Already destructive tubbs fire north back to its calistoga start. The entire city is under mandatory Evacuation Orders. Welcome to 4 on 2 this afternoon, i am heather holmes. In calistoga, there is a real fear about the fire making it into the area. Earlier this morning, half of the people in the city of 5000 were told to leave. A short time ago, that Evacuation Order was expanded to all of calistoga. Tom vacar is live. Reporter it happened at 3 15 pm. They put it out on the system saying everybody in this town have to go. Let me show you how bizarre it is. This is the main street of calistoga. This mainstreet, lincoln, is absolutely blocked off. Except two people leaving at the last minute. They have been told to get out. Other than that, all you see is official police cars. Firetrucks and other official cars that have business here. All of the stores are intact. They have electricity and phone service. But it is closed. Everyone is required to leave. This town is 131 years old. This is not happened much in its history. There 5300 people that live here. It was at one time a mining town. Now, it is a destination for tourists. At the top of napa valley. It is the gateway. 30 minutes ago i saw something on the ominous side. The 747 that has been doing retardant drops made a left turn over calistoga and headed directly for mount st. Helena. The problem is it was very high and the smoke is so big, that you cannot see the mountain from here. Let alone, and an aircraft. They may have had a chance to do a run. We could not see it because of the smoke. That is the situation. If we come to the right side, what you will see is a usually busy grocery store. Over here, as they mud and mineral bath. Here is a person who is an official or someone who was told to leave town. The situation is exactly this, how long will it last . No one knows. How many people will be kept out . Nobody knows. Because this fire is a potential problem. I will tell you why. This little town is circled on three sides by very tall mountains. To of the mountains are on fire right now. As a result, they cannot take any chances. Should the winds kick up, it could come down and do what we saw in santa rosa. That is the Current Situation in calistoga. As of 3 15 pm, mandatory Evacuation Order for anybody who does not have to be here. Officially has to be here. That is the situation from calistoga. We will come back in the 5 pm hour. We will try to show you exactly what is going on, on the mountain. That is why they are so fearful. That is the situation. Im curious, i can see smoke. I can see the area is empty. Do you actually see any fire . If you do, how close is it . Reporter you cannot see fire because there is so much smoke in the hills. You can barely see the hills. If you take a look straight ahead to the left, you will see the hills. You can see the outline of the trees. There is not fire there. I guarantee to the left and right there is fire. And the smoke obliterates it. If you go to the left, on top of the grocery store, you can see on a regular day, mount st. Helena. You cannot see anything. We were up there and it was choking smoke. Until we got to the top. And then choking smoke all the way back. That is the situation. It is one of those things that you have to live with. And the firefighters have to live with until the weather cooperates. Can you tell me anything about the wind . We know they are expected to pick up. Are you feeling them . Reporter it is light winds now. So light, that you could say it is a mild trees. The problem is it is at the top of a convergence of mountains. If any wind whips over the mountains from any direction, except the south, it will effect the city. What will happen is the winds will come down the mountainside and create a wind. Which would make this a wind tunnel. It has not happened so far. There are concerns about the winds picking up. That is why they evacuated. If a fire get started in the flats , there is no Defensible Space between you and your neighbor. The houses are 10 and 12 feet apart. It is a different situation when you get into the flats, as opposed to being on the hillside. They are very concerned about this. That was the ominous thing. When the plane made the left turn. It says they will do a big drop. From my here, you would think it is a smoky and smoggy day. It is anything but. Inc. You so much. All of calistoga is under mandatory Evacuation Orders. Emergency crews are getting a look at the extensive damage from the fires. As they strategize about response and efforts to try to prevent more destruction. Our ken wayne spent time with California National guard. He joins us from santa rosa at the airport. After an aerial tour. Reporter it has been very busy and noisy. It is hard to hear. If you look over my shoulder to the left, a black Hawk National helicopter just landed. You can see the bucket alongside of it. It was carrying that and coming back from a water drop. The bucket is empty. This helicopter has landed. A lots of activity with two air tankers take off a minute ago. More have come into get refueled. To get more retardant. They take off again. To the left, a chp plane is here. We have National Guard, Highway Patrol, cal fire planes. They are all here and busy coming in and out. Shoveling people in and shuttling supplies in. Three hours ago, we jumped into a black hawk. It was a National Guard helicopter. It is a search and rescue helicopter. They took us up around 1 pm. We took off from Sonoma County airport. Just outside of santa rosa. We did a tour over some of the burnedout areas. 