Youtube, the men are accused of committing at least two car jackings, six armed robberies, four home burglaries, some of those crimes pretty high profile, they got a lot of attention. Explain in just a second. But the investigation started with the august 2016 investigation into a Home Invasion robbery in fremont. The owner of that home actually had pretty good Surveillance Video of the crime and richmonds police chief says that really helped them with this investigation. One of the detectives actually recognized one of the suspects as being from richmond. And that is what started this investigation. It took them 18 months and a lot of different agencies involved. The fbi working with local police, Contra Costa County sheriffs and d. A. s office to finalize this case. The most egregious crime according to the fbi committed by this gang were three homicides that happened in richmond in august and september of last year. That violence was not associated with some of the traditional Gang Activity that you see, turf battles or battles over drug sales. Their violence involved innocent individuals with no association with them at all. And it seems that their only motive was to inflict violence and inflict fear across several communities. And today a large portion and effort to squash that violence. Reporter now, the reach of this criminal gang spanned two counties and 12 bay area cities but some of the crimes having occurred in fremont, pinole, antioch, pittsburg, richmond, danville and livermore. Members of this gang that happened in orinda last year in which a School Board Member was shot. She was injured but survived but attempted homicide charges are added to the long list of charges that these eight men face. Police are looking for one other suspect who is still outstanding but my colleague Paul Chambers will have much more on this story in our afternoon newscasts. Move now to texas where rescuers are continuing to search for people left stranded by floodwaters from Tropical Storm harvey. At least 20 people have been killed according to the associated press. Authorities also found a submerged van in which six members of a Houston Family were believed to have died. This as 10s of thousands of flood victims are now staying in shelters across the houston area. Ktvus alex savidge live in our newsroom. Reporter good afternoon. The rain has let up in houston but that city still remains in crisis right now with as many as 40,000 homes damaged by the flooding. Many other people staying in shelters right now and Tropical Storm harvey is moving east and causing even more destruction. The pounding rain from harvey led to this heart stopping rescue today in the city of port arthur, texas. Volunteers used a motorboat to reach a man who was clinging to a tree in the middle of the rushing floodwaters, eventually they were able to pull him to safety. We thought we lost him. He went quiet and said we were screaming and hollering at him and we really thought we lost him but he hollered out he had grabbed vines on a tree. Reporter officials in port arthur are getting more 911 calls than they can possibly handle right now with most of the city flooded and drainage pumps no longer working. This family rescued from their home wrapped their newborn baby in a garbage bag to keep him out of the rain. Across texas more than 26,000 people have now been rescued from the flooding, many evacuees refusing to leave without their pets. So we have to go back and get him. So wow. Even though hes on the second floor, i knew he was scared and didnt have enough food. What was it like back in there . Its devastating. Its terrible. All cars are submerged, water is almost to second floors. Reporter in houston more than 200 shelters have now opened their doors for evacuees, that includes a new shelter at energy stadium, home of the nfls houston texans. When officials put out a call for help, hundreds of volunteers showed up here. We are going to be able to feed people hot meals, you can see the volunteers that are coming in. We are going to put them all to work. We may actually reach the point and you always hate to do this but say, okay, weve got enough volunteers, you know, and so but thats a nice problem to have. Reporter this drone video taken by a California College student studying at the university of houston shows entire neighborhoods under water and without power, while harvey has moved on, Authorities Say this kind of severe flooding could last for weeks. And so far there have been at least 20 stormrelated deaths across texas, that includes the Houston Police officer a Houston Police officer who drove into a flooded underpass in the dark while on his way to work and there was a family of six swept away while they were driving in their van and their bodies were found just a short time ago. Authorities do expect the death toll from harvey will continue to rise as this devastating storm now pushes into louisiana, mississippi and tennessee. Alex savidge live in the newsroom. Thank you. Nothing of the same. Remember harvey went from tropical depression to cat 4 hurricane in 72 hours. So a lot could happen. The good news, though, is the rain has ended in houston, but, boy, is it hot and humid. I mean, my gosh, harvey, departing remember it had two landfalls, impressive to see that developing but it is now moving north. Really