A crash that is clearing right before 237, between there and Dixon Landing road. And the traffic is very slow. If this is your commute, it will be slower than normal. Usually it is not this slow. As a result, a lot of people are stuck in traffic this morning trying to get 880 at 237. Southbound is definitely affected. Lets talk about the rest of the south bay commute. Getting slower driving into the valley, the west valley. 280, 58 and 101. On the peninsula, the 101 northbound is slow. There is a truck accident on northbound 101 as you drive through the area. Northbound 101 at peninsula actually it is on the peninsula overcrossing to 101. That is a good area to avoid off of the traffic. We have pictures of the crash we will show you next time. 7 03. Lets go back to the desk. The case in florida against nikolas cruz, the person accused of killing 27 people in parkland, florida will take place today. He waived his right to be in court today. So he will not be in court today. In a separate court matter, lawyers for cruz want to disqualify a judge on the case. The defense says that judge is biased in favor of prosecutors. Threatening the right to a fair trial. Lawmakers in florida are expected to subpoena records from a number of local agencies that had interactions with cruz. A Florida House committee is recommending a formal investigation into how school and Law Enforcement agencies responded to calls about cruz as well as how well Law Enforcement officers responded to the shooting at the high school that day. Full subpoenas could be issued tomorrow. A spokesman for the National Park center are working with students who want to hold a protest in washington, d. C. , exactly one month after the shooting at their school. The students from Marjory Stoneman Douglas High School were organizing a demonstration they call march for our lives. Now, they asked for a permit to protest on the National Mall on march 24th, but a Movie Production Company already had a permit there for that date and time. The service is offering other options to the students but no final agreement has been reached as of yet. Nearly two weeks after the attack on that florida high school, congress will try again to raise the minimum age to buy rifles. But as doug luzader reports from washington, the path for new gun control laws will be very challenging. But raising that age is more likely to happen at the state level than the federal one. Parents and students in florida prepare to travel to the state capitol. With pressure mounting, state lawmakers there moved forward on a proposal to raise the minimum age to purchase rifles from 18 to 21. Similarly in congress today, a bipartisan plan to do the same thing at the federal level. The president says he supports that. So we ought to give that a vote, im sure. Reporter that will be an uphill battle to say the least. Proposals for a ban on military style rifles are coming up short. An agreement on a more limited approach, strengthening background checks seems to be the most likely course. Beyond that, i dont know what they will be able to do. The standoffs have existed for a long time. The nra has been successful in blocking efforts in the past, after other shootings. California lawmakers are also taking action proposing ten new gun control bills. One would expand the definition of assault rifles. Another would crack down on home made ghost guns and beef up gun tracing efforts. Another would prevent people from being convicted of Domestic Violence from owning a firearm. Thoughts and prayers, that phrase has become an insult. It is up to all of us to lead. If the federal government is not going to lead, if other states will not lead, california needs to lead. Happening today, we will get an update from San Francisco police about an officer involved shooting earlier this month in golden park. The suspect on february 17th is accused of shooting two people and killing one of them. The man reportedly carjacked a toyota and drove to alameda street where police found him in an rv parked at a homeless camp. The suspect fired shots at police. The police fired back. Eventually the suspect surrendered. Tonight at 6 00, San Francisco police will give an update on the investigation. They will do that at the recology golden gate building on second street. The Law Enforcement Training Program held every year in the east bay is okay posed. Officers come from around the world and go through intense s. W. A. T. Simulations. Opponents say the Program Teaches lethal militarized policing. There was a task force formed last year to make sure that urban shield does not target minorities, specifically avalanche and muslims. The San Francisco bay ferry fleet may be expanding with smaller waterlike taxis to help ease the traffic jams in the bay area. According to sf gate, the board of directors will vote on a plan on study that would include smaller ferries. They would fill gaps in service. Right now the ferry carries about 75 commuters between alameda, oakland, vallejo and San Francisco. But in 2026, the water in 2016, the Water Authority increased the fleet from 12 ferries to 44 by the year 2025 and could add nine new terminals around the bay area. Two carjacking suspects are accused of trying to escape from police and crashed into a garage. A Police Officer was searching for a robbery suspect in the Iron Triangle neighborhood when he saw a Dodge Challenger that was carjacked a couple of days ago. The officer called for backup. When the police moved in, the suspects drove away but crashed into a garage. They got out and ran but they were captured with the help of a police k9. No one in the home was hurt in that crash. Well, the California Supreme Court ruled that prison sentences of 50 years or more for juvenile offenders not convicted of a homicide are too tough. Yesterday the case before the court concerned two 16yearold boys from San Diego County who sexually assaulted two teenage girls in 2011. One was sentenced 58 years to life. The other, 50 years to life. The court didnt say how many years would be an appropriate sentence but september the case back to be decided. Servers, bartenders, cashiers and fleet attendants. The company has lost the contract two provide the services to the stadium. That means the employees will be laid off on april 15th. On the east bay commute, weve had traffic a little better than yesterday. Nevertheless southbound 880 get not down to milpitas has been slow because of an accident at 237 involving an overturned vehicle. It took a while to be cleared. Traffic is solid from union city down into fremont and san jose. Were also looking at 85. Look at all of the slow traffic from 85 getting into the west valley. 