see there is some slow traffic. 580 westbound as you drive through. the altamont pass road at greenville road, there was an injury accident. if not on the freeway but nearby. traffic continues to be lighter than usual as you drive through the area. interstate 880 in oakland, traffic in both directions is moving well and it's light at the bay bridge toll plaza. last night san jose police arrested a man accused of sexually assaulting a middle school teacher in the classroom earlier this week. the arrest came after authorities released this surveillance video. it shows a man walking around harker middle school early tuesday morning. investigators say the teacher was there early before class started to prepare for her students. san jose's police chief will hold a news conference on this case at noon today with more information about the arrest. we now know the name of the man who was shot and killed wednesday afternoon by a bart police officer in oakland. he was 28-year-old, shaleem tindle. oakland police confirmed this. the bart officer, who was wearing a body camera, heard shots fired wednesday afternoon around 4:40 pm across the street from the west oakland bart station. the officer ran to the scene, salt two men in a struggle, one had a gun. investigators said the bart officer warned the men several times and then shot the man who had begun. later identified as shaleem tindle. the other man was treated at a hospital and released. tindle's relatives on social media mourned his death. that included pro boxer kareem mayfield who shared this photo of tindle. tindle is on the left. mayfield said, my heart is aching right now. my little brother, shaleem, was just murdered by bart police in west oakland yesterday. the alameda county sheriffs department is denying allegations that corrections officers coerced pregnant inmates into having abortions. a group of current and former inmates is suing the sheriff's office and federal courts. robert nock and reports the allegations include unsafe conditions for pregnant inmates and one woman who gave birth in her cell alone. >> reporter: the allegations heard on the front steps outside the alameda county sheriff's office by two former female inmates and their lawyers were so horrific and pointed that the sheriff's office responded quickly. >> we take these allegations very seriously. they are hurtful and we don't believe they are true. >> reporter: two former inmates and their attorneys claim officials at the santa rita jail engaged in barbaric, systematic behavior that denied female inmates medical attention, warm clothing, regular meals and worse. >> what the sheriff has been doing is either trying to pressure women into getting abortions or treating them in such a way that it imperils the health of their fetus. >> reporter: arrested on a parole violation, christina zepeda of san leandro says she was three months pregnant and had a miscarriage in part due to poor conditions and mistreatment at the jail. >> to be in a holding tank with 8-12 other women. sleeping on the floor. >> there is a provision in the rules that state regulations that say if you have a pregnant woman you've got to have a plan for her care. >> the attorneys also claim another inmate gave birth by herself in solitary confinement. the sheriff's office responded that the inmate was taken to a hospital prior to giving birth. >> while they were transitioning back into the jail, went into labor and gave birth. we provided immediate medical assistance. the child was born and the child was born healthy. >> jail officials said they would never influence women to terminate a pregnancy. alameda county says it currently houses 207 female inmates of which 5 are pregnant and receiving prenatal care. >> wants women to come into our facility they are seen within a couple days to several days depending on whether it's the weekend or not. >> reporter: zepeda also claimed while pregnant and being transported, she was handcuffed in the back and not the front which is protocol. >> this is the kind of inhumane, barbaric treatment that goes on and what we are seeking is to stop it and to force the sheriff to obey state law. >> reporter: a physic -- visibly angry sergeant carrie reiterate how committed the jail staff is to its female inmates. >> we stand to litigate any false claims, especially one as egregious as the one that's alleged here. the man acquitted of murder charges in the shooting death of kate steinle is due in a san francisco court this morning. a judge is scheduled to sentence josi ines garcia zarate for the only charge he was convicted of, being a felon in possession of a firearm. political analyst michael cardoza said regardless of what the judge decides today, garcia zarate will still face federal charges. >> i think the judge will overrule or deny and sent it up on appeal and say take this up on appeal. said that the appellate court. i will sentence him to the three years. he turns around and walks out the door or, theoretically, could walk out the door. as he takes a step toward the door, the feds will be there. the feds will grab him. >> while no defense attorney tony serra will represent garcia zarate on the federal charges. serra also represents derrick almena in oakland's ghost ship warehouse fire case. a huge winter storm blasting the east coast and is bringing lots of snow with hurricane force wind and coastal flooding. blizzard warnings are in effect from north carolina to maine. more than 18 inches of snow has fallen in some areas. parts of the northeast will have temperatures today in the single digits. thousands of flights have been canceled, stranding many travelers. >> it is frustrating but it is what it is. we don't control mother nature. you just live with it. >> the windchill could make it feel like -15 in some areas through the weekend. this morning, san francisco international has canceled some flights because of that storm. >> 100 flights were canceled yesterday because of the storm. christien kafton is at sfo right now. give us the latest. >> reporter: it's only five of 7 am and we are seeing delays. before we show you the big board i had a chance to speak with pilots. they are telling me that their flight to los angeles is not canceled but they are telling me they were supposed to go to newark yesterday and they wound up staying at a hotel overnight and confirmed something we all sort of know. when you have