heavy rain is in lake charles, louisiana right now. Its going to start moving up towards arkansas, tennessee, kentucky, very heavy rain will fall there. Down towards corpus christi, came in late last friday, went north, put on the brakes, went back out into the gulf, gained a lot of energy. The eye wall is damaged so didnt get hurricane strength but did reach Tropical Storm strength again with gusts to 50 miles an hour. Remember it was moving about two to three. Its finally accelerating now as it made landfall again, the second one, now moving about eight to 10 Miles Per Hour. But look, you can see on the backside, houston had some clouds but some sun but the rain ended. But lake charles is getting slammed right now with really heavy rain. In fact, theres been some reports coming in that are exceeding some flood values as well. This is starting to lift now towards the north but look at the wind here. I mean, youre still getting gusts, you know, 25, 35 Miles Per Hour but you can see from shreveport to lake charles to beaumont, port arthur and even houston has gusts to 30. So while the rain has ended, the wind is still there and look at the temps. 92 corpus christi, 86, 87 in houston and galveston. So while the rain has ended, thats good. It is going to be extremely hot and humid there. May be another system next week. There is also a new Tropical Storm in the atlantic, irma, with some hints it might head towards the caribbean and then the gulf. We will see. Okay. Thank you, steve. Officials in houston say harvey may have damaged or destroyed more than 100,000 homes. People living in a lot of those homes are part of a rescue effort thats happening right now being carried out by emergency workers from the bay area as well as many, many others. Ktvu anchor ken wayne has been in houston where rescues are still happening, ken. Reporter we are in west houston near the west houston municipal airport. Want to show you whats going on here. We have more boats coming in, jet skis coming in. These are civilian volunteers who are hauling people out who are still trapped and getting evacuated from this flooded neighborhood of houston. This has been going on all morning long and i have been told from people here that the water has actually gone up this morning, even though it hasnt rained since yesterday. So theres people here helping get these folks out of here. The biggest things are pets, people getting their pets, we have seen this is texas so a lot of people coming out with arm loads of rifles and guns. They dont want to leave them behind. They are worried about potential looters, although we havent heard about that happening, especially in this area. And then prescription medications. So some people who forgot any of those things, when they initially fled now want to come back and catch a ride on one of these boats to go back and try to retrieve some of those items, so we have deanna right here, real quick, she is one of the volunteers. So tell me what youre doing and how things have been going this morning. Basically my job right now is im helping people that have been transported by boat, once they get to dry land im taking them to the gas station and from the gas station we are offering rides to a shelter, if they already have somewhere to go, we are going take them wherever they need to go. Reporter how many people do you think you have been moving . Its been moving quick recently. I havent had to transport anyone yet. Just yet. But theres tons of volunteers. But they are moving a lot of people out. The water, they said was rising. Reporter this is clark county rescue. Thank you, deanna, coming in with more people. They are wearing their life jackets and so on and then we have roy. Yes, sir. Over here. And youre you evacuated earlier and youre trying to get back because you need some medication . Actually, we had to evacuate yesterday because we got some parts of, you know, like soccer fields and theres the water theres nowhere to go, so started racing up pretty bad so we dont got no more food so that was the reason we had to leave. Youre trying to get back now . Yeah. I need to pick up cancer medicine for my wife. Theres no other choice, im going to have to walk. Youre hoping one of these folks will give you a right out which they probably will. Thats what we have been seeing happening. Yes, sir, i am treeing to trying to see if someone can do me the favorite and take me back. My vehicles are there, so i dont got nowhere to go and its kind of hard. We never expect this. We saw before but not like this. Reporter how is your wife doing . Pretty good so far. Hospitals are packed right now but i think you know, we got to take the time and, you know, not go crazy and i know we are going to make it pretty soon. Reporter all right. Well, hang in there. We have been running into these stores left and right in houston. A lot of people in dire straits. The rescue continues. We are going to move on after this broadcast and head back down to the katy area where task force 4, thats the east bay fire rescue water team, they are going to be back in action. We just found out they have been called back into service and we are going to hook up with them and find out what they are up to but they will be doing much of the same thing so the rescue goes on. So gasia,sending it back to you but a lot of