in an interview on the program the circus on showtime, julie swetnick explains why she came forward to share her story. >> brett kavanaugh is going for a seat where he will have that on the supreme court for the rest of his life and if he is going to have that seat legitimately, all of these things should be best to get it because it from what i experienced firsthand, i do not think that he belongs on the supreme court. i want the facts to come out. i want it to be just and i want the american people to have those facts and judge for themselves. the attorney released sworn statement last week in which she says that she witnessed judge kavanaugh consistently engaging in owner -- inappropriate contact of a sexual nature. cavanaugh denied the allegations. >> the meeting with deputy attorney general rod rosenstein could be delayed again. the meeting was set to happen thursday. it was pushed to this week because of the hearings. white house said the meeting could be held this week. a date has not been set. rod rosenstein is the second in command overseeing the special counsel investigation into russian election interference. his job it may be in question following reports that he discussed secretly recording president trump and invoking the 25th amendment to remove him from office. rosenstein has denied the allegations. ktvu remember in the northern california wildfires, purging tom baker has the mendocino county area hit hard, struggling with the aftermath and recovery. >> reporter: in october 2017 the redwood valley complex fires destroyed 349 mendocino county homes. per capita that is almost 40% of the homes lost in sonoma county which has six times the mendocino population. the veterinarian is a member of the mendocino board of supervisors. >> we were ready, already way behind on having sufficient housing and now we are further behind. >> reporter: since the fires , 94 building permitt a quarter o times. that is despite the mendocino county best efforts to speed up the recovery process. easy as possible for the folks trying to rebuild but otherwise many of them are still in a what am i going to do because i did not have enough insurance? i might have had enough insurance but contracting prices are too high. the county has very limited resources. >> we need additional donated funds to fund folks rebuilding. >> reporter: in redwood valley, the fisher lake subdivision, all 44 homes were wiped out in the fire. a year later, 10 are in some phase of reconstruction. the other 34 are to be determined. a lot of people chose not to come back. >> reporter: george and nancy rebuilt and their contractor is putting the finishing touches on their new fisher lake home. >> i never wanted to build a new home myself. i probably would not do it again. it has been different. it has been a challenge. hopefully we will get to try it for a while. and if there is another far, they want better notice. >> we drove through flames to get out. i would like to have seen a somebody come by with a siren to wake people up. we lost within half a mile, five people. >> reporter: that is what the supervisor wants. the whole emergency response system hardened. smugly lost 911 and we lost th internet and we lost power per there was no ability to communicate. we need to be prepared all the time. i thicken the past there were certainly an idea that there could be a disaster the county someday. we realize there could be a disaster and the county every year. >> reporter: while working on the recovery, this year's new completely. i'm going there for a bit of a where are we now? you were there extensively in the days and weeks after the fire. >> i remember talking to you, a private firefighter hired around that to raise awareness and money for breast cancer research and treatment. there joining 170 law enforcement agencies around the country in the project. san francisco police department plans to raise $25,000 for the bay area cancer connections, nonprofit providing personal care and support to breast and ovarian cancer patients and their families. let's talk about the project and we are joined by the police sergeant. and christina surround thank you for joining me. why did sf pd decide to join the project. >> is a collaborative effort for the police department and the officers association and we really wanted to bring awareness but more importantly collaborate with the over 170 agencies across the united states that are currently participating in this project. >> sergeant serrano, when you are patrolling and you pull me over for the speeding ticket, what is the hope with public ll spark some en they see this? communication where we can express the support that we are trying to do for the bay area cancer connections. >> i know that you and your family have had this affect your lives personally. >> one of my aunts battled breast cancer and numerous family members. it is personal. >> i'm sure that getting the community support meant so much to you and your family at the time. now you might be that support. for somebody that you meet. that is what we are hoping. how does the public take part? >> several ways. you ask a question. that is the first one. the second is that they can actually go to the website, www.bayareacancer.org and give a donation and it is easy to do that. i know that large police department have been proactive in making sure that there are positive interactions with the public that you serve ? >> it does. it is the right thi as we police the community, we are members of the community. >> finally, what do you hope to get from this project? we talked about the money raised in the dialogue. is there anything that you hope to get personally? >> the awareness is huge. early detection can be lifesaving. any awareness that we can bring, conversations that we can have so the money is good but let's have conversations and get awareness going on. >> i elon musk is off the board of directors at tesla as part of a settlement that includes a $40 million payment split between elon musk and tesla. he is charged with misleading investors when he tweeted that he had the funding to take the company private. tesla is penalized for not adequately policing the tweets. the s.e.c. said the money will be paid to investors and he has to step down as chairman of the board for three years but he can remain as ceo. the tesla stock is up more than 14% today on that news. the dow jones is up more than 2 to 40 