in around the immediate they and that looks like it's extending elsewhere too because we have this rain event so inland areas that don't typically get fog are being treated to that as late as 09:00am dave thanks a lot. let's get right to our top story this morning, sonoma county is join most of the bay area under a stay at home order. >>county leaders and the health department say that this is necessary to curb surging covid cases and also increase the icu bed capacity at hospitals. the new order forces businesses like barber shops and gyms to close indoor operations at least until january retail can continue operating, but at 20% capacity that rollback was anticipated by some business owners but others say it caught them off guard. >>they really set us back financially a time just massively its we're about 3 months worth of work in just the month of december icu bed capacity in this was getting to a critical level the hospitals are seeing a lot of covid patients a lot of businesses are going to fail and just and i think this time of year, especially. >>well covid-19 data shows the daily cases have doubled in sonoma county over just the past 2 weeks and icu bed capacity is being threatened as well staffing at some hospitals also becoming an issue. and that means san mateo county is the only county in the bay area not under a stay at home order but if their icu beds keep filling up that may not be the case for much longer. health officials say they are not going to shut down earlier than they have to instead they're calling on the public to do their part by keeping covid-19 from spent spreading continuing to wear masks not gathering with people outside of your household. but some business owners say they see the writing on the wall and they're bracing stand with some upper 50's along the east bay shoreline inland dropping off a little bit but not a whole lot we'll see 60 san francisco 61 for open 60 san jose might see maybe perhaps some 70's here, covid-19 vaccine. >>the fda has authorized the first covid-19 vaccine in the country and that means it could be given out as soon as next week. the fda approval yesterday makes is the fastest that a vaccine has ever been developed and distributed in the in the u.s. well now that the pfizer vaccine has been approved hospitals are facing the challenge of figuring out how to store and distribute the more than 75,000 initial doses coming to the bay area. health care supply chain expert says the biggest problem is the drug must be kept at -70 degrees celsius and healthcare systems don't have storage facilities that can do that. experts say another legitimate concern is that people might be stealing the vaccine to resell it at a profit and it's important to remember that once the vaccine is widely available it will be offered to everyone for free and as for the storage concerns only the pfizer vaccine needs to be stored at that extremely cold temperature we'll be right back with more minutes. thank you let's get back to our top story this morning. the fda's approval of the covid vaccine could not come at a more critical time. >>for the bay area. now let's take a look at where each of the 9 counties stand this morning in terms of available icu beds. now according to each county's health department alameda county with a population of one 0.7 million people has the highest number available that's 70 beds available then comes contra costa county with 38 beds, then 35 beds in san francisco and santa clara counties. 29 beds available in san mateo county this morning solano county has 15 beds there are 9 in marin and sonoma counties napa county has 4 beds icu beds available right now since the vaccine will not be widely available for several months, it's approval will not provide any immediate relief for hospitals. bay area health officials are giving a grim outlook on our hospital bed capacity is dwindling to distressingly low levels. >>so seen a significant increase in numbers but it's actually worse than what we're experiencing before because we are seeing across all ages, not just younger people. so we're seeing a lot more in the way of hospital bed use icu bed years and we're on for chasing or fatalities as well, but we feel that we could not wait until then to take action. >>need to act now before things get worse for us in sonoma county. >>well right now bay area bed capacity is just 16.7% and along with northern california we're the only 2 regions in the state to remain above the 15% icu bed threshold that work would require a stay at home order. the greater sacramento area now under new restrictions and that includes lake tahoe as well. meanwhile, the san joaquin valley and southern california regents are almost completely out of icu beds. while health officials continue to warn how dire the situation is at hospitals during the pandemic what's not immediately clear is just how bad the situation is compared to what hospital icy use would see during the typical flu season. doug johnson now with more on that. >>so it's. >>getting to a point facilities are going to be we don't do something about it doctor tanned long knows firsthand how bad things could get inside a hospital's intensive care unit now brags and sacramento doctor dawn just graduated from his residency in july spending most of the first wave this pandemic inside the icu and covid patients in april 3rd once as normal icu occupancy rates vary from hospital to hospital. >>but the department of health and human services study from 2013 found typical occupancy for icu is between 6 to 8% and 75%. >>the latest state numbers for the greater sacramento region are at 14.8%. >>a lot of my friends are in critical care right now and their hospitals are also overwhelmed. it would help. a lot of health care workers if people. are able you know going out ice use of more