Midnight, 7 bay area counties had already enacted restrictions tied to the stay at home order but now san mateo salon a solano napa and santa cruz counties must follow suit for more details on what this means and how long it may last we go now to kron fours dan kerman live for us in Burlingame Dan. Burlingame is in san mateo county. This is one of the 4 counties that had not forward in it in advance of this or like many of the other counties so they too will have to be shutting down that means one more day of hair salons and Outdoor Dining here in burlingame as well as those other 4 counties again the whole idea of the shutdown order is to reduce interactions between people from different households. Time is running out to eat outdoors and have your hair done these are some of the Business Activities that will be forced to shut down now that icu capacity in the 11 county bay area has dropped below 15 i was hoping theyd give us a couple more days maybe through the weekend to be honest. But. A new i mean it was imminent, they said the middle of the month and were now at the middle of the month will 7 bay area counties that already enacted many of the restrictions san mateo along with napa solano and Santa Cruz County said not. And now they too will have to close everything from Outdoor Dining to hair salons and personal Care Services to museums and zoos to wineries and bars to Family Entertainment centers. Retail stores will be able to remain open at 20 capacity, im got it. Because we would place a 4 months and now were going to be closed again. I dont know how long were going to close for and i feel i mean all the Retail Stores are going to be able to be open that 20 . Theres no reason why hes cells coming up in a 20 and Business Owners here in burlingame are not the only casualties of the order so are their employees 17 at a lawn is and 38 at 6 will be laid off the order also prevents people from one household from mixing with another household. The idea is to slow the spread of the virus by reducing interactions, especially over the holidays. That would definitely make a difference of people took the advice and made a difference back in march solano countys Health Officer says icu capacity there has dropped to just 13 these next 4 weeks of the most critical because with those events occurring if we keep putting this type of pressure on our hospitals. More people will die than than otherwise would have because we wont be able to provide proper care within the hospital setting. Its a very grim look at what the next several weeks could look like and into next month but. Health officers believe there is time to reverse that surge if people take the proper actions. Now these regional stay at home orders will now go into effect as you mentioned. December 17th thats tomorrow night at 11 59pm they will stay in effect for 3 weeks and at that point they will re evaluate look at icu capacity if its increased well then the restrictions could be lifted. But if it is not and icu Capacity Remains below 15 , its possible. Those restrictions could stay in place even longer live in Burlingame Dan kerman kron 4 news dan thank you. In the north bay marine county Health Officials say that they while they have run out of their normal operation icu beds, they stress that if you do come to the hospital there will be a bad available for you they are instead operating under what they call Surge Capacity protocols that gives them options to make room for patients as needed and that includes things like discharging some patients early. And canceling nonessential procedures and now that the vaccine has arrived in moraine county theyre hoping that it will make it easier for Health Care Workers to treat and discharge patients. But the biggest challenge him or and as well as across the state remains getting enough Staff Members to keep up with the demand for the vaccine to be successful of course is crucial that as many people as possible get it, but there are still many challenges looming in the south bay mistrusted of government and anti immigrant rhetoric may hinder efforts to vaccinate people in communities that are hardest hit by the pandemic kron fours rob fladeboe joins us now live from san jose with more on that story rob. Whats more polling suggests many people in the latin x less likely to trust the vaccine, language barriers literacy levels, an anti immigrant rhetoric are among the reasons when people dont have access to Accurate Information they tend to rely on word of mouth or inaccurate social media platforms we have to be where the people are and in communities and Cultural Centers that the community has come to love and trust once a vaccine becomes more widely available communities will begin outreach efforts similar to those encouraging testing and compliance with safety protocols. Eager to get vaccinated when his turn calm about it is hes not really didnt. Gilbert ran guess it works in a bit. A company retook the vaccine. And theyre all feeling fine, feeling good. Then i think go for it. Media campaigns are in the offing to not just convince people a vaccine is safe but to educate them about possible side effects and other concerns. The key to helping those communities bearing the brunt of the pandemic says Magdalena Carrasco is convincing people in the Latino Community that we care we need to make sure that this community, especially understands. What is at stake in what been lost because of the pandemic so we have to make sure that we get that message across and get them right at the front of the line. And the showers all the way now were go during these difficult times, especially now imagine relied on unemployment only to find your account wiped out by a scam artists. Well that is the situation being faced by one bay area native who is coming forward with her story to keep others from falling victim to the same fraud. Well for Maureen Kelly has the story. The marine county native says she went to buy groceries on tuesday. But her edd debit card was declined when she checked her account online she found it had been wiped out someone stealing nearly a 1000. Money she had been depending on been really rough year and you know a couple 100 may not seem like a whole lot to one but me and literally everything it not. Its not about Christmas Present that about food and you know i have a dog about okay like can i see her and be and pay rent and all my bill. No not not that but now that this happened i cant be that i spoke to a certified fraud examiner says this woman could have fallen victim to a skimming scam. Thats where the card information is gleamed from hardware installed by crooks atm or gas pump what youre looking at is an example of an edd debit card which notice does not have. The security chip that is now more common on credit cards because that makes them harder to hack because information thats on the on the chip is encrypted so its you cant just take the card and swipe it and then get that information because the encryption goes between the reader and the card so. They they capture that information as is traveling because its encrypted so thats the difference between having it on the magnetic strip where that information and not encrypted in it goes right through you can just just read out bank of america administers the edd Debit Card Program they say this type of fraud does happen, but its not widespread and its not related to the other types of fraud involving edd that has been making headlines, including the hundreds of millions of dollars in benefits going to state prisoners. Or the 400,000. Or the 400,000 bpd accounts being frozen over concerns of their legitimacy. As to why these cards do not have this security chip well that was not part of their contract with a td im still waiting for a response from the state agency about why that is in the meanwhile the expert i was speaking with suggests that people just transfer their funds off of this card and into their own bank account or else at least be very careful where you use these debit cards Maureen Kelly. For news and we are also learning about search warrants served in the ongoing Employment Development Department Fraud investigation. The San Joaquin County District Attorneys Office says more evidence of a td fraud has been found along with 18 illegal guns.
