Transcripts For KTVU KTVU Fox 2 News At 5pm 20171012

Now, earlier today, we got our first real look from the air at the devastation of the fires. These pictures are from santa rosa. Also, there are some staggering new numbers tonight. 21 people have now died. 185 are injured. And 560 people are still missing in Sonoma County alone. At least 3500 buildings have been destroyed. Thousands of homes are still threatened. And 4500 people are in shelters. For a short time, we were trying to get people back in a their houses to get medication and urgent things. We were doing some escorts. We cant do that anymore because of fire safety issues so we have stopped that. So please, all the citizens, dont come to any site and expect to get in. Stay away from the evacuation areas. We still cant get in there. The tubbs fire in santa rosa at the top of the map has burned 28,000 acres and has zero containment. In napa county, the atlas fire on the right of your screen has burned more than 43,000 acres and is only 3 contained. Five other fires are burning in sonoma and napa counties near rohnert park, kenwood, glen ellen, boys hot springs and the town of sonoma. [ inaudible ] cell phone video from the Sonoma County Sheriffs Department shows just how dangerous the conditions are for Law Enforcement and firefighters. This was taken in the area of franz valley road in santa rosa this morning. You can see the embers from the tubbs fire going over the patrol car as that deputy drove through the area. We have Live Team Coverage tonight. We want to begin with ktuvss tom vacar standing by in calistoga where those mandatory evacuations are in place. Tom. Reporter julie, just take a look down the street. This is the road goes to silverado trail, up left to mount. Hello, everyone. Im heather holmes. Up left to mount st. Helena. At t came up and put a temporary cell unit because it lost some towers in the fires around here. They brought this unit in which has improved it. I want to show you something over here. You cant see mount st. Helena but you can see the smoke. He feel the wind from st. Helena to calistoga. That mountain is on fire and that mountain is the reason why the evacuations here in calistoga were absolutely necessary. We found helicopters Staten Island after Army Chinook Helicopters fetching hundreds of gallons of water this morning at a time from agricultural retention ponds just north of calistogas east side. Its been a day long rotation of chopper after chopper taking their huge bags of water from here to the west side of the napa river where mount st. Helena rises above the valley. They were precision dumping their loads on a smoke over fire thats rapidly climbing the mountain. At the top of the mountain, a large group of contract and inmate hand crews were taking positions near the summit. They come from cal fire. The u. S. Forest service and the National Park service. Theres one reason and one reason only to have this much fire power here at the top of st. Helena to keep it from getting over the top and should it get over the top, they can run right down the mountain into middletown. Between the mountaintop crews and the water drop spot well below, we then happened upon inmate crews from a san diego correctional facility. We are in a strike Team Configuration with the leader and one other crew and myself and we are doing preparation work in the event the fire does come across tonight. Were prepping the stretchers that way they are usually defendable by engines being able to get up in here and be protected. Reporter they arrived last night and were eager to enter the firefight. Theyre good. Theyre good. We put a lot of effort and hours in getting these guys trained up, coming out in fires and, um, performing what we perform on a daily basis. Reporter looking down lincoln the main drag in calistoga, you see media trucks. Everybody else is required to get out. And because they are required to be gone, theres just really nobody here. The few police cars have been coming up and down, fire trucks, other official cars. But nobody is there. Now, you can see the hills over here. You can see the trees and there is fire up there. But its not great big fire. And its, um, not something thats a real problem. But if we go over here, if we go back here to where you see mount st. Helena, thats the problem because you can see that smoke is now moving towards calistoga. Thats why the evacuation is so necessary. Hopefully nothing has happened. Once the wind gets down on the flats its different than in the mountains. Thats the situation here in calistoga as we await to see what happens. Well be here the rest of the evening and well keep updating you on these reports. Back to you. Yeah. Well continue to check in with you on the situation there, tom. Thank you. About 20 miles north of calistoga, people who live in the city of middletown are under an advisory to evacuate. The same fire, the tubbs fire, is burning north as well and has already destroyed 150 homes in lake county. Middletown could be in its path. The lake county Sheriffs Department says although the order to leave is not mandatory right now, its strongly recommended that people in middletown get out now. At the very least, Officials Say residents should be ready to leave if the situation worsens. We should tell you we are waiting for a News Conference with hopefully updated numbers and information that should be starting at any time. As soon as it does, well carry that live. In the meantime, the tubbs fire, which is also being called the southern lnu complex fire, threatening the oakmont, glen ellen and Bennett Valley area. Ktvus ann rubin is at the intersection of grange road and Bennett Valley road outside