Today was a trip through history as many in the bay area recognized his life and legacy, tearing up as they remembered the struggles of the past. Reporter dr. Martin luther king jr. Day celebrations started early this morning as marches arrived to san joses caltran station for a journey to San Francisco. From there they marched a mile and a half for more celebrations. Others celebrated dr. Kings life over breakfast as the San Francisco Labor Council held its annual breakfast. I think the miracle of Martin Luther king was he was so inspirational. He seemed to always know the right tone, the right words, hitting the middle ground, pushing you on, but not pushing you over a ledge, and i think thats what makes a great leader and its something that America Needs so much more of today. Reporter the historic moment wasnt lost as hundreds honored dr. King by marching the streets from Willie Mays Plaza at at t park stopping to talk about why theyre here. President trump says he is still willing to make a deal on daca after downplaying chances of a bipartisan bill over the weekend. This as the president tweeted this afternoon that senator dick durbin totally misrepresented what was said during last weeks immigration meeting on the issue. Lauren blanchard has our report. Reporter President Trump giving a hopeful mlk address just a day after the president told reporters he was, quote, the least racist person ever interviewed following his alleged comments last week disparaging haiti and african concerns. It is a dream of a world where people are judged by how they are. Reporter the address as the president and congress are trying to hammer out a deal on immigration reform. President trump says he wants to make a deal, but tweeted daca is probably dead, laying blame on democrats. Honestly, i dont think the democrats want to make a deal. I think they talk about daca, but they dont want to help the daca people. Reporter democratic lawmakers may try to use the quickly approaching federal budget deadline to force a deal on daca. A majority of this country wants us to have a sane, sensible immigration policy that is just, keeps us safeness and leaves the door open for the legacy of this country, which is diversity. Reporter republicans do not want to bundle the budget border wall and daca, saying they want a stopgap spending measure by the deadline friday and then attempt to tackle immigration issues after. The deadline to find a fix for daca is in march. We want to give them some certainty. We dont want them looking over their shoulder constantly and in fear of being deported. We want to make sure, again, that we have the commitment from democrats, because we dont have the votes in the senate, to secure the border and stop illegal immigration once and for all. Reporter in a midterm year, lawmakers are worried what a Government Shutdown so early in 2018 will do for their election chances. If congress and the white house dont reach a deal on funding by midnight friday, the federal government will close until lawmakers can come to an agreement. In washington, lauren blanchard, fox news. Back in the bay area, police are investigating a shooting involving an officer. At 10 40 last night police heard several gunshots near their station. Officers found a man holding a gun and asking to be shot by police. A crisis negotiator was called in and talked with the man for almost an hour, but the suspect eventually started walking towards the officers and refused to drop the again. Thats when an officer opened fire. The man was taken to the hospital. So far police have not released an update on his condition. In San Francisco the chp is investigating a shooting that happened early this morning on 280 at alameda boulevard. The incident shut down all lanes of traffic on that stretch of highway for several hours early this morning. More now from ktvus allie rasmus. Reporter the chp opened up the freeway just before 7 00 this morning. Ill step out of the way so you can see. Traffic is moving smoothly behind us. For four hours between 3 a. M. And 7 00 all southbound lanes of 280 were shut down to traffic because of an investigation into a shooting that happened. According to the chp, that shooting happened next to the 280 southbound offramp. Thats where investigators spent the Early Morning hours going through the area, looking for evidence and shell casings. The chp says there were three to six victims involved in this shooting. We dont know the extent of their injuries or their conditions. What is also unclear is whether the victims were in the same vehicle. We, unfortunately, dont know. We are just investigating and collecting evidence and making the proper arrangements to get this investigated properly. Reporter according to the chp it was the victims of the shooting who called police to report the incident. The victims were able to drive themselves to San Francisco General Hospital where investigators have been trying to speak to them about what happened. But again the shooting on the freeway overnight shut down the lanes for about four hours before the chp opened up the freeway again just before 7 00 this morning. Allie rasmus, ktvu fox 2 news. A shocking story of family abuse unfolding in southern california. The Riverside County Sheriffs Department says an emaciated 17 yearold girl called 911, then led deputies to a home in the town of paris where her 12 brothers and sisters were locked up in filthy conditions. Investigators say some of the siblings were chained to their beds and range in age from 