reporter ashley zavala explains. >>governor gavin newsome wednesday introduced a 2 billion dollar school reopening plan allowing some to restart as soon as february learning remains non negotiable. but obvious, neither is safety the plan is a phased approach at first it primarily targets in person teaching for elementary school students and younger more details of the plan are slated to be released next week. but the administration promises increased efforts to provide personal protective equipment, frequent testing and contact tracing the governor confirmed teachers are set to be prioritized in the next phase of vaccinations in california running through the spring of 2021 news, some promises his administration will also provide a website where parents students and staff can that reads in part quote we appreciate the sincerity of the effort put forward by the governor and his administration today. we look forward to closely reviewing administration plans to provide for a meteorologist lawrence karnow joins us. yeah i love to see that rain showing up now doppler radar begin to pick it up outside as we've seen the clouds rolling in throughout the afternoon looking very gray out there now and certainly. >>look at the showers begin to pop up around the bay area see some of that moving on through starting out in northern california first now start to slide in toward the bay area taking in for a closer look there you can see the rain all the way up to a crescent city in eureka down now into the bay area and there we go we see some bands begin to move in now and that's the weak cold front coming by sea not going to see that real heavy steady rain rolling into the bay area. but certainly you can see some of those showers and briefly you could have downpours associated with that in fact you can see one right now that's making its way right near us know, but just to the north now some of those big enough all right to the north and that is going to be spreading to the south bringing some enhanced rain some moderate to some heavier downpours sliding in your direction more than all the way just to the east now as you look knoll and yet bill also to napa likely headed your way as well and further to the south continue to see some of that making its way in along the coastline more than on the way tonight and a whole lot more to come we'll have more on that in a few minutes. thank you lawrence. >>in southern california, some hospitals really are at their breaking points. they are running out of beds and they're running out of enough staffers to care for the sick. hospital administrators now being forced to consider the possibility of rationing care. jennifer gould has more. it's real. >>it's scary in the event of a critical resource shortage and surge in hospitalizations medical professionals will have to make the grim decision who lives or dies. huntington hospital's board of directors has approved the hospitals triage policy to help with those tough decisions very scary when you start seen what you imagine could happen in other countries. >>actually happening here in the united states as far as our industry. >>police said a dairy and with the city of pasadena says the fire department is also stretched thin forcing resources to other cities all the hospitals are overwhelmed and that present issues for or paramedics because we get several 911 calls a day covid related. >>and people soon because they live in pasadena, they go to our local hospital that's not the case. so we go to the hospital that has a bed availability and that's becoming more of a challenge now t. >>so off to our paramedics will be held up at the hospital for some time several hours because they have to wait until the patient is seen meanwhile counties collectively trying to erect mobile hospitals in the oc uci health leaders talking about a 40 patients facility in the parking lot this was a proactive measure that's why we're doing all of this we need to be prepared and we are prepared and in la county board of supervisors also requesting for the mercy hospital ship along with the national guard medics staff to help save americans bank accounts, but will be $600 or 2000. we'll let >>another big story that we're following tonight the second round of covid-19 stimulus checks officially they are on their way to millions of americans. in fact some people might already have their $600 deposit in their bank accounts, a direct deposits began last night paper checks, those big and getting on mailed out today and here's what you need to know payments are automatic for eligible taxpayers or for anybody registered online to get the first stimulus payment in april people who made $75,000 or less in 2019. they will get a $600 payments, couples who made $150,000 or less in 2019 we'll get 1200 the irs will send the payments through direct deposit if you're bank information is on file. otherwise you'll get a check or a debit card in the mail for some reason you don't get a payment you can climb it on by filing your 2020 taxes. later in the week people will be able to check the status of the checks on the irs website. and we have a link on our website kron 4 dot com. unfortunately it appears that those checks will be all the money people will see at least for now because senate majority leader mitch mcconnell effectively killed any chance of boosting the payments to $2000. today he blocked a vote on a bill that would have increased only the payments but he introduced his own bill. it included items democrats were expected to oppose and they did with just a few days left until the session of congress ends. it is considered very unlikely the senate bill before voting on the issue again. >>the san diego nurses tested positive for coronavirus more than a week after getting the vaccine. the 45 year-old emergency room nurse were sent 2 different hospitals. he initially reported soreness to the arm which is normal after getting a vaccine. but 6 days later, he said he felt fatigue chills and body aches. health experts say it's possible he tested positive before he got the shot. they also say it takes about 2 weeks for the first dose of the vaccine to take effect and that the second dose gives the person almost full protection. a new study finds that people who use melatonin might have less of a chance of getting covid-19. researchers at the cleveland clinic say they found that people who take melatonin often used to help get some sleep were 28% less likely to test positive. they say more studies are needed and it doesn't mean that people should start taking melatonin without talking to a doctor. but the results so far are considered encouraging. our 4 zone forecast once the north bay so far and continue to develop outside right now looking out over san francisco this kind looks like a rainy shot certainly could be seeing some rain in the san francisco right now you can see why cold front finally making its way into the state high pressure getting out of the way and here comes the rain has looks like it is now beginning to pick up outside and you see the front not a real strong system just more scattered showers popping up around the bay area. you see some of that now making its way into san francisco along the coastline parts of a marine as well and just to our north you get some heavier downpours now near sonoma headed toward the napa area probably in your neighborhood in about the next 10 or so as looks like it's going to really start to pick up but overnight tonight, we'll see the showers spreading the south and you see it's kind of broken on the computer models here that's what we're going to see kind of a ragtag front coming through the bay area stuff real steady rain hours of rain just more periods of rain you'll see a few minutes, some rain that will break up in a few more hours of rain to see that kind of on and off throughout the night tonight into early tomorrow morning about 1230 or so you see it had little bit further south and redwood city may be in the san jose and then as we head through the night tonight it will start to taper off. late tonight early tomorrow morning by tomorrow really it is gone for the early morning commute. so certainly looks like we'll dry things out rain totals not going to be huge fairly light with this system coming through to get a 10th of an inch of rain you're lucky, maybe 1200 or so in the santa rosa maybe a 3rd of an inch of rain in some of the mountain tops but overall looks like storm system not the biggest we've seen, but they're like you mentioned before are plenty more to come we're going to track out some of those storms coming up a few minutes. thank you lawrence. explosion that rocked downtown nashville on christmas day. police records show that authorities were warned about the suspects experimentation with bombs. more than a year before the blast, according to nashville police. a woman claiming to be the suspect's girlfriend, called police on august 21st 2019 to report her boyfriend's unusual behavior. she said he was making suicidal threats and was