a big storm like this, planes and cruise are not where they're supposed to be. what you wind up seeing ripples throughout the system. it's only five of 7 am. look at the top of the board and you can see flights from new york are already canceled. we can expect to see more of that as the day progresses. we are already seeing 19 canceled flights both outbound and inbound. flights from boston, jfk and newark are impacted. a half-dozen outbound flight to jfk and newark are also canceled. we are expecting those cancellations and delays to pile up. if yesterday is any indication. in all, sfo saw close to 100 canceled flights yesterday. in about an hour we are expecting to hear from the faa about how the day is shaping up. this means if you are traveling, check in before you leave the airport, even if your flight is not to the east coast. as we heard from those pilots we spoke to earlier, even if your flight isn't to the east coast, you could experience delays because your plane or the flight crew we not be where they are intended. as always, the best advice is to contact your airport beforehand. go on your phone, go to the app and try to find out if your flight is delayed or canceled. we will keep an eye on how things shape up at sfo throughout the morning. we will also call around to the other airport to see how things are looking for all the airports in the bay area. this could be another rough day for travelers. >> sure with that ripple effect. christien kafton at sfo. thank you. a new housing plant in san jose that was just unveiled could provide housing for up to 1000 people. we were given a look at the plans for the proposed southwest plaza. it would have 700 new units, more than 12,000 square feet of retail space as well. it would be located next to the vta's bascom station but it would also replace the existing shelter creek apartment complex. there is some concern about what will happen to the families who live in that complex right now. the architect says there is a plan for that. >> we have to assist these people in relocating to comparable type of housing. that would be part of this. >> the architect hopes to have the project completed sometime in the year 2023. san francisco is without an operator for the historic shipyard at pier 70. all there. >> after all the allegations in this book, donald trump needs to get a real interview or hold a real press conference or do something soon to demonstrate to voters that the allegations in this book that he is dotty or senile or incompetent or untrue. >> reporter: the president has taken to twitter, lashing out against the book's author as well as steve bannon coming up with a new nickname, sloppy steve. in washington, doug luzader, fox news. there is a backlash in california. to president trumps new lyrics -- expansion of oil companies. new leases would be open to oil companies off the coast of california. there has not been a new oil drilling lease off the pacific coast since 1984. now the administration is proposing seven new leases off the coast of california, oregon and washington. two would be in northern california. that plan drew swift reaction from governor jerry brown, along with the governors of oregon and washington and they issued a joint statement saying for more than 30 years our shared coastline has been protected from further federal drilling and we will do whatever it takes to stop this reckless, shortsighted action. let's help get you out the door if you're leaving this early on a friday. many people are and they have a good commute. so far, so good as we look at it commute that is off to a nice start. let's begin on northbound 101 in gilroy. the gilroy super commute continues to look good through morgan hill and into san jose. if you're driving into the main part of the silicon valley, we have not had a big commute there all week long. it stayed pretty light. we look at the entire bay area. i don't see any slow traffic yet. a couple things were going on but for the most part it's light. this is a look at the bay bridge toll plaza and it is light. we hope it will stay this way. traffic is moving along relatively well as you drive into san francisco. thank you. there's a lot of cloud cover and rain for some. not much for others. better opportunity in the north. it's very mild and warm. these are mid-latitude systems coming in from the pacific. that's why there's not much cold air. this is not a good set up for the sierra. be next monday night or tuesday will be a better system for everyone. that is also coming in from the west, not the northwest. the heaviest rain will be to the north from santa rosa and northward. marin county to get their share in this as well. i see some returns showing up but they are more spotty in nature. further south, not so much. the santa cruz mountains will probably be the leader. 50s and 60s on the thames. san rafael, 58. upper 50s all the way to rohnert park, windsor and grading. 59 in vallejo. very mild because of a southwind. a little east or east and southeast it's in karlis. 35 in truckee. 57 in ukiah. it's mild for many compared to a week ago when it was very cold. most of this rain will favor ayers to the north. it will pick up this evening. not a lot out of this system. over all into early saturday, about a quarter inch to a third of an inch. there could be some isolated areas that get a half inch. this is the system we are waiting for. this will have more jet support and it's tapping into moisture. the projections on this one for monday night into tuesday, 2-3 inches are being forecast as we head toward tuesday. it depends how this comes together but it looks solid for everybody. that will be monday and tuesday. not over the weekend. upper 60s for some. rain should end by late tonight or early saturday. mostly cloudy on saturday. it looks good on sunday. we cloud up on monday, rain begins and that will take us into tuesday. the best system of the season although the outlook through january 21 is very positive for rain. >> when you say that barrel of crude oil topped $68. analyst say the rising tensions in iran, which is opec's third biggest oil producer, is pushing prices higher. also the cold weather on the east coast will keep demand in the u.s. high. travis kalanick, uber cofounder and former ceo reportedly plans to sell 29% of his stake in the company. he would make about $1.4 billion from the sale. last june he resigned