Everybody is close. Not much of a breeze which is offshore, the weekend is looking good with warm weather but we are dealing with the fog and the next hint of rain coming tuesday. On the peninsula we had an earlier accident in san mateo on northbound 101 which has been cleared so things are looking better today than normal. On friday we usually dont get the big backup. The bay bridge toll plaza is backed up to the macarthur maze though. Lets get back to the desk. A large Apartment Fire in san jose forcing families to run for their lives. It was overnight at an Apartment Building on rancho drive near capital expressway in southcentral san jose. Flames raced from the front of the building to the back. A dangerous situation for people who live there and firefighters. Leigh martinez is live at the scene to look at the damage that has been done. Reporter Officials Say that it was a high risk fire. They believe it started on the first floor or second floor apartment on this side of the building. If you look at the lamp post, the lamp post melted so that shows you the heat coming from the fire. San jose Officials Say the call came in just after midnight when crews found the eight unit Apartment Building on fire and feared people were trapped inside. The fire was upgraded to three alarm and firefighters went into rescue mode. Good samaritans worked to get people out before the crews could even arrive. I walked out and saw the fire so i grabbed the kid and told him to get out. I said get out here. So i was in the bed and then i heard people screaming and running through the hallway. So at first i thought it was like a fight but then my uncle came and told me there was a fire going on. So we just ran outside and when we were outside we saw the huge flames and it was pretty close so we felt the heat. Reporter 16 people are now displaced including five children. Luckily, nobody was injured. Firefighters knocked down the fire by 1 30 this morning. Officials believe the fire started in the first or second floor unit in the front left of the building but the origin and cause is under investigation. We spoke with some families who say they have been set up in a hotel with the help of the red cross and some of the other Apartment Buildings, the Structural Integrity has collapsed and nobody is allowed to go into the front. The other units that are still intact, some of those families were allowed to collect belongings. A very difficult morning thank you. Authorities are racing against time in Santa Barbara county searching for people who may be trapped by mudslides. At least 17 people were killed and 43 others still listed as missing. A new proposal could change San Francisco Police Body Camera policies. The examiner is reporting that police chief bill scott is proposing an amendment. Police officers under investigation for killing a suspect can view any body camera of the incident before talking to investigators. Chief scott wants to change the policy to only allow officers to see their own body camera video so they will not be influenced by other angles. Chief scott says the change will help to protect the integrity of Police Shooting investigations. The Trump Administration has canceled a National Database of addiction and Mental Health programs. The National Registry of evidencebased programs and practices had been around since 1997 to connect people to Mental Health programs in their communities. A statement posted on the website says its contract was discontinued. Health Officials Say that this could be the worst flu season in 10 years now hospitals are preparing for an overflow of flu patients. Police say their parents are not cooperating with the investigation. Last week the entire family was reported missing. The parents and three children were found on tuesday living in their car. 20 month old twins have not been found. Aaron weddles and his wife princess canez walker were arrested on charges of felony child abuse and child endangerment. They were in court yesterday on outstanding warrants. Both parents have a history of arrest. A friend of Aaron Weddles who was at the hearing called him a good man. Basically i came here to support him to see what the case was about. Where are the babies . I dont know. I dont have no idea. They used to come by my house. He is a good man. Police have not been able to find any photos of the children to help with the search. If you have any information please call police. Sex workers in San Francisco who report Violent Crimes wont be arrested for prostitution or minor drug offenses. Police and the da office says the new policy will help encourage sex workers to cooperate with law enforcement. Workers who report Violent Crimes will be given information about community programs. Many sex workers are being exploited but do not get help because they are scared to be arrested. The u. S. Postal service in oakland says 40 of its trucks have been covered with graffiti in the past couple of months. The graffiti outside of their postal facility on 13th street increased after the parking lot across the street closed and was sold to a developer. Now they have to park the mail trucks on the street during the night. Vandalizing a mail truck is a federal crime and the penalty is up to 10 years in prison. There is a 10,000 reward for anyone who provides information leading to an arrest. Chicago will be the first city in the country to test a new device that will tell officers if drivers were texting during an accident. The device is called a text analyzer and can be connected to a cell phone and then would scan the phone for calls emails and text sent when the driver was operating the vehicle. City Council Voted to allow the Police Department to study the device. A number of states are considering equipping officials with the device. Nationwide traffic deaths are on the rise with 40,000 last year. A high number of crashes involved people who were distracted by cell phones. Sal is over there and i can see you through the fog. Sources in the room say the president asked about special preferences for immigrants from haiti, africa and central amassed america asking bluntly why are we having people from these saaahole countries countries come here ask prompting outrage and debate. The government runs out of money one week from today and we could be talking