that.>> reporter: the man was arrested on charges of being drunk in public. as for crystal stafford, she is not sure when she will be ready to return to work. but when she does, she will be asking police to escort her to her car at the end of her shift.>> it is just amazing how she got -- he got into her car and she did not even notice them. what would she have done if she would've seen him when she was driving?>> reporter: i am sure she would have pulled over and got out of the car. had she seen him earlier in which he got it home, i am sure she would have pulled over. we have some breaking news right now out of san jose were officers are investigating a police shooting. it happened in east san jose on feller avenue. our reporter is there an and, what have you been able -- and what if you been able to learn so far. >> reporter: police have been apparently negotiating with the female suspect. we want you to take a look at some helicopter video we took a few moments ago. it shows the scope of the scene here and just how massive this police presence he has. it also shows the s.w.a.t. team moving in and heavily armed toward a home. you can see a woman covered in blood come out with their hands up. just as quickly as they move in, the officers ran away from the door. we are not sure what happened there. so far the san jose police are only confirming they are investigating an officer involved shooting and it is still an active scene. we are hearing reports that someone is being taken to the hospital and there may possibly be a second person in the home. we will keep you posted on this and we are expecting an update from a police spokesperson to get an update on this. so far, the road is been blocked off as police tried to negotiate with a woman. >> we saw the picture of the woman there with the blood all over hands. is she the one who we think was shot by the police?>> reporter: the answer is we don't really know. one could speculate since she is covered in blood and coming out of the house, that would be the case. but we are waiting for the police to confirm what exactly happened here. we know there was an officer involved shooting and a woman in the home and we are hoping to make the connection there coming up at 6:00 p.m. >> we will stay on the scene and as we get more information we will get it to the people out there watching. san francisco police are investigating a shooting that would it to people in the bayview district this afternoon. it happened at about 2:30 pm, and the victims were taken to the hospital and their conditions were not immediately available. police have released very little information on the shooting. federal investigators are trying to determine what caused a small plane to crash in concord killing one person. the single-engine cessna 152 came down near concord this morning on the former site of the concord naval weapons site station. a spokesperson said only the pilot was on board when the plane came down despite initial reports that two people were on board. the faa and national transportation safety board are now both investigating the cause of the crash. chp officers chased a driver through three counties and across two bridges today before taking the man into custody. the chase came to an end near amador street in hayward at around 9:30 am this morning. you can see the driver and the chp tried to stop the driver for passing on the shoulder. the chase went into san francisco and continued southbound on highway 101 before heading east on the san mateo bridge. the driver was taken into custody in hayward.>> it is never good to see a failure to yield because you are putting the public in danger. we just try to and stop everybody in the same manner. >> the driver is only identified as a man in his 20s and the truck he was driving was not stolen. now to president donald trump state of the union address there will be two californians who will be watching the speech along with first lady melania trump. this 11-year-old will be recognized for his flag and flour challenged to decorate the graves. a fire technician for the forest service will also be there as he helped rescue 62 children and staff members when the whittier fire threatened their camp in santa barbara county last july. trump transfer state of the union address will focus on trade, director andrew mccabe . sources say that tran 21 has been removed. >> reporter: fbi deputy director andrew mccabe is out at the fbi. a source familiar with the situation says that tran 21 was told to begin terminal leave. in other words, take what is left of his vacation time. this is the earliest he could be removed and still be eligible for pension. he became the acting fbi director after president donald trump fired james comey. the president has publicly attacked him. last week, attorney general jeff sessions was pressing to replace tran 21. >> any specifics, i would refer you to the fbi who i believe will be making a statement later today. >> reporter: you say the white house was not involved in the decision, but clearly the president was involved in a public relations campaign arrested 218-year-olds who gets their car and then tried to report that the car had been stolen. our reporter tells us the suspected driver is now facing an attempted murder charge. >> reporter: dramatic cell phone video taken by a bystander shows a black sedan speeding up and then slamming into a richland