moments ago we learned that one of them has died. >> henry lee is following the latest development. he joins us live from the newsroom. >> sad news indeed reported by sacramento, telling us to the sheriff deputy has died and was started as a car death investigation ended with a shares deputy being shot and killed and two other officers were wounded. those two other officers are expected to survive. one of the three suspects was also shot. this happened in three separate scenes in the sacramento area. they are still surrounding the ramada inn on the capital city freeway. officials say a vehicle that task force suspected that . >> spotted a stolen car. they saw two men inside. the two women led the officers on the chase that led south to elk grove. that is where the women were taken into custody. the officers returned to the ramada inn and that's where the first shots were fired. >> the suspect started firing shots where the officers were located. two chp investigators were struck by the gunfire. and, they returned fire. the suspect went to the balcony of the motel room, where we had deputies stationed. the suspect tried to flee with extensive gunfire between the suspect and those deputies. one of our deputies was struck by gunfire by that exchange. the suspect was able to exit the balcony area and get into a vehicle that was close by. they let the responding deputies on a pursuit. . >> that pursuit ended with the suspect's car crashing on el camino avenue. there was another exchange of gunfire there and that man was killed. authorities say the scene at the ramada inn remains active and they believe the suspects may be in the hotel room. guess are being told to shelter in place. the shares deputy killed was just identified as robert french, a 21 year veteran of the department. he leaves behind his girlfriend and children. we will continue to follow the latest developments and give them to you when they become available. we are also following some developing news in san francisco. a shelter in place order has just been lifted. there were reports of a suspicious package. the call came in at about 2:15 pm. people in the area of market and powell and fourth street were told to shelter in place. 20 minutes ago police said the situation had been resolved and the order was lifted. public transit passengers are told to expect delays. now for the devastation in texas and louisiana. the death toll has reached 21. officials say sadly that number is expected to climb. . >> the storm moved east and made landfall in eastern texas and louisiana. we are seeing rescues in beaumont and port arthur. we have more from the flood zone. >> reporter: the houston/galveston area getting his first break from harvey's heavy rains. this area was completely underwater two days ago. now the storm has moved east to the texas/louisiana state line. select now the rain has moved to the beaumont region. approximately 15 inches of rain have fallen in the area. and there is more to come. >> reporter: harvey creating life-threatening blood conditions in part of louisiana and the texas cities of beaumont and part arthur. part arthur has been hit hard with water rescues and evacuations underway. at one point the main occupancy shelter started flooding with victims inside. >> inside of the civic said that . >> civic center. look at this we are inside. they had people in the bleachers. they have mattresses on top of the chairs. >> reporter: back in houston more emergency shelter space has opened up his in we have 230 shelters operating in texas. >> reporter: thousands of home remains swamped with 49,000 homes damaged or destroyed. >> in the passed week, they have made more than 8500 rescues , more than 26,000 evacuations. >> reporter: fema says 200,000 people have started the process of seeking help from the federal government. a nursing home in houston was evacuated today as floodwaters build the facility. this is the scene at the senior center in port arthur. rescuers waded through 2 feet of water to get the patients out. many of them were non- ambulatory and in bad. they were taken to a safe, dry place. many of the situations in the flood zones, the rescues are being carried out by ordinary citizens. rescue operations are still underway in many houston suburbs. ken, as you are trying to get around the area you stumbled across a tragedy ? >> reporter: i will tell you about that in a second. i want to show you what's happening. this is one of the transport trucks from the texas national guard that is heading out of simon 10 to go to the flooded area that extends for miles. and find out if there is anyone that needs some help. we have reports that there are people back there, listening to the radio communications and that there are people back there that have been spotted in people in the trucks and on boats are going back to try to get those folks out. you are referring to what we came across as we were trying to make our way through the area. we came across the scene that was disturbing. were two people who were found dead inside of a pickup truck that had driven into a flooded portion of the roadway. this is about 10 miles or so from where were standing now in an isolated area, and the people were found in the truck in the water and there were people standing by. family members who presumed that those were their loved ones. and they are waiting to get confirmation that they have been located. we are waiting to get more information on that incident. we want to show you pictures from this morning when we were down in katy texas. there are a lot of both rescues continuing. but instead of california task force team being over there as it was yesterday, a lot of private citizens were out picking up people, including one man who had five dogs. and he talked about that. >> my house is flooded with 4.5 feet of water and all the furniture is floating around. everything is floating around. mattresses, you name it. it is a total loss except for what is upstairs. and i have been camping out with my five dogs for the last three days. >> reporter: three are yours and to our your daughters. you