student at uc berkeley. he had been returning from school he parked his car and suddenly he was attack.>> the video shows the uc berkeley graduate student in white getting out of a silver subaru hatchback after parking it. on the left two men are walking towards the student. one quickens his pace and tries to grab the victims backpack. >> he showed up right next to me. he pulled my bag. i pulled it back. as a reactive action. >> reporter: the victim asked us not to reveal his identity plan it shows the suspect firing one-shot and dragging the victim to the sidewalk and firing two more shots at him. the victim releases his backpack and the suspects are running south on bonita avenue. the victim was shot once in the thigh. >> the time i decided to let him grab my bag i was yelling help me. please help me.>> reporter: i asked the graduate student why he initially refused to give up his backpack. he said it contained his laptop with his dissertation for his phd in mechanical engineering.>> the first reaction is to resist. it has the most important -- of my life. but the second thought is that i have -->> reporter: remembers his dissertation was saved so he let go. now he feels lucky to be alive.>> i did not burst into tears until the third day. the first day and the second day i'm trying to get back to myself. trying to remember what happened. it is only up to the third day i realized i could have been killed. >> reporter: the street was dark. he could not see what the suspect look like. they did not say anything to him. >> we heard shots fired.>> reporter: chevy impala. >> we are hoping to connect the video to the suspects. >> reporter: despite the gunshot wound to his right thigh the student walks without trouble. he has lived in the area 6 1/2 years and he plans to stay because he still considers the area to be safe.>> it is remarkable seeing him walk without a limp and hearing him say he did not start crying until three days later and he really realized the seriousness of everything. how did he appear tonight? >> reporter: what struck me was his remarkable calm. he showed no signs of injuries. he was dragged on the sidewalk and he said he felt some pain but you cannot tell talking to him. >> we are learning flight controllers had to stop an incoming flight from landing on the wrong runway. it happened before noon yesterday. official tells us in aeromexico flight was cleared to land on runway 28 right. when the plane was a a mile away controllers notice it was lined up for 28 left. virgin america jet was on 28 left at the time. controllers told the crew to execute a missed approach and it did so landing safely a short time later. the faa is investigating. immigration and customs enforcement staged a series of raids. when senator republicans john cornyn from texas was at the reading today. as he left he told foxnews the group was just talking and they have not reached a deal. he said at this point he is not optimistic they can get a deal by that january 19 deadline. democrats upset with the deal to exempt florida from the new trump administration plan to expand offshore oil drilling in the atlantic and the pacific. interior secretary announced florida can withdraw after it's republican governor objected to the plan. the republican governor of south carolina is asking for a pass. democrats say it is hypocritical not to offer the same exemption to democratic states including california. a spokesperson said all governors are welcome to request a meeting. jerry brown offered his budget proposal today with a little extra spending and a lot of saving. the state projecting a budget surplus of more than $6 billion. the governor wants most about to go into the rainy day fund. the public and say it should be returned to taxpayers. the biggest proposal in the budget is for a new online community college. it would be targeted at working adults without a college degree. we need to upgrade their steels -- confirmed dead. and that disaster that unfolded during a rainstorm yesterday. another 17 are still unaccounted for. today hundreds of rescue crews tried to find them. three people were found alive today. entire neighborhoods in montecito are buried in tons of mud and debris. hundreds of homes are damaged or destroyed.>> a reporter talk to a woman desperately hoping her parents will be found alive.>> reporter: this is ground zero. now that the sun is out in the rain has stopped the power and fury of mother nature unfolds -- on full display. those who live here stayed behind between the mountains and the freeway and survived the storm know they are lucky to be alive.>> it is very surreal. it is hard to picture this is really going on. my heart breaks for the people missing.>> reporter: is crews with the heaviest equipment tons of thick mud and searched through the rubble for bodies or perhaps survivors so many anguished loved ones took to social media to plea for help looking for those who are still unaccounted for.>> what are you hoping for? >> to find my parents alive.>> reporter: kelly and clayton weimer. they came to an assisted sensor at this church looking for help. her parents 89-year-old jim and 78-year-old alice mitchell. and her dog were still missing in middle afternoon. this sadly is where their house used to be. the family trying to stay positive.