thousands of people at a country music concert was meticulously planned. the death toll is at 58 victims with the number injured now thought to be 489. that evening. -- good evening.>> trump visited with first responders and survivors. the latest from investigators and more of that new video of the shooting.>> reporter: it is heartbreaking to see that video. the sheriff called the gunman stephen paddock disturbed and dangerous. it appears he might have started stockpiling guns last year. the shooter's girlfriend released her first book statement and that new video shows the chaos and the role officers played in urging people to run for their lives.>> the crowd is clearly confused in this video. taken by a passerby as you walk down the strip towards the mandalay bay hotel. then the sound of gunfire. officers ordering people to run. the sheriff says they are beginning to piece together why an affluent retired accountant with no criminal record will commit mass murder. >> stephen paddock spent decades acquiring weapons and ammunition. and living a secret life.>> reporter: everything points to a calculated premeditated crime. stephen paddock requested an upper floor hotel suite with a view of the concert venue across the street. he position cameras and a baby monitor which likely alerted him allowing him to fire off 200 rounds injuring the security guard who found his room 12 minutes after the massacre began. stephen paddock vehicle had 50 pounds of tamarack and explosive in 1600 rounds of ammunition. before the shooting he was seen gambling and one week earlier he had rented a condo during the like this beautiful concert one block away. investigators are looking into whether stephen paddock had accomplices as he stockpiled weapons and explosives at his homes in nevada. the sheriff confirmed he purchased 33 firearms. mostly rifles. right now investigators don't know his mental state motive or if he had accomplices. >> relationship -wise it is hard to determine what has occurred in his life the last decade. anything that would indicate this individual's triggerpoints. and will cause him to do such harm. we haven't understood yet. but not the fbi>> reporter: mary lou dally made a statement to her attorney. >> i knew stephen as a kind, caring and quiet man.>> reporter: stephen paddock told her he found a cheap ticket to the philippines so he could -- she could see her family. he said money for her to buy a house and she thought he was breaking up. >> it never occurred to me he was planning violence against anyone.>> reporter: her sisters in australia said she wasn't aware of his plans. >> she was sent away. she was sent away so she will be not there to interfere of what he was planning.>> reporter: investigators work to understand his plan. trump met with first responders pick >> in the depths of horror we will always find hope in men and women who risk their lives for hours.>> reporter: federal officials say there is no evidence the attack is linked to terror groups. no one today has been taken into custody. they would not give any details about their interview with mary lou dally. during his visit to university medical center presents trump -- president trump spoke to a nurse from california. she was shot in the leg and stomach. she says she jumped over a fence to escape and wasn't sure if she was going to live or die. a cab driver who picked her up and took her to the hospital save her life. >> if it wasn't for that driver i would not be here. i don't know who he is.>> she also says other people in the put pressure on her wounds and called her family and friends to let them know where she was. two couples who survived her back home in the north bay. they are haunted by what they saw on that concert field but the -- glad they could help those around them. deborah is live in petaluma with their experience.>> reporter: the past few days they were numb. just in shock. back at home it is really flooding in the trauma of what they saw. and it.>> reporter:>> i am a huge live music fan. i wanted to experience it all.>> reporter: fun at the las vegas festival. kim and jennifer one of the memories. now they week crying. because of what they cannot forget pick >> i keep saying we should be dead. we should not be alive. how are we alive? >> how do you -->> reporter: they could have run but never left at the scene people near them wounded. >> her face, she was shot. i looked to my other side. there was somebody getting cpr.>> reporter: a -- and emt try to save all he could and is traumatized for those he could not.>> still trying to process the wounds and the different people. it is hard for me to talk about.>> reporter: when they watch the coverage it is with the sound down. they won't -- they don't want to hear the gunfire pick >> we cannot unsee what we saw. the images in the body of the blood. the hurt and the crying. the chaos. the panic. you just go right back to it.>> reporter: bruises on kim's leg from getting knocked down and trample. that was later at the tropicana the people panic fearing another shooter. the worst moment her call to her daughter from under bleachers is bullets rained down and ricocheted. >> i just need to tell you i love you. and she said mommy mommy no. you need to tell jt i love him. is and i'm going to die. i don't think i am coming home. >> i remember waiting to die. there was no question for me it was going to happen. the shots were still going.>> reporter: jennifer and justin crawled themselves around a wounded woman. they carried her to the streets on a piece of broken fence. jennifer wishes she could remember the woman's face so she could tell her family. >> we state with her the whole time. she was never alone. at any point in time.>> minutes before the massacre kim took a picture of the mandalay bay. she remembers thinking to herself how beautiful it was. the two women drove home without even being able to listen to music on the radio. they have canceled future travel and concert plans. who can blame them? there is no sense of safety. >> it gives you chills hearing their stories. to think what they have been through. i hope they find comfort knowing they did all they could do to help people. >> the clark county coroner says 58 people died in that rampage along with the gunman. many were heroically trying to shield loved ones or even strangers. three woman killed were from the bay area. 25 of those who died were from southern california. among the dead several teachers a police officer a chef a nurse and a fisherman all gathered to simply enjoy a night of country music. in response to the events in las vegas police are stepping up security for fleet weaknesses 70s. >> -- fleet week festivities. >> we want people to feel safe. and have the ability to respond in the event an incident occurs.>> reporter: the police chief confirmed his department is increasing patrols this weekend. he said more than 3000 terry personnel will be on hand. more than 1 million are expected to be in the city for fleet week and to see the blue angels. the italian heritage pulled -- parade will draw crowds on sunday. dianne feinstein introduce a measure to ban bumps box used by the gunman to make semi automatic weapons fire hundreds of rounds a minute. some republicans say they could support a bill. allison barber tells us others say it is too soon to talk about gun control.