weekend festivities. >> maybe a little bit of a thursday and friday spent outside after work today. if you're doing so jackets, sweaters. definitely necessary full-fledged fall weather now in effect across the region. and good news for those of you that are hoping to get out for fleet week is just in time for saturday and sunday skies will clear back out. so a little bit of cloud cover and our coolest temperatures these next couple of days and improvements just in time for the air shows this is a good forecast. actually. it's bringing us what we need your bay bridge view behind me looking a little bit on the clear side, at least because that cloud cover sitting right above us similar view in perspective here. looking at financial district. the cloud cover that we are seeing and pull amounts of us sitting above the day. that's visibility is not taken a hit. you're doing good across all the bay area blanket of cloud cover very evident in satellite and radar right now. if we zoom out across the region a little bit. you can see that there is some shower activity to the south and west of the region. none of this is going make its way. our direction, though. so really what we're just tapping into is the cloud cover here and then the cooler feel of all of it. so today is going to be a dry day, a cool breezy brisk one for sure. temperatures are currently in the 40's and 50's do not forget the jacket as you're getting out there. oakland and pittsburgh 2 or more mild spots at 58 brent, what you're definitely the most mild that 61. well 40's across the north bay nap at 47 santa rosa saint helene age of 45 degrees. definitely jackets in these areas. nevado napa santa rosa, for example, or a full 7 to 8 degrees cooler than yesterday. at the same point and we'll continue this cooler trend of weather into the afternoon with cloudy skies staying with us through the day and daytime highs. barely reaching into the low 70's at are very warmest. i'm talking more in this the los angeles city council voted to approve a strict vaccine mandate the year. it requires people to show proof of full vaccination. it ordered into restaurants. bars gyms. retail stores nail salons and other indoor areas including staples center where the los angeles lakers are going to be playing that similar mandate to already in effect in san francisco. berkeley in contra, costa county la council members who support the orders say it will help reduce new covid surges. but there's some business owners who are just worried about enforcement. >> i feel like it's necessary, but. it is definitely going to hunters. regular business procedures getting tired of protecting people who do not want to protect themselves. >> la mayor eric garcetti is expected to sign the vaccine mandate ordinance into law. it's going to take effect on november 4th. developing this morning san jose sharks player evander kane is under a new investigation by the h l this time over allegations that he used a fake covid vaccination car using a fake vaccination card is both illegal in both the u.s. and canada and against league rules will cain has also been accused of physical and abuse by his san mateo county is launching a covid booster clinic. it will be several clinics over the next few days and they're going to take place at the san mateo county event center. the first clinics today get the shot. if you have a job that puts you at an increased risk of exposure. covid the booster shot is only available for people who receive the 2 dose pfizer vaccine. sandwiches. those vaccine mandate deadline for city workers is now less h away. the director of the city's transportation agency says more than 300 new drivers are not vaccinated. that number represents about 15% of the city's total bus drivers less than 50 of whom have asked for an exemption. well, the agency's director says losing that many drivers could severely disrupt muni services. >> you've been waiting for the bus for 10 minutes. you will now be waiting 30 minutes. and if you've been waiting 20 minutes, you will now be waiting. >> it it will significantly impact transit operations and parking control throughout the city. >> officials say the vaccine mandate could also lead to a shortage in parking enforcement officers and school crossing guards and the head of the transit operators union says workers one, a choice of getting the vaccine or taking a daily covid tests. a spokesperson for the san francisco mayor london breed tells us there are no plans to make daily testing an option. over in the east bay, the oakland city council has unanimously approved legislation requiring city employees to show proof of vaccination by november 29th. those workers can seek a medical or religious exemption. if that exemption is granted, they're going to have to be tested regularly for that. educators. doctors say now that most students are back in the classroom. they're no seen a rise in behavioral problems. they report more students are acting out and even fighting with their peers. others might be easily distracted and also having trouble focusing cal state, east bay, professor of public health michael stanton says the realities of living with the virus are likely taken a toll on children. >> just the gravity of a lot of them lost loved ones throughout this and not only that, but they've seen their parents often in poor teachers be really, you know, experience a lot of stress and anxiety. due to the pandemic. that's really, you know, affected all of us. >> doctors say teachers and parents should not be quick to punish students who misbehave particularly right now. they argue a warning. good behavior is a much better way and getting students to follow instructions. justice department says disagreements over mask and vaccine mandates have triggered a disturbing