18 to 29. The 17yearold was so skinny and malnourished they thought she was just 10 years old. Deputies arrested the parents, David Allen Turpin and luis anna turpin. They face multiple charges including torture and child endangerment. The fcc is planning an investigation to improve the Emergency Management system so it better targets people directly affected. State lawmakers will hold a hearing on friday. Air quality officials have issued a spare the air alert for today. Its the 19th this season. They are encouraging people to carpool. Its also illegal to burn wood indoors and outdoors on spare the air days. A High Surf Advisory remains in effect right now along the bay area coastline. The conditions are dangerous, but a couple dozen surfers got out to enjoy the waves on the peninsula. Sky fox was over mavericks this morning near Half Moon Bay. The window for the competition is open and it could possibly be called on thursday. The National Weather service says there could be surf as high as 18 feet. The advisory is expected to continue through tomorrow afternoon. Lets turn it over to meteorologist bill martin. Its a busy week weatherwise . Yeah. The surf today was 20, 25 feet. And thursday its going to peak. Do you think they will call mavericks . The surfs there. The winds are going to be out of the southwest on thursday and friday, which will be not what they want. Today was the perfect day weatherwise. You have to get all the conditions right. Mavericks is a lot of moving parts to get that contest to go. So just simply knowing the swell is going to be there thursday, its going to be big, is not enough to get that contest to go. There is a southwest wind thats going to be infiltrating the area. I suspect they are gonna want to do it. So there are the clouds out there. It is a busy week. Just because the jet stream is further south and it looks like wintertime around here with that, look at the jet stream, you can see it coming in off the pacific and its trajectory is not focused yet. Tomorrow morning, even tonight you will see a few scattered showers showing up. A chance for a sprinkle or two tonight and tomorrow morning and then clearing and then later in the week a chance for some more significant rain, which would be in the thursday friday area, which is what were talking about with the contest. The winds could go southwest 15 to 20, which blows out the surf typically. 59 in oakland right now. 59 in hayward. Theres fog along the coast. You can see we have a little bit of a valley fog. It wont be here for long because the clouds moving in are from the clouds offshore which create an environment where the air is rising. There is hope diminishing that survivors will be pulled from the rubble. Emergency officials have transitioned their focus from search and rescue to a recovery mission. The recovery will be long and challenging. It is a little frustrating. Its martial law here, basically. There are looters being caught and there are so many gawkers and people that have no business being in here. Today caltrans said that highway 101, which has been closed since the slides, could reopen by next week. Crews have been working around the clock to clear the debris from the roadway. A major artery used by some 80,000 motorists every day. Hundreds turned out for an emotional gathering to honor the victims of the mudslides. Music and a candlelight vigil last night at the Santa Barbara courthouse. How the Community Came together to show their support. Hold on reporter lots of emotion spilled over into Santa Barbara when alternate sides mudslides came through to its neighboring city montecito. Everyone in our community is hurting, and every family in our community was personally affected. Reporter the loss of 20 lives as of sunday night, including a father added to the deceased list. Cal fire says his 2yearold daughter and three other people are still missing. Its pretty sad, you know, hearing about the tragedy. Its my backyard right here. So i wanted to come and show my support. Reporter a candlelight vigil attracted thousands of people in mourning, including city officials and local churches. I feel strengthened by it. Reporter they pray and sing songs together and reassure each other they will help the thomas fire and winter storm victim families rebuild. A lot of other places hit six degrees of separation. Here its two. Everybody knows somebody who was affected directly about this. Reporter rescue and cleanup crews in search of trapped victims. More than 80 structures ruined. Dozens of cars buried. Areas north and adjacent to the 101 freeway still closed. We asked if they could stay out of the area. If there is no need to be in the area, stay home. Reporter it will take years for this community to recover. The storm in montecito that followed the massive thomas fire reached 30 square miles. Colorado is second with 617 million. Oregon got a later start. They pulled in 122 million. And california just got started and is expected to rake in 1 billion a year. The money is being used for some really basic government functions. Colorado and oregon, for example, put most of the pot money into education. Everything from building schools to paying teachers salaries and benefits. Oregon also uses it to hire state troopers. Washington state puts most of its pot revenue into medicaid. Its lowering the cost to the state to cover the enrollees under obamacare. Lawmakers are hooked on the cash. It is a significant amount of revenue, and there is no doubt about it. And it is a factor.
