>> and i'm frank somerville. we have information about two of the three men killed by police and the third man. here are picture of the two people who carried out the killing. since then two died in separate police shootings. the third man, name unknown, still on the loose tonight. we have new developments now from ktvu's maureen naylor with more >> reporter: the surveillance video taken inside the building and police shows it shows terrifying moments after a man was tortured and then shot to death. it is through this door that the men got inside. you can see three men coming around the corner, one carrying a handgun, the other fold by a man with a mask. and a third one with a gun. a man in a white shirt puts his hands up. >> they are paint pointing the gun at the victim and also he put his his ain't up. >> the video was taken inside the door suite with no one open. a cooler, flowers, food and cleaning supplies were left behind. >> that's the mystery of what is the reasoning behind the attack is and has everyone wondering, there's a lot of different businesses in the building and the rest of the tenants are wondering what is involved in this. >> reporter: investigators identified the first homicide suspect as 29-year-old matthew castillo. they say he was armed with a handgun, seen here in the blue shirt, pointing the gun at the homicide victim police say that castillo was also armed when he was shot and killed by two police officers at a strip mall on center road sunday night. investigators say that 40-year- old richard jacquez is the second suspect seen here with a tech 9 assault weapon he was shot and killed by officers monday night after crashing his car in crook haven court. police originally said that he reaped for his waist band but they say that was not the case. he was running away from an officer refusing his demands to stop. >> the officer fired at the suspect once he did not comply with the officer's demand. the suspect turned around and the officer fired again. >> reporter: jacquez was not armed but a tech 9 was later recovered at the residence. police say he had evidence he was going to kill the woman in the car with him. >> there was probably concern about what information this female had about the homicide and the suspect's concern about her did i villing that information and putting her in jeopardy of him being apprehended. >> police hope that the video will help them catch the outstanding suspect, seen here wearing black and being considered armed and dangerous. police were called about a man with a gun in the area of lundy. police were here two days in a row. >> they were looking through the parking lot looking at dark mercedes benzs. >> police identified the three officers involved in the two separate shootings saying they have between them between eight and 15 years on the force. none were wearing the department's camera. >> from julie, we go to amber lee who his san jose at the home of one of the suspects killed last nightthe vigil wrapped up here a short while ago but some family members say they were here. police say that police should not have shot him because he was unarmed and they should not have used excessive force. >> it's never easy. >> reporter: the family of richard jacquez and his supporters gathered at the spot where he was laid last night. his sister is critical of the shooting. >> five shots in in the back like a dog. >> and she was joined by people whose relatives have been killed by police including the family of oscar. >> cecil johnson offered his sim pa thing we are critical at this point in time is that you all embrace this family. >> reporter: family and friends created a memorial for jacquez. they say that the 40-year-old is a very different man than the gunman described by police. >> funny guy. always played around with all the kids, helped my granddaughter in the project >> reporter: at this gathering, supporters spoke out against all the recent officer-involved shootings. >> four lines were taken in nine days. >> regardless of what they thought was going on, they didn't ask questions, they just shot. >> the crowd was emotional and thought comfort amongst themselves. >> let the past be the past. let's embrace each other. >> reporter: family members say they do not trust any surveillance video released by police saying that it's edited. amber lee tonight. thank you, amber. a long way to go on this story a youtube video of the san francisco police video detaining a barak man is now getting a backlash. at one point, the man kicks an officer with his prosthetic leg and the officer kneels on the leg. several people have accused the officers of using excessive force. police say he had been waving a stick at people and walked into traffic and when they tried to stop him, they say he resisted. they say he has mental issues. >> we are taking into account if someone is disabled when we are taking them into custody but if you are actively respicying with officers and kicking officers with your prosthetic leg, there is only so much that you can do. >> the man was taken to the hospital for a mental evaluation. police will take a look at whether there is any violation of department policy the man was known to officers and had a felony warrant for aggravated assault. >> the hayward police department released sketches of three suspects wanted in connection with a recent homicide. the three are described acela tinos, 17 to 18 years old, medium build. the shooting victim was 17-year- old kianta murphy, jr. he had just graduated from high school last june. he was a wrestler and football player and wanted to join the u.s. marine. police said that the gunman drove off in a fray or silver suv. if you recognize any of the people in the sketches, hayward police would like to hear from you. state lawmakers are trying a new strategy to pass a controversial right to die bill in california. the legislation stalled in committee weeks ago but was repackaged and then reintroduced today in a special legislative session on health care funding. ktvu's heather holmes is here now with the maneuvering that's drawing an earthquake warning system put to the test during monday's quake on the hayward fall called shake alert. one day, it could notify your cell phone before you feel the earth move. ktvu's jania katsuyama tells us that trains slowed down during monday's quake because of this warning system. jania? >> reporter: back in 2011, following the quake in japan, my cell phone would give out warnings before you could feel the shaking. uc berkeley is now working on a similar system. yesterday, that was put to the test and we found out it actually worked well when it came to b.a.r.t. train and notifying them successfully. what many b.a.r.t. riders didn't realize is when the earthquake hit monday among, a high-tech early washing system called shake alert sent a message to automatically slow down all the trains. >> takes the trains and put them into 27 miles per hour. >> reporter: b.a.r.t. officials say they are part of a test group partnering with uc berkeley and the usgs on an early warning system. >> it detected the earthquake, pushed out a warning in a little over 4 secs. >> the sensors detected all movement even before shockwaves were felt. >> they have the technology in japan for a number of years. we've demonstrating that the technology works here in california. >> but official says that the systems can alert computers before people are even aware of the system. with trains often moving at speeds before 50 miles per hour. >> reducing the train speeds prevents derailments. the further away, the more benefit we get. >> b.a.r.t.'s protocol on monday brought trains to a stop for five minutes while the control room assessed the situation. shake alert filled a need left by a previous system that only warned them above a 62.0 system having an early warning for anybody, in case of a natural disaster provides some kind of -- i mean, relief in some way. >> if they have the money, yes, it's certainly worth it. if it's going to cost several other fare rate raising, then it's not going to be worth it. >> if the analysis by experts say that it is effective, then they should be implemented, especially in an area where there is such a high risk, like here. >> reporter: professor allen says they need $28 million in order to complete the system for the entire west coast and an additional $60 million just to maintain it per year. so far, they have not received that amount. this is still in the test phase. >> jania, thank you. san francisco police were joined by the family of a shooting victim today as they asked for help. the family of 32-year-old maria lordes sosa shared the story. she was hit by a stray bullet in a drive-by shooting on en will street in the bay view district. >> i just want to find that person whoever shot my mom. and i want justice for my mom. >> police release add videotape showing a truck that may be the key to solving this case. it is a black dodge pickup, likely a dodge ram. mandatory evacuations are in place for wildfires burning in two parts of california. the rough fire is burning in fresno county. about 1000 people in the hume lake area have been told to leave their homes. some 23,000 acres have burned since lightning started the fire. so far, there is no contain many. in san luis opispo county, the cuesta fire is threatening some areas. mandatory evacuations have been ordered. right now, it is only
