correct any chance of that happening?>> no. the republicans controlled the senate and the house. they know this is their last chance. to push this through. they can only lose two senators. they have more room in the house they will push this through before christmas. two oakland city unions have signed off on it wage agreement with the city following a strike that ended monday. electrical workers and a union representing management employees ratify the proposal for a 4% increase for 2018. as much as 2% more depending on city revenue starting in 2019. the city council could finalize the agreement next week. negotiations continue with two other unions. a vote on budget cuts of the oakland school board after hundreds of parents teachers and community members crowded into a meeting tonight to voice objections. jenna's life at the meeting or the boat just took place. on $9 million in cuts. where do we stand?>> reporter: the vote was 6-1. roseann torres was the only one to have a no vote. there were hundreds of people who were here giving some three hours of testimony and they were very upset. by the outcome.>> frustration and anger erupted as hundreds came to the oakland school board meeting concerned about cuts to student services >> special education library. and supplies. the superintendent says revise recommendation is nearly $9 million in cuts. 5.2 million from the central office including 23 layoffs and 3.8 million in cuts to school sites.>> we are having to do a midyear adjustment as opposed to waiting until next year. we do not have a reserve as a district.>> reporter: the superintendent says is a former teacher and principal she understands the pain. the district has overspent in the past. it risk not being able to pay bills or maintain the state- mandated 2% reserve. that puts the district at risk of being taken over by the state.>> we are one .1 million short of our minimum 2% reserve.>> since this is a mistake you guys made it should come out of your salaries.>> reporter: students parents and teachers said the board should be more transparent. and find other places to cut such as moving district offices to a lower rent space. cuts to the central office and cutting school police officers.>> we can potentially lose for valuable teachers. from personal experience i know what it is like to lose a teacher. >> we have heard one proposal for how the cuts can be made. there are other options.>> reporter: the board meeting is still going on inside. there is one more very critical both that is still yet to come. that is on separate amendment as to how many layoffs there should be. we will go back inside and bring the information to you at 11. if they make a boat. these layoffs -- what they be implemented for the next school year?>> reporter: it would be coming up in 2018. i'm told that they need to give a certain number of days in advance warning to the people that they intend to lay off. that would put it at the earliest at march if they do issue the layoffs. they will make a vote on that hopefully in the next hour. teachers across the bay in sever cisco are getting a raise under a new contract approved by the school board last night -- san francisco. 5200 teachers librarians nurses and social workers are getting and 11% raise over three years along with a one-time bonus. officials say the plate -- it will require cuts elsewhere. union complained salaries were not keeping up with the cost of living. the deal came after nine months of the -- of negotiation. a student is in the hospital recovering from injuries after a violent confrontation in a dorm room. university police were called to the dorm on font boulevard after 4 pm. and heard someone screaming for help. they forced their way into the room where they found an 18- year-old man choking a 19-year- old student. the 19-year-old was taken to the hospital with serious injuries including blunt force trauma in cuts. he underwent surgery and is expected to survive. the alleged attacker who is not a student was identified as samuel splinter. there is no word on what led to the attack. the south bay where dozens of residents are being kept out of their homes due to an ongoing police operation. officers and s.w.a.t. team members believe they have cornered a wanted felon. they have yet to make an arrest. homes are off-limits in south san jose. jesse gary made it inside the perimeter and has been following the developments. what is the latest? >> reporter: just within the last couple minutes the san jose police department brought in their mobile merge unit which is a s.w.a.t. truck. they parted behind me on durant avenue where it intersects pocatello drive. the mapping of the plan. and testing special equipment which we will not tell you about because they believe they know where the suspect max santos is hiding. they are preparing to get home. until that is done residents are forced to stand outside waiting for this to be over.>> reporter: late in the afternoon san jose police since an army of officers in the air and on the ground. to the 400 block of pocatello drive. streets and and out of this neighborhood have been blocked off. anxious residents worry with no way to go home or leave home.