about a shutdown. Back to the comment. At this point, there is no audiotape that has surfaced to prove or disprove the president said that. But he did indicate he might Start Recording his meetings didnt he . Yes he did. Apparently there were a lot of people in the room at the time. There has been one report from the media that dick durbin was part of the meeting and he confirmed that is the language that was used and he was not the only one in there. President s are not required to get annual physicals but every president since Ronald Reagan has undergone the exam on a regular basis and then released the report to the public to show they are fit for duty. The house of representatives passed a bill to renew a Controversial Surveillance Program allowing the government to monitor Foreign Communications without a warrant but there is confusion before the vote after the president tweeted against the bill. At first the president tweeted the Surveillance Program may have been used to monitor him during his president ial campaign. Later on he said the program is necessary and urged lawmakers to renew it. Democrats quickly criticized the president. The white house says there was never any confusion. It was not confusing to me. He does not even know what the bill is about. He is putting out tweets. Democrats pointed to the tweets and try to delay the vote despite that it passed. The cal Berkeley Student being detained on immigration charges will miss the beginning of the new semester. The 20yearold was taken into custody december 30 in san diego county. A bond hearing is scheduled for next wednesday. He was born in columbia but luis mora came to the us legally when his mother was seeking treatment for cancer. He has overstayed his visa. Lawyers are working with federal and local lawmakers to get him free so he can go back to his studies. Religious leaders are working to provide safe shelter for the homeless in oakland. Images of small children living in a tent were taken by reverend ken chambers. The interim board president of the Interfaith Council of Alameda County as well as the counselor and other city leaders met to work on solutions. They want to provide shelter perhaps shipping containers or tiny homes on various Church Properties. Basically we are looking to do a 1 million budget for a first year of helping homeless to serve 1000 people. One of the issues we want to resolve is how do you have utility connections . We are strategizing how to use solar power and other alternatives so they can be put in these locations where there are no hookups. One shelter has been created at the westside missionary baptist church. The goal is to have several hundred more spread to the country by the end of the year. Help is on the way for Homeless People in San Francisco as well. City leaders are getting 42 million in federal grants to help people get into housing which will help pay for dozens of housing and Homeless Service programs in San Francisco. An Oakland High School principal is asking the city for help to clean up trash outside of the school. The street near Ralph Bunche High School is filled with garbage, rotting food, drug needles and a banded furniture. The school principal, Betsye Steele says the street is never fully cleaned up despite requests to public works. It is so bad she paid 1000 of her own money to get the garbage removed. Public works says that you Illegal Dumping in the city is out of control with twice as many pickups now compared to five years ago. Even if they haul away all the trash people come back and dump more garbage in the same place. Families are being warned about a dangerous trend gaining popularity online. Many people mostly teenagers are putting laundry pods in their mouth and uploading the video to social media. Doctors say that even a small amount of the concentrated detergent found in the laundry pods can cause diarrhea and vomiting and in some cases the detergent could find its way into the lungs and cause breathing difficulties. A lot of times in the videos kids eat it and spit out but the membrane absorbs chemicals really quickly so you dont realize how much you are taking in. The 65yearold was taking her usual morning swim yesterday when suddenly a sea lion bit her on the leg. This was the fourth attack since mid december. A swimmer who was bitten on the arm last month described the confrontation. I was frightened because you could tell he was a male by the bump on his head. So i knew that it was a male and with his mouth, he was showing his teeth. Nobody knows if it is one or several sea lions responsible for the attacks. There are theories explaining the behavior. Some say that they could be reacting to a bio toxin affecting their brains. Some marine biologists say that it is because of a dip in the fish population causing them to get territorial about feedings owned. Monday the mavericks big wave surf conference could take place near Half Moon Bay. Next week big waves could be on the way so organizers are telling the surfers to be ready. Organizers could make the final call today. This year the contest has a new organizer and a new name. The mavericks challenge. Southbound 880 from 238 there was an accident near tennyson road. The Silicon Valley is commuting slowly near 217. Lets bring in Steve Paulson with todays weather. Up above we are looking good but below we have fog. I see a lot of fog from the san rafael camera but up above we have higher clouds. On wednesday we never cleared at all but yesterday there was a little bit later. Today it will be happening sooner but before we get there the fog is pulling into a foggy forecast. The arctic front is one for the books. The dividing line between really cold and very warm as much as 45 degrees spread as the ark took front moves through. The plans by General Motors to launch a self driving car that takes hands free driving to a new level. The gm version of its Autonomous Vehicle will not have a Steering Wheel or petals. Gm filed a petition today asking the government for permission to deploy self driving chevy bolt vehicles with zero manual controls. The car has interior screens, passengers will use the screens to communicate. The Company Plans to test the car next year and eventually launch a robo ridesharing service. Poison killing endangered owls is being blamed on rat poison on marijuana farms in northern california. A study finds seven out of 10 northern spotted owls found dead in marijuana grow areas tested positive for rat poison. Poison was found in 40 of dead barn owls. Two years ago pesticides used in marijuana farming were killing other animals including birds foxes and mountain lions. The authors of the study are concerned more wildlife will die now that Recreational Marijuana is legal. Upper 40s, lower 40s for some with a few that are very close. 