points right there. you can see u.s. manufacturers and other car companies after the u.s. and canada agreed to a trade deal. that includes mexico. this morning president trump is freezing the agreement reached with canada to join the free trade pact. minutes ago at the white house, president trump said that he is, quote, not at all confident that congress will approve the deal because of politics. the new deal will be called the united states mexico candida agreement or usmc a, replacing nafta. it was signed before a midnight deadline. president trump said that with the new agreement, he is making good on a campaign promise. we have negotiated this new agreement based on the principle of fairness and reciprocity. to me it is the most important word in trade. we have been treated so unfairly by so many nations. all over the world. the new deal will supposedly provide a better access to canada for american dairy farmers and it is expected to give a boost to the auto industry in the usa. the donald trump administration is suing the state of california after governor jerry brown's mind of the nation's toughest net neutrality measure into law the federal communications commission repealed regulations from the obama era and allowed internet companies to have more control over what you see on the internet. california new law aims to reinstate the rules but the justice department says that california law is illegal. we spoke with state senator scott weiner who sponsored a bill, telling us that he was not surprised by the lawsuit. >> the donald trump administration wants us to just trust these telecom and cable companies to do what is right. we know from real experience that these companies have a long history of violating net neutrality, a long history of blocking access to websites that they do not like or that are not the best thing. my tele-communications companies tried to defeat or water higher internet -- internet and cell phone bills. one of the bills makes california the first state in a woman on the board of directors. it is being criticized. >> reporter: you will see more females on the corporate boards joining companies like facebook and alphabet, the parent company of google. >> in many las vegas. how people who died in the attack are being remembered today. it is the first day of san francisco fleet week from safety drills to dazzling spectacles. we will speak with organizers about bay, pretty cloudy out there and rain the way. a while. this is the third person that has asked me about this. matt hamlin is in the honda. can you hold the rain off? i have not had a chance to clean out, i can certainly buy into .5 inches into mendocino county. i think that they are going to cut back on some of these. it looks like is going too far south. not as much to the south. this may come in tuesday into wednesday. some of that moves through. there is the moisture in arizona. the remains of rosa is prompting flash flood watches. the desert of southern california. we are concerned about the system moving and. 60s on the temperatures, southeast breeze and as that happens, a very mild and muggy condition, raid -- rain developing overnight. it starts to drop south into tuesday. highs cloudy, mostly cloudy, 60s, 70s, 80 degrees and it looks like maybe the peninsula south and others to the east might have to wait until tuesday and wednesday. we will start to clear it out and it looks win -- wendy for fleet week. the first day of fleet week, celebrating the san francisco history, ties to the u.s. navy, marines and coast guard. emergency teams work with the military. training and coordinating in case of a disaster. there are a series of events including the throughout the ex weekend. there is the big so the navy precision flying team, arriving in oakland. they will be practicing their maneuvers over san francisco bay this week. that is if the weather cooperates. it is scheduled for friday. saturday and sunday, starting at noon, featuring performers including a number of different air teams, including the only airshow the country that features a performance by a commercial jet. united airlines 777 and the blue angels finishing up each day with the roar of jets starting before 4 pm. the airshow can be canceled if there is too much wind or cloud cover, making it unsafe. i am lucky enough to be joined by louis lubin, the director in san francisco fleet week. good morning. spin i good morning.>> i touche we have such a rich history in the bay area of the military in as director of fleet week, what does it mean to be here with the fleet week this week? samantha fleet week is a fabulous event for san francisco. it is a great tradition since 1981. of course back then we were celebrating because we had the navy and marine corps installations all around the bay. now it is the visit coming in from the third fleet and the first marine expeditionary forces and many others. it is really nice to bring them into the city. the sailors and marines into the city and the coast guard's go around the city. they roll out the red carpet. it is a great military tradition. at the same time, we have the celebration noted earlier. we also do exercises between first responders and the military. >> what is going on behind you? is this one of the exercises? >> it sure is. it is funny, last year i was at the studio talk about this. this year we are out at peer 96 and behind you can see all of the first responder community working with the military. they are on a field a transfer exercise, and the theory being that in the event of a catastrophic earthquake, we might need help and we might need to cooperate between military and civilian forces to respond. in addition to that, we have a lot of communications equipment out there. they are doing communications exercises as well. there is some interoperable rehearsals. >> it is great to see the different agencies coming together in san francisco. i am curious about the parade of ships. i want to see if you can tell me or give me information as regards to what types of ships are going through. whof the ships? >> absolutely. we will be having a big decca carrier in the united states navy. two more navy ships. i will not tell you what they are. you will be surprised. the coast guard will be there and our friends to the north, the canadian, royal canadian navy will be out there as well and the ships will start coming under the golden gate bridge at about 11:00 