>> that would make anybody nervous. i was worried about work. i can't do anything about that.>> reporter: in the early afternoon officer spotted max santos in the area and chased after him. the 28-year-old considered armed and dangerous is wanted on a felony burglary warrant. possible connections to other crimes.>> he did use a weapon. at this point no one has seen one. we are just looking for him.>> reporter: police left nothing to chance using their helicopters to broadcast a disk arm and surrender message to stencils. he is moving between homes by hopping fences and hiding. canine and tactical officers are deployed. spinning out to search the neighborhood.>> my mom is nervous. my daughter is worried. there are a lot of police i told her that everything is okay.>> reporter: the display that harold the season are not bringing neighbors together for one person's arrival. but to wait for one person's happened. she found extensive damage to the base of a sign at the parking lot of walgreens. a downed tree and partially knocked over fence. but no answers. she is asking for the driver responsible to come forward.>> he broke my heart. we don't have justice. we don't know where they are.>> reporter: she wants the driver who struck and killed her father found and arrested. she says december 1 was on his way home when it happened. police say at 1 am a black dodge charger appeared to be racing a bmw along international boulevard near 82nd avenue. the charger crashed into johnson.>> he was coming from bingo and waiting on the bus to go home.>> reporter: oakland fire and paramedics try to save him. he died at the same. she said it was almost a nightly routine for her father to be in the area to play bingo. she described him as a loving and responsible man.>> he raised my brother and i. a single parent until adulthood. now i don't have him anymore. it is heartbreaking.>> reporter: johnson worked as a handyman. he had a big smile and a big heart.>> always trying to help people. i'm really hurt this happened.>> reporter: both cars were speeding and the driver of the dodge charger lost control. the driver and passenger left the vehicle at the scene and fled. it is unclear if the charger was stolen. the other vehicle fled the scene.>> it is not about snitching. it is about justice. come say something. that is all i want.>> reporter: she was planning to celebrate christmas at her new home with her father. instead she is planning his funeral.>> he was a great man. he always seemed happy. i don't know.>> reporter: the 49-year-old leaves behind her and her brother along with five grandchildren. a wake will be whole to help this sunday. police are offering a $10,000 reward for information leading to an arrest. police and east palo alto investigating a murder suicide after two women were found dead. officers were called to a home on tuscany court after neighbors heard gunshots at 9:30 am. inside they found the women ages 50 and 57. they were pronounced dead at the scene. their names have not been released. this is east palo alto first murder case of the year. a pedestrian was struck and killed by a light rail train in san jose. the medical examiner identified the victim as 78-year-old --. san jose. it happened at 6 pm last night along north first street.  the victim was apparently trying to take a shortcut. instead of using the crosswalk. the men charge in the warehouse fire will soon find out that they are going to trial. derek almeida and max harris are charged with involuntary manslaughter in the case that killed 36 people during a music event. atf agent whitney payment testified during an interview with harris before his arrest he described himself as a warehouse creative director. according to the agent he told her that his function was to ensure the ship kept sailing. because of his leadership role harris stopped paying rent. attorneys have not called any witnesses in the preliminary hearing. they have whittled away at the district attorney's case.>> we were successful completely at changing the narrative as far as whether max harris was second in command. he was not. whether he blocked an exit.>> reporter: the hearing will wrap up tomorrow. the judge could decide if the case will go to trial. public works crews carried out a promise to clean up homeless encampments. we were overhead as machinery was brought in to remove large structures. along with tents and debris as sixth and brush street. several people decided to move in to new temporary housing. that has been set up by the city and sheds near the 880 freeway interchange. they are just feet away from the encampment and contain cots and handwashing stations. no electricity or heat. they are a short-term solution as they work to get people in permanent housing. another nice day. it started out cool. it ended up warm and morgan hill at 68. a little cooler in officials have announced plans for a public memorial to honor mayor cantu. he died unexpectedly yesterday morning at the age of 65. he was the city's 43rd mayor in its first asian-american mayor. his body will lay in state in the city hall rotunda on friday 8 am until 7 pm. a celebration will be held at city hall getting at 3 pm sunday. both of those memorials are open to the public. board of supervisors president has begun to feel her new duties as acting mayor. tara shows us how she responded as she took on her new responsibilities.