specialized equipment like ventilators it specialized medicines which too many patients come in. >>could run out not just for covid but. >>if you're on a ventilator you'll need medications like sedation. some patients that are very sick will need medications like pressures if their blood pressures are really low. we have to bring up their boat blood pressures with ease pressure medications. and you know we don't think good to organ failure doctor dong says it's not just about icu beds, it's also about staffing. >>i see is typically need more nurses for each patient one icu nurse would have one or 2 patients compared being on the floors. that signers would have 6 patients to the hall. >>nation is >>this problem so we can't pull a lot of travel nurses, you know travel nurses are being pulled by every state. can just feel it in >>nurses from outside too. >>doug johnson sacramento. >>well this all comes as california set another single-day high for covid infections. 35,468 infections yesterday friday in fact mark the 8th consecutive day of more than 22,000 new cases and the 3rd day over that span of more than 30,000 cases across the state. the virus killed another 184 people and put 37 more in icu beds all told more than 20,000 people have died in california since the pandemic began. going to be sent down to the central valley for this afternoon we get a break going on and then another batch arriving tomorrow morning it looks like let's get to those winds real quick after this event we have a little offshore wind event this afternoon. ok because we a lot of moisture at the surface is doesn't pose a problem won't last for long either. then our next storm system comes in tomorrow morning post at we get a little bit of an onshore wind at all locations, you'll notice this might be enough. for wind advisory talk maybe in pockets baby, but now up in the north bay is a possibility yet, but that's a possibility there. but you see despite the whole bay areas affected by this is on shore post. the bulk of what we get let's watch through for again for today we get some don't really always think about but hair loss and yeah, and you know they're all different reasons for hair loss. but this one in particular is it is associated with stress traumatic events and that for some stress. >>right so you can't really control say the hair loss in usually occurs 3 months after that traumatic but the sooner you can get out of that phase. the better because you don't want of us get right to our top story this saturday morning sonoma county is join most of the bay area. >>under a stay at home order county leaders and health department officials say that this is necessary to try and curb the surging covid cases and also increase the icu bed capacity at hospitals. the new orders forcing businesses like barber shops and gyms to close up indoor operations at least until next month retail can continue operating, but just a 20% capacity. the rollback was anticipated by some business owners but others say it caught them off guard. >>they really set us back financially a time just massively its we've already about 3 months worth of work in just the month of december icu bed capacity in this was getting to a critical level the hospitals are seeing a lot of covid patients a lot of businesses are going to fail and just and i think this time of year, especially. >>well covid-19 data shows the daily cases have doubled in sonoma county over the past 2 weeks and the icu bed capacity is also being threatened. staffing at some hospitals also becoming an issue there. that means that san mateo county is now the only county in the bay area not under a stay at home order but if their icu beds keep filling up that may not be the case for much longer. health officials say they will not shut down earlier than they absolutely have to so instead they're calling on the public to do its part to keep covid-19 from spreading by continuing to wear a mask and not gathering with people outside of your household, but business owners say they see the writing on the wall and they're bracing for the worst. >>i just think of the cell in for months to share because they gain it would be so detrimental my whole team. >>yeah that's hair or hair salon owner jeff silverman and he tells us he's seen an increase in clients who are rushing to make appointments now that the regional stay-at-home order appears to be right around the corner. the big sports story. we're following the saturday morning is the progress on the covid-19 vaccine is the fda has authorized the first covid-19 vaccine in the country that means it could be given out as soon as next week. the fda approval on you yesterday makes is the fast is that a vaccine has ever been developed and distributed in the u.s.. and here in the bay area we can expect about 75,000 doses of the vaccine. alameda county set to receive almost 14,000 doses 10,000 for contra costa county. both marine and napa counties will likely be given just under 2000 doses for each county, san francisco counties expecting to get about 12,000 doses. while san mateo county figures to get nearly 6,000 santa clara county expecting to get just over 17,000 and nearly 8,000 doses will go to solano county. sonoma county is expecting nearly 5,000 while the vaccine does require 2 doses of officials are being told not to hold back not to hold any of them back for the second round of vaccinations. well now the fines that the pfizer vaccine is approved hospitals are facing the challenge figuring out exactly how to store and distribute the more than 75,000 initial doses that are coming to the bay area. a health care supply chain expert says the biggest problem is the drug must be kept at -70 degrees celsius. and many health care system simply don't have the storage facilities to do that. experts say another