1500 feet. We flew over the coffee park neighborhood. It was completely destroyed. We flew up into the Fountain Grove area. Eyewear the hilton hotel was. It was destroyed by fire. After that, we headed north up highway 101. The visibility was not bad as we headed up north toward lake sonoma. We will show you the next video of one we flew over the mountains. We turned east, just south of clear lake. We headed toward the area of calistoga. It was getting hard to see where we were because there was so much smoke. We climbed to 7500 feet. The smoke was a few hundred feet below us. It was hard to see landmarks. It was hard to identify our location without gps. All you saw was a horizon of smoky haze. We tried to pick out mountaintops. We could see mount st. Helena. Other than that, it was hard to see where we were. And which way we were going. That was the tour. It was disappointing. There was so much smoke, even though we were in the air, we could not see the damage. Especially in napa county. We could not see much. There was so much smoke. The wind is picking up. In some ways, it clears things out. You can see behind me, the layer of smoke. It is drifting from the fires, from the north. It is coming from the winds blowing out of the north. It is starting to blow the smoke over Sonoma County, heading toward the coast. All of the smoke is coming from the mountains east of us. It is drifting toward the south. That is a challenge for firefighters. They cannot fly if they cannot see. The smoke can create problems. Once the wind picks up, it will clear some of it out. Pilots will have to deal with the strong winds as they try to do their air attack. That was something we heard from cal fire officials today. They said we would like to get more aerial firefighting equipment up. We cannot have crews running into each other in the sky. I was surprised as i watched the News Conference. They have 73 helicopters and 30 tankers. That is a tremendous amount of aircraft. They are asking for more. National guard troops are on the ground. 700 troops. Demobilized 1800 more today. It is an army. More supplies are coming in from oregon, nevada, washington and arizona to help. We only have a few hours left the sun sets at 6 30 pm. Most of the aircraft will be grounded and cannot do much. It will be up to the crews on the ground to do what they can to stop the fires. Ken wayne live in santa rosa. The number of people who have no died in the fires has risen to at least 21. 185 people have been injured. Authorities say at least 3500 buildings have been destroyed. Around one 70,000 acres have burned. I want to show you a look at the current cal fire website. Mapping all of the fires in their current locations. You can see that the atlas fire, part of what is being called the southern ellen complex has burned more than 43,000 acres. It is only three percent contained. A slight bump from zero percent contained, but not much progress. The tubbs fire that decimated areas of santa rosa and is threatening calistoga is at the top of the screen. It has burned 28,000 acres. This fire is zero percent contained. The fires you see in the middle of the screen are part of the southern ellen complex fire. Lets turn over to meteorologist mark tamayo. All eyes are on the weather and wind. You expect rings to pick up . My question is by how much . Winds will pick up. Double by 10 pm. It could be stronger. These winds will not match the levels we saw sunday night. The extreme winds. We have a high level of concern with the wind event moving in. It could dust up to 50 dust up to 50 miles per hour. The distribution of the fires will trace in the surface winds. The winds are moving in and out of the north to northwest. They will change a bit over the next few hours. Eventually by midnight into early tomorrow morning. We are expecting it to come out of this direction. That is the dangerous wind that boosts the fire danger. Just north on sunday nights, we had up to 60 through 80 miles per hour. Not only for the higher terrain, but closer to sea level. Tonight will be a different story. In the hills, up to 40 through 50 miles per hour. The valleys will not be as strong. Thankfully, this will not be the sunday night event. It is a big concern. The fires are already so big. And catastrophic. When you add wind it is a big concern. The observation right now is closer to cloverdale. You can see wind gusts at 18. Santa rosa, out of the west at 22 miles per hour. Atlas peak is 72 degrees with a westerly wind at 60 miles per hour. Fairfield at 9 miles per hour. These winds will switch direction over the next six hours. Hears the forecast model for portions of the north day. Winds around 27 through 30 miles per hour. The red flag warning is in place. By 3 am, 26 through 30 miles per hour. The winds will gradually decrease by midmorning thursday and into the afternoon. We have a wind advisory and a red flag warning. North baker hills and Santa Cruz Mountains and east baker hills. The winds are kicking up. For northbay, that begins at 5 pm until 5 pm thursday. East baker hills and Santa Cruz Mountains up to 11 pm tonight through 5 pm thursday. It is a bit of a scare. The possibility of new fire starts. We have not talked much about fire activity in the east bay or Santa Cruz Mountains. That could change over the next few hours. As the winds ramp up and increase fire danger. We will continue to keep an eye on the conditions. The weather conditions escalates concerns for firefighters. And the people that live in northbay. The red flag warning taking effect for the area in about an hour. Jesse gary is in napa where a Community Meeting waft up a short time ago. For those affected by the fire. He is