280 and 17 as well. Northbound 101 is okay approaching burlingame. On pennsylvania avenue, there is an overturned truck that spilled diesel fuel. It will be there for a while on peninsula avenue. Theyre all stuck on agent eight this on 880 this morning. Theres an overturned truck in san mateo on peninsula avenue near airport. Peninsula avenue between airport and bayshore is going to be closed for the next few hours because of this truck. Not only did it flip over, but theres all kinds of diesel fuel that is on the road that distracting traffic. It will make it tough to make it to the golf course. A 33minute drive from the carquinez bridge to the macarthur maze. At 7 32. Back to the desk. Late they are morning, the Sonoma County board of supervisors is meeting on a state report but how the county responded to the wildfires. There are flaws in the system. Thats why thousands of residents were never alerted about the emergency. Alex savidge is in santa rosa right now. Give us more details. Reporter well, dave and gasia, good morning to you. This state review found a flawed response by Sonoma County officials as they were scrambling last october to warn people about these fastmoving fire thats were closing in. In the end, though, many people did not know what was coming until it was too late. Flames started dropping out of the sky into our yards. And thats when i realized oh my god this thing is way closer than i thought it was. Reporter a new report from the california Governors Office of Emergency Services finds Sonoma County emergency staff did not do enough to issue evacuation orders to people in the path of those fires. The county did issue Emergency Alerts to roughly 90,000 people through nixel. But many that were in danger did not get the warnings because they are optin programs. So they needed to have signed up for the program ahead of time. That was one flaw found by the report. There was also quite a bit of confusion and miscommunication. The people in Sonoma County, the constituent, they deserve better. I would have like today have been woken up. Understanding this is a gap system, that the tool is not perfect, that 70 cell towers burnt down that night means that no matter what tools were activated, it wouldnt have been perfect. Reporter and this state report is also critical of the decision by county officials during that disaster not to use what is called the wireless Emergency Alert system. That sends out alerts directly to peoples cell phones, whether they opted in or not. It is similar to the amber alert system. Emergency officials during the fires were worried about that system, sending out an alert and potentially creating widespread panic. The board of supervisors here in Sonoma County will be discussing the findings of this state review during their meeting, which gets underway an hour from now, here at the Administration Building in santa rosa. It takes about 94 days in Santa Clara County to process a Sexual Assault kit which contains evidence used in an investigation after someone reports being a victim of rape or Sexual Assault. Allie rasmus is live now to explain how one Santa Clara County leader is calling on the crime labs to speed that process up. Reporter yes. Supervisor cindy chavez wants the Santa Clara County crime lab to process the kits within 30 days of receiving them. Any time that someone reports being a victim of assault has to go through the kit. The nurse gathers the information and turn its over to investigators. Right now the crime lab has about 270 of the kits in the process of being tested. In some cases, the kits get processed within five days. Usually in the more higher profile cases. But cases considered to be less urgent can take up to 94 days on average last year. Chavez and representatives from victim support groups say it is essential to process them quickly, not only to get justice for the victims but catch the offenders and make sure that they dont act again. One of the issues is cost. District attorney is told to report back to the board by march 20th to see what resources it needs to enact the policy and get through the backlog. 94 days is the average time right now in Santa Clara County to process a Sexual Assault kit that. Is an improvement to three years ago when it use today take 600 days in Santa Clara County to process the kits. But the supervisor says the goal should be 30 days or less. If youre trying to figure out what is the best time to go, right now is not the best time. This is a look at northbound 101. We had the truck accident on the freeway off of the freeway on the peninsula avenue overcrossing. I would use 280 instead heading up. Let me show you the truck accident were talking about. Overturned truck spilled diesel fuel on peninsula avenue between airport and bayshore. That will be closed for several hours as they do the cleanup. As you can see it is causing slow traffic on the freeway below. 