Good evening and thanks for joining us everyone for kron 4 news at 8. Im Vicki Liviakis Jonathan Mccall grant lotus enjoying the night off tonight most of californias 40 million residents now under stayathome orders. Because of dwindling intensive care unit capacity, its. Our top story tonight, the bay area regions icu capacity, it has dropped below that 15 threshold, triggering a regional stay at home order. So while most of the counties in the region are already under that order having chosen to get ahead of the expected hospitalization surge. San mateo salon a napa and santa cruz counties now join the rest of the bay area region as part of that shut down. Here is a breakdown of just how many icu beds are currently available in each county in the bay area region tonight. Alameda has 72 beds available 48 available in San Francisco county 39 in santa clara county. San mateo county has 34 beds free 25 in Contra Costa County 23 in Sonoma County 12 in Monterey County 11 solano napa has 6 to icu beds are available Santa Cruz County. And marine county has no icu beds available tonight. And while marin county has run out of normal operations icu beds. Health officials are stressing that if you come to the hospital. There will be a bad available for you thats because hospitals can make more room for more patients. Which is what is taking place under Surge Capacity protocols my discharge pieces little bit search for theres things canceling certain procedures that might like there are steps that can be taken to increase capacity and theyre starting into those steps. The biggest challenge for the folks there in Warren County all along with across the state remains getting enough Staff Members to keep up with the demand. If that surge operation runs out of room, then county will then have to utilize the states alternative care sites that are currently being set up. The mandatory stayathome order for the 11 county bay area region goes into Effect Tomorrow at midnight and it will last until at least january 7th for the entire region. Our kron fours dan kerman has details. Time is running out to eat outdoors and have your hair done these are some of the Business Activities that will be forced to shut down now that icu capacity in the 11 county bay area has dropped below 15 i was hoping theyd give us a couple more days maybe through the weekend to be honest. But. A new i mean it was imminent, they said the middle of the month and were now at the middle of the month will 7 bay area counties that already enacted many of the restrictions san mateo along with napa solano and Santa Cruz County said not. And now they too will have to close everything from Outdoor Dining to hair salons and personal Care Services to museums and zoos to wineries and bars to Family Entertainment centers. Retail stores will be able to remain open at 20 capacity, im got it. Because we have a case of 4 months and now were going to be closed again and then how are we going to close for and i feel i mean all the Retail Stores are going to be able to be open that 20 . Theres no reason why hes cells coming up in a 20 and Business Owners here in burlingame are not the only casualties of the order so are their employees 17 at a lawn is and 38 at 6 will be laid off the order also prevents people from one household from mixing with another household. The idea is to slow the spread of the virus by reducing interactions, especially over the holidays. That would definitely make a difference of people took the advice and made a difference back in march solano countys Health Officer says icu capacity there has dropped to just 13 these next 4 weeks of the most critical because with those events occurring if we keep putting this type of pressure on our hospitals. More people died in that otherwise would have because they wont be able to provide proper care was in the hospital setting this regional stayathome order officially takes effect thursday evening at 11 59pm for the entire bay region. It will run for at least 3 weeks and then icu capacity will be reevaluated in burlingame Dan Kerman Kron 4 news all right the first doses of pfizers covid19 vaccine arrived in marine county today. Theyre going to 3 hospitals in more than a dozen Skilled Nursing facilities. The county was allocated nearly 2000 doses and this was the first of what will the weekly deliveries. We are here vicki the san Jose Kaiser Permanente in sandra fell obviously and it was a very emotional moment on one hand very very happy about the im just a minute. People not socially distance they look like any other shot, but it is far from it out in the parking lot socially distance and wearing masks. 