42 in lafayette, 43 concorde. 50s and 40s for many except for occasionally some higher clouds with the pattern dry for now. There is a lot brewing for next week leading to rain on tuesday and by thursday and friday as well. For the weekend except for the fog we will be good and warmer. 8 02 how is the traffic . The fog as we have been talking about it, we have not a lot of pictures we are just showing the same pictures because the other shots are foggy. Lets get to the bay bridge for example and even this one shows the fog is getting lower. You nailed it when you said the fog would get worse because it has but the traffic will be okay if youre driving into San Francisco there is fog on the bridge as well. There is fog on the other bridges but the san mateo bridge is looking okay in hayward as you are driving into foggy conditions on the peninsula. We are also looking at 880 southbound with an accident near tennyson and that is why traffic is going slower than usual, but if you are getting on the freeway in union city driving to fremont it is looking good driving south and in the south bay moderately heavy conditions. Lets get back to the desk. Firefighters are praising a group of Good Samaritans for getting people out of a burning apartment. The fire broke out at 12 30 this morning on rancho drive in san jose. Leigh martinez reports the fast spreading fire forced 16 people to race out of the building. The cause and origin of the fire are under investigation but officials believe the fire started in the first or second floor front apartments. The fire was so intense that it ended up melting the lightbulb across the sidewalk. San jose Officials Say the call came in just after midnight. The twostory building was on fire when crews arrived and they were fearing people were inside. The fire was upgraded and firefighters went into rescue mode. Good samaritans worked to get people out before the crews arrived. We very much appreciate the Good Samaritans in regards to public safety. People looking out to help their neighbors. You are right, banging on the doors and getting people out saves lives. That must happen before the first team gets here. 16 people are displaced including five children. Firefighters had the fire knocked down by 1 30 this morning. Officials believe the fire started in the first or second floor unit in the front left building and quickly spread. The examiner reports the police chief bill scott is proposing an amendment, currently police under investigation for killing a suspect can view any body camera footage of the incident before talking to investigators. The examiner reports chief scott wants to change the policy to only allow officers to see if their own body cam video so they will not be influenced by other videos. Chief scott says the change would help to protect the integrity of Police Shooting investigations. The role of Campus Police in san jose schools is changing under a new agreement police will focus on the security of School Campuses instead of arresting and siting students for misbehaving. Three districts have agreed to the new policy. Campbell union, Eastside Union and san jose unified. Police say it will help build more positive relationships with students and staff and the lower the number of students entering the criminal Justice System for minor offenses. Sex workers in San Francisco who report Violent Crimes wont be arrested for prostitution or minor drug offenses. Police and the das office say the new policy will help encourage sex workers to cooperate with law enforcement. Workers who report Violent Crimes will be given information about community programs. Many sex workers are being exploited but do not get help because they are scared to be arrested. The Postal Service had 40 trucks in oakland covered with graffiti. The Postal Service says the graffiti outside of the facility on 13th street increased after the parking lot across the street closed. Now the Postal Service has to park mail trucks on the street overnight. The problem of graffiti in oakland extends beyond the post office. A drive through the downtown area shows graffiti on every building almost. Whether it is the bank or post office or a school, nobody is safe when it comes to graffiti. Vandalizing a mail truck is a federal crime carrying a penalty of up to 10 years in prison. There is a 10,000 reward for anyone providing information leading to an arrest. Chicago may be the first city in the country to test out a device that will tell them if drivers were texting during an accident. It is called the text analyzer. The device can be connected to the driver cell phone and would scan for calls emails or texts saying when the driver was operating the vehicle. The city Council Voted to allow the Police Department to study the device. A number of states are considering equipping officials with the devices nationwide. Traffic deaths are on the rise with 40,000 last year. A number of the crashes involved people distracted on their cell phones. With the fog this bad hopefully everyone has put their phone down. You would like to think so and hopefully that is the case. Lets look at the fog with a lot of our cameras disappearing in the fog. Even the highway 4 camera which was sunny before is gone. Many people mostly teens are putting laundry pods in their mouth and uploading the videos. Even a small amount of the highly concentrated detergent can cause diarrhea and vomiting. In some cases the detergent could make its way into the lungs and impact breathing. A Group Pushing to speed up a new project to help the homeless is releasing images of children living on the streets of oakland. We look at the efforts to create shelters and tiny homes for those in need. These images depict the severity of the homeless crisis in oakland. Small children living in a tent on east 12th and 23rd with inadequate