live just west of downtown. Jesse, what are some of the concerns brought up at the meeting . Reporter officials in napa are advising residents on the east side of town to prepare for evacuation. This is just a precaution. Nobody wants to be caught flat footed if the winds start blowing flames two areas that were previously unaffected. Lets take a look at the video. Fire officials are also concerned about several fire lines that are burning on the west side of the city. We followed a Fire Strike Team from lake county as it made its way up lake feeder road. There, they found earned brush, vineyards and flames smoke moving slightly down the hillside. Residents living closer to the bottom are worried that the flames could make their way all the way to the bottom and take their homes. City and Police Fire Officials held a Community Meeting at Browns Valley elm entry school. One reason we are doing this is to cooperate with you and collaborate with you. So that we have a commitment together with the community to do what we need to do to be prepared. So when we say go, you are ready to go. We have everything packed up. We have trucks and trailers loaded. Hopefully, we do not have to. If we do, we are ready to go. Reporter many residents, such as sean, say they have a plan in place. Officials stress, in addition to packing up and bringing needed items, such as medications and cash, have a plan of travel to avoid being stuck in a mass exodus. Ive just learned that calistoga was evacuated entirely. About 200 evacuees will come over to here to the crosswalk church. One of two Evacuation Centers in napa. And the possibility that the east side of napa could be evacuated depending on what the winds do tonight. Live in napa, jesse gary. The good thing is there are Evacuation Centers to accept those forced out by the flames. The southern ellen complex fire is threatening the communities of oakmont, glen ellen and Bennett Valley. They are in Sonoma County. Ann rubin is now from the intersection of grange road and Bennett Valley road. Just outside of santa rosa. What is the latest from where you are . Reporter all day long the fire has been working its way down this hillside and Bennett Valley the good news is it has been moving slowly. The bad news is winds are supposed to pick up any time. The flames are threatening to dig homes in the area. And some livestock. There is a water supply on the property, allowing cal fire helicopter to reload quickly. That was welcome news for teams on the ground. Over using hand tools to strip away fuel. Conditions have been good for them today, they realize that will change when the winds pick up. There helping the fire will consume all of the fuel on this hillside, before it does. Right now, winds are favorable. We are aware that we do not have a 180 degree shift. That is why it is good that the fire is doing what it is doing. Taking out the fuel that would be pushed by higher winds. Therefore, it illuminates the problem. That makes us available to go somewhere else. Reporter the big concern out here is what the wind will do. So far, it is still a light breeze. The wind is expected to pick up at any time. As you can see, there is plenty of fire on the hillside right now. Burning its way down. The crews are up there defending the properties. Once the wind picks up, all bets are off. It is anyones guess at that stage. We will go back live to kevin in santa rosa. He is talking with state officials about the response and reaction to the massive fires. Reporter we ran into a couple of state senators at sonoma airport. Senator bill dodd. You are about to go up in the Highway Patrol helicopter to tour the area. I wanted to get your reaction to the overall response so far. We are going into the fourth night of the firefight that winds are picking up. How do you think things are going . When you talk about the human tragedy of people losing their lives, it is difficult to talk about anything positive. I think cal fire, with the local support from all over the state of california have done a great job. This is very concerning. The wind is picking up right now. We have red flag warnings. This is what is keeping our Fire Prevention up at night. We will continue. People need to be on top of it by watching ktvu. Any other way to get there media. Get online with the county. Pay attention. And some of the areas that are in danger, you have to be ready to go. And obey commands from the first responders. Reporter another air tinker is coming in. It has been nonstop. Here in santa rosa. You just came in from la. There is a big fire in anaheim. Talk about the statewide efforts to fight the fires. I just checked in with the governor cal fire has been working closely with county government up and down the state of california. The folks in napa as well as sonoma will get all the resources that they need from the state of california. I have witnessed firsthand what goes on. My good friend and colleague in the senate knows about the devastation. It is heartbreaking. It looks like another planet when you see the homes overstated and reduced to rubble. Our heart goes out to the people. Those who have lost their lives and property. It is devastating. Im glad to come up. From los angeles to see firsthand. We have a crew from the city of los angeles helping the firefighters. Working hard to put out the fires. Reporter will money be an issue . Money is not an issue. We are dealing with Mother Nature. With high severe winds. Our fear is the winds will get higher and faster tonight. That may make the fires uncontrollable. We do not know that. We are hoping Mother Nature will work with us.