2 workers from Kaiser Permanente sandra fell got the first of 2 vaccines for sars covid19. Anywhere so i think its a mess to get a share in a vaccine you got to start somewhere. You know we are just learning process for you know. A 69 yearold chuck hill works in housekeeping he is a front line worker and exposed to the potentially dangerous virus. Each day he comes to work feel great just like you say we all been waiting for well, it means a lot it really we ive been a nurse for 26 years and this is the toughest year ever is a nurse and its tough for all of us for nurses, doctors Environmental Service people for bottom its been really nerve wracking doug clark says that he did some research and felt good about being one of the first to get vaccinated. He also shared what its been like these past 10 months front and center with this pandemic that has killed so watching covid first hand its a very scary disease in our hospitals are nearly full across the country and were not vaccinated get an even vaccines take a while. To work in young people ive seen middle aged people have seen elderly people and one of the worst part is because of the pandemic many of them are suffering all by themselves and that thats really got to. And really rough here in sandra fell at the skies are currently there are people here that are struggling to survive. So many people still not taking it serious. As we heard a car coming over a bunch of teenagers we can hear the parties going on and again that message going out to the public that this is serious that these initial vaccines are getting out there. But theres so much more work to be done. Sandra fell theresa thank you so much meanwhile other hospitals also providing vaccines for its staff. Today ucsf here in San Francisco vaccinating nearly a 1000 frontline workers with plans of having nearly 4,000 additional doses by weeks end in the east bay, this the scene over at John Muir Medical Center which also started vaccinating workers today. One respiratory therapist telling kron 4 that hes now hoping to set an example for the rest of the community. In Alameda County vaccines are also on the way for frontline workers there. The board of supervisors announcing today that the county expecting more than 13,000 doses to arrive by friday. Front of the line to receive it will be Health Care Workers paramedics Emergency Medical Technicians along with firefighters. On the peninsula vaccine. They will be distributed to the 6 general acute hospitals in San Mateo County which will administer them to staffed sobering milestone said across the golden state this wednesday night more than 53,000 new infections in nearly 300 deaths yesterday. Both singleday records for california. The previous record for deaths was 225 that just said a few days ago over the weekend. 131 of the deaths coming from la county. A 24 hour record for that county. And heres where the icu capacity stands across the state the Northern California region. Is the only one of 5 not under mandatory stay at home orders. Icu bed capacity there is above 28 , the bay area region is under 13 the Southern California region is nearly out of beds and the San Joaquin Valley region has reached that mark as well. All this is californias Vaccine Advisory Group met today starting the discussion on just who will be included in the next phase of covid19 vaccinations so many folks definitely want to know the state aiming to vaccinate as many as 2 Million People during the current phase. Within the coming weeks after that about 8 Million People are expected to be part of phase one b. Governor newsome says that group could include teachers ag workers and grocery workers among others. So far no decisions about phase. One b have been made our Coronavirus Vaccine coverage continues right now at kron 4 dot com there you can find the latest alerts as long along with distribution details for the details and more just head to our website kron 4 dot com. All right switching gears now were taking a look at the radar over the bay area and as you can see the green which means rain is moving in. A lot of folks been waiting for it to arrive, a live look tonight at the bay bridge toll plaza you can see the camera there wet the roads slick as well. What can you expect as you start door. Thursday morning chief meteorologist Lawrence Karnow more here with more on this welcome ray yeah guys i think as we get to thursday morning most of this is actually going to be gone, this is kind of a convenience it is coming through the middle of the night but really get pounded as we head toward the midnight hour outside right now you can see. A few scattered light showers some fog around the bay area, the main event still yet to come Doppler Radar showing you the really in Northern California, the heaviest rain there, but you can see all that moisture is going to start to slide toward the bay area right now were just seeing some scattered light showers outside most that very light popping up around the bay area but certainly enough to make things slick out there on the road so here we go this time now for as we take you through the night tonight lot of clouds streaming into our skies today and then here we go as we head toward 11 oclock. Theres the main front entering the north bay, youre looking at the yellows and the orange popping up that some moderate some heavier amounts of rainfall that slide right down to the heart of the bay area just after midnight tonight toward 1 oclock and then continue southward in towards san jose as we get toward 02 00am going to be pounding in your neighborhood in