instead the driver suspect pulls forward. you can see the car hitting a bomb. as it runs over the downed officer and the accomplice a second time. the san francisco police officers association said in a statement the video shows a clear and deliberate assault on the officer that rises to the level of attempted murder. the president tells me it is outrageous the police commission has imposed a policy prohibiting officers from firing at a suspect in a moving vehicle. the officer showed great restraint in not having that force. even though this is a deadly situation.>> reporter: after the encounter the suspect crashed into another vehicle a half-mile away. all three suspects have been arrested. they are men from san francisco. ages 19, 23 and 25. there -- they are still investigating whether they are responsible for other auto break-ins.>> this woman said her car has been broken into more than a dozen times in the alamo square area. the most recent a month ago.>> i'm not super angry about it. it is just something i feel like you have to deal with when you live in the city.>> reporter: police say the injured officer was treated and released last night. the police union president tells me the officer is recovering at home. the injured suspect is still in the hospital. all three suspects face charges that include attempted homicide and assault with a deadly weapon. just to clarify we could see very clearly the officer pulled out his weapon. he did not fire any shots? >> reporter: no shots were fired. they were very clear about that. it is against policy. it prohibits officers from firing into a suspect vehicle. that is what angers and frustrates the union. evergreen valley community college says it is investigating a case of racist graffiti on campus. someone drew a swastika inside a bathroom stall inside the math and science building. alongside the swastika were the words hitler did nothing wrong. it was discovered this morning. students we talked to were alarmed and concerned.>> i think it is horrible. definitely not a freedom of speech. i'm really sorry stuff like that happens around here.>> evergreen college released a statement saying it was an isolated incident and the college has zero tolerance for any acts of hate. a student has been taken into custody after bringing a gun to school. the incident happened today at the academy san francisco. at the schools campus. the high school is housed inside the san francisco school of the arts on portola drive. in the diamond heights neighborhood. they observed the student with a gun and call police. the student left campus and was later detained. investigators say they also recovered a gun. police have not released the students age but no threats were made and no one was hurt. unified school district issued the following statement. the school has an emergency plan in place. it was enacted and all students were kept safe. we commend the staff member who acted swiftly to alert police placed the school on lockdown. a shooting at a middle school involving a 12-year-old girl with a loaded gun. the police say it accidentally went off in her backpack. this girl has an attorney now and she is currently not talking to investigators. for students and adult were held -- hurt when the gun fired a single row from inside the girls backpack. it happened at castro middle school. the gun went off after the girl reportedly dropped her backpack. stocks took a tumble today. dow jones plunged 665 points. percentagewise it was the worst week since 2016. analyst say the market was trying to short out with rising interest rates could mean for the economy. making loans more expensive. some traders also say it was time for a pullback after a record stock runoff. the dow jones lost 1/2%. nasdaq fell 144 points. each of those indexes dropped about 2%. weak earnings from google added to the downward momentum. apple shares failed today on concerns about iphone cells. a memo was released today. it accuses the fbi of bias and abuse of power in the russia investigation. lauren blanchard is in the nations capital with more on what is said and the reaction from lawmakers.>> reporter: the four-page republican memo alleges the secret national security court was misled by the fbi and justice department when they sought and secured a surveillance warrant for the trump campaign aide carter page. >> they got a warrant on someone in the trump campaign using opposition research paid for by the democratic party in the hillary clinton campaign. it is wrong.. devin nunes says the memos released was to show abuses in intelligence gathering. and bias against president trump. top democrat adam shifts at the memos released is purely political. and is meant to discredit the special counsel's investigation into russian meddling.>> i think certainly the chairman's motivation is to protect the white house. this wasn't about oversight. this was about telling a committee they still have confidence in special counsel robert mueller and his ongoing investigation into russian meddling in the election. a top democrat asking for documents from the national rifle association that could show financial links between russia and the gun lobbying organization. ron wyden of oregon said he wants to get documents from the nra and the treasury department. this follows reports -- that a russian banker funneled money to the nra the 2016 presidential campaign to back the election of donald trump. new documents show for current california lawmakers facing sexual -- complaints were filed against democratic a semi woman auto convert. republican a semi man travis allen was running for governor. tony mendoza and bob hertzberg. none of the four was formally punished. mendoza is on leave during an investigation. the state legislature released the records today after pressure from the media. the documents also revealed complaints against senior staffers for declining enrollment losing over 1000 kids over the last 10 or so years. increasing costs. we needed to take some action to right size our district.>> reporter: oak grove isn't alone. demographer tom williams said the high cost of housing in silicon valley is taking a toll on most districts. young families cannot afford to live here. oak grove is one of the few school districts admitting what is going on. to the degree it is going on. other districts are either partly in denial or just don't have the nerve to tell their public what is going on.>> reporter: over the next three years you were facing a $12.5 million shortfall. enclosing the three schools they will save $2 million a year in operating costs.>> it is a difficult decision. it is a decision that was made in the best interest of all students.>> reporter: they will work hard to handle the transition with care and compassion. they are not expecting any teacher layoffs. parents and students say they cannot help but worry. >> i understand the position of the district and everything. trying to save money. i don't think they put a lot of thought into this.>> i'm sad our school is closing. i don't want to miss my friends. >>