police car who was standing in the street. that officer had responded to breakup a large sideshow early sunday morning near marina bay parkway. the driver who hit him sped off and the eight year veteran was left with head trauma along with bums and bruises. but the richland police chief said this could have had a much different outcome. >> you are using a -- an automobile traveling at high speed to hit another person. the automobile is a deadly weapon. it is a serious injury or death that could result. >> reporter: last night, the police arrested these two teenagers. they say 18-year-old juan vargas was behind the wheel. he is facing a number of charges including attempted murder and assault with a deadly weapon. his girlfriend was also arrested on conspiracy charges after police say the pair ditched the damage car after the crash, and then called to report it stolen. police say it was clear that their story did not add up. >> reporter: this frightening close call for a richland officer came at the end of a large sideshow. the police chief says there has been a lot more of this kind of activity recently in the city, and in the future he is planning to respond with more officers on the ground and apartment drones -- department drones in the air. >> first thing we want to do is discourage the top of activity, but if it does happen, we want to get there quickly an arrest whoever we need to.>> reporter: young man that is accused of being behind the wheel is now being held on half $1 million bail. his girlfriend is being held on a quarter million dollars bail. they are from the central valley and came here to richland this weekend for the sideshow and wound up behind bars. the police officer has been released from the hospital and is now home recovering. the chp says they have arrested a man who was shouting a laser at a chp helicopter during another sideshow. this one was at 54th avenue and international boulevard. this footage was released yesterday morning, and it involved about 200 cars. the helicopter was able to track down the person using the laser, and officers on the ground took him into custody. he is only identified as a 24- year-old man from pittsburgh, and is now facing felony charges . was get a check in the forecast as degrees in santa rosa and san francisco is holding at 58 degrees. san jose is at 62 degrees. so we have a mix of partly cloudy and mostly sunny skies. that filtered sunshine is in place and because of that, we had temperatures that were not quite as nice as yesterday. oakland and hayward was down 9 degrees this hour from yesterday. as we get into the days ahead, the change our pattern is not going to change a whole lot, and our temperatures will again be decided by just how much cloud cover comes through in the afternoon. is a look at all of that widespread cloud cover we are seeing, and it stretches all the way back and we are on the southern edge of the storm that is moving through the pacific northwest. the entire state of california is under cloudy conditions. for tomorrow, we will start all with -- i -- off with partly cloudy skies. it is relatively mild for this time of the year with temperatures in the low 60s. as we get into the overnight hours it looks like it will clear out some. tomorrow morning we wake up with a high-level clouds again even though they do not look as thick. then another way will move through in the afternoon. it doesn't look as widespread as what we experienced today. it will be cool out there as we will have the upper 30s in santa rosa. around the bay, it will be 45 degrees to start your day in san mateo. afternoon high temperatures will, slightly with a little bit more sunshine expected tomorrow. 67 degrees for santa rosa and for the east bay it will be 66 degrees. southbay locations will range from the upper 60s to the low 70s. 69 degrees for morgan hill. here is a look at your extended forecast, and you are going to notice there is not any rain there on the icons and the temperature the stop move a whole lot either. overnight court today.>> our crime reporter henry lee was there and the girls father was also there.>> reporter: the father was in court face-to-face with the defendant accused of killing both of his little girls. >> reporter: jesus cardoza and his family had nothing to say. he was wearing a shirt with pictures of his daughter and he got his first look at the man accused of killing them. noe saucedo, seen here, pleaded guilty to two counts of murder.'s attorneys say he will be cleared of the charges. >> i know it is a horrible tragedy of what happened, and he is tour of about it as he is on suicide watch. i think at the end of the day, noe saucedo will be exonerated of both of these charges. >> reporter: authorities say noe saucedo was trying to get away from officers when he ran a red light and plowed into a truck driven by the daughter's mother. lenexy cardoza and camila cardoza were killed. >> when you commit an act that you know is dangerous to human life, and you do it anyways, you have a conscious disregard for human life. that is an avenue of implied analysis, which is one of the ways that you get to murder.>> reporter: the circumstances of the case will almost certainly lead to a conviction.