are waiting to get picked. it looks like the dogs are okay and you are okay. why did you wait so long ? i thought the water was going to go down. >> reporter: do you have someplace to go ? and yes my daughter has a place around the corner. >> reporter: in the end that's all that matter. >> a lot of people are a lot worse than me. >> reporter: back again five and simonton. you can see the current going across the roadway is rather swift. if you can look across the flooded field, you see one of those trucks making its way to the area, trying to reach people that are back there. i am told by the people on these trucks, they can get through water says 4.5 feet deep. as we come back here, this is an unusual thing. you might see it, texas is a strange place for those of us who are not familiar, you will see these little fish that are racing up across the surface of this water. someone said they are perch. they are trying to get across the road. it is a strange scene, like the many version of the alaska salmon. but the little fish are racing across the roadway. something that is different and unusual that i have never seen before. one other thing to show you is right here, the marker of the water line went officials arrived here. you can see it says 6:51 am and been the date. this is where the water was just before 7 am this morning. and it has gone up just a little bit since we have been here. so, even though the hurricane has been gone for a couple of days and we have not had rain for 1.5 days, the water level is going up, because levees have been breaking and water from the reservoir is making its way down. so, there is still a lot of flooding in the houston area. and we leave you with one last shot of a truck departing. >> a very difficult time. they will have a hard time training that water out. but the devastation is insurmountable. let's find out where the storm is now. and the areas that are getting hard hit. it's unbelievable to think that this thing is just of the street. a one million-dollar arrest warrant has been issued for a man suspected of sexually assaulting a woman in san francisco. adrian hernandez baskets is accused of assaulting a woman in the city north of the panhandle neighborhood. the suspect and victim were acquainted socially and anyone who sees him is asked to call san francisco police. one person is in custody in connection with an armed robbery . the robbery was first reported at about 4:40 am at a building on carson boulevard. officers arrived and arrested a suspect outside of the building. the team was called into look for other suspects. officers closed off a section of macarthur boulevard between fruitvale and coolidge. bart says his crews are going to spend labor day doing repairs. they will be running free shuttle buses between fruitvale and 19th st. station. and the make merit station will be closed altogether. they will provide free bus service between fruitvale and merit. select 90% of the funding is continue to rise and we see wildfires breaking out. >> exactly right. with the ponderosa fire, i just checked on it, they are not reporting any contaminant, it's going to get extremely hot. the last couple of days have been relatively cool. it is a rough, remote area to get to and the heat is on as we look into thursday, friday and saturday. we are looking at 110-112 degrees in the fire zone. so that fire in my estimation will be around a while. so, as we look out here, we have heat in the forecast. there is a nice marine layer today. and temperatures outside, right now they are on the nice side. it's 4 degrees warmer in livermore and fairfield. 91 in fairfield, 78 in napa. here is how we go the next couple of days. this is not just for the fire zone. the air will start sinking in the high pressure built in. and temperatures in the inland bay valleys could make 115 or 117 degrees as we head into friday or saturday. it is going to get hot. there is a red flag warning for parts of going to live there or what type of services. >> reporter: -- san francisco general. opened a facility for people with mental illness who are transitioning from the hospital to the outside world. it's called the hummingbird navigation center. it will start out with 4 beds and eventually have 15 that's by the end of the year. they are at lee and other filled with -- professionals toward the facility. it helps people with mental health issues. many have been discharged from the hospital psychiatric emergency care unit. . >> some of them can spend the night. we would be doing medicine management. psychiatric support, addiction support. and it will be a day treatment program along with overnight stays. >> facility will be open 24 hours a day inside the behavioral health science center that is adjacent to the main hospital. it will cost $3 million a year to operate the facility. and these massive texans lives are bringing out some of the best of humanity. what is being done over the last two days. that we show you exactly what we are seeing. if you go this way there is a road up here, it is a bridge where you will see cars going up and down. that is where you saw the boat. that gives you an idea of how much water there was, how much it has gone down. were guessing between 10-15 feet. that is how much the water has receded over the last two days. behind me there is a park where there is quite a bit of flooding. were seeing that in houston in here in galveston county. but for the most part people driving home, going to see what is left of their houses. we have seen the sidewalks and a lot of strip malls and businesses, a lot of furniture, carpet and sofas, a lot of belongings out front. these things have been destroyed. another thing we found interesting, watching the buildings -- watching the buildings today, you can see where the flood lines were. it shows you how high up that water got. really devastating effects on this area. it is great to see that some of those people are able to go home. i know you say they are surveying the damage. do they know what they are likely to face and the like -- in the days, weeks and months [ indiscernible- participant