activity in houston even though its not raining anymore. Very busy, a lot of people being rescued. Are you getting the sense that anyone is still missing . Are these people coming up and saying ive got three neighbors, i havent heard from them, i dont know where they are or is everyone pretty much accounted for from what you can tell . Reporter from what i can tell, everyone is accounted for. We havent heard any stories of anybody being missing. Now, there are some reports that the authorities are asking people to put out a white towel out a window if they need to be rescued and if they are hanging Something White outside the window and they dont need to be rescued, to bring it back in. So thats the only thing we have heard because there are so many people out there and its hard to communicate with them other than driving up in a boat and yelling or if youre able to reach the doorway, knock on a door or window. Thats the only way to try to contact people. So they were asking them to put out a white flag of some kind to tell them that youre trapped and you need to be rescued. So thats the you know, pretty basic level of communication, thats what its come down to in this high tech age putting out a white flag. Im curious of the percentage of people that youve spoken to who are being rescued, would you say they have to go to one of the shelters or do they have somewhere else to go relatives and other cities, other parts of texas . Reporter everyone we have talked to so far has had a place to go. They have relatives or friends that they are going to, you know, theres a lot of extended family here. So people are staying with in laws, brothers and sisters, parents, things like that so coming in on their bicycles. We have seen some really unusual things out here. We saw one of those little paddleboats that you see at on like stow lake and golden gate park, that kind of thing, you know, people out there in those and plastic kayaks. I wanted to check in with Civil Air Patrol see if they had aerial pictures and things like that. The airport is down this road, which you can see is flooded and ive been told that the airport runways are underwater. Sugar land airport is down the road. Its underwater. The International Airport is shut down, Hobby Airport is shut down. So its really strange to be in a major metropolitan area and not hear jets flying overhead and not see aircraft, especially at night. Youre used to looking up and seeing the flashing lights from the aircraft. Its totally quiet in the air. Havent seen that since 9 11. Takes a team effort and theres definitely a Team Effort Going on there in houston and other communities. Ken wayne live for us this afternoon in houston, texas. Speaking of other communities, just about two hours east of where ken is in port arthur, texas, there is just a mass amount of water that i would say over the last eight to 12 hours has kind of poured into the city. Just looking on the twitter feed, there has been multiple one minute after the next of people saying heres my address. I need help. We are in port arthur, texas. I believe we have a live picture from one of the it would appears to be maybe a cons less sent home convalescent home, could be a hospital. We have been looking at this live picture the last five to 10 minutes and we have seen men and women in wheelchairs being pulled out and the hospital beds being pulled out. You can see a reporter there doing a live interview right now. The picture just switched right there but seems to be a drastic situation in port arthur, texas. Right. We were watching the workers in the hall and in the home we just showed you and they are walking through, you know, cast deep water at the very least and then people at their most vulnerable literally in the hospital bed with nothing they can do to help themselves. Talk about people coming together. A lot of bay area people in the on the ground, even more on the way to texas to help out with the Disaster Relief. Three members of the local Salvation Army got on planes at oakland airports this morning, three groups. In years past they have been deployed to hurricanes and fires all over the country. They will be joining other personnel from around the united states. They will be getting their exact orders once they arrive in texas. They say their goal is to bring people comfort. Lots of times just getting there and giving them someone to speak to, you know, some encouragement, listening to their stories really is very important for them, hot cup of coffee, maybe some warm clothes, blankets. Right now the Salvation Army has more than 50 mobile kitchens set up in texas. As of monday they had already served more than 6000 meals to evacuees. He left his house in malibu to train in arizona. He originally ran in the olympic team. He ran for peru, his mothers home country. Set track records at cal from 2004 to 2008. His body was found monday at the bottom of a pool in scottsdale. It appears he drowned and there are no signs of foul play. We are getting more damage numbers from a wildfire burning in hugh county. The pont rosa ponderosa fire destroyed 30 buildings, 10 were houses. People living in the hills above Lake Oroville are being ordered to evacuate. The fire is threatening 800 homes in buildings and buildings in the area. Investigators do not know what sparked that fire just yet.