as ceo but still owns about 10%. the intel ceo made millions by sharing cells in his country after google informed the chipmaker of a serious security problem. the ceo sold about $39 million in stocks and options in late november before the security flaw was publicly known. a spokeswoman for the santa clara company told marketwatch the divestment was unrelated to security problems. the ceo made about this what it will blow your head off unless it's screwed on type which mine is at this hour of the day. the snow is no longer coming down. it's been piling up. you can see the big piles. check out the road. this one is clear. this is one of the main thoroughfares. we are seeing some folks getting to where they need to go. the government is still begging them to stay off the roads if you can because the windchill at this hour stands at -5. >> temperatures are forecasted to drop quickly, posing a threat for/freezes. >> reporter: a brutal deep- freeze now setting in across much of the u.s. this comes in the wake of a powerful winter storm. a bomb cyclone system that blasted the east coast with heavy snow, hurricane force wind and coastal flooding. >> snow is not that bad but the temperatures are too low. >> reporter: record-breaking cold air and bitter wind is predicted through sunday, including down south. with wind chill it could feel like -15 throughout much of the northeast this weekend. and as low as -40 in some places . while in other parts of the u.s., like wisconsin, temperatures are dipping below zero. many people are growing concerned about their animals and are having to take special precautions to keep them safe. the national weather service warns mid-atlantic states can expect temperatures in the teens while coastal areas in the northeast see single digits. >> terrible. i'm out here freezing. >> reporter: plowed teams are working to clear roads and power crews are restoring tech -- electricity after the system dumped as much as 18 inches of snow from the carolinas to maine on thursday. >> it's cold outside and everybody wants their lights back on. >> reporter: we did not get that 18 inches here. we got about 12 inches. and it's the powdery stuff which is what you want to see. we are not seeing the power outages they've seen in areas further north of us. but they are worried it may be overusage that taxes the power systems today. everyone is tucked up inside with the heat cranking. back to you. >> as of right now, alexis as he is still on. that was a concern yesterday. -- electricity is still on. that was a concern yesterday. >> reporter: yes. here the emergency folks are looking at this. we have been monitoring the electric companies. they seem to have sporadic outages from the heavy wind but are able to put them back online. there were several hundred people south of us without electricity for a chunk of the night. if that happens again tonight, we are in the danger zone. -5 wind chill. you can't survive that for long. >> thank you on at the bay bridge. i now they would have been on a normal traffic day. let's go back to the desk. the man accused of plotting a christmas day terror attack in san francisco's pier 39 is due back in court today after being indicted on adderall charges. 26-year-old everett jameson is accused of attempting to give material support to a foreign terrorist organization and distributing information related to destructive devices. court documents say jameson told an undercover agent who he believed was a member of isis that he knew how to make pipe bombs and he planned to set them off at pier 39 to get people to run to an area where he could shoot them. if convicted, he -- each charge carries a 40 year prison sentence. when man is in jail accuser burning its way home in rohnert park and sexually assaulting an eight-year-old girl while she was sleeping. investigators say 21-year-old noah holland took the garage door opener from inside the families unlocked car and used it to open the garage. authorities say he took off his clothing and timed on top of the little girl causing her to scream. ran away but did leave clothing and identification behind. he was tracked to a home in santa rosa where he was arrested and booked on sexual assault and burglary charges. we are learning more about the 19-year-old fresno state university student who died while visiting and off campus fraternity. he was omar nemeth calm up from fresno. police say he died after spending time with the delta sigma phi fraternity house and was found unconscious in the front yard. he was not a member of the fraternity. a spokesperson for the fraternity says his death is not connect to any fraternity event. a friend of his says no one held. >> i'm saying call the police. why are you not doing anything? get water. >> police say nemeth was with his girlfriend and 16-year-old brother that day. during that time investigators said they smoked marijuana and took xanax pills. xanax is typically used for anxiety. police say when they searched his car they found 583 xanax pills. an autopsy will be conducted to try to determine the cause of death. union city police are looking for two men suspected of setting fire to the bathroom of a business last month. this happened december 23 around 4:40 pm in a business on alvarado niles road. this is a surveillance image of the suspect who investigators believe may be brothers. they are described as being between 18 and 23 years old. you can see their faces clearly. anyone who recognizes the man is urged to contact union city police. we're getting new details about the search for a new operator for the historic pier 70 shipyard in san francisco. the san francisco examiner reports the board so supportive services, use its own funding to revitalize the peer hoping to attract a new owner. the peer 70 is wears thousands of ships were built -- pier 70 is where thousands of ships were built san francisco leaders are hoping to transform it into a housing and retail space. in san francisco the list of potential candidates for mayor who want to complete the remainder of the late mayor ed lee's term is growing. the deadline to street, west from 880. this is the scene of the fire. the flames appeared to be under control at this time. our crew at the scene said no flames are visible coming from the building. this is a fairly industrial part of san leandro, a few blocks west of the costco on 880 and davis street. you can