too far away from microphone ]it depends on where your house was. the mayor said that he was going through here, everything was lost. a lot of these homes are going to have to be got it, a lot of furniture is gone. there are a number of shelters getting ready to house people for quite some time. in our hotel there was one gentleman who said he booked himself for at least a month. because he thought he would be there for that long. this will be an ongoing effort. the secretary of homeland security said this process, not only here in galveston but in houston could take years. >> the devastation is just incredible. it's very difficult to watch. many of the people being rescued from the floodwaters are unable to take their pets with them. jackie reports on animal volunteers on a rescue mission to find pets that were left behind. >> reporter: thousands of people have fled hardee's floodwaters and a rescued by cruise, what about pets ? animal owners have incredible bonds with their friends, and their friendships were on display as they clutch their dogs and cats while getting into rescue boats. >> reporter: unfortunately there is no or time, and that is where animal loving volunteers are stepping in. . >> we have a lot of cats and dogs that were left behind. were going into rescue these babies. select a german shepherd was found in a crate on a bus, and this kind stranger watches over him while he searches for the owner. the stock was found shivering on top of the car. rescuers say he tried to come down but was too scared. that's when they pulled out the . >> system that the fortunately animal shelters around the region are opening their doors. this rescue were in new orleans is near capacity but is willing to take in more animals. . >> i think there is hope were not familiar with it, tell me what you do. . >> 911 is a reactionary system. they go out and react to a call. this time we go out and work proactively with folks who have been discharged from the hospital. we also work with people that we call familiar faces. people who are frequency high 911 users. when they go to the hospital for small problems, that could be taken care of with a proactive approach. >> is better for them and essays a lot of money. . >> when i was there we went to a person's home was a struggling alcoholic. and he does in view had received 200 calls from the person. and through this program those numbers were reduced president in fact, we got him into a better housing situation. and that is one case out of many. >> you had a two-year pilot program tell me how that went. there was a study that looked at the program. >> yes two years was the initial study duration. we were just extended for another year. i can tell you off the top of my head that the readmission rate before we started working with them was about 11%. and working with the clients that we have it's down to 3%. >> that is a dramatic decrease. tell me why you think this program is so needed. why it's so helpful ? a mac there are gaps that exist within the healthcare field. especially in communities being discharged back home. sometimes home and help services can take a few days to kick in. in other cases are going in to do home safety checks. we are filling a gap that exists. we are not re-creating someone else's work. which is filling a need that exists. >> you are eliminating some of the backlog that exists. maybe not in alameda but in other cities with the 911 system. . >> that is the goal. . >> you are looking for funding now. do you think the program will be expanded beyond alameda [ indiscernible- participant too far away from microphone ]that would be the idea. that is what they were looking at when they launched the pilot program two years ago. how we can address ems and the way it is delivered throughout the state. and trying to make the applicable to other places person that it really is a shift. most people think you get a call and you raise to it. this is preventing the call from happening. . >> absolutely. it is proactive. >> keep up the good work. the study shows a lot of promising things. we will see if it that -- is in fact it's is stands beyond alameda. it was fun going out with him a few years ago and i got to see how this works and how people been updated. >> is nice to see something organic like that transpiring. select as far as that tells me, last night it was at 1400 feet now it is down to 1000. and is going to be that shot, you will see the fog creeping under the deck. that is a shallow marine layer. let's check out the wind. winter is still working. what is going to happen tomorrow the winds are blowing the right way. these arrows will start pointing down more northerly, when that happens that is when heat comes on. air quality will also take a hit. we do have a heat advisory and heat warning. and you can already see the air quality from your morning commute has declined. thursday morning in san francisco, 78 new school district in walnut creek. supporters want to remove five schools from the mount diablo unified school district and create the new school district. but, the school district is to big and not responsive to the need a specific schools. they say it's just the attempt for a more affluent part of warmer creek to break away from the less affluent pairs . >> there is no racism here. we have a wonderful inclusionary community. that even though the county board of education voted against the proposal, that's not the final say. it goes to the state board of education. if it is a know that that is the end of it. if it's a guess the issue will go before boulders -- voters. people and other states are learning lessons from hurricane harvey. >> water is extremely unforgiving. as you're seeing what is happening in texas, to a little bit of a small extent will happen in south carolina. tran south carolina experience catastrophic flooding that left nine dead, caused property damage, and drinking water contamination. to prepare for future flooding, law enforcement has to be mindful on how resources are distributed. . >> you are depleting your resources. officers being tired and
