contra costa and sonoma counties have been the only bay area counties in that most restrictive purple tier. a new vaccine distribution plan announced last week by the governor is designed so that those shots reach, those in the poorest zip codes in california. but bay area lawmakers say that solution leaves other bay area residents out in the cold. they are calling for some changes kron four's. dan kerman is following the story and has details. dan. well, the governor has long talked about how this is disproportionately hitting the african american community and even more so the. >> a latino community and as a result he has talked about how do we do that better. how do we get more shots into those arms come up with a plan about redirecting 40% of the vaccine. the state gets to those poorest areas in the state. but the state of california as it sets up and has legislators in the bay area say it sets up that leaves the bay area out in the cold. last thursday, the governor announced that 40% of all vaccine coming to the state would be funneled to those living in the poorest zip codes. >> since many of those areas are seeing the highest rates of covid-19. that's a way we're going to make real progress. >> as it relates to advancing our cause. this cause i think should all of us in california. that's the cause of equity. but state lawmakers from across the bay area say this plan to create equity is in fact detrimental to those living here because only 2% of bay area residents fall under those affected zip the index was based on. >> income in zip codes. let's in kerr county completely out. so here we have even today, 51% of the cases. the new cases in. >> soon, the kerr county, for example, are among the latino community. they could not even one more of this vaccine rollout. the so-called equity rule out. so that seems like an inevitable roll state senator dave cortese in more than a dozen other bay area legislators. >> have sent this letter to state health and human services secretary doctor mark galli asking you make changes to the plan to go through out what you're doing. >> just come back in. in back fill these holes that were created these areas that were left out. you actually it's a fairly modest number in the bay area but it's an important set of areas in some important 7 neighborhoods and to its. it's the mission. it's certain areas in the sooners, kenyan story and some other areas. >> now at this point to the health and human services director mark galli was asked about this during a phone news conference earlier today. there is no indication of any changes, but there has been talk that conversations will continue. so there could be changes going forward again, the next big batch of vaccine due to come to the bay area likely monday. this monday the 15th 16 to 64 year olds with serious illnesses can sign up for shots through a health care provider. eligible conditions include cancer down syndrome chronic conditions like kidney and heart disease. pregnant women will be eligible and people who live or work in jails. homeless shelters public transit and airports as california expands vaccine eligibility president biden is pledging to make the covid vaccine available to all adults in america by. >> may. 1st speaking from the white house last night. the president predicted americans could gather safely in small groups to celebrate the 4th of july. president biden says his administration is on track to beat the goal of administering a 100 million doses within their first 100 days in office. so far. california health leaders say 2 million doses of vaccine have been distributed to the most vulnerable parts of the state and that triggers some road changes for the state to blueprint taking effect this weekend. ashley zavala explains the latest on the vaccine effort. >> california is making good strides between sunday and tuesday. 26 california counties are expected to move from the most restrictive purple tier in the state's color-coded reopening system into the less restrictive red tier state health and human services secretary doctor mark kelly friday confirmed a triggering rule changes for the red tier after 2 million shots of the vaccine were successfully distributed to those living in the most vulnerable parts of the state, making sure that our. >> line of protection is going to those places that have shoulder. >> his greatest burden meeting the milestone means the red tier expands to allow counties with daily case counts up to 10 per 100,000 people restaurants, gyms and other businesses can in the bay area. san francisco's city college vaccination site kron four's maureen kelly talked to some of the people who got the shots and got their reaction. >> by day's end friday. 1000 people were expected to get jabbed with the j and j vaccine at the city college mass back site. the city's public health director says they got 4800 shots of this newly approved vaccine this week and they're happy to get that. 3rd option to help boost supply. and while studies have shown it to be less effective than the moderna and pfizer vaccines in certain ways. it is a 100% effective in the way that high school football season ended in california starting friday. the new season kicks off with some modifications. the field of play will look the outside the lines will be a little bit like but but hopefulwy there's a lot of smiles leo lopez is the vice president of the athletics department over at dulles south high school playing their first game in over a year against saint mary stockton saturday night and things definitely look different this season. there's a lot of new new items from testing too. protocols that way. we have to play the game. california schools, resuming football all happening in lafayette and moraga khan for sleep. all talked with the mother of one of the youngest victims. >> 8 months later at long last and allusive coyote in the meranda and lafayette hills that has eluded capture has been caught and euthanized. i have actually seen the coyote since the attack a few times in the neighborhood. >> so my family and i were very on edge for our safety and safety of the rest of the community last month. jackie says the unprovoked coyote bit her 3 year-old daughter while the 2 were standing in front of their home near camp lindo high school. the same area where the california department of fish and wildlife says trappers finally found the male coyote