see fire engines are lined up at the scene with her life on, partially blocking the street. fire crews are remaining there to finalize the firefight. we are working on getting more information for you. as of right now there are no reports of any injuries. romaine lettuce, a recent e. coli outbreak in cases in 13 , states including california is potentially being linked to romaine lettuce. the center for disease control and prevention is investigating the outbreak that started in december. three people in california became sick. there were 17 cases around the country including one death. a similar outbreak in canada was traced to romaine lettuce. officials are trying to see whether the two are related. since the cdc has not identified lettuce as the source of the outbreak in the u.s., they are not saying you should avoid it at this time. there are new numbers out showing a spike in the number of flu cases in the south bay and flu deaths around the state. maureen naylor spoke to health officials about why this flu season is really bad. >> reporter: this 67-year-old locksmith technician could feel it coming on exactly one week ago. >> when my fever went up to 103 i knew it was the flu. i had cold chills and just was -- felt dead. >> reporter: and it wasn't just him. has coworker who also had the flu shot got it to. >> we both ended up having the flu the week before new year's. >> >> reporter: doctor george han is santa clara county's assistant health officer and he said the seen it increase in flu cases since mid to late december and expect we are in the peak of the flu right now. >> flu season has come earlier this year and a little more severe than normal. that is typical though of the flu subtitle occurring this year. >> reporter: according to newly released numbers, 17 people under the age of 64 have died from flu -related illnesses in california. santa clara county reports four flu related deaths and eight outbreaks. five of those in the last eight -- week or so. this restaurant manager said from work to church he is taking precautions. >> we usually shake hands and say hello. like they do at church, the elbow and so on and so on. we try not to get in contact with a lot of people. >> six-year-old amelio and his four-year-old sister have not had their flu shots yet. >> i've been having to take them to the doctor. the pediatrician recommended it. >> reporter: doctor han said the effectiveness of the vaccine will not be known until the cdc's official estimates next month. >> it's always possible that if the vaccine is not as effective you will see more flu. as i said, we don't know what that's point -- at this point if that's the give them a needed laugh and adding to the $700,000 that's been raised by the king ridge foundation. >> we want to give the money directly to the victims, not to the landlords or in the form of vouchers. for the most part these are cash grants between $500 and $1500. >> i can't say enough about the community and the people in this community that have supported us and everybody else that has lost their home. >> king ridge was founded by cyclist levi leipheimer who lost his own home in the firestorm. the charities also helped more than 100 families with rent and other necessities. last than it normally is. this extended winter break has made it better for the morning commute. westbound 580, slow traffic after 205 driving into the livermore valley. after that it looks good to castro valley. the east macon unit has not seen a lot of slow traffic. this is a live look at 880 in oakland in front of oracle arena. traffic is moving along well. also at the bay bridge toll plaza we continue to see a light commute. by now, on a normal day, usually see slow traffic but today there is none, not yet anyway. if you are at the airport and have been stuck their, you will get out today but it's very cold. some of these i put in for wingels. -25 is the windchill for minneapolis. negative night in new york. these are the windchill's not the current temperatures. for us we have rain moving through. the heaviest will be to the north but there will be some in the south. this will be a flip-flop from the other system. mendocino county, santa rosa, north seems to have the best opportunity. marin county, some cells are moving in. not as much for the san mateo or santa cruz coast but you will get a little bit of priesthood. 50s and near 60 on the peninsula. mid 50s and upper 50s. union city, 60. a southerly breeze or southeast or easterly component. these are mild systems. you do not need to worry about snow if you're heading to the mountains. that will not be a factor unless you are near the passes. look for a mostly cloudy day. that will not be a lot of rain from this one. maybe a half-inch or three quarters of an inch northward. this will be one of those systems that we call overrunning. a stronger system is on the way from monday into tuesday. this has more going for it and there could be some impressive totals. maybe up to 3 inches monday into tuesday. this is something to watch for early next week. 60s for the temperatures. upper 60s for some. may be upper 50s to the north. overall, clouds and rain today. it tapers off early saturday. we have a break on make sure that i'm not missing anything but right now we are pretty quiet we do have a couple things out there but for the most part we are looking at the 580 commute to the altamont pass. you will see there is some slow traffic. 