trend. well, parents becoming hostile and threatening teachers and staff attorney general merrick garland says his department and the fbi are stab wishing a task force to investigate and prosecute threats and attacks made against educators. the president of the national education association says the measures are necessary. >> is is a complex issue and it's a systemic issue and so he wants to bring the best thinking in terms of how to resolve it anyone is attacking anyone. the physically or making them feel unsafe. we need to hold those people accountable. >> the association law enforcement and the public will help lower tensions and keep educators safe, especially as more school districts begin issuing vaccine got it messed with the neck area. little bit. you are saying that you're a little stiff this morning. the weather is conducive to being able to get out to work out. so that's the bright side in all of this, right. john, you know, the busses are going to be doing much i have a little new alarms on the screen. know it's going to happen up but yeah, it will. weather is definitely conducive for getting outside maybe going on a jog enjoying this cool feel fall finally settling in with us. >> after long. because it did feel like summer didn't want to loosen its grip on the bay area for a minute. there. you're look outside this morning is showing a little bit of low gray hovering right across the bay area. you can see outside of her berkeley hills cam that there's good visibility looking down into the bay as that cloudy blanket is sitting right above us. so little nice note. there's not really anything that's going to be slowing down on the roads as far as weather is concerned, at least as our conditions out there are nice and clear at the surface cloudy blanket above us some showers actually to our west. we saw a few showers right along the sonoma mendocino line yesterday. couple of sprinkles elsewhere, too. but really so far the bay area has not tapped into much of the moisture from the system that is just really stood draped right across the region. that does change potentially into tomorrow, though, as into friday, we do see our best chance of precipitation in the forecast. so today we're sticking with the cloud cover. not really looking at any chance of rainfall tomorrow that does change a bit. we could see a few sprinkles during or early morning hours on friday for areas like the blows in the santa cruz mountains around san jose better chances of rain for the snow in the sierra nevada itself. very welcome to see that we'll have temporary clearing at times on friday and then another chance of sprinkles a little bit later on in the day. friday night on into very early saturday morning. a resurgence of moisture that could bring just a sprinkle or 2 during a predawn hours on saturday morning after that saturday dries out really quickly skies clear out in fleet week weekend will be a beautiful with lots of sunshine and little bit warmer temperatures for your air show as for today's highs, it's 50's 60's for sf as well as along the coastline. little cooler than yesterday just as cloudy definitely keep those jackets on hand, especially near the coast. but elsewhere, too highs mostly in the 60's along bayshore palo alto and mountain view each at 66 san jose at 69 campbell in saratoga right at 70 60's. pretty consistently from freeman through oakland while 60's as well for the tri valley on up through san ramon and danville in fact, you're barely even holding on to the 70's for walnut creek and concord as well as any pittsburgh in vacaville among are few spots barely even reaching that mark sandra fell in nevado. you'll be there too, right at 70 degrees tomorrow's temperatures likely only rising into the upper 60's at our warmest again, we do have that slight chance of showers during our morning hours tomorrow. maybe a couple of sprinkles during your evening hours friday night into saturday morning. but the better chance is during the morning on friday. saturday and sunday, as i mentioned, getting nice. look at mostly sunny skies on saturday highs climbing back into the mid 70's inland 70's right along the bay sunday's going to be the warmest of this forecast. and then next week doesn't look bad at all either highs in the 70's inland and 60's 70's near the bay and the coast. that's a look at your forecast. i'll send it back to you, don, thank you for that. wow, the weather looks great for the next few days. all right. if you're heading from the east bay into the city. a little under 2 minutes for your drive time. the air. >> not seeing any major hot spots. as i'm looking on the map right now. let's go ahead and get a look at the san mateo bridge a little under 30 minutes as you make your way across towards the peninsula. the richmond sandra fell coming in a little under 9 as you're traveling there with chp waiting. so remember, drive the speed limit and stay safe as you're driving the golden gate bridge. no major fog to slow you down about 20 minutes. we'll have more on your traffic and weather coming up for now let's get back to the news. a group of former fbi agents and retired law enforcement officers say they have unmasked the infamous zodiac killer. a prolific murder who terrorize communities in the bay area and the 1960's kron four's. noelle bellow has that story for us. >> i believe comes from discussions and interviews with real with this is people who say that they have been with a man that they feel strongly is the zodiac killer private investigator and former investigative reporter bill proctor is a member of the case breakers. a group that also includes retired law enforcement and military intelligence personnel. >> i believe they've identified the zodiac killer. there is evidence that we intend to go