>> reporter: london breed the new mayor. give a hand. london breed in her first official appearance as san francisco mayor. she and anti-violence at the city groups announced gun buyback program set for this saturday.>> i grew up in a community where gun violence was a normal thing.>> reporter: she brings a fresh perspective to the job of mayor growing up in public housing in the western addition. she promised to continue to support gun buybacks carrying on the late mayor's legacy. a man for whom she is still grieving.>> i mostly felt sad. bring this process. that is mostly the main emotion. that i felt. also of course an incredible responsibility and definitely up for the task.>> reporter: she said she focused on keeping the city running smoothly. she also vowed to keep fighting for issues like the homeless and causes of her own including safe injection sites rental health programs and affordable housing.>> i am not blind. i see what happens in our streets every day. i'm going to continue to push for more housing.>> reporter: at city hall diana wang and her three-year-old bring flowers for the late mayor ed lee. >> is says something to have the first asian-american mayor of the city. that is something i wanted to bring her out and show her. just how we pay respect to the city.>> reporter: london breed is breaking barriers being the first african-american woman to serve as mayor of san francisco. she has spent her entire career in public service. couple that with her self- proclaimed love affair with the city and she is ready to go.>> i never forget where i came from. i will use those experiences to make good decisions on behalf of the city. i don't know if that makes me uniquely qualified. i do feel strongly i am qualified and prepared to do the job. a warning to all of you holiday shoppers. the much or figured their homes and photos would still be there.>> this will probably be one of the first things we put in our new place once we get it.>> reporter: this takes a bit of a sting about losing precious moments on >> the free shot and the thought behind it. >> represents the kindness of our community. how can we give people a sense of home when they don't have a home right now?>> feel like home. a new beginning.>> we are hoping this new year would be a really good year. less crazy stuff going on.>> reporter: everyone leaves with a free portrait of their favorite poses our partnered with starbucks and united way for tonight's event. mountain view approved a redevelopment plan that calls for increasing the housing stock by 30%. some are applauding the decision while others are uneasy about what the growth will bring.>> reporter: mountain view is getting a makeover. approving a redevelopment of the north bayshore area. despite google and linkedin call home. thousands of new residents will too.>> this project was taking a very industrialized office park and we are now creating a brand-new community.>> reporter: the community built in phases retail entertainment and 10,000 new units of higher density housing. 20% will be designated affordable. google is the biggest land owner in the area. they released a statement saying they are looking forward to collaborating to create a complete neighborhood for the community to live work and play and stay.>> employees are asking for it. the company wants it.>> reporter: the project will increase housing stock by about 30%. the mayor said it might create a second downtown. some residents have concerns that big growth will bring the problems.>> traffic. lots of traffic.>> this is not good. i'm not happy at all. i think it will be a nightmare.>> reporter: advocates a plot the plan and say it will take cars off the road.>> they are trying to get housing in there to cut down the amount that people drive.>> reporter: they hope neighboring communities will follow suit. >> we are hopeful mountain view is showing the way. and will encourage a lot more of these sorts of leadership moments. and saying yes to housing. in a big way.