580 westbound as you drive through. the altamont pass road at greenville road, there was an injury accident. if not on the freeway but nearby. traffic continues to be lighter than usual as you drive through the area. interstate 880 in oakland, traffic in both directions is moving well and it's light at the bay bridge toll plaza. last night san jose police arrested a man accused of sexually assaulting a middle school teacher in the classroom earlier this week. the arrest came after authorities released this surveillance video. it shows a man walking around harker middle school early tuesday morning. investigators say the teacher was there early before class started to prepare for her students. san jose's police chief will hold a news conference on this case at noon today with more information about the arrest. we now know the name of the man who was shot and killed wednesday afternoon by a bart police officer in oakland. he was 28-year-old, shaleem tindle. oakland police confirmed this. the bart officer, who was wearing a body camera, heard shots fired wednesday afternoon around 4:40 pm across the street from the west oakland bart station. the officer ran to the scene, salt two men in a struggle, one had a gun. investigators said the bart officer warned the men several times and then shot the man who had begun. later identified as shaleem tindle. the other man was treated at a hospital and released. tindle's relatives on social media mourned his death. that included pro boxer kareem mayfield who shared this photo of tindle. tindle is on the left. mayfield said, my heart is aching right now. my little brother, shaleem, was just murdered by bart police in west oakland yesterday. the alameda county sheriffs department is denying allegations that corrections officers coerced pregnant inmates into having abortions. a group of current and former inmates is suing the sheriff's office and federal courts. robert nock and reports the allegations include unsafe conditions for pregnant inmates and one woman who gave birth in her cell alone. >> reporter: the allegations heard on the front steps outside the alameda county sheriff's office by two former female inmates and their lawyers were so horrific and pointed that the sheriff's office responded quickly. >> we take these allegations very seriously. they are hurtful and we don't believe they are true. >> reporter: two former inmates and their attorneys claim officials at the santa rita jail engaged in barbaric, systematic behavior that denied female inmates medical attention, warm clothing, regular meals and worse. >> what the sheriff has been doing is either trying to pressure women into getting abortions or treating them in such a way that it imperils the health of their fetus. >> reporter: arrested on a parole violation, christina zepeda of san leandro says she was three months pregnant and had a miscarriage in part due to poor conditions and mistreatment at the jail. >> to be in a holding tank with 8-12 other women. sleeping on the floor. >> there is a provision in the rules that state regulations that say if you have a pregnant woman you've got to have a plan for her care. >> the attorneys also claim another inmate gave birth by herself in solitary confinement. the sheriff's office responded that the inmate was taken to a hospital prior to giving birth. >> while they were transitioning back into the jail, went into labor and gave birth. we provided immediate medical assistance. the child was born and the child was born healthy. >> jail officials said they would never influence women to terminate a pregnancy. alameda county says it currently houses 207 female inmates of which 5 are pregnant and receiving prenatal care. >> wants women to come into our facility they are seen within a couple days to several days depending on whether it's the weekend or not. >> reporter: zepeda also claimed while pregnant and being transported, she was handcuffed in the back and not the front which is protocol. >> this is the kind of inhumane, barbaric treatment that goes on and what we are seeking is to stop it and to force the sheriff to obey state law. >> reporter: a physic -- visibly angry sergeant carrie reiterate how committed the jail staff is to its female inmates. >> we stand to litigate any false claims, especially one as egregious as the one that's alleged here. the man acquitted of murder charges in the shooting death of kate steinle is due in a san francisco court this morning. a judge is scheduled to sentence josi ines garcia zarate for the only charge he was convicted of, being a felon in possession of a firearm. political analyst michael cardoza said regardless of what the judge decides today, garcia zarate will still face federal charges. >> i think the judge will overrule or deny and sent it up on appeal and say take this up on appeal. said that the appellate court. i will sentence him to the three years. he turns around and walks out the door or, theoretically, could walk out the door. as he takes a step toward the door, the feds will be there. the feds will grab him. >> while no defense attorney tony serra will represent garcia zarate on the federal charges. serra also represents derrick almena in oakland's ghost ship warehouse fire case. a huge winter storm blasting the east coast and is bringing lots of snow with hurricane force wind and coastal flooding. blizzard warnings are in effect from north carolina to maine. more than 18 inches of snow has fallen in some areas. parts of the northeast will have temperatures today in the single digits. thousands of flights have been canceled, stranding many travelers. >> it is frustrating but it is what it is. we don't control mother nature. you just live with it. >> the windchill could make it feel like -15 in some areas through the weekend. this morning, san francisco international has canceled some flights because of that storm. >> 100 flights were canceled yesterday because of the storm. christien kafton is at sfo right now. give us the latest. >> reporter: it's only five of 7 am and we are seeing delays. before we show you the big board i had a chance to speak with pilots. they are telling me that their flight to los angeles is not canceled but they are telling me they were supposed to go to newark yesterday and they wound up staying at a hotel overnight and confirmed something we all sort of know. when you have a big storm like this, planes and cruise are not where they're supposed to be. what you wind up seeing ripples throughout the system. it's only five of 7 am. look at the top of the board and you can see flights from new york are already canceled. we can expect to see more of that as the day progresses. we are already seeing 19 canceled flights both outbound and inbound. flights from boston, jfk and newark are impacted. a half-dozen outbound flight to jfk and newark are also canceled. we are expecting those cancellations and delays to pile up. if yesterday is any indication. in all, sfo saw close to 100 canceled flights yesterday. in about an hour we are expecting to hear from the faa about how the day is shaping up. this means if you are traveling, check in before you leave the airport, even if your flight is not to the east coast. as we heard from those pilots we spoke to earlier, even if your flight isn't to the east coast, you could experience delays because your plane or the