and find and bring back for analysis. >> there are maps from one chilling to another arrests of the individual that we believe in fact the zodiac killer. >> after interpreting anagrams from some of the zodiac letters. the group believes gary f post who died back in 2018 is the zodiac. they point to scars on posts forehead matching that of the killer. proctor says they also made the connection through an unsolved 1966 riverside county murder. but they say police there are considering it. let's face it. we don't really know how busy he was all over the state of california. >> they say that they don't think this guy's the guy. kevin fagan has been covering the zodiac killer for more than 25 years. >> he says he's received hundreds of tips and ideas. just this year about who the serial killer might be. while he notes the case breakers are credible bunch. officials aren't buying it. they don't think there's a neck and anything to do with it. but, you know, stranger things have happened. the fbi san francisco office was blunt in their response wednesday when asked about the claims of an id for the killer. they said, quote, the zodiac killer case remains open. we have no new information to share at the moment in san francisco. noelle bellow kron 4 news. >> and now to a crime spree in the east bay. police say a group of teens and preteens are connected to a carjacking in oakland and a laptop theft in berkeley. nev group was caught tuesday after crashing the stolen car kron four's, dan thorn has more on that story in berkeley. >> police say an 11 year-old was among the 5 teens and preteens who were detained after committing crimes across 2 cities. police say they also heard a man that was sitting on a bench as they tried to take off in that stolen car. this peet's coffee shop on 4th street in west berkeley was the scene of a laptop theft that later turned into a chase for a stolen car full of juveniles. investigators say this all started just after 2 o'clock tuesday afternoon, witnesses were able to help identify the toyota camry which was spotted by police n another part of the city and then chased to university in san pablo avenues. the ages of those detained were shocking to some local parents it's very concerning and its something must be, you know, going on. there must be. >> something deep or what they feel like. it's ok to do that. the 11 to 15 year olds are also accused of striking a man who was sitting on this bench is they tried to evade police. >> the unknown victim was taken to the hospital. investigators later determined the car was taken at gunpoint from a man in oakland on monday and one of the suspected carjackers was the 11 year-old. we are seen. >> outcry for help. we're seen behavior that is unprecedented. that is not becoming. >> not burrell is the ceo of youth uprising in east oakland. the organization focuses on helping young people in the community by providing a neighborhood hub and activities. believes this criminal behavior as a result of a lack of resources and safe spaces in the east bay the mindset started way before 11 years old. >> i don't i don't believe they want to harm. i don't believe that is the intent and maybe into fighters gift. it's still a crime. but its survival. investigators in walnut creek and connected this same group of juveniles to a robbery that happened in their city on monday. >> other police departments throughout the east. bay are also working to see if this same group might be connected to similar crimes happening in their cities reporting in berkeley. dan thorn kron 4 news. >> coming up next on the kron 00:00am morning news. a new twist in the investigation into what cost the devastating oil spill down in orange county in 2 might be responsible. we'll have that story when we get back. a fuel leak that took place in the bay along san francisco's hyde street pier has been contained. it happened after a 30 foot foot fishing boat sank wednesday morning. the coast guard was on site working to contain it clean machine win. we're not sure just how much the gas leaked into the bay. but what we do know is that that boat can hold up to 260 gallons. one person was on board and was able to quickly get off the boat and call authorities for help. no word yet on what caused that boat to sink. and now we head over to ground 0 of the big oil scare near huntington beach. the u.s. coast guard has released this video giving us our first look at the pipeline that spilled 10's of thousands of gallons of oil officials say was taken monday and shows damage to that pipeline. but no oil being released reports of a possible oil spill. first came in last friday. the company that owns the pipeline says it was not aware of any possible spill until saturday morning. >> we're we're not aware of any spill until 8. oh, 09:00am on side warning. i promise you if we are aware of something on friday night. we promised you we would have immediately stop all operations and move forward. >> well, the coast guard is using gps to track the movement of big ships that were in the area at the time of the spill. investigators think a ship anchor may have snagged and dragged an undersea oil pipeline causing it to rupture. according to the marine traffic data. the ship is now anchored in the port of oakland. officials with the cost with the coast guard are now seeking more data from that ship. >> we'll take a look at this san francisco police are looking for this man. they say was taken to the hospital to be treated for her injuries and thankfully is expected to be okay. no other information has been released on a possible information on the suspect. but take a look at him. that's him on your screen right there. well, still ahead on the kron 4 morning news people in the north bay are going to have access to help folk
