I think when you get close to resolution, is when emotions go up. But i am hopeful that oaklanders will still come to the state of the city address tonight. Yosemite National Park officials have closed two roads ahead of storms coming this weekend a forecasto bring snow sky owing ga pass east side of the park is closing along with the scenic Glacier Point road above the valley. Three families from Mendocino County filed lawsuits today accusing pg e of gross negligence for not properly maintaining power lines by cutting back vegetation around those lines. San francisco attorney Mary Alexander said pg e should have foreseen the danger and cut off power to specific areas to prevent fires. Cal fire has not officially determined what caused the deadly fires. In response to the legal claims, pg e says it is focused on helping communities rebuild and recover. Security is being tightened at the site of the tuesday terror attack in new york city that killed eight people. Today crews installed concrete barriers at intersections along the west side highway bike path. 29yearold sayfullo saiprov is now facing federal charges in connection with the truck attack. A new York Police Department official said today that saipov appears to be the only suspects. A San Francisco attorney representing families in the ghost ship warehouse fire says pg es gross negligence contributed to the deaths of 36 people last year. Mary alexander says the utility installed smartmeters at the converted warehouse even though the artist collective lacked permits and there was trouble with their equipment because of the large drain on electricity. They failed to do anything about it to investigate it, to and they are a contributor because of their gross negligence for those 36 beautiful young people whose live were lost. The company filed a motion asking the court to throw out the case. But it was denied. Pg e said today it has no evidence its to blame for the fire. The company is cooperating with the investigation. A Dublin High School student says she was attacked at school for asking classmates to stop using a racial slur. Now as ktvus henry lee reports, theres criticism about how the school handled the incident. Reporter the victim a black student at dublin high said she was attacked on campus a week ago. She said she overheard a group of students using the n word and when she told them to stop, a male student who is white hit her in the mouth. I seen her lip was busted and i think that that is absolutely unacceptable and he should definitely be expelled. Reporter School Officials say disciplinary measures have been taken but they would not elaborate on much else. The word on campus is that the student has been suspended. Consequences in this case were assigned to the students that were involved in the incident and, in fact, we continue to work and were having conversations with the families of all the students involved. Reporter School Officials may expand their program on campus where the student body is 13 black. We have no tolerance for behavior for racial language, for harassment; certainly for physical violence. Reporter the incident has reignited conversations about race at school. I was really shocked that a girl would get hit in the first place. I feel like she was just defending a racial slur that shouldnt be used at school or anywhere. Its just overused. I would say 85 of the people that do use the word are not black. So its rude and insensitive. Reporter adding to the tension on campus a bomb threat led to the early dismissal of students. Police searched the campus with a dog and drone but gave the all clear within a couple of hours. Police say the bomb threat was made by someone upset at how the school handled this incidents. An arrest is imminent in the attack and police have leads in the bomb threat. Henry lee, ktvu fox 2 news. 2 investigates uncovers dispatch delays in the bay areas biggest cities. When you call for help, you expect to talk to someone right away. Investigative reporter brooks jarosz joins us now and brooks, you found that sometimes the phone keeps ringing. You know, answer times are constantly tracked and with more and more calls its getting harder and harder for dispatchers to keep up. And on top of that many cities are facing Staff Shortages. 2 investigates dug into call answering times for every city and 911 center in california. Theres a state standard that says 95 of 911 calls should be answered within the first 15 seconds. If you have an emergency, you expect help right away so that 15 seconds can seem like an eternity. We found San Francisco, oakland and san jose, biggest cities, are missing the mark. In fact, data shows from 2016, all three arent even answering 85 of the calls in 15 seconds. On top of that dispatchers are overworked forced to work extra hours weekly. In oakland its been that way for more than a year. You can work up to technically up to 18 hours a day. In one day . In one day. But most of us work a minimum of 10, up to 16. Doesnt that affect how you respond to people on the phone . It can. Definitely it can definitely affect your ability to do a lot of things. Because once start becoming fatigued, theres a potential for errors. Have you become fatigued . Absolutely. What is that like . Its a fight. We want to know what these things are doing to get dispatchers relief and we asked what plans are in place to speed up answer times that. Full report is coming up on the ten oclock news. Are there state standards on a minimum Response Time on a 911 call . Well, this is the state standard. So 15 seconds is what they are supposed to be achieving. Now, some of the problems, again, Staff Shortages and also increased call volume and more people are actually pocket dialing which is also another problem. Interesting. All right. Police say the man was taken into custody after they spotted him driving by his apartment in rush hour traffic this morning. Scott ostrems home is 20 minutes from the Walmart Store where the shootings happened and police were there waiting. He didnt run. He was in the vehicle. Fortunately we had a traffic light that was there and there was traffic backed up because obviously we were in the middle of traffic time so thats certainly helped us. Police say at this point, they do not have a motive. And theres no indication why that particular Walmart Store was the target or if he knew any of the victims. We have a massive recall to tell you about involving almost 38 million fire extinguishers. They were manufactured by kidde. The Consumer Product Safety Commission says the plastic handles and the push buttons can be clogged and fail to work. So far one death and 16 injuries have been linked to the problem.