legitimate concern is that people will be stealing the vaccine to resell at a profit. >>we're also anticipating that there's going to be a significant black market as the back scenes from not product to sell in a but also introduction of counterfeit products into the supply chain. >>so it's important to remember that once the vaccine is widely available it will be offered for free and as little bit in upstream, not impossible for a little shower to develop. but the balkan which is kind of holding off for most today, not to develop until late tonight early tomorrow morning marching forward with it giving us some idea of timing the good news about this is a models are very much in agreement on both the european and the gps on all gfs rather on this so as we go forward out on sunday. there's the big zone, 7.30 or so right across the bay area, some good moderate in some cases, heavier rain showers might be some colder air upstairs to work this out here maybe a couple of strikes of lightning or maybe even some hail is a possibility with that. and then later on another little wave develops up north of maybe some showers for the north bay potentially that will also be aided by some daytime heating because it looks like the skies may open up a little bit tomorrow afternoon kind of interesting about the winds here now for this afternoon. briefly we get an offshore wind event pop basically winds in the teens in the 20's, most notably up the solano county the east bay but also in the north bay, here's will notice too. then tomorrow after the rain passes in the morning hours it's after all of that we get a good strong onshore flow. this is enough potentially maybe is for some a wind advisory talk they haven't issued anything yet. but maybe we'll hear about that more this afternoon and later reports. temperatures coming into the 50's right now mid to upper 50's light up the east bay shoreline up to the north bay santa rosa 4648 down south we're looking at 5455 palo alto 60 san francisco 61 for oakland in 60 san jose when you get a rain event like this and we don't have like the major front the kind of clears us out we're stuck in this little pattern here so temperatures very very uniform maybe a 5 degree separation or so from the coast to the inland areas, including the bay as well. next couple of days here to give you an idea. well rain the rain icon is out. but basically we're talking some rain here lower 60's for highs clean things out by monday and a little chilly to start your day off on monday because of that drier air marty. all right longer range forecast bit marty all right dave thanks let's take a couple minutes, let's get right back to our top story this morning, the fda's approval of a covid vaccine could not have come at a more critical time for the bay area. now let's take a look at where each of the 9 bay area counties stands this morning in terms of available icu beds. now according to each county's health department alameda county population of one 0.7 million people has the highest number of beds available that 70 and then contra costa county with 38. there are 35 beds available in san francisco and santa clara counties, 29 beds available in san mateo county. now solano county has 15 icu beds available this morning. there are 9 and marine and sonoma counties napa county has 4 this morning. now since the vaccine will not be widely available for several months its approval won't won't provide any immediate relief for bay area hospitals. local health officials are giving a grim outlook on al hospital bed capacity is dwindling to distressingly low levels. >>so i've seen a significant increase in numbers but it's actually worse than what we're experiencing before because we are seeing across all ages, not just younger people. so we're seeing a lot more in the way of hospital bed use icu bed years and we're on for chasing or fatalities as well, but we feel that we could not wait until then to take action. >>need to act now before things get worse for us in sonoma county. >>right now bay area capacity is just 16.7% now along with northern california. we're the only 2 regions in the state to remain above the 15% icu bed threshold that would require the stay at home order. the greater sacramento region is now under the new restrictions and that includes the lake tahoe area. meanwhile, the san joaquin valley and southern california regions are almost completely out of icu beds. as health officials continue to warn how dire the situation in hospitals is during this pandemic what's not immediately clear is just how bad the situation is compared to what hospital icy use see during a typical flu season. health officials say that normal icu capacity or occupancy rates vary from hospital to hospital but health department study in from 2013 found the typical occupancy for icy use between 6875%. i see use have more specialized equipment like ventilators and those could run out with an overload of patients. >>if you're on a ventilator you'll need medications like sedation. some patients that are very sick will need me ications like pressures if their blood pressures are really low. we have to bring up their boat blood pressures with ease pressure medications. and you know we don't think good to organ failure my own ice you overwhelmed this pandemic we haven't really had open up. more areas just for a single set of patients which we had to do for our first wave of covid patients in april lot of my friends are in critical care right now and their hospitals are also overwhelmed. it would help. a lot of health care workers if people. are able you know going l. >>well health officials also say that it's not just about icu beds, it's also about staffing because i see used typically need more near nurses per each patient. >>in the intensive care unit. now to the south bay santa