flight crew we not be where they are intended. as always, the best advice is to contact your airport beforehand. go on your phone, go to the app and try to find out if your flight is delayed or canceled. we will keep an eye on how things shape up at sfo throughout the morning. we will also call around to the other airport to see how things are looking for all the airports in the bay area. this could be another rough day for travelers. >> sure with that ripple effect. christien kafton at sfo. thank you. a new housing plant in san jose that was just unveiled could provide housing for up to 1000 people. we were given a look at the plans for the proposed southwest plaza. it would have 700 new units, more than 12,000 square feet of retail space as well. it would be located next to the vta's bascom station but it would also replace the existing shelter creek apartment complex. there is some concern about what will happen to the families who live in that complex right now. the architect says there is a plan for that. >> we have to assist these people in relocating to comparable type of housing. that would be part of this. >> the architect hopes to have the project completed sometime in the year 2023. san francisco is without an operator for the historic shipyard at pier 70. in a moment, the alternative the city is looking at to restore the shipyard. after touching off a legal better, this book, fire in theory, has now been released. i'm doug luzader in washington. we who former speaker of the house john boehner was despite mentioning him on several occasions and even playing golf together. but there's also a narrative in these pages that mentally, trump just isn't all there. >> after all the allegations in this book, donald trump needs to get a real interview or hold a real press conference or do something soon to demonstrate to voters that the allegations in this book that he is dotty or senile or incompetent or untrue. >> reporter: the president has taken to twitter, lashing out against the book's author as well as steve bannon coming up with a new nickname, sloppy steve. in washington, doug luzader, fox news. there is a backlash in california. to president trumps new lyrics -- expansion of oil companies. new leases would be open to oil companies off the coast of california. there has not been a new oil drilling lease off the pacific coast since 1984. now the administration is proposing seven new leases off the coast of california, oregon and washington. two would be in northern california. that plan drew swift reaction from governor jerry brown, along with the governors of oregon and washington and they issued a joint statement saying for more than 30 years our shared coastline has been protected from further federal drilling and we will do whatever it takes to stop this reckless, shortsighted action. let's help get you out the door if you're leaving this early on a friday. many people are and they have a good commute. so far, so good as we look at it commute that is off to a nice start. let's begin on northbound 101 in gilroy. the gilroy super commute continues to look good through morgan hill and into san jose. if you're driving into the main part of the silicon valley, we have not had a big commute there all week long. it stayed pretty light. we look at the entire bay area. i don't see any slow traffic yet. a couple things were going on but for the most part it's light. this is a look at the bay bridge toll plaza and it is light. we hope it will stay this way. traffic is moving along relatively well as you drive into san francisco. thank you. there's a lot of cloud cover and rain for some. not much for others. better opportunity in the north. it's very mild and warm. these are mid-latitude systems coming in from the pacific. that's why there's not much cold air. this is not a good set up for the sierra. be next monday night or tuesday will be a better system for everyone. that is also coming in from the west, not the northwest. the heaviest rain will be to the north from santa rosa and northward. marin county to get their share in this as well. i see some returns showing up but they are more spotty in nature. further south, not so much. the santa cruz mountains will probably be the leader. 50s and 60s on the thames. san rafael, 58. upper 50s all the way to rohnert park, windsor and grading. 59 in vallejo. very mild because of a southwind. a little east or east and southeast it's in karlis. 35 in truckee. 57 in ukiah. it's mild for many compared to a week ago when it was very cold. most of this rain will favor ayers to the north. it will pick up this evening. not a lot out of this system. over all into early saturday, about a quarter inch to a third of an inch. there could be some isolated areas that get a half inch. this is the system we are waiting for. this will have more jet support and it's tapping into moisture. the projections on this one for monday night into tuesday, 2-3 inches are being forecast as we head toward tuesday. it depends how this comes together but it looks solid for everybody. that will be monday and tuesday. not over the weekend. upper 60s for some. rain should end by late tonight or early saturday. mostly cloudy on saturday. it looks good on sunday. we cloud up on monday, rain begins and that will take us into tuesday. the best system of the season although the outlook through january 21 is very positive for rain. >> when you say that barrel of crude oil topped $68. analyst say the rising tensions in iran, which is opec's third biggest oil producer, is pushing prices higher. also the cold weather on the east coast will keep demand in the u.s. high. travis kalanick, uber cofounder and former ceo reportedly plans to sell 29% of his stake in the company. he would make about $1.4 billion from the sale. last june he resigned as ceo but still owns about 10%. the intel ceo made millions by sharing cells in his country after google informed the chipmaker of a serious security problem. the ceo sold about $39 million in stocks and options in late november before the security flaw was publicly known. a spokeswoman for the santa clara company told marketwatch the divestment was unrelated to security problems. the ceo made about is being felt across much of the country. >> carolyn shively is in rehoboth beach, delaware, with her fur coat, hat and giving us the latest. i can hear the wind behind it. >> reporter: if you