shelter, little to no clothing and they are sleeping outside in cold rainy conditions. It is simply heartbreaking. When i saw the kids, 2 to 3 years old, my heart just fell down. I dont have words to express. I have four kids so i couldnt imagine my kids being homeless. Reverend ken chambers took these photos as police advised their mother about resources available. Shelters are opened to these kinds of families but with 4000 Homeless People citywide the need for resources is insurmountable. We are looking to do a 1 million budget for the first year of helping homeless to serve 1000 people. The Interfaith Council invited oakland city leaders and Community Members at the temple in oakland to get the ball rolling on a project to provide shelter on various Church Properties in the community. These sheds are shelters at sixth and castro. Many people call them home and with the Interfaith Council they are looking to do something similar but they say they want to do it more efficiently. One of the issues is to get utility connections with a bunch of new units. We are strategizing on how to use solar power and other alternatives so they can be put in these locations where there are no hookups. One shelter has been created located at westside missionary baptist church. The goal is to have several hundred more throughout the county by the end of the year. Alyana gomez, ktvu fox 2 news. San Francisco City officials are getting nearly 42 million in new federal grants to help people get into permanent housing. It will help pay for building units and Homeless Service programs. In washington the house passed a bill to renew a Surveillance Program. It allows the government to monitor Foreign Communications without a warrant but there was confusion before the vote after the president tweeted against the bill. At first the president tweeted the Surveillance Program may have been used to monitor him during his president ial campaign, later on he said the program is necessary. Democrats quickly criticized the president but the white house says there was never any confusion. I was not confused, im sorry if you were. He does not even know what the bills are about. Bob calhoun says everybody is complaining about the fog but it is sunny in daly city and pacifica. There is fog from Half Moon Bay around that area but it is moving around. If you are in on the clearing it is looking nice but the fog will lift to 40s and 50s. Looking warmer except for high clouds. We are good to go but it will be dry this weekend. Watch out for night and morning fog just a little bit warmer but the fog is really thick for you while. Hazy sunshine later on but by tuesday the neck system comes in. 60s for the temperatures. In Santa Barbara county search crews are looking for anyone who may be trapped by the mudslide. As of right now 17 people are confirmed dead and 43 others are still officially listed as missing or unaccounted for. The entire community of montecito is under evacuation orders. The army corps of engineers is sending in more than 100 vehicles to help with relief. Some neighborhoods in burbank also saw severe flooding. A river of mud carried this car straight down the curve and down. Burbank firefighters posted this video on instagram from country club drive. Fortunately the driver of the prius made it out safely. A rescue scott squad is back in the bay area after spending three days in montecito. The people were grateful but overwhelmed by what they had gone through that were rescued. It was a somber moment. They were very thankful but you could see it in their eyes, they are more worried about what is behind them. The 129th rescue wing picked up three victims. The six person crew had to choose landing spots carefully to avoid getting stuck. Information on the search in stockton for two missing toddlers. Police say that their parents are not cooperating. Last week the family was reported missing. The parents and three children were found tuesday living in their car. 20 month old twins have not been found. Aaron weddles and his wife princess canez walker were arrested on felony child abuse and child endangerment charges. They appeared in court yesterday on outstanding warrants. Police have not even been able to find any photos of the children to help with the search effort. If you have any information please call police. Another person recovering from a sea lion attack at the San Francisco aquatic park. The woman was taking a morning swim yesterday when suddenly a sea lion bit her leg. This was the fourth attack since mid december. A swimmer who was bitten in the arm last month describes the confrontation. I was frightened because he was a bull. You can tell by looking at their head. I knew it was a male and with his mouth he was showing his teeth. Nobody knows if it is one or several sea lions that are responsible for the attacks. There are different theories explaining the behavior, they could be reacting to a bio toxin affecting their brains or they could be injured and are protecting themselves. Some say it is because of a recent dip in the fish population causing sea lions to be territorial about their feeding zones. A plan to raise rent by 2000 for a condo unit in alameda will be reviewed next week. The building is at willis lane and bay farm island. The rent could go from 1500 per month to 3500 per month. In 2016 City Council Approved an ordinance requiring a review of any rent increase over 5 . It will limit evictions and require landlords to help pay moving costs. Uber reportedly used software to remotely shield company data from police raids at the international offices. Bloomberg says the company used software in paris, hong kong, amsterdam and montrial. A spokesperson says the tool could lock computers and change passwords remotely from its San Francisco headquarters but it is no longer in use. Police were investigating whether or not uber violated tax laws. Starting today google will phase out Parental Controls for the chrome browser. Google is creating new and improved Parental Controls. A fourth grader in tennessee came up with a special way to combat bullying. Ben says he knows how it feels to be left out so he came up with a buddy bench for the school playground. The street near Ralph Bunche High School is filled with garbage, rotting food, drug needles and abandoned furniture.