clara county officials say the playgrounds will reopen there today as long as everyone follows the required health and safety protocols. now 10 let's take a look at the recreation areas that will reopen in santa clara county now over the next couple of days. the city's parks their family. a man rushed his girlfriend to the hospital because she was an agonizing pain only to find out it wasn't a life threatening illness instead she delivered a baby. kimberly chang has the outside and i'm like. >>what i got on the side of the truck mike. so i took it all in for a second felt like 2 minutes but as public 25 minutes, the baby was born looking back the couple says there were some yeah that's why i was craving not. but victoria took a pregnancy test just 3 weeks earlier and it came back negative so. i was like okay i can rule that out i'm not pregnant so i'm just skating way we're just like we just been in good, you know get put on a few does you know it is what it is i know she's there and i've seen and i've held or but it's still hard to believe because we didn't know she was pregnant the whole time, we're still going camping in going here and doing this and doing that they're thrilled that the baby is getting healthier day by day the baby was born healthy 35 weeks long 5 pounds 3 ounces so she's a little bit of a girl 17 inches long. >>but she's improving every minute i'm sure breathe on her own now needless to say their family was shocked it afternoon too. also at half moon bay, we're still looking at some overcast skies but even there we might see the skies open up a little bit this afternoon not a whole lot though all right so what we have upstream is another dose of rain that will be tomorrow morning but base can forget there. some patches of some light rain or here here there get out and do what you gotta do here, you know at the grocery stores, whatever you got to do them because tomorrow morning it will be treated by some heavier rain it looks like. we'll chart that out here for in just a bit. we've got upper 50's lining up the east bay shoreline 49 chilly degrees conquered 46 for santa rosa, but you know could be in the 30's even 20's this time of year 54 in a bottle 55 palo alto san jose 54 also a san francisco. they're basically the maps tell us about this first batch of rain that's going to retire down in the central valley later today, upstream though boom here's the next batch and that's for late tonight, early tomorrow morning which are kind of interesting with all of this because this afternoon we'll get a little bit of a week off shore then start to build its ok we can handle it got a lot of moisture at the ground level so this is not a problem offshore wind then that subsides really in tomorrow here comes the rain marching through but then afterwards, stronger on shore winds as you'll notice covering a good piece of geography in there might be some wind advisory talk with that we just haven't heard anything just yet. all right let's march through their actual rain with this again today seeing the sun carrying out just a little bit you might have a couple of hits. some light rain showers but the big deal happens tomorrow onset going to start in the north bay march through little bit by sunset in a last minute ditch effort a pulsating little shower may happen up there in the north bay before we put it to rest overnight because we dry out in its wake and chillier temperatures not only colder air moving here, but it's cooler drier air and you'll feel chilly morning on monday. it will look like compared to up to tahoe, we're looking at snow developing tomorrow. the old statement has been since retired about the winter weather advisory, maybe a new one will be posted later but as of yet we haven't heard anything clearing out as we get into early next week notice the temperature drop because of that cold or dry air post the storm event so there we have it on sunday. our next batch of rain we take a breather boom there's another one midweek it looks like happened on wednesday. >>wednesday morning to be specific on the corner of mission and washburn streets. police say 56 year-old jimmy bell shot 54 year-old eugene chyen john was taken to the hospital where he later died bell was arrested on suspicion of homicide and for being a felon in possession of a firearm. in the east bay police are still looking for whoever committed an ugly act on the first night of hanukkah. the menorah at alameda city hall was toppled thursday night vandals also tore down christmas lights from the tree on that same night in front of city hall city officials say that there's 0 tolerance for hate in the city and by friday morning, the city's parks and rec department had erected a new menorah on during the holiday now the police are asking if you have any for any information that could help their investigation to give them a call we're talking about alameda police. now to the south bay where san jose police chief eddie garcia is saying farewell after 5 years as chief and close to 30 years with the department chief garcia's last day on the job is today. he has served in almost every branch of the department any tells kron 4 he's proud of how he's leaving the to pat myself on the back of that everything that we've done here is because of my men and women but in the last 5 years that i've been chief i feel that we are in on more solid ground. >>we've rebuilt this police department we we rebuild this police department i didn't use the collective between our police unions are men and women city hall, the city manager's office and we've done a great job to turn this corner because this department was dying. 