>> reporter: >> that firing ought to be echoing in our minds.>> reporter: the battleground for gun control this week after hundreds were injured and dozens killed at a country music festival. lawmakers now making the case for new legislation that they say could possibly prevent attacks the one in las vegas. including banning so-called bumps box. used by the shooter to convert semi automatic weapons to fully automatic.>> some have said we should not do this now. we should wait. now is not the time. ladies and gentlemen when is the time going to be? >> reporter: it is still going on. you can hear the music in the background. you can see the parking lot is full. fans are in the stands is expected the band performed past the 10 pm late-night curfew. despite leaders not backing down on a curfew policy. >> pop rock band coldplay hit the stage before 9 pm. a return visit after performing in santa clara last september. this time on a weeknight.>> it is just one night. to just have music and a good time together.>> reporter: a good time from this crew from germany. they along with other fans don't want the show to end because of a curfew. >> i think you have to be aware there will be some noise. >> if you have any opening act and the concert starts at 7 pm how do you end it at 10 pm? >> reporter: the performance comes a week after the 49ers made their case to extend the weeknight concert curfew. names are backing out including ed sharon and another artist the 49ers won't name. costing the city $800,000 to its general fund. in a statement about the curfew today the 49ers say because their top priority is the safety of our guest we will defer to law enforcement and public safety authorities to determine all matters related to abruptly stopping a show with tens of thousands of people present. >> we are not stopping any show. we are going to stay here into the concert is done and everyone has left pick >> this is a family area. most of the people have children.>> reporter: he stands behind city leaders saying the 49ers should stick to the rules. calling it a matter of principle and not money. >> i'm not concerned about them losing money. i'm concerned about them keeping their original word an agreement.>> reporter: i just got a statement from the 49ers right now. public safety officials have -- abruptly ending a concert could create a public safety emergency. the concert is still going on. the fine is $750. while that might not seem like a big deterrent the 49ers say artist don't want the bad publicity. in the meantime they are not booking anymore weeknight concerts. just on the weekends with a curfew at 11 pm. the city plans to do more community outreach. they are not going to have any more weekday concerts at levi?>> reporter: that is what they say for right now. as you might recall they lost at sharon. lost another artist. that is what the 49ers are claiming. they won't look anymore weeknight concerts into the city and the 49ers can come to a compromise. they want perhaps for weeknight concerts where it goes past an appeal. the city is not budging until they do more outreach with the neighborhood and make sure they get their input.>> is this concert close to ending?>> reporter: it doesn't seem like it. i believe it will end at 11 pm. they took the stage at 9 pm. usually they perform for two hours. 11 pm is when this will likely end. separate cisco and police leaders announced the new focus addressing the car berkeley epidemic. they have seen an increase in break-ins 2012. the trend has continued with even more reported that last year. city leaders but the full weight behind the plan by a new police chief to increase foot patrols around the city.>> we made the decision that it is best at this point to change our legislation. but change it so it becomes a resolution. which indicates to the public that we are on the same page. >> the bottom line is we are going to get judged by our results. we can have a pretty strategy but at the end of the day a year from now you are going to look at this department and his body standing before you -- did this work? the most amazing part is they start at $699. that's $200 off our queen c2 mattress during our fall sale. ends soon. visit sleepnumber.com for a store near you. a lawsuit filed against alameda county. two years after a three-year- old girl died in her foster home after ingesting methamphetamines. amber is here to talk about the attorney who represents the girls biological brother and his guardian.>> reporter: this lawsuit was filed in federal court on behalf of of your maya. his foster mother says he is still hoping for the loss -- coping with the loss of his younger sister pick >> he is grieving the loss of his favorite person. in the whole world. his little sidekick. we are absolutely devastated.>> reporter: shannon villanueva is in the process of adopting seven-year-old jeremiah. she fostered him when he was a baby for six months. his biological mother could not care for him and his younger sister mariah. they were returned to their mother villanueva kept in touch with the children. in october 2015 mariah died after ingesting methamphetamines for a second time while she and her brother were in another foster home in stockton. >> it is shocking and heartbreaking.>> reporter: now esther gardner -- as his guardian she has filed a lawsuit against alameda county and the agency that placed him in the foster home. >> the reason is so that this doesn't happen to any other family. and to any other foster child.>> reporter: after being in the care of alameda county the foster parent of mariah and jeremiah for four days mariah was hospitalized for ingesting methamphetamines pick >> there was nothing done. there was no investigation or inspection of the home. there was no anything done. yet they were notified.>> reporter: despite officials notifying authorities mariah was to return to the stockton foster home where she ingested methamphetamine. two weeks later she ingested it again at the home. this time she died shortly after turning three years old pick >> after a painful and excruciating period of having to suffer the effects she died in her brothers arms.>> reporter: jeremiah talks about his sister every day. >> he likes to talk about the games they used to play. and that -- anytime he is doing something fun he will say i miss mariah. we used to have fun together. sometimes he will say i wonder if she is watching over me right now.>> reporter: she said sharing the story is a call to awareness. she hopes mariah story will inspire others to become foster parents. we reached out to alameda county council and try at family services. the county won't comment on pending litigation. try at family services did not respond. the attorney explained to me -- when you are involving minors and child protective services it takes a long time to get records evidence to build the case.>> just picture the little boy asking where is my sister. is there anything that could block the adoption. or will he be adopted?
