About 100 miles north of sacramento. The gunman killed four people before police shot and killed him. Ten other people including two children were shot and wounded by him. Investigators say that he was out on bail after being charged with stabbing a neighbor. They say he first shot two neighbors, stole a truck and then drove around shooting people at random, including shooting into an elementary school. His family says that he struggled with Mental Illness and he had a violent temper at times. They say that he should not have had guns. Alex sav aps on his way there now. He returned to the white house late last night and sent a tweet at 11 34. He said may god be with the people of sutherland texas. The fbi and Law Enforcement have arrived. Many think he meant to say a different county. Its nearly the same to a tweet from november 5th. The Vice President said saddened to hear of the shooting in northern california. The loss of life and injuries including innocent children. We are still following sloping news from richmond where four people were shot near Hilltop Green park last night about 7 30. Now the police say that one of the victims has died. We have no information about the conditions of the other shooting victims but one person was airlifted to a hospital. Police say they are searching for suspects but they dont have descriptions or a motive for that shooting. A new policy for checking out officers use of force. The Police Supervisors and command s will now be expected to investigate nearly every violent encounter involving officers. Each incident will be graded on a four tier scale. More violent incidents will receive more scrutiny. In the past it was only investigated when someone filed a complaint. The police chief said he worked with the police union on drafting this new policy. He acknowledges a more complete oversight could lead to more of his officers being reprimanded. Correctional officers at Santa Clara County are saying that the changes at the county jail are putting them in danger. The union filed an unfair labor practices complaint saying that the Sheriffs Office did not give the guards notice about changes at the county jail. One change allows large numbers of inmates to exercise together. The union said that creates a danger because gang members often work out together as a show of force. A sheriff issued this response to that complaint. As sheriff i along with our new chief of corrections am committed to ensuring the safety of all staff anden search august that inmates treated fairly. Bruce maxwell has plead not guilty to assault charges. He was arrested in scottsdale arizona last month. Thats after a woman who was delivering food to him said that he pointed a gun at her. Maxwell faces charges of assault with a Deadly Weapon and disorderly conduct. He is currently out on bail and due back in court on december 28th for a pretrial conference. Three ucla basketball player who were detained in china and suspected of shoplifting there could face discipline action by the university. The three flew back to los angeles last night after a 12 hour flight. They were arrested last week allegedly for shoplifting sunglasses at a store which in china could result in a prison sentence of up to ten years. During his trip the president personally appealed to the president of china to look in to the case and help the players avoid going to jail. He has been great. A man who doesnt want to be identified works on this street and said that he worries about letting his children get out of the capacity when they come to the business. So many times i come in the morning and i see needles just spewing all over the street. We have to get them and put them inside plastic bottles and try to figure out a way to get rid of them. Reporter next door another Business Owner also unwilling to be identified is fed up with what he called the drug use and drug deals associated with the homeless camp on the frontage road. The cars come up and they will stop in the middle of the street. They put their hazards on or their hoods up like the car is broken down. They get out and buy drugs and they get back in the car and drive away again. Reporter he said people go through an opening in a fence and cross under 880 to get to the homeless tents on the other side. Thats where the agricultured drug deals are taking place. This video was taken last week. They dont care. You say you will call police and take pictures of their vehicles and they say that big deal. Call the police. Nobody is scared of the police. Chp plans to work with Oakland Police and caltrans to address the illegal activity. We will meet with them, come up with an organizational plan to not just push it from one jurisdiction to another. In richmond there will be another option for Affordable Housing designed to deal with the growing homeless problem. Each unit is a 160 square foot living space with a kitchen, bathroom and bed. They can be stacked up to eight stories high. The city of richmond is teaming up with contra costa. They plan to use them to move the homeless into supportive housing. Officials still in the early stages of planning and they are looking for a location for the units. Thats why i think this is Ground Breaking because it leads to a more affordable single unit and that is a choice for people who are homeless who and will need services along with it. Officials say that the rent would mostly be paid for by a grant from the department of housing and urban development. We have new details from that lawsuit filed by the family of the boy injured at a dublin water park. Tonight a Community Meeting will be held to get public input on a stormwater collapse to manage Flood Control in and erosion in parts of the north bay. Several inches of rain are expected from this new storm. Officials want input on how to deal with the areas around the river and sonoma creek. Both meetings will be from 5 30 to 7 00 p. M. The meet one will be held at the river heritage center, the other at the Sonoma Community center. Cal fire said the rainy season and cooler weather means we are officially transitioning out of peak fire season. The change affects lake, yolo, sonoma. Cal fire said itll continue to maintain staffing will monitor conditions so its ready in case another fire does break out. Business in santa rosa slowly beginning to get better after the wildfires but the city is considering making changes in order to get more shop s back into the area. Store owners say that they dont have nearly as many customers as they did before the wildfires but say they wont start worrying until after thanksgiving. Now the city is looking at a plan to try to lure more people to go back downtown including making some of the parking garages free for the first hour with reduced rates. Making attractive for people to come down. If they dont have to worry about parking and they will have a much more enjoyable experience. The city said that those changes for parking rates could start the day after thanksgiving which is the traditional start of the Holiday Shopping season. You just made a good point.