5, 6 years ago and we were able to rebuild it. we have instituted a myriad reforms in issues in this police department at a time when we did not have to. and so the next leadership of this police department i you know for even more reform is coming on solid ground to build upon what we've done in 5 years. >>and chief guards garcia's confirming to kron 4 that he is a finalist to become the chief of police in dallas texas. talking about the new stay at home order this taking place in the bay area they're taking a heavy toll on the morning and good morning, everybody we are looking today cut a mostly cloudy skies take care of the fog in the morning hours then will again go back to the mostly cloudy skies. >>as we get into later in the forecast period though it looks like another batch of rain but this time will be more delayed it won't really be striking until just the predawn hours, here's a live shot of those cloudy skies, i'm speaking of in half moon bay kind of overcast to start and also the golden gate kind of covered up a little bit, although we did see the sun peering out a little bit this morning. so noting that fog that also inland because it's a different type of fog the we get us the abduction fog we get it's more this radiation type fog left over again more rain is upstream but here's the clear out as we get into the early afternoon, lingering still down on the peninsula and the santa cruz mountains 50's at this hour in upper 50's line up the east bay shoreline 47 going on for santa rosa and again just to give you an idea where any rain is we see a little bit off the coast up there in sonoma county perhaps and maybe point remy pick up a little shower here but for the most part we're going into get right to our top story this morning, sonoma counties join most of the bay area under a stay at home order that's right county leaders and the health department say it's necessary to curb surging covid cases in the county and increase the icu bed capacity at its hospitals so the new order is forcing businesses like barber shops and gyms to close up indoor operations at least until january. >>now retail can continue operating, but at 20% capacity. this rollback was anticipated by some business owners but others say it caught them off guard. >>really set us back financially a time just massively its we about 3 months worth of work in just the month of december icu bed capacity in this was getting to a critical level the hospitals are seeing a lot of covid patients a lot of businesses are going to fail and just and i think this time of year, especially. >>covid-19 data shows daily cases have doubled in sonoma county over the last 2 weeks and as you heard icu bed capacity is being threatened. staffing at some hospitals is also becoming an issue out there. >>so that means that san mateo is the only county in the bay area that's not under the stay at home order. but if their icu beds keep filling up that may not be the case for much longer that's right. health officials say they will not shut down earlier than they have to instead they're calling on the public. >>to do their part to keep covid-19 from spreading like continuing to wear a mask and not gathering with people outside your household. >>but business owners say that they see the writing on the wall and that they're bracing for the worst. >>i just think of the cell in for months to share because they gain it would be so detrimental my whole team. >>that is hair salon owner jeff silverman who tells us that he's seen an increase in clients who are rushing to make appointments now that the regional stay at home order is around the corner. >>the other big story we're following today of course is the progress on the covid-19 vaccine. the fda has authorized the first covid-19 vaccine in the country that means it could be given out as soon as next week and the fda approval just yesterday makes us the fast is that a vaccine. >>has ever been developed and distributed here in the u.s. now that the pfizer vaccine is approved hospitals are facing the challenge of trying to figure out exactly how to distribute the more than 75,000 initial doses that are coming to the bay area health care supply chain expert says the biggest problem is that the drug needs to be kept at -70 degrees celsius. >>many healthcare systems don't actually have storage facilities that can do that experts say another legitimate concern as people stealing the vaccine to resell at a profit. >>we're also that there's going to be a significant black as the vaccines are not product to sell at high but also introduction of counterfeit products into the supply chain. >>so it's important to remember that once the vaccine is widely available it will be offered to everyone for free and as for the storage concerns only the pfizer vaccine needs to be stored at that extremely cold temperature. our coronavirus coverage up stay with us. >>good morning, welcome back the fda's approval of the covid vaccine comes as the spread of the virus rains disproportionately higher in san francisco's latin x community that's been the one constant since the beginning of the pandemic now the results from united in health's holiday covid-19 testing campaign reveals that 79% of people who tested positive just before and after thanksgiving. we're from the city's latin x community, but only half of the 7,000 participants in the study were latin x the health committee chair of the latino task force says crowded living conditions because of the high cost of housing in the city is another contributing factor. >>in the east bay, the contra costa county board of supervisors is thinking about increasing the fines when businesses violate health orders. kron four's phillipe djegal explains how the how high those penalties may go. >>for some businesses in the east bay owners are willing to pay the price for breaking the rules and this week supervisor, karen mitch off suggested during the contra costa county board of supervisors meeting that the current fine