santa rosa. Whats the latest from where you are . Reporter firefighters have been working hard to save the homes here along Bennett Valley road but the fire has been bearing down all day and we have seen a lot more smoke in the hills here over the last hour. All day fire has been working its way down this hillside in Bennett Valley. We have two homes that are adjacent to me and these fuels are very, very dry. Reporter on the ground a strike team is in place, crews are working to scrape away as much fuel as possible. Above, a cal fire chopper makes path after path. We would hope the weather would cooperate with us but right now its getting extreme again. Reporter firefighters said conditions were good today and this fire above a winery has been moving slowly but later that will change as the winds pick up. We are very aware that well have a 180degree shift in the winds. So thats why its good now that this fire is doing what its doing, taking out the fuel that would be pushed by higher winds. Therefore, it eliminates the problem. So that makes us available to go somewhere else. Reporter while the crews admit a fire that size is daunting, they are focusing on one hill at a time, many of them asking to keep going even when their shifts are done. Its game time, right . When its game time and the area needs our services, were here to provide. Yeah. I i have to put the leash on them and get them to rest when they can. But we all want to participate and protect and take care of peoples lives and their livelihoods. Reporter all right. We mentioned that press conference thats just now beginning at the Sonoma County fairgrounds. Lets listen in. The format of this press briefing will, first of all, be a quick update from our joint incident commander. We will have some representatives from cal fire, chp, the National Guard and excuse me, the Sheriffs Department. Well start with the central lnu complex incident unified commander. Brett du vail. Good evening. Im the incident commander. With me in unified command is santa rosa fire department, and as of today, Sonoma County Sheriffs Department. Its a great relationship to come together and face this tragedy in a united front as we overlap in this incident. As a quick update, as of right now, on the tubbs fire, we are at 27,363 acres 10 containment at this time. Evacuation orders still exist in and around the north part of santa rosa and as of last night, up around calistoga. Activity on the fire today has been pretty quiet. The Northeast Corner of the fire is where the activity has been where we have some runs last night with the southwest winds. Thats been held in check. And our crews are actively up there working to hold that fire in and around red hill mountain. For the pocket incident, approximately 5,000 acres, it has been active this afternoon. Zero percent containment on that. The activity on that fire is out of the south end of the fire today. As some of you might have seen yesterday these fires pushed to the north. We had a wind shift that was predicted. Now they are moving south. The area of geyserville and the surrounding communities and ranches are all under evacuation. Id like to also talk briefly about some of the fires down in Sonoma County, the south portion that are currently being managed by the south branch and cal fire imt3. We are currently in transition discussions to pull all the fires that in Sonoma County into branch 2 under this command. All fires in napa county would fall under the south branch, branch 3. It makes a lot of sense from longterm recovery that one Incident Management Team is managing that particular county. As these fires progress that gives us more room to expand. Thank you. Thank you, chief. Just to highlight the fact that well take questions and answers at the conclusion of everybodys comments. So if everyone can hold questions until that time, id appreciate it, thank you. Next up with more global perspective on the state level is cal fire director. Thank you. Good afternoon. Dont need to tell all of you the conditions we have been in, under, in the last several days. Behind us here is the adobe fire. Thats an example of one of the 22 fires burning in california as we speak. Just in the last two days, over 170,000 acres have bushed in these 22 large fires that were engaged in. The reconsidered estimates are 3500 structures lost across all of these fires. Very conservative number. That number will go up. Also, tragically, 21 individuals have died as a result of these fires. The majority of them right here in Sonoma County. We continue to evaluate missing persons unaccounted for individuals and work with local Law Enforcement. Our priority on all of these fires is to ensure life, safety and protection of property. This fire, this complex here, in Sonoma County, is our top priority along with the fire next door at the complex that has the atlas fire. These fires are getting the priority for resources in the state and we have leaned very far forward to get resources not only from around california here but across the country. We reached out earlier this week and we have fire engines and hand crews, other resources, coming from multiple neighboring states and our federal partners, the forest service, have reached out across the country to provide Additional Fire engines and hand crews from as far away as the midwest and the south. Were leaning far forward. Were engaging. Were bringing resources literally, the Leadership Team from sacramento just spent the last three hours meeting with the leadership here in Sonoma County to talk about the challenges, how can we work towards communicating with all of the residents, how can we work toward getting the resources where they