>> reporter: officials expect 3500 of the housing unit to be built over the next 2-3 years. they will start accepting proposals and developers and next year. the federal reserve is showing confidence in the economy by raising its benchmark interest rate for the third time. it lifted is short-term rate by a modest quarter-point from one point to five-1.5%. it has fester for 30 years. facebook investigation into russia's attempt to influence the brexit vote amounts to three ads on his platform sold for less than a dollar. the disclosure came in response to britain's electoral commission which requested facebook look into whether russia used they spoke to influence brits to vote for a resolution to you -- to leave the european union. it was revealed russia metal in the u.s. election are more than 3000 ads to boost the campaign of donald trump. one of the officials said he is dissatisfied with facebook's response writing it would appear no work and a union representing management employees ratify the proposal for a 4% increase for 2018. as much as 2% more depending on city revenue starting in 2019. the city council could finalize the agreement next week. negotiations continue with two other unions. a vote on budget cuts of the oakland school board after hundreds of parents teachers and community members crowded into a meeting tonight to voice objections. jenna's life at the meeting or the boat just took place. on $9 million in cuts. where do we stand?>> reporter: the vote was 6-1. roseann torres was the only one to have a no vote. there were hundreds of people who were here giving some three hours of testimony and they were very upset. by the outcome.>> frustration and anger erupted as hundreds came to the oakland school board meeting concerned about cuts to student services >> special education library. and supplies. the superintendent says revise recommendation is nearly $9 million in cuts. 5.2 million from the central office including 23 layoffs and 3.8 million in cuts to school sites.>> we are having to do a midyear adjustment as opposed to waiting until next year. we do not have a reserve as a district.>> reporter: the superintendent says is a former teacher and principal she understands the pain. the district has overspent in the past. it risk not being able to pay bills or maintain the state- mandated 2% reserve. that puts the district at risk of being taken over by the state.>> we are one .1 million short of our minimum 2% reserve.>> since this is a mistake you guys made it should come out of your salaries.>> reporter: students parents and teachers said the board should be more transparent. and find other places to cut such as moving district offices to a lower rent space. cuts to the central office and cutting school police officers.>> we can potentially lose for valuable teachers. from personal experience i know what it is like to lose a teacher. >> we have heard one proposal for how the cuts can be made. there are other options.>> reporter: the board meeting is still going on inside. there is one more very critical both that is still yet to come. that is on separate amendment as to how many layoffs there should be. we will go back inside and bring the information to you at 11. if they make a boat. these layoffs -- what they be implemented for the next school year?>> reporter: it would be coming up in 2018. i'm told that they need to give a certain number of days in advance warning to the people that they intend to lay off. that would put it at the earliest at march if they do issue the layoffs. they will make a vote on that hopefully in the next hour. teachers across the bay in sever cisco are getting a raise under a new contract approved by the school board last night -- san francisco. 5200 teachers librarians nurses and social workers are getting and 11% raise over three years along with a one-time bonus. officials say the plate -- it will require cuts elsewhere. union complained salaries were not keeping up with the cost of living. the deal came after nine months of the -- of negotiation. a student is in the hospital recovering from injuries after a violent confrontation in a dorm room. university police were called to the dorm on font boulevard after 4 pm. and heard someone screaming for help. they forced their way into the room where they found an 18- year-old man choking a 19-year- old student. the 19-year-old was taken to the hospital with serious injuries including blunt force trauma in cuts. he underwent surgery and is expected to survive. the alleged attacker who is not a student was identified as samuel splinter. there is no word on what led to the attack. the south bay where dozens of residents are being kept out of their homes due to an ongoing police operation. officers and s.w.a.t. team members believe they have cornered a wanted felon. they have yet to make an arrest. homes are off-limits in south san jose. jesse gary made it inside the perimeter and has been following the developments. what is the latest? >> reporter: just within the last couple minutes the san jose police department brought in their mobile merge unit which is a s.w.a.t. truck. they parted behind me on durant avenue where it intersects pocatello drive. the mapping of the plan. and testing special equipment which we will not tell you about because they believe they know where the suspect max santos is hiding. they are preparing to get home. until that is done residents are forced to stand outside waiting for this to be over.>> reporter: late in the afternoon san jose police since an army of officers in the air and on the ground. to the 400 block of pocatello drive. streets and and out of this neighborhood have been blocked off. anxious residents worry with no way to go home or leave home.