>> i think their house got washed away. i hope they get out. by a rescue team or maybe some neighbors pick them up. and they -- maybe they cannot reach us.>> they haven't phoned us. that is concerning to us. no phone call.>> reporter: amidst the terrible news there are many stories of success. the rescues. we have seen the images from early tuesday morning of this 14-year-old identified as lauren canton pulled out a house after six hours. corey williams is a friend. > reporter:>> all of the damage in santa barbara has people wondering about the science behind mudslides. and what spots in the bay area could be vulnerable. an expert in environmental engineering to get some answers.>> reporter: scientists say the late-season wildfires did play a role in the mudslides. he put up a map of santa barbara and ventura county. the airy and red shows the land that was burned by the thomas fire. you can see how close it came to montecito in the areas where there were the mudslides. those neighborhoods damaged by that rain and the mud. i talked with an expert about the science of mudslides. where the bay area could be at risk and what people can do to protect themselves.>> reporter: the mudslides were so powerful they moved entire houses. crushed automobiles and pushed boulders down hillsides.>> the fires had a direct impact on what happened. in montecito in santa barbara.>> reporter: professor laura sullivan green is an expert in civil and environmental engineering. normally rainwater is observed. fire changes the ground in two major ways. burned vegetation can leave behind a residue that mixes with ash and soil creating an oily layer on the ground.>> can change the chemical composition of the soil. it makes the soil repel water. all of that rain falling has nowhere to go but run off the surface.>> reporter: fires burned vegetation and that destroys the network of roots that keeps the soil in place. the thomas fire left behind more than 280,000 acres of scorched earth. the bear hillsides visible above homes in montecito. the rain turns water into heavy mud hitting homes with full force. the northbay fires in october have left thousands of acres in a similar state. with burned land that could be road in a storm.>> the fire scars in napa and sonoma county are susceptible to this exact event. >> reporter: she says similar sedimentary rock and geological characteristics been bay area residents should be prepared as one progresses.>> making sure water can drain easily and sandbagging to prevent erosion are really the key things right now. it can take up to two years for the soil to recover significant vegetation. as well as reduce the water repelling chemical change.>> reporter: most important she says pay attention to any warnings or evacuation orders by officials if you are in an area at risk for mudslides. those pictures tell the force of that mud and the rain that came at the people's houses.>> they described it as an avalanche of mud. there is no stopping it.>> the combination of the rain coming. the erosion mixing with it. when you are faced with a wall of mud that is something you cannot run from. how worried is the professor we will face serious mudslides this winter in the fire zones? >> she said it is the same type of sedimentary rock. if the rain comes quickly and we have been hearing bill talk about that in the run the report. if it comes quickly there is not a lot to stop it. -- the weather report. even if you do sandbags you should get out. we are talking rainfall rates of four and five inches an hour. that is what you find in a category 5 hurricane. in five minutes you have half an inch of rain in montecito. the fires did not help. i'm going with the rain. rainfall rates unprecedented. the topography in the area. the fires did not help in the rainfall rates exasperated that. look at santa barbara. up to 4000 feet of vertical. half inch of rain in five minutes. i can -- i cannot imagine. control officers removed more than 50 dogs from an oakland pet store under investigation by animal services. they were taken from rosie's enterprise pet shop in east oakland. officials had a warrant smell emanating from the building was so strong facemasks had to be warm. they were taken to a shelter to be checked out. hayward a break in the case of a missing uber driver from san francisco who disappeared last year. investigators determined human remains found in a warehouse in hayward are those of --. he went missing last mother's day. his death was ruled a homicide. police say the warehouse is connected to 48-year-old bob tang. a san francisco man named as a suspect in his disappearance. he might have fled to cambodia. police say he told his family he was going to meet tang on the day he disappeared. san jose police release information about last nights officer involved shooting. and rubin reports a police say the man killed at the energy center was carrying a dozen weapons.>> reporter:>> he is on foot.>> reporter: for san jose police the call was concerning. the man hopped the fence at the metcalf energy center. he appeared to be armed. this witness asked not to be identified.>> all of the windows were fogged up. he had a sword. knocking on his dashboard like a weapon.