80 westbound we mentioned it, it will be slow between the carquinez bridge and the mac maze. Lets bring in steve with todays forecast. Can we get serious. Yes, sir. People may be heading up to the mountains. I cant emphasize enough there are projections of four to six feet between wednesday night and saturday. Four to six feet. Right. And even down to about colfax, theres a possibility of a foot of snow and ten inches at placerville. If youre planning to go up to the mountains, good luck. According to the marin independent journal, the steel needed to hold the net in place is due to be cut in oregon. Now, since the bridge board unanimously agreed on a contract to build the barrier in december of 2016, a lot of the work has been taking place off site. But the crews will start working at the Golden Gate Bridge by the middle of this year. Officials say the net will be gray, not red. It will blend in with the water. They hope to have it finished by january of 2021. The first only fully automated parking garage is open in San Francisco. It is at 24th and broadway. This is how it works. You drive in and lock your car. Then the garage lifts your vehicle up to an empty stall. You dont have to worry about scratches, dents or car break ins because only the technicians are allowed to go into the structure. The garage has room for 39 cars and it is 7 stories tall but built on just 1600 square feet. A tradition lot with the ramps and turns would need ten times that space. It reduces the footprint for space by as much as 80 . Because land values have come up so much and there is so much growth coming into cities, that has made a big change in terms of the need for this. The oakland based company says the parking garage is also environmentally friendly, saying the amount of Greenhouse Gas emissions drop because cars are not idling or looking for parking spots. Santa clara county is expanding the areas that are required to have baby changing tables. County supervisors will meet on march 8th to discuss a proposed ordinance affects parts of the county. It would require baby changing stations at all new buildings. The tables would be both in the mens and womens restrooms. It looks like it was snow on the streets but it is not snow, just a lot of hail. Many people were excited to see what looked like snow on the ground. It feels like were in downtown truckee as drivers here this morning deal withing an icy commute. We picked up two to three inches of hail yesterday evening just before the evening commute. That snarled things here. Overnight, we dropped down to below freezing and everything is frozen solid out here now. Feeling much more like the sierra as the drivers make their way through this. It is a narrow swath where two to three inches of hail accumulated, caused quite a few problems last night. This morning were waiting for sunlight to come out here and melt the hail off. Scot petersons lawyer issuing his first Public Statement about the shooting saying reports that he acted as a coward are up true. They werent exactly medal of honor winners. All right. The way they performed was frankly disgusting. Reporter a Florida Legislative Committee approved a probe into how local governments responded before, during and after the parkland shooting. Just a day after governor rick scott ordered an investigation into the Law Enforcement response. It is also on the heels of the new report claiming there was a delay in Emergency Medical Service getting inside the school in the critical moments following the massacre. The shooting ignited a nationwide debate over gun control. On monday the Committee Approved a bill that would raise the age to purchase a firearm from 18 to 21 in florida and allow teachers to carry guns in school. However they did not agree to an amendment to ban assault weapons outright. The Florida House is considering a similar bill today. It would bring together students, teachers, parents, doctors and gun dealers to come up with solutions on how to protect schools and prevent future mass shootings. They ended up crashing into the garage of a home. A Police Officer was searching for a robbery suspect in richmonds Iron Triangle neighborhood when he saw a Dodge Challenger involved in a carjacking a few days ago. He called for backup and the suspects drove off and crashed into the garage nearby. Were told that he ran from the scene but were caught by a police k9. No one in the home was hurt in the crash. An ice spoke in San Francisco says sanctuary states and cities are not immune from immigration law. The justices ruled that the appeal should move through the normal appeal at process. As you may know, the daca program protects from deportation hundreds of thousands of young immigrants brought to the United States illegally as children. The decision is seen by some as a blow to the Trump Administration and relief for Daca Recipients and their supporters. They say the supreme courts decision buys them time to Push Congress for a solution. I felt really good about the court ruling because i think it gives us a little more time to do advocacy to try to identify more permanent solution. It buys us about a year of time now. Again, if we can keep buying time, eventually we might buy enough time for political change to come. The supreme courts announcement kicks the case back to the ninth Circuit Court of appeals in San Francisco. President trump could be coming to california for the First Time Since he become president. He will attend a fundraiser in los angeles. The president also wants to see the eight border wall prototypes on display in san diego. No indications that he will stop here in the bay area. He has canceled planned trips to california and criticized officials over immigration policies. Lets look at the commute. Sal. I want to alert you to something that may be causing some confusion on the Richmond San Rafael bridge today. As officials are testing out the overhead electronic signs. Drivers are being told to ignore the green arrows and red xs. The testing is to prepare for a new third lane that is scheduled to open in april. Just a little while from now. Only the two left lanes will be open to traffic while the signs are still being tested. Again, dont pay too much attention to those today. And watch out for someone who may