>> that would make anybody nervous. i was worried about work. i can't do anything about that.>> reporter: in the early afternoon officer spotted max santos in the area and chased after him. the 28-year-old considered armed and dangerous is wanted on a felony burglary warrant. possible connections to other crimes.>> he did use a weapon. at this point no one has seen one. we are just looking for him.>> reporter: police left nothing to chance using their helicopters to broadcast a disk arm and surrender message to stencils. he is moving between homes by hopping fences and hiding. canine and tactical officers are deployed. spinning out to search the neighborhood.>> my mom is nervous. my daughter is worried. come forward.>> he broke my heart. we don't have justice. we don't know where they are.>> reporter: she wants the driver who struck and killed her father found and arrested. she says december 1 was on his way home when it happened. police say at 1 am a black dodge charger appeared to be racing a bmw along international boulevard near 82nd avenue. the charger crashed into johnson.>> he was coming from bingo and waiting on the bus to go home.>> reporter: oakland fire and paramedics try to save him. he died at the same. she said it was almost a nightly routine for her father to be in the area to play bingo. she described him as a loving and responsible man.>> he raised my brother and i. a single parent until adulthood. now i don't have him anymore. it is heartbreaking.>> reporter: johnson worked as a handyman. he had a big smile and a big heart.>> always trying to help people. i'm really hurt this happened.>> reporter: both cars were speeding and the driver of the dodge charger lost control. the driver and passenger left the vehicle at the scene and fled. it is unclear if the charger was stolen. the other vehicle fled the scene.>> it is not about snitching. it is about justice. come say something. that is all i want.>> reporter: she was planning to celebrate christmas at her new home with her father. instead she is planning his funeral.>> he was a great man. he always seemed happy. i don't know.>> reporter: the 49-year-old leaves behind her and her brother along with five grandchildren. a wake will be whole to help this sunday. police are offering a $10,000 reward for information leading to an arrest. police and east palo alto investigating a murder suicide after two women were found dead. officers were called to a home on tuscany court after neighbors heard gunshots at 9:30 am. inside they found the women ages 50 and 57. they were pronounced dead at the scene. their names have not been released. this is east palo alto first murder case of the year. a pedestrian was struck and killed by a light rail train in san jose. the medical examiner identified the victim as 78-year-old --. san jose. it happened at 6 pm last night along north first street.  the victim was apparently trying to take a shortcut. instead of using the crosswalk. the men charge in the warehouse fire will soon find out that they are going to trial. derek almeida and max harris are charged with involuntary manslaughter in the case that killed 36 people during a music event. atf agent whitney payment testified during an interview with harris before his arrest he described himself as a warehouse creative director. according to the agent he told her that his function was to ensure the ship kept sailing. because of his leadership role harris stopped paying rent. attorneys have not called any witnesses in the preliminary hearing. they have whittled away at the district attorney's case.>> we were successful completely at changing the narrative as far as whether max harris was second in command. he was not. whether he blocked an exit.>> reporter: the hearing will wrap up tomorrow. the judge could decide if the case will go to trial. public works crews carried out a promise to clean up homeless encampments. we were overhead as machinery was brought in to remove large structures. along with tents and debris as sixth and brush street. several people decided to move in to new temporary housing. that has been set up by the city and sheds near the 880 freeway interchange. they are just feet away from the encampment and contain cots and handwashing stations. no electricity or heat. they are a short-term solution as they work to get people in permanent housing. another nice day. it started out cool. it ended up warm and morgan hill at 68. a little cooler in entertainment and 10,000 new units of higher density housing. 20% will be designated affordable. google is the biggest land owner in the area. they released a statement saying they are looking forward to collaborating to create a complete neighborhood for the community to live work and play and stay.>> employees are asking for it. the company wants it.>> reporter: the project will increase housing stock by about 30%. the mayor said it might create a second downtown. some residents have concerns that big growth will bring the problems.>> traffic. lots of traffic.>> this is not good. i'm not