the south bay as well and parts of the east bay, then by tomorrow morning look at this things begin to break up the cold front is gone and as we head throughout the day tomorrow. We clear out your skies and bring you some nice sunshine. So mostly dry day tomorrow certainly stormy. Out there tonight guys back to you all right lawrence coming up with weather slamming the northeast. New york is facing the first weather emergency of the covid pandemic. Researchers have identified more than a dozen coronavirus mutations so exactly what does it mean for the efficacy of the vaccine. And what about all the other covid19 vaccines, im noelle bellow coming up details on the other vaccine trials ongoing here in the bay area and why the and moderna have made headlines over the last couple of weeks for their covid19 vaccines but what about the other vaccine trial still under way several of them still in progress, im currently in phase 3 right here in the bay area kron fours noelle bellow but tonight in the studio with more on why its important for these trials to continue happening. Well. Yeah, vicki and jonathan, you know they say the more the merrier and thats exactly the case when it comes to covid19 vaccines. The more versions that can be produced and distributed safely. The quicker we can get out of this pandemic today i spoke with doctors who are heading up trials at stanford and the San Francisco department of Public Health to find out where those trials stand. We want to ensure also is that the vaccines are available to the entire world, its been a race to the finish line pharmaceutical Companies Working around the clock to develop a vaccine against covid19 with pfizer receiving emergency use authorization and modernas not far behind now Companies Like Astrazeneca Johnson and johnson are continuing in phase 3 of their own trials, this will be out to vaccine those 28 days apart doctor hyman scott is the medical director for Clinical Research at bridge hiv in San Francisco. Theyre currently enrolling more participants for astrazenecas phase 3 trials, you know i think the big question is like how much of that vaccines do we have available and how much do we need. And we have more need than we have Vaccines Available that are currently under the astrazeneca vaccine is an ad no virus vaccine that uses a different strategy than mrna vaccines to train the immune system if someone is exposed and no virus or chimpanzee cold virus thats been modified to carry the genetic blueprint for the spike protein of the coronavirus johnson and johnsons is also an ad in a virus. Right now 45,000 people are enrolled in phase 3 trials for Johnson Johnsons including folks at Stanford University we we expect to see did the next month or so doctor philip grant is the Principal Investigator for the trial. He says the more vaccines. We have the more questions will be able to answer how frequently is a question. Theyll be answered in the next next couple years you also are not fully sure what was the best answer when everythings done will be the most effective will be the best tolerated will be best in specific populations like pregnant women and children were still collecting additional safety. But these are. Theyre safer than getting covid19 and i think thats Something Else to remind people that that this is still a very dangerous fires. Now neither of these vaccines would require ultra cold storage which doctors say will be critical when it comes to global distribution. All of these Companies Pfizer and moderna included have contracted with operation warp speed which means theyve committed to making about 200 million vaccines when all is said and done. Thats the number required to get herd immunity here in the u. S. , the key. Thank you know. U. S. Officials actively negotiating now for additional purchases of pfizers Coronavirus Vaccine after passing up a chance. To lock in a contract. This summer they decided against doing it because it was unclear at the time how well the shots would be working. Well the federal government originally bought 100 million doses from pfizer and the government is hoping for the same amount by the middle of next year. There was no immediate comment from pfizer whose ceo says that it is working very collaboratively with the government to deliver additional vaccine through the federal operation warp speed when the question concerning the vaccine could be compromised by different mutations of the virus. Researchers across the pond in the uk have identified different mutations so far and it found that many of the changes take place in the viruses spike protein thats the same protein thats targeted by most Coronavirus Vaccines being developed including pfizers however, Scientists Say as of now theres no evidence that the mutations lab any impact on the vaccines. And so far these mutated strains have not popped up here in the u. S. In Alaska Health officials are reporting a Health Care Worker had a severe allergic reaction to a covid19 vaccine. Within 10 minutes of receiving a shot Us Health Authorities warn doctors to be on the lookout for rare allergic reactions when they