turn this what it will blow your head off unless it's screwed on type which mine is at this hour of the day. the snow is no longer coming down. it's been piling up. you can see the big piles. check out the road. this one is clear. this is one of the main thoroughfares. we are seeing some folks getting to where they need to go. the government is still begging them to stay off the roads if you can because the windchill at this hour stands at -5. >> temperatures are forecasted to drop quickly, posing a threat for/freezes. >> reporter: a brutal deep- freeze now setting in across much of the u.s. this comes in the wake of a powerful winter storm. a bomb cyclone system that blasted the east coast with heavy snow, hurricane force wind and coastal flooding. >> snow is not that bad but the temperatures are too low. >> reporter: record-breaking cold air and bitter wind is predicted through sunday, including down south. with wind chill it could feel like -15 throughout much of the northeast this weekend. and as low as -40 in some places . while in other parts of the u.s., like wisconsin, temperatures are dipping below zero. many people are growing concerned about their animals and are having to take special precautions to keep them safe. the national weather service warns mid-atlantic states can expect temperatures in the teens while coastal areas in the northeast see single digits. >> terrible. i'm out here freezing. >> reporter: plowed teams are working to clear roads and power crews are restoring tech -- electricity after the system dumped as much as 18 inches of snow from the carolinas to maine on thursday. >> it's cold outside and everybody wants their lights back on. >> reporter: we did not get that 18 inches here. we got about 12 inches. and it's the powdery stuff which is what you want to see. we are not seeing the power outages they've seen in areas further north of us. but they are worried it may be overusage that taxes the power systems today. everyone is tucked up inside with the heat cranking. back to you. >> as of right now, alexis as he is still on. that was a concern yesterday. -- electricity is still on. that was a concern yesterday. >> reporter: yes. here the emergency folks are looking at this. we have been monitoring the electric companies. they seem to have sporadic outages from the heavy wind but are able to put them back online. there were several hundred people south of us without electricity for a chunk of the night. if that happens again tonight, we are in the danger zone. -5 wind chill. you can't survive that for long. >> thank you and stay warm. steve paulson is here, ready to talk about our weather and weather around the country. our weather was pretty mild compared to that. if you're at the airport, and i did meet a gentleman yesterday who could not get back to new york, get ready. you are going from mild conditions to very cold. i know negative one is cold but in miami, 47. that is cold for them. 36 in new orleans, that is cold. that cold goes all the way down to florida. this happened in 2000, 2001, 1983 and 1984. there goes the system. the amount of intensification in a short amount of time, textbook in any form. a friend of mine in san francisco sent me an email. the lowest pressure he saw was a bully at 28.28. 28.28. yes, that was the lowest that he saw. our system has nothing compared to that because it's coming in from the mid-latitudes. we are getting moisture streaming in from the west and southwest. these are mild systems so they are producing rain. the first system we had a couple days ago was more to the south. this one is more toward the north. there will be some decent amounts from the russian river and up into mendocino and lake county. that will be the focus again today. that doesn't on at the bay bridge. i now they would have been on a normal traffic day. let's go back to the desk. the man accused of plotting a christmas day terror attack in san francisco's pier 39 is due back in court today after being indicted on adderall charges. 26-year-old everett jameson is accused of attempting to give material support to a foreign terrorist organization and distributing information related to destructive devices. court documents say jameson told an undercover agent who he believed was a member of isis that he knew how to make pipe bombs and he planned to set them off at pier 39 to get people to run to an area where he could shoot them. if convicted, he -- each charge carries a 40 year prison sentence. when man is in jail accuser burning its way home in rohnert park and sexually assaulting an eight-year-old girl while she was sleeping. investigators say 21-year-old noah holland took the garage door opener from inside the families unlocked car and used it to open the garage. authorities say he took off his clothing and timed on top of the little girl causing her to scream. ran away but did leave clothing and identification behind. he was tracked to a home in santa rosa where he was arrested and booked on sexual assault and burglary charges. we are learning more about the 19-year-old fresno state university student who died while visiting and off campus fraternity. he was omar nemeth calm up from fresno. police say he died after spending time with the delta sigma phi fraternity house and was found unconscious in the front yard. he was not a member of the fraternity. a spokesperson for the fraternity says his death is not connect to any fraternity event. a friend of his says no one held. >> i'm saying call the police. why are you not doing anything? get water. >> police say nemeth was with his girlfriend and 16-year-old brother that day. during that time investigators said they smoked marijuana and took xanax pills. xanax is typically used for anxiety. police say when they searched his car they found 583 xanax pills. an autopsy will be conducted to try to determine the cause of death. union city police are looking for two men suspected of setting fire to the bathroom of a business last month. this happened december 23 around 4:40 pm in a business on alvarado niles road. this is a surveillance image of the suspect who investigators believe may be brothers. they are described as being between 18 and 23 years old. you can see their faces clearly. anyone who recognizes the man is urged to contact union city police. we're getting new details about the search for a new operator for the historic pier 70 shipyard in