>> reporter: in addition to the sword authorities say the man carried with them to axis a long pole six throwing knives and pepper spray. he was on the ground the smell of the power plant. when officers confronted him.>> he ignored commands to yield shoot me and kill me. several times during the incident. the suspect turned around and advance toward the officers still armed with both the pole and the acts.>> reporter: the police chief said he was asked to drop the weapon at least 23 times. he kept advancing.>> and he was approximately five or six feet away from one of the officers and officer shot the suspect and he continued toward a second officer with the acts and pole still in his hands. the second officer shot. >> reporter: the suspect an asian man in his late 20s pronounced dead at the scene. he had a history of narcotics and weapons offenses. he had been placed on a 72 hour psychiatric hold in september. they know nothing about his motive.>> sat for everybody involved. we hope that we will be able to figure out what his intent was.>> reporter: the incident was captured on the body camera. both of them are on routine paid administrative leave. the identity of the suspect has not been released. police in stockton arrest the parents of missing one year old never seen it period.>> reporter: a veterinarian said a canine flu is sweeping the south bay. his clinic confirmed fourth case wednesday night. to go along with 50 dogs showing symptoms such as coughing the past two weeks. two strains are present in california. this map shows at least one of the strains has been present for the past nine years. both have exploded nationally since 2015. >> there must have been a canine entering the state that was infected with the virus. from that point on it is so contagious and began to spread to other dogs. now we see it.>> reporter: at the dog park some owners say they will be more cautious after learning of the outbreak.>> this is our first time out since it has been raining for two days. we might go home after this.>> reporter: avoid places such as dog parks and kindles to reduce the threat of infection. don't let your dog play with contaminated toys or drink after -- after other dogs. if sick keep your pet at home. > reporter: the owner of this dog said his dog romeo had been sick with flulike symptoms. he kept the animal indoors until the illness past. we don't know if it was the flu. that is a -- that is an example how a dog might be contaminated and infect your dog. get a flu shot for your pet. the symptoms mirror what the human flu would be. you have sneezing coughing lethargy and a fever. if you see your daughter like that keep them separated from other animals. keep them inside and get them to a vet to get a flu shot. it comes into shot separated by a couple weeks. we found some of the kennels in the area are also putting out notices to clients. about the canine flu. the word is getting out. i grew up with lots of dogs. i don't ever remember my parents taking one of our dogs to get a flu shot.>> reporter: you not seen before. it is an outbreak. another person has died from the flu in santa clara county. officials did not release details other than to say the person was younger than 65 and did not have a vaccine. the total number of people under 65 statewide who have died is at 28. officials say the flu season is shaping up to be the worst they have seen in 10 years. it is not too late to get a shot. stockton police searching for one year old twins that went missing last week along with their parents and three siblings. the parents are under arrest facing child endangerment charges. they were located yesterday along with the older children. the one-year-old twins are still missing.>> reporter: the family of seven disappeared for five days. tuesday police found the car they were living in in this area of trinity parkway in north stockton.>> we need to retrace where this family has been and where the children might be.>> reporter: a white 2002 suzuki sl seven. police say three of the children were with their parents. the 20 month old twins are still missing. police don't have a photo of them. officers say they are of mixed ethnicity. black and cambodia.>> we don't know where these two are. also concerning here is that both adult parents have been uncooperative and are giving conflicting statements. >> reporter: they were arrested for child endangerment and neglect. the other three children are now with child protective services. police conducted searches for the twins but have no leads. i spoke with an avid walker in the area who says a lot of homeless people camped out in tents or in their cars. they hope someone who might have seen the family can help them locate the twins.>> we hope these children are out in someone's home. possibly with family or friends having no idea we are looking for them. we are looking into the possibility of foul play. we don't know.>> reporter:>> stockton police are asking anyone with information on the children's whereabouts to contact them right away. the state department stepping up warning for americans going to mexico. several places are under a do not travel advisory. we will tell you why after the break. formation of authority for a vote in two weeks. if they approve it it will go in the june ballot. the toll hikes will be phased in over six years starting with a one dollar increase january 2019. by 2025 it would