rolled out the Pfizer Vaccine. After britain had a few similar allergic reactions last week the Health Worker began feeling flushed and short of breath. She was kept overnight but has recovered unlike the british cases, the lax alaskan woman has no history of allergic reactions. Happening tomorrow, a panel of experts are set to review modernas covid19 vaccine. Which is similar to last weeks process with the Pfizer Vaccine. Approval from the fda is expected soon after the agency has indicated that modernas vaccine appears safe and highly effective. Lets going to gears here for a moment as we a live look right now at donner summit. On highway 80 it looks to be donner summit, its pretty foggy. And isha no no you know i just see thats all kind of blurry out there is that yeah not quite whiteout conditions roads are definitely slick. Though meanwhile the National Weather service has issued a Winter Weather advisory for the folks up there in the lake tahoe region in which up to a foot of snow expected to fall. Lawrence karnow here with just how much will fall and fall yeah, its just beginning to move in right now is starting to see some light showers some snowflakes across the Sierra Nevada, lets check it out over the weather wall and see how things are going to work out up in the high country and around the bay area certainly weve been waiting for the storm system to move in. What to do Winter Weather advisories going up tonight from 09 00pm all the way to thursday it will 10 00am expecting some heavier amounts of snow across the higher peaks maybe upwards of foot of snow maybe a little bit more the snow level dropping all the way down to 5,000 feet you see couple snowflakes a little bit lower than that the School System that is rotating on through so heres a look at our computer models you can not so much right now you can see don right there. But watch happens all of a sudden we head toward midnight and just like the bay area. This front comes barreling in and were bringing some heavy snow in throughout the night tonight, so if youre planning on traveling in the high country tonight be extra extra careful you see some heavy snow coming down there for a time and then as we head through the morning tomorrow kind of winds down as we get toward noon just a couple of scattered snow flurries and then were done with that pretty much coming to an end as we head toward tomorrow night. So certainly looks like a stormy night ahead for them for the bay area really keep things mostly on the dry side. Tell about midnight tonight, then things really get going back to some dry weather looks like the better part of thursday and friday and into your weekend guys but tonight, yeah, a lot of snow in the Sierra Nevada and going to be a nice little soaker here to all of the skiers are going to love that this we again thanks for florence. Yeah, help arriving for one of the communities hit hardest from the pandemic. And plus nearly all of california under a mandatory stayathome order tonight with icu bed we made usaa insurance for members like martin. An air force veteran made of doing whats right, not whats easy. So when a hailstorm hit, usaa reached out before he could even inspect the damage. Thats how you do it right. Usaa insurance is made just the way martins family needs it with hasslefree claims, he got paid before his neighbor even got started. Because doing right by our members, thats whats right. Usaa. What youre made of, were made for. Usaa back to our top story this wednesday night the bay area regions us eu capacity, no dropping under 13 triggering that mandatory regional stay at home order in forcing some remaining open counties to shut down shop, yeah, the order will be in effect for a minimum of 3 weeks. This means 4 out of 5 regions across california are now under the mandatory order. The crisis in california is worsening by the day with icy use at or near capacity at many hospitals down in la county it is under 2 which is essentially less than a 100 beds left for population over 10 Million People and see lou has more. Its the situation Health Officials had warned about but the reality is hitting hard now. Today, california reported another massive new record of nearly 54,000 covid cases and 293 deaths in just the past 24 hours. According to la county some ambulance crews have had to wait up to 6 hours to offload patients were going through perhaps the most intense. An urgent moment, the governor is implemented the states Mass Fatality Program dispersing 60 refrigerated Storage Units to handle emergency overflow for march. He stressed another sobering fact and urging californians to stay home. We just had to order 5,000 additional body bags, they just purchased for the state and we just distributed the state is bringing in hundreds of additional medical workers including 50 from the California National guard. And the strain on hospitals is expected to get even worse unfortunately. People are not really adjusting to the fact that this virus has spread and spread significantly more than it has in the past 9 months its helped up to 2 million californians will be vaccinated