We also see an injury accident here [inaudible] in Mountain View. Theres a crash at shoreline blocking almost the entire freeway. We have slow traffic in hayward, a power outage in fremont and westbound 24 beginning to get busy driving toward the tunnel. We could go on longer. Well have more on the commute coming up. There are some real worries about flooding here in this part of the Mission District. You can see that the city has gone to Great Lengths to make sure that they dont have flooding of these businesses in this area. This is 17th street youre looking at, and theyve set up these plastic Flood Control barriers all up and down the block between folsom and shotwell. These were put up yesterday. Crews were out here and they put together these interlocking barriers, which ironically enough are filled with water. You know, obviously the point is to try to prevent water from getting into these buildings in this area. Im told this is an area that has been prone to flooding in the past. At this point, this morning, you can probably tell from our live picture, the rain is somewhat moderate here. Were not getting any huge downpours yet but if the rain does intensify, that would be the concern, and thats the reason city crews installed these to try to prevent localized street flooding. Again, these are all set up along 17th street to protect the businesses in this area. You can see a gentleman here leaving a business here this morning. Thats if concern, flooding in what is say low lying area. The good news is theyve put these barriers in place to try to stop water from getting into the buildings. Thank you. The Tehama County Sheriffs Office is defending itself against claims that it did not take seriously the gunmans violent acts in the past. On at least two occasions, officers put the house under surveillance hoping he would come back out. That didnt happen. You have to understand, we cant anticipate what people are going to do. We dont have a crystal ball. Reporter authorities searched the home of kevin neal and found the body of his wife buried under the floor of their home. Authorities believe he shot and killed her monday and then continued the rampage on tuesday. Neighbors calls the Sheriffs Office several times in the past reporting the sounds of gun fire. The District Attorney says he was not legally allowed to have guns because of a restraining order against him after he was arrested earlier this year. What has occurred within our Northern California rural county is simply the mass murder shooting rampage of a deranged, paranoid killer. Reporter investigators say the gunman killed his wife and two neighbors, then went looking for more victims at random, including that Elementary School. He shot and killed five people, wounded nine others before he was killed by deputies. They recovered a handgun that was not registered to him and two semiautomatic rifles. Last night, people galted in rancho tehama. They were honoring the victims, comforting survivors and pledging to rebuild their community. And i have so much love to give, and i want to give it to you. Reporter now, they said its easy to feel isolated because their community is very rural. The homes out there are spread far apart, but they said this tragedy, its bringing them closer together. At last nights vigil, speakers included parents, teacher, even Young Children who were at the Elementary School when that gunman fired shots. Hes still in the hospital. Hes got a bullet under his arm. Theres also one in his foot. His aunt asked everybody to pray for him before his first surgery. A man who escaped from a Mental Hospital in hawaii is back in custody. Police arrested randall samto in stockton yesterday. Investigators received a tip that he was headed for his brothers home in stockton. He escaped from the hospital in hawaii on sunday and was caught on video taking a cab to the airport in honolulu. He then caught a charter flight to san jose. Ten hours passed before the hospital realized he was gone. There was a breakdown in communications in our safety protocols and communication protocols. We dont know whether that was purposeful on not. Were investigating that. Reporter samto was found not guilty by reason of mental insanity of murdering a woman in 1989. Authorities described him as a violent psycho path. A big tax vote today. The house expected to vote on a huge tax reform bill. It says the Justice Department is concerned the cities and counties sanctuary city policies may violate federal law by blocking their employees from cooperating with federal immigration agents. The Justice Department letter asks for a response by december 8th explaining if they are violating the law. Theres also a new audit that says the u. S. Customs and Border Protection agency is losing agents faster than it can hire them. Border patrol is about 2,000 agents short of its required 21,000 agents. The Border Patrol says its making the hiring process as efficient as possible. Theyre calling on congress to change the process for hiring new employees. In january , President Trump signed an executive order calling for 5,000 more agents to protect the u. S. mexican border. The Berkeley School board voted to replace the name of a [inaudible] the school was named after joseph leconte. He also owned slaves and supplied ammunition to the confederacy during the civil war. At the macarthur maze, traffic is very slow on 80 westbound. The kern county Sheriffs Office says manson was taken to a hospital but we have no other details. Tmz is reporting he is in grave condition. Manson is serving seven life prison sentences. He was convicted of orchestrating the murders of actress sharon tate and six others in 1969. We continue our coverage of the Tehama County mass shooting. The Sheriffs Office does say that a total of six people have died including the gunman. Deputies found the gunmans wifes body under the floor of their home yesterday. She had been shot a number of time, and investigators believe that she was killed by her husband on monday. Then on tuesday, he went after his neighbors and others at random. The family of two of the shooting victims has created a gofundme account. They say neal ran the couple off the road and goo a ditch. He then shot and killed michelle mcfadden. She died and her husband troy survived. Survived. Mcfadden now requires steal rods in his legs and will undergo additional surgeries. So far, more than 6,000 has been raised. The time is 6 35. If youre trying to catch a flight, youre heading south on 101, it is going to be a very slow drive on 101 heading south to san bruno. 280 is also very slow isogriv down to 380 and get over to 101. Weve seen crashes in Mountain View and weve also seen slow traffic all over the east bay commute. Highway 24 continues to be very slow as you make your way through the area, and if youre driving on 80 westbound toward the macarthur maze, it has been slow. Getting towards the bay bridge toll plaza, traffic is busy. Seventyseven minute drive, okay, 75, you get the point, more than an hour to drive between those two spots.