in question thursday. we are really grateful to the state agency is the police and the federal yesterday. >> the arrest report says that she and a man went to a vegas paying can ask for an account to be transferred using id belonging to somebody in virginia. police say that she initially claimed she was just helping that person with the transaction. didn't know anything was wrong. officers later learned that somebody else picked up king telling her to help lewis complete the transfer. and again, she's one of the 3 women caught on video assaulting an uber driver in san francisco on sunday, another woman, 24 year-old my reportedly plans to turn herself in all 3 women have been banned from both uber and lyft. >> a man has been arraigned in the murder of an elderly asian american man. the victim was killed during his morning walk in oakland. >> the suspect facing a string of felony charges, although i hate crime is not one of them. kron four's haaziq madyun talk to a legal expert and why some incidents do not qualify as hate crimes. the suspect arrested for the murder of a 75 year-old asian american man in oakland has been charged with multiple serious felonies by alameda county district attorney nancy o'malley however, he is not be charged with a hate crime just because they picked him is a protected category doesn't automatically make it a hate crime. gabriel chan is the martin luther king junior professor of law at the u c davis school of law. >> he talks about possible reasons, hate crimes are not charged in some criminal cases even though the public assumes or believes racial bias was the motive of the crime. of course, sometimes terrible things happen to people of color or women that that related to their protected characteristic. >> so one possibility is that there was insufficient evidence of the crime was motivated by bias. another possibility. that if somebody is already being charged with a very serious crime. then it might be sort of. unnecessary. to add a. if they hate crime enhancement. >> vicious hate crimes against asian americans. mostly good weekend. i think wheather wise changes our way on sunday. but what a day today gorgeous weather all the way. the coastline that sunshine make a return. the temperatures really warming up. we have 60's and some 70's popping up around parts of the bay area. so. >> yeah, you can see off the there's a cold front that is brewing that one will affect our day on saturday, but ahead of it got a big dome of high pressure building in. and that's just been enough to bring in lots of sunshine out there right now. beautiful look over san francisco clear skies looking good across the bay looking from mount tam little bit of a breeze over the mountain top, but still looking great up above. from the east bay little haze settling into the bay right now. you can see the golden gate bridge that hours out there right now as we're getting ready for what looks like a beautiful start to the weekend storm clouds rolled all the way into southern california seeing right there. it lightning strikes popping up over the mountain tops right near big sur. watch to see him popping up right there coming on through. so certainly some unsettled air in their direction that all part of the same storm that moved through the bay area. we on the other hand, high pressure building in little bit of an offshore wind that really cranked up the numbers beep of breeze. so blown out there right now. temperatures go. 27 miles an hour. 22 in snowman. i think we're just strong or sea breeze tomorrow. that's going to bring down the temperatures, but still about this is still 71 degrees. a beautiful evening in santa rosa 69 degrees in concord. 66 in livermore, 65 in san jose 62 in oakland, 55 degrees cool off in the san francisco. so yeah, very nice weather out there. now. but this weekend we do have some changes on the way. i think saturday looks great sunday. when we start to talk about more rain. it looks a little more impressive today. so we'll see how that works out. get out and play tomorrow. get out and have fun tomorrow even the first part of sunday should be okay. anks. once. still ahead, if you're hoping to get out and do a little wine tasting this weekend. maybe unlike what to expect now that >> your weekend plans can now include a longer list of bay area wineries. that's because the state has eased restrictions on wineries and breweries and that begins tomorrow. kron 4. sarah stinson is in sonoma county with details. >> if you're planning on heading to sonoma and napa counties this weekend and you want to get a glass of wine or do a wine tasting starting tomorrow. you don't have to order food and alcohol vendors don't have to offer it to you no matter if they're in the purple or red tiers sonoma county is currently in the purple tier. and if you want to head to say roast winery again, you don't have to order food. these wineries can now focus on what they do best. and that's serving up their best glass of wine. this goes for breweries and distilleries to they've been able to stay open throughout most of the pandemic so long as they provide a meal. so this is a huge change. it was hard at first for alcohol vendors who never previously served meals to customers. some didn't have their own kitchens. so they had to get creative partnering with food trucks or they would have to remain closed if they were in a county that was in the purple or red tier which sonoma and napa counties were in majority of the pandemic. this is what your experience is going to look like if you do visit a winery that is in the purple or red tier. for now. they still have to serve people outdoors. customers have to make reservations and you can only say for 90 minutes wineries breweries and distilleries can only stay open until 8 o'clock. if they don't serve food in the orange tier things start to open up a bit more for these affected businesses. they may also resume indoor operations at 25%. yellow tear gets even better. they can increase capacity to 50% as for bars. well, they're still getting the brunt of it bars that don't serve meals in the purple and red tier counties. >> must remain closed these restrictions begin to loosen tomorrow and it makes it a lot easier to hop from winery to winery. if you're planning on doing different tastings this way. you don't have to order food at each location reporting in downtown sonoma sarah stinson, back to you.