in the next 2 months first and foremost the states frontline workers but on another front union nurses are pushing back against a state program which allows hospitals to seek waivers on patient ratios forcing nurses to care for more patients. The California Nurses Association claims its a recipe for more deaths, the roll back those standards now means we are running from patient to patient. It means we do not have the time to respond to each patients rapidly changing care condition to monitor their subtle changes that may mean living to see another day are dying on that day. That was nancy loo reporting for us tonight for the vaccine in to be its crucial that as many people get it is possible. In the south bay mistrust of government and anti immigrant rhetoric. Actually hinder efforts to vaccinate folks in communities, hardest hit by the pandemic. One of our biggest jobs is going to make sure to if the education out make sure that we inform people we have to be very mindful that were in a community that hasnt always trust what government says comey to make sure that this community, especially understands. What is at stake in what been lost because of the pandemic. Polling suggests that many folks in the Latino Community are less likely to trust the vaccine. Once the vaccine becomes more widely available communities will begin outreach efforts similar to those encouraging testing in compliance with safety protocols. Well there it is the first covid19 vaccinations theyre under way at us Nursing Homes where the virus has killed upwards of 110,000 people. This is 88 yearold vera lip. She was one of 90 residents vaccinated at a Skilled Nursing home in Pompano Beach florida. A major noreaster rolling into the new york city area tonight bringing some high winds and lots of heavy rain in plenty of snow. Its also expected to cause. Plenty of big travel disruptions and widespread power outages. Tom negovan has more. Just a few think we didnt have enough on our plate. Big coming. Across a big swath of the northeast and east coast. Its already here news nation of billion w dvm finding a string of small accidents and plan to youre frustrated drivers in west, virginia. Eastern pennsylvania also getting hit hard. In the dc suburbs theyve been preparing for days the salt. Its ready. Thousands of tons of it here in hagerstown maryland alone where they started brining the roads last night during a blizzard. Weve been then 5 or 6 days going home. New york its a blizzard with a twist the first weather emergency of the covid pandemic if you dont need to be out. Please stay home. I know youve been home for a long time. We just need you to be home for a couple more days. It does add an extra layer of frustration but covid weary with another reason to be stuck in their homes testing shut down by the storm for almost 24 hours until tomorrow afternoon. This is when it gets complicated snowstorm coming. We want people be safe. We want people to take precautions because they need to take the storm seriously. We obviously always want to get people tested. But i think was a brief window like it should have a limited impact. That was tom negovan reporting for us tonight for more on that storm, lets head on over to chief meteorologist Lawrence Karnow with the details and obviously those northeast need a big hug tonight. Yeah boy is going to be a rough night ahead these next 24 hours. A huge storm rolling in their direction really has all the ingredients to bring. A lot of snow in fact, maybe a couple of feet of snow you can hear about some isolated amounts even more than that behind that you have the great lakes you can see all that cold air just piling on the backside continue to wrap in behind that low out ahead of that youve got some very warm moist air coming right there along the back in toward the coast bringing some heavy rain along the coastal areas got all that snow on the backside of that and theyre going to see a ton of snow maybe a couple feet plus in spots and winter storm warnings are up they continue until 7 oclock in the morning as that storm system rolls through tonight across the york through new england, the boston area and headed to the north. Heres the very latest in the forecast track here you can watch all that chord cold air just spiraling in on the backside of it finally making its way up all the way in the maine before heading out of the u. S. And up into canada but not until tomorrow afternoon before that happens between now and then theyre going to see a huge storm some gusty winds and theyre going to be digging out from several feet of snow there guys back to you. This really helpless knowing that they were so close, but so far away. Still ahead nightmare for care of first. And dad infected just before the birth. It was in the area native relying on unemployment who had a bank account wiped out by scam artists. Tonight well show you how you can prevent this from happening to you. Some ploy meant to Development Department has been the target off plenty of fraud since the pandemic started our kron fours Maureen Kelly has the story of one young bay area woman who says her