>> the facts in this case in that he was evading police and the fact that he was driving at an excessive speed and that he killed two human beings will all add up to 2nd degree murder. >> reporter: now noe saucedo will be back in court next month . for now he is in jail with bail at more than $2 million. another setback for those who survived the wine country wildfires. has now been taken to the hospital. we want to show you a video of just how large the police presence is in this neighborhood in east san jose. within the last hour we watched the police officers was up to a home on steller avenue. that is where a woman walked out with her hands up covered in blood. she was then taken away in an ambulance. we have learned that one person is now in custody, and we do have a reporter on the scene. when we get more information, we will bring it to you. the wine country fires have created a water mystery. our reporter is live in santa rosa where a dangerous chemical occasionally shows up in that water system there. >> reporter: it is a big mystery. things are moving along very well here with no problem. but up and fountain grove, if they don't figure this out, they are going to have to slow down the process because they are going to have to dig up the streets.>> we were very lucky.>> reporter: this man is an entrepreneur and a amateur homebrewer. thanks to firefighters, his house was one of just 13 that survived the firestone -- firestorm in this part of the area. he depends on water for his day to day needs as well as his rotary. -- brewery. >> we got a notice that we could no longer use the water.>> reporter: water is being provided for the unborn home sold that they don't get benzene in the water. it is known to increase the risk of cancer. it can also produce anemia and cardiovascular abnormalities. city officials have been playing an exasperating game of water hide and seek.>> this has persisted, and the numbers periodically seemed to elevate, and then go down. and the city officials are trying to isolate the source of the contamination, and it is probably most related to the fire. but you have to ask yourself the question, could it be something else? there are other possibilities. it could be benzene coming up from superheated water pipes. it might be a spill from gasoline. it could be an underwater plume of motor all before there was ever -- oil before there was ever a neighborhood here. >> we may be faced with all of the above or at least more than one.>> reporter: santa rosa may be facing a $20 million bill to completely replace his neighborhoods entire water delivery system. >> we are looking at other solutions like putting a water filter at the point of entry.>> reporter: this is only one area of fountain grove, but the thing that is important is that they have to get this figured out. there is just 13 homestead right now, but soon there will be 350 homes, and any kind of contamination will be totally unacceptable. >> so tom, has anything like this ever happened in the past? >> reporter: it happens there asleep around the country from time to time, and they ultimately figure it out. but this idea of it going and coming is somewhat new to people. they have been consulting with people and they are going to try a few more things, but they can only try for so long as they have to get this rebuilding going. if they can't figure it out, then they are soon going to have to start thinking about replacing the entire system. water service is now been restored to a hayward neighborhood way water main broke over the weekend. a 12 week submit pipe broke in the area of margaret drive around 12:30 pm yesterday afternoon. for at least 15 minutes water and debris rushed down the street valves. it was basically like a river of water flowing down.>> crews say the cause of the break is not clear yet, but the water did cause the road to buckle. as many as 100 homes lost their water service. classes were held at san jose state were a water main break cause flooding your student housing. a lot of students stop by to get a look at the break yesterday afternoon. repairs are underway, but this pipe does not serve the pet -- campus. wednesday is the last day to get a free credit flurries -- freeze from aqua facts. it offered the free credit locks which allows people to block access to the credit history and scores denying these two open fake accounts in their names. earlier today, the executive director of this public interest group explained the importance of the from the flu in our state. last year at this time, 31 people had died from the flu. the director says about two thirds of the people who died this year did not have the flu vaccine. health officials say the shot is still the best line of defense against the most aggressive strain of flu that is currently going around. >> we have outbreaks every year, and this is definitely an outbreak. what is unusual is that it is affecting the whole united states at the same time. it starts on the east coast usually and migrates toward the west coast. but this year it has been aggressive and been everywhere at the same time.>> there are some signs of the flu season may have reached its peak in california. earlier this month, about 10% of their hospitalizations were from people suffering from the flu. but now it has dropped to 5%, but says this flu season could last a couple of months. schools in at least one dozen states have been forced to close the doors for at least a couple of days. >> officials hope that by closing the school to will reduce exposure and a spike in blue desk among children. -- >> reporter: schools at least 12 states are closing the doors. they are doing that because so many teachers and students were getting sick. the schools are looking to prevent further spreading of the illness, which is affecting children at a much higher rate.