on friday morning. >> 11:00 on friday morning. video of the blue angels flying as well. they will be flying friday, saturday, sunday as long as the weather cooperates. one thing that i like to do is to go out there and see them practicing. what day should we expect them to be flying around town before the practice sessions? >> you will start and the roar of the engines in the sky on thursday as they do the survey flights. that is always exciting. on friday, you will see the full on ho saturday and sunday as well. spike what is your favorite part of fleet week? i have got a lot of favorite parts. certainly the airshow is a big deal. united airlines is stepping up and being the presenting sponsor. that helps out a lot. it is a lot of money to put on. very helpful. there are other things that we morning, and we feature working dogs from the military and the fire department and police department and even therapy from the canine companions in santa rosa. that is a wonderful thing to go to. we have the neighborhood of band concerts, marine and navy core band that will be marching. they break up into smaller bands and they go throughout the neighborhoods. the first one will be in on tuesday. that will be at 6 pm. at the valley on 24th street. people can catch a free concert and that will be the navy brass band. the fleet week website, you will see the whole schedule of the band concerts and other things. i want to say that on monday, columbus day, we have the historic band high school band a challenge, an incredible event. >> it is action-packed and one of my favorite events is walking around the city with the family. if you run into somebody with the military, shaking their hands crack steel beams at the salesforce transit center. yesterday they brought in beams, welding them together to create a platform under the bus bridge. large jacks are in place now. they are taking up the load carried by the crack to beams. it is a temporary fix. the transit center can safely reopen. it could be finished in the next few days. the really hard work begins to determine why those beams cracked and how to fix it permanently. 25 years ago today polly was kidnapped from her home. the 12-year-old polly and two friends were having a slumber party when the man broke into their house. he tied up the other girls and he kidnapped polly. she was missing for two months before investigators traced her disappearance to richard allen davis. he admitted strangling her. he led police to her body. he was convicted of kidnapping and killing her. davis has been on death row for 22 years. there will be a ceremony in remembrance of polly later today in pacific grove. today marks one year since the las vegas mass shooting, the deadliest in modern american history. october 1, 2070, stephen paddock open fire from the mandalay bay hotel, fi huge crowd at a unrt. paddock killed himself. investigators say that they have not determined the motive. one may never be found. tonight at the marquees along the vegas strip will go dark at 10:01 pm, a tribute that will last several minutes. at the exact time that the shooting occurred last year, 5 minutes after 10 pm, the names of the victims will be read aloud at the community healing garden which is a permanent place of remembrance of the tragedy. other events include a 5k run, a blood drive, a silent auction, a candlelight vigil, and a sunrise service that will include 58 seconds of silence. one for each victim. that is a look at some of the top stories that we are working on. as the morning commute winds down, want to get an update on the extra chp patrols targeting drivers violating hov lane rules. sal castaneda has been on assignment all morning as they ticketed the drivers but i know you're there because chp is focusing on the carpool cheating for the week. what about beyond this specific enforcement period? a lot of drivers would like to see them dedicate more ongoing research to this. definitely one of the biggest complaints that chp gets is, why do i have to follow the rules to be in the hov lane with the appropriate number of passengers and i look over there and this guy or this girl does not have the right number. there are a lot of them. we are going to bring in the officer colton cropper that wasn't nice enough to share his mobile office with me this morning. this morning what surprised me the most was how easy it was to catch people doing this. we were on the road in literally less than one minute from being on the road. you spotted somebody and pulled them over. >> yes. we are out there quite often throughout the day. sometimes we are on the road like this morning, less than 1 minute and you can find the violation. we received calls throughout the day, through the dispatch, people reaching out to the office to report the violation and even through social media. just report the violations. >> there is a video of you pulling people over. we are pulling over to the right and you walk around the vehicle as chp does and you talk to them. what is the thing that they say? you will ask them, do you know why i pulled them over? do they give you an excuse? >> i have heard quite a number of things. people advised me that they are on their way to work, running a little bit late. we had to use the restroom. even they were following they had to and they could not make their vanpool that morning. charming how expensive? i know that the tickets are not moving violations but they can be expensive. they can. what we need to keep in mind is that they differ county to county and it is determined by each county's specific traffic court. >> reporter: is there anything that -- one of the anchors asce this is such a big problem, is there any sign that chp is even going to commit more resources to these kinds of patrols? >> what we do on a daily basis is go out and assist the public by providing motor services. one of the things that our department really has our ears open for is traffic complaints. we have multiple offices throughout the bay area, special units that are designed to go out and enforce specific areas that we received complaints on. if you have a specific area that you commute through and it is troubling to you, go ahead and reach out. we will make our best effort to go out and target that area. spread officer colton cropper, it was nice to work with him. he has a pretty cool card, and that moves out. >> it does. >> this is a little bit of my dish