be confused. However it will be slow driving from richmond to this point at the macarthur maze. 35 minutes from the carquinez bridge to the maze. And here at the bay bridge toll plaza you add another 20. It is not as bad as yesterday when the same drive could have taken an hour and a half because of the rain. Today it is dry in San Francisco. Thats much better. And the traffic here is okay. And in oakland it is also okay on northbound 880. It slows approaching 66 getting up to hyde street. This is the picture of the overturned truck in san mateo that is taking up it is blocking peninsula avenue between bayshore and airport. Its been out there for most of the morning. And theyre cleaning it up. Traffic on nearby 101 has been very slow because some of the associated ramps are closed. It is backed up out of belmont driving up to burlingame. I would strongly suggest using 280 northbound instead of 101. Some people are doing that. It will be slow. But it is better than 101. 8 33. Lets go back to the desk. Thank you, sal. Supervisors are meeting in Sonoma County to discuss the response to the wildfires in october. The analysis found significant short comings in the system that prevented tens of thousands of people being alerted about the emergency. Alex savidge is up in santa rosa to explain more on what went wrong, alex. Reporter good morning to you. The state review found confusion and miscommunication on the part of Sonoma County officials as they were scrambling to warn people about the fastmoving fire thats were quickly closing in. In the end, many people did not know what was coming until it was too late. And dozens of people lost their lives in the fires last october. Now, a new report from the california Governors Office of Emergency Services is finding that Sonoma County emergency Staff Members simply did not do enough to issue evacuation orders to people in the path of those fires. The county did issue Emergency Alerts to roughly 90,000 people through two different channels. Socelmany didnt get the warnings because they were opt in programs that you need to sign up for ahead of time. When we talked to the director of Emergency Services we decided we need to look at the opt out of programs rather than the opt in programs. If you alert correctly, you cant overalert. Reporter this state report also is critical of the decision by county officials not to use what is called the wireless Emergency Alert system. That sends out alerts to peoples cell phones directly. Similar to an amber alert. Emergency officials were worried about using the system and potentially creating widespread panic during the fires. The state report recommends a number of changes to the countys Emergency Response plan, including a new alert policy and county supervisors say some of those changes have already been implemented and new training methods are already in the works as well. We will be getting an update from San Francisco police on an officer involved shooting that happened earlier this month after a deadly shooting in Golden Gate Park the. Suspects are accused of killing one person. They carjacked a car and drove to alameda and found the suspect in an rv parked at a homeless camp. Eventually the suspect surrendered. San Francisco Police are to give an update on the investigation at 6 00 tonight at the golden gate building on 7th street. Also happening today, protesters will gather at the Alameda County board of supervisors meeting to talk about urban shield and protest against it. It is a Law Enforcement Training Program held every day in the east bay. Officers come from around the world and come through intense s. W. A. T. Simulations. It teaches officers different methods of policing. Opponents say the Program Teaches lethal mill tar eyed policing. Supervisors formed a task force to make sure that urban shield doesnt target minorities. A south bay supervisor wants to clear a backlog of rape kits. She says the crime lab has to process the kits more likely to do it. Allie rasmus is live from san jose with the story. Reporter yes. Chavez wants the county crime labs to process the Sexual Assault kits within 30 days of receiving them. Any time that anyone reports being a victim of a Sexual Assault or rape, they have to go through a physical exam at a medical facility with a Sexual Assault nurse. The evidence gathered in the exam is then packaging to as part of a kit and handed over to investigators for their investigation. Now, right now the Santa Clara County crime lab has 270 of the kits in the process of being tested. According to a county study on the issue, about 20 of the kits are processed within five days, fairly quickly. On average, it can take much longer than that. About 94 days it took to process one of those kits last year. Now, chavez and representatives from victim support groups say it is essential to process the kits quickly but to catch the offenders. The supervisor has told the District Attorneys office to report back to the board next month and let them know what resources it needs in order to enact the policy and get through the backlog of the kits. The goal is 30 days or less to process that important evidence in rape and Sexual Assault investigations. And thats what she will be recommending to the board this morning. The Delta View Golf Course in pittsburgh is planning to close on thursday. The company that operates the business part of the golf course is not giving a reason for the closure. The city of pittsburgh owns the land. Some customers are sad to see the closure but hope that there will be upgrades and improved staffing by a new company. The San Francisco bay ferry fleet could be expanding with smaller water taxilike ferries to ease the Traffic Congestion in the bay area. According to sf gate, the board of directors will vote on a study thursday for a plan that would include the smaller ferries. The 22 to 60 passenger vessels could fill gaps in service. Right now the ferry carries 7500 commuters.