need to be and supporting this effort to ensure we have everything that you need here. We are in this fight for the long haul. Its going to continue to get worse before it gets better. Yall know the weather conditions, we are going to see the conditions continue for the next several days minimum. And were planning for that. Were staffing for that. But its going to be a long haul. You have the full support of the state. Were engaging obviously federal partners and resources. And were accessing our local government partners almost 1,000 Fire Departments across california from san diego to the oregon border. Hundreds of those Fire Departments have firefighters, fire engines and resources on these and many other fires and were depending on that. So again, were here from sacramento representing the administration to provide the tools and resources necessary to support the efforts going on here. Thank you. Thank you, chief. For a more localized informational statement we have the sheriff for Sonoma County. Thank you, good evening. I have a few updates for you whats going on. Complete start with this. Enormous event. Sheriffs offices job in it is evacuation, security and finding missing people. Thats where our focus has been. Life is what its about right now. So evacuations are still going on. We have 300 Law Enforcement officers working now in this county from all over the state. So a lot of resources poured in to do that. We were able to today to work on the missing person list some more so i have a new set of numbers for you. 600 total reports of missing persons. And the reason that number is dropping is we have a lot of duplicate reports and we are down to in essence we had three pieces of paper and three phone calls on one person so we were able to cut that down. So as best we can tell now were at a total of 600 reports. 315 of those people have been located safely. So they are not hurt. There are just communication breakdowns between families and somewhere else. A lot of those were found with detectives making phone calls, tracking people down, trying to find those missing people. We are working them like individual cases. There are still 285 on our missing list that were looking for. We also what were doing now is working that those missing people backwards to the point where if we cant find them were trying to get to their house and trying to find if they are still there. This is the recovery part of the job that we dont want to do, but its going to be part of this. So thats the status on that. I want to add a couple more things. We talked a lot about nixl. I said we have nxl voice alerts going on to land lines. It will go out in english and spainish to be more effective in communication. And i want to clear up a bad rumor. Theres a rumor that people are checking immigration status in shelters. Thats not true. Shelters are asking for names because them to identify the people coming into the shelter. Immigration status will never be asked of you and they are just trying to identify who is coming into their shelters and its a really important piece of the puzzle. So my final message is, this is about saving lives. If you are in an advisory area or evacuation area, please leave. Lets get everybody through this safely and put the county back together. Thank you. Next up we have the state director for the office of emergency services. Thank you. First of all, let me just express our heartfelt sincerity and the condolences. This has been a tremendous event. The magnitude is extensive and we are going to continue to be working with you and now and throughout the Recovery Process. Um, the office of emergency services, um, responsibility is really to coordinate the overall efforts from the state and the federal government and supporting Sonoma County and the communities that have been impacted by this event. Currently, we are coordinating a lot of the mutual aid, fire and Law Enforcement, emergency medical, Emergency Management from throughout california in support of all of the efforts here. In addition, youll hear shortly from the National Guard honor patrol some of the efforts that are being coordinated with them to provide Additional Resources. Beyond the resource coordination and providing the all the different assets, the one thing that happened earlier the governor proclaimed a state of emergency for this area which opened up a lot of Additional Resources and cleared the way of any regulatory impediments or issues also opened up funding streams to be able to support Sonoma County and the communities in their recovery and Response Operations. In addition, the governor made a request of the president , um, for a major disaster declaration, which was granted yesterday by the white house and that will be significant and that it will provide additional federal assets and resources. It can help clean up the community and help citizens in their Recovery Process as the time goes on. In the coming days, well work closely with the local authorities to establish some information and Assistance Centers that the community can come to and be able to get more information on those various programs. In the meantime, we will continue to support whatever the needs are of the county and the communities particularly in the shelter operations with food and water and costs and other kinds of relief materials that are necessary. And any other gaps that may be required by the county to be able to meet the immediate needs of the Response Operations throughout the coming days. So, oh, yes, its going to be here for the long run oes is going to be here for the long run with these resources and well continue to stay engaged in the coming weeks. Thank you. Thank you, direc