td. Debit card it was hacked and account wiped out. The marine co. Nty native says she went to buy groceries on tuesday. But her edd debit card was declined when she checked her account online she found it had been wiped out someone stealing nearly a 1000. Money she had been depending on been really rough year and you know a couple 100 may not seem like a whole lot to one but me and literally everything it not. Its not about Christmas Present that about food and you know i have a dog about okay like fever and be and pay rent and all my bill. No not not that but now that this happened i cant be that i spoke to a certified fraud examiner says this woman could have fallen victim to a skimming scam. Thats where the card information is gleamed from hardware installed by crooks atm or gas pump what youre looking at is an example of an edd debit card which you notice does not have. The security chip that is now more common on credit cards because that makes them harder to hack because information thats on that on that ship is encrypted so its you cant just take the card and swipe it and then get that information because the encryption goes between the reader and the card so. They they capture that information as is traveling because its encrypted so thats the difference between having it on the magnetic strip where that information and not encrypted in it goes right through you can just just read out bank of america administers the edd Debit Card Program they say this type of fraud does happen, but its not widespread and its not related to the other types of fraud involving edd that has been making headlines, including the hundreds of millions of dollars in benefits going to state prisoners or the 400,000 bpd accounts being frozen over concerns of their legitimacy. As to why these cards do not have this security chip well that was not part of their contract with a td im still waiting for a response from the state agency about why that is in the meanwhile the expert i was speaking with suggests that people just transfer their funds off of this card and into their own bank account or else at least be very careful where you use these debit cards Maureen Kelly kron 4 news. Next today, our vaccine trilogy continues tonight. We are looking at the vaccine di a federal grand jury has indicted 7 people involved in a Drug Trafficking scheme that push to fentanyl and heroin into San Franciscos tenderloin district. Investigators making the announcement today during a news conference. According to the indictment from at least july to december of this year the group conspired to distribute fentanyl. Court documents also revealed that the Drug Trafficking organization was primarily run by emmel some crews and his mother also people involved lived in the east bay and would regularly traveled to the tenderloin district in order to sell drugs. Investigators say the mom and son worked with other associates, including cruises significant other. And tonight crime for continues a closer look at the covid19 vaccines in hopes of answering many of the questions that we are getting every day in our final part 3 kron fours dan kerman takes a look at how the vaccine will be distributed. The priority list and concerns about a shortage. There will be a shortage right away medical experts say theres no question theres currently a shortage of the covid19 vaccine. Thats why governments across the world are creating a priority list to determine who gets the first batch of available doses getting enough doses to get everyone vaccinated will take some time. To get through the First Priority groups and that is Health Care People in Nursing Homes. People over 65. People who have coexisting diseases that put them at high risk and people who are called essential workers theyve got to go out and and and be in contact with public. If you do that across the country that gets you to about a 144 Million People. We will probably have a 144 million. Doses of vaccine or the ability to vaccinate 144 Million People in march or april. But with 330 million americans that means by spurring more than half will still not have received the vaccine. I think were talking about it being available to the average person whos at no particular risk in their walgreens or cvs probably in april and i think its probably not till then april may that there really are enough vaccines for everybody doctor Robert Wachter who chairs you see San Franciscos department of medicine says that timeline speeds up if additional vaccines or approved slows down if the distribution process. Its a bottleneck. But he says likely all americans who want the vaccine should be able to get it by summer. How people will be placed in the priority groups and how the vaccine will actually be distributed still has to be worked out. But its likely large hospitals as well as pharmacies will play a big role in that. In San Francisco Dan Kerman Kron 4 news if you miss any of our stories on the covid19 vaccine. We have them all posted on our website. We looked into possible side effects of the vaccine and the impact of not enough people get it its all on kron 4 dot com.
