Bill is a crushing blow to the middle class. Ultimately, the republicans have taken what they call a once in a Generation Opportunity on tax reform and squandered it on corporate welfare and tax cuts for the rich. Reporter lawmakers still have work to do before heading home for christmas. A funding bill still needs to get passed this week to avoid a government shutdown. In washington, griff jenkins, fox news. At t said today that it plans to invest an additional 1 billion into its u. S. Networks following the passage of the gop tax bill. The company also said it would give 200,000 employees a one time bonus of 1,000. The company says the provisions were a result of the tax bill which slashes the Corporate Tax rated from 35 to 21 . At ts current effective rate is 32 . Wells fargo says they will raise their minimum wage for employees to 15 an hour as a result of the bill. Wells fargo says they plan to donate 400 million to nonprofit and Community Organizations next year. We have a tax expert from San Jose State University who joins to us talk about this. Professor, republicans say that this tax reform bill will help the middle class. As we heard paul ryan say, it will put 2,000 in their pockets. Democrats claim it only helps the rich. What are your thoughts . Reporter well, the plan overall is intended to really help corporations to make them more competitive on an international basis. That might be why were seeing, for example, those bonuses that were just announced. But i think for all individuals, there will be the the majority will see a tax cut. It might be varying dollar amounts. The example paul ryan gave was a family with two children under 17. It will vary. Some will pay more. For people in high tax states like california, new jersey and new york what will this bill mean for them . Well, they wanted to simplify and one of the ways to do that as well as lower the rates is fewer deductions and one cut back was deduction for state taxes. So in california and new york, high tax states, people deduct their state income tax, deduct property tax, and that could be, you know, for many individuals well over 30,000 or 40,000. Going forward, you will be limited to only deduction of 10,000 combined for all of your state taxes. So specifically, who are the biggest winners and who are the biggest losers, do you think, with this tax plan . Its hard to say. Its a combination of factors. There could be some folks that are in their like 200,000 income range that will see a slight tax increase. There will be folks that may be in the, you know, hundreds of thousands of income that will see a tax cut. It will depend on the mix of your age of your children, the types of deductions youre claiming, if you have business investments, you have a full proprietorship you might get a deduction to lower it. So its many combinations there, so within some groups you will find some winners and losers but overall most people for the first year or two should have less taxes to pay. This is the biggest reform of our tax code in years. As someone who is a tax expert who studied these types of things, good bill, bad bill . In general, what are your thoughts . Well, i think its good in that we finally addressed the fact that our Corporate Tax system is really out of sync with the rest of the world. It makes it harder for our companies to compete. I think thats good to be addressed. Does it simplify things for individuals . For some . For some it adds new complications, new things to get used to, for example, some individuals have known for the last several years oh, i cant deduct my state tax, oamt. Going forward they may not owe that alternative minimum tax. I know people in the bay area know what im talking about in amt, but they arent paying that going forward. Its a different way of thinking. Folks will want to look at their planning, everything from the kind of debt they have on their home, what they use it for, but i think many will find that theres some favorable provisions that do remain in the law. Professor, this is the first major legislative victory for President Trump. What do you think its impact will be on Economic Growth moving forward . Well, thats hard to say, um, because we already have some good Economic Growth going on right now. Hopefully, when corporations, many of them will bring some investment from offshore back to the u. S. , hopefully some of that will turn into buying new equipment, hiring people, so hopefully that will help. But we are experiencing good Economic Growth right now. But well watch that for the next several years because of the impact on our debt and deficit going forward. Professor, we appreciate you take the time to talk with us this afternoon. Thank you so much. Thank you. If you want to check out the impact on your taxes, we posted a link to a tax calculator. Just go to ktvu. Com and click on web links.