>> we are seeing an the cdc says that number will likely increase over the next few months. the main strain is especially hard to fight off. doctors say it is not too late, and if you haven't already, get a flu shot. >> the flu shot is about 30% effective, but it actually decreases severity and it is very smart to get it because of the children that have died, 80% of them in the past have not gotten the flu shot.>> reporter: the banks across the country are feeling the effects of the flu as a dramatic rise has cut back on the number of healthy people who can donate. blood banks are now urging community to step up and replenish blood supplies. >> we are appealing to the public to make it a priority to donate as soon as possible. and with less than a week before the super bowl, event organizers are working to sanitize the areas to curve the spread of the flu. the outlook is slowly getting better in puerto rico were hurricane maria and arma -- irma left two thirds of that country without electricity. they are trying to get one half 1 million people back on the grid and more than 470,000 homes were damaged or destroyed by the hurricane causing an estimated $140 billion in damage. the recovery process has been very slow, but a major milestone was met earlier this month when 1 million customers had their power restored. utility crews say they will not stop until everyone's power is back on. >> we bowl this weekend. the new england patriots later this afternoon and the cameras were rolling as tom brady and bill belichick and others got off of the team plane. the patriots are looking to win a six super bowl. the eagles touchdown yesterday and are looking for their first super bowl win. kickoff is set for this sunday at 3:30 pm. tom brady is not the only bay area native playing this weekend. >> our reporter has more on his journey. >> reporter: this high school has a rich history of players who have moved on to a four- year college. until this year, they had yet to see one of their own in the super bowl. jack hurst is the first. >> i do not think it was possible as i never played football until high school. but even then, i did not think it would be a reality into now.>> reporter: his foundation got a big assist at mata visa. he saw in zach ertz a special athlete, but did not yet know how to use them. >> when we saw his athleticism, we made him a quarterback. it kind of rejuvenated his energy level for football, and he took off from there.>> reporter: what helped him to be a tight end was at the time, montevista had a guy on the coaching staff who knew a little bit about the position. it was four-time pro bowler brett jones. >> he had some great times with his daughters being here, and he was able to give some of his knowledge to zach ertz. i think he did a nice job of teaching them how to play tied in. and the local -- and -- >> reporter: he also were just as hard in the classroom is what he did on the field.>> i tried to tell our players now that here is one of the best players in the country and he spent as much time off of the field studying as he did working on the field. >> i think growing up in the bay area, my mom was always watching the san francisco 49ers. >> reporter: i think it was always easy to look back and say what it. but he could have been chosen in the draft by the san francisco 49ers. but the 49ers traded down and zach ertz went to the eagles. this just means that a whole bunch of people in danville will be eagles fans. >> he is the perfect guy to represent our schools that make school as the first person in the super bowl. i have always enjoyed watching tom brady and the patriots play, but i will be pulling hard against them.>> reporter: you can bet that is a sentiment that will also be shared by the entire east bay. breaking news out of the south bay as a standoff involving san jose police with shots fired. one woman is in custody as authorities around a home and like all several streets. at the scene tonight the police are still there. >> all of this started around 3:30 pm this afternoon at a home on feller avenue and story road. several streets in the area are blocked all. we have more from our reporter. >> reporter: police say a suspect is now in custody and is being transported to the hospital. what we don't know is very much about what led up to this shooting. san jose police confirmed this began as an officer involved shooting and they were negotiating with a female suspect in the house. if you can take a look at video from our helicopter, it shows heavily armed swat teams moving in and did you see a woman covered in blood coming out with her hands up. we are told she was taking -- taken to a waiting ambulance and taken to the hospital, but what we don't know is why the officers responded to the house in the first place and what led to shots being fired. we spoke to a woman on this block you -- who had her own son shot about a year ago. >> we heard a pop, and then one of my daughter said there is policeman driving by the house. we came outside and we saw a bunch of cops driving by crazy through here and everything is blocked out -- all. we -- off. we knew it was a shot though.