san francisco. the san francisco examiner reports the board so supportive services, use its own funding to revitalize the peer hoping to attract a new owner. the peer 70 is wears thousands of ships were built -- pier 70 is where thousands of ships were built san francisco leaders are hoping to street, west from 880. this is the scene of the fire. the flames appeared to be under control at this time. our crew at the scene said no flames are visible coming from the building. this is a fairly industrial part of san leandro, a few blocks west of the costco on 880 and davis street. you can see fire engines are lined up at the scene with her life on, partially blocking the street. fire crews are remaining there to finalize the firefight. we are working on getting more information for you. as of right now there are no reports of any injuries. romaine lettuce, a recent e. coli outbreak in cases in 13 , states including california is potentially being linked to romaine lettuce. the center for disease control and prevention is investigating the outbreak that started in december. three people in california became sick. there were 17 cases around the country including one death. a similar outbreak in canada was traced to romaine lettuce. officials are trying to see whether the two are related. since the cdc has not identified lettuce as the source of the outbreak in the u.s., they are not saying you should avoid it at this time. there are new numbers out showing a spike in the number of flu cases in the south bay and flu deaths around the state. maureen naylor spoke to health officials about why this flu season is really bad. >> reporter: this 67-year-old locksmith technician could feel it coming on exactly one week ago. >> when my fever went up to 103 i knew it was the flu. i had cold chills and just was -- felt dead. >> reporter: and it wasn't just him. has coworker who also had the flu shot got it to. >> we both ended up having the flu the week before new year's. >> >> reporter: doctor george han is santa clara county's assistant health officer and he said the seen it increase in flu cases since mid to late december and expect we are in the peak of the flu right now. >> flu season has come earlier this year and a little more severe than normal. that is typical though of the flu subtitle occurring this year. >> reporter: according to newly released numbers, 17 people under the age of 64 have died from flu -related illnesses in california. santa clara county reports four flu related deaths and eight outbreaks. five of those in the last eight -- week or so. this restaurant manager said from work to church he is taking precautions. >> we usually shake hands and say hello. like they do at church, the elbow and so on and so on. we try not to get in contact with a lot of people. >> six-year-old amelio and his four-year-old sister have not had their flu shots yet. >> i've been having to take them to the doctor. the pediatrician recommended it. >> reporter: doctor han said the effectiveness of the vaccine will not be known until the cdc's official estimates next month. >> it's always possible that if the vaccine is not as effective you will see more flu. as i said, we don't know what that's point -- at this point if that's the case. we still know that getting the vaccine is the best way to protect yourself , >> reporter: el camino, last got us said they will be restricting visitors to only those 16 and older and the public health department expects other hospitals to do the same thing due to the severity of the flu season. in the north bay a comedy benefit raised money for fire survivors. last night stand up sonoma was held at the luther burbank center. the benefit was put together by jacob todd of russian river brewing and comic, chris porter. they set aside tickets for fire victims and first responders hoping to give them a needed laugh and adding to the $700,000 that's been raised by the king ridge foundation. >> we want to give the money directly to the victims, not to the landlords or in the form of vouchers. for the most part these are cash grants between $500 and $1500. >> i can't say enough about the community and the people in this community that have supported us and everybody else that has lost their home. >> king ridge was founded by cyclist levi leipheimer who lost his own home in the firestorm. the charities also helped more than 100 families with rent and other necessities. last night show alone is expected to raise more than $100,000. sal is over there. is everyone behaving? >> for the most part, yes. we are off to a nice start. we do see some slow traffic but it's better than it normally is. this extended winter break has made it better for the morning commute. westbound 580, slow traffic after 205 driving into the livermore valley. after that it looks good to castro continue to see a light commute. by now, on a normal day, usually see slow traffic but today there is none, not yet anyway. if you are at the airport and have been stuck their, you will get out today but it's very cold. some of these i put in for wingels. -25 is the windchill for minneapolis. negative night in new york. these are the windchill's not the current temperatures. for us we have rain moving through. the heaviest will be to the north but there will be some in the south. this will be a flip-flop from the other system. mendocino county, santa rosa, north seems to have the best opportunity. marin county, some cells are moving in. not as much for the san mateo or santa cruz coast but you will get a little bit of priesthood. 50s and near 60 on the peninsula. mid 50s and upper 50s. union city, 60. a southerly breeze or southeast or easterly component. these are mild systems. you do not need to worry about snow if you're heading to the mountains. that will not be a factor unless you are near the passes. look for a mostly cloudy day. that will not be a lot of rain from this one. maybe a half-inch or three quarters of an inch northward. this will be one of those systems that we call overrunning. a stronger system is on the way from monday into tuesday. this has more going for it and there could be some impressive totals. maybe up to 3 inches monday into tuesday. this is something to watch for early next week. 60s for the temperatures. upper 60s for some. may be upper 50s to the north. overall, clouds and rain today. it tapers off early saturday. we have a break on