structure for health order violations needs more teeth we've got to get through this. >>and i'm pleading with people you've got to do the right thing since november 19th the contra costa county district attorney's office says it has issued notices of violation to at least 7 separate businesses and at least one individual at one of those establishments we have tried to be that the carriage. >>and the body where we go out and inform people. but there are those who continue to defy us most of the businesses penalize star gyms and 3 of them have been fined multiple times. >>in danville some restaurants have ignored orders and chosen to continue serving customers outside. it's happening elsewhere $2000 to a business operating well in these circumstances is still a penalty. >>i'd like to see 10,000 i'd like to see 15,000 i'd like to see 20,000 that will get their attention. the board of supervisors has listed the potential fine increase as an emergency item for its next meeting tuesday and could possibly hold a vote at that time. improvements. so here's the flow pattern basically a northwest to southeast. maybe a little sore, but there were a little shower here or there perhaps but in the models it gets interesting as we look ahead this afternoon they will see the skies open up just a touch but then by tomorrow morning. that's when a line of some moderate to a times heavy rain is expected to greet you greet us tomorrow morning, it looks like maybe starting predawn up in the north a little bit before it starts to filter out elsewhere, there's a little bit of cool air aloft that might help spark off a little thunder shower or maybe even hail potentially also looks like the bulk of which will pass us by before noon for most of the bay and maybe even some patches try to open up before alas little line of rain showers favoring the north will pass then after all of that we go clear overnight for monday morning in some colder air filtering in so as a reminder, it's still winter we'll get some chilly morning lows for our monday looks like one the winds are kind of a little interesting later on today, we expect a bit of an offshore wind developing. it's cold doesn't last for long. it's not dangerous or anything like that because the air is pretty much moistened up now we get our storm tomorrow morning. and then post that here comes those stronger on shore flows in its wake might have a wind advisory selectively across the geography will monitor that for a higher currently right now excuse me 52 for livermore we've got the mid to upper 50's lining up the east bay shoreline 54 san francisco, 57 for palo alto and a high today around 60 or 61 going on for oakland. again this afternoon most locations will see it is mostly cloudy, it looks like for the bulk of the day and again highs will reach only at about 16 that's pretty the same across the region other words, the coast or is like half moon 58 while 54 livermore too typical with a rain event in typical with a lot of cloud cover to deal with rifles they've been collecting organs that have been dropped off anonymously there's a line here actually 1038 powers street is the around the block will literally people have been arriving all morning, waiting even before the event started 8 o'clock here. i talked to organizers and they were telling me a little history of the organization in wanna do what they do they were telling me recently, especially during the coronavirus months we've been living through this pandemic they've seen an increase in gun violence in many different areas but especially here in san francisco as well where they're targeting this morning. so they're trying to allow people who may have purchased guns at the beginning of the pandemic and did you know no longer want them or found him at a relative's house or for what ever reason no questions asked you come down here able to turn the guns over to now i like i mentioned speaking to the organizers who talked about you know why they wake up and do this every morning and here is one of the creators of united players take a listen at why he's doing this today we save a lot of that's all we're doing is getting guns off the streets. we have to. >>eliminate. senseless gun violence. you and that's why we're here today, i'm not against the second amendment. but i'm death again says this gun violence on the survivor we right here in san francisco, california. i'm a survivor from last time guy said it was in 2008 will 3 blocks away from there. >>right in the organizers also tell me there was a homicide on block a day or so ago so this is something that they've been seen in the community and they want to take action if they want to stop you know all the senseless killing that they've been seen back out here live you can see right behind me they just picked up some more guns that were just dropped off a moment ago, so that's what they're doing right now let's going to happen is like they did in previous years they'll be taking in melted down and constructed into some plaques and different things like that also do something within the community a ceremony with the guns if they bring back in meltdown so this is something that the immediate they that will lift a little bit this afternoon. don't expect a lot of sunshine though going on here for today and we are looking at another dose of rain coming our way in time for tomorrow morning live shot coming in from half moon bay there. the overcast skies in place upstream in the far left if you notice that line of cloud cover that's the next for a line of rain showers we expect by early tomorrow morning we're kind of almost was a balmy but very mild mid to upper 50's line up the east bay shoreline 48 for antioch 47 meanwhile for santa rosa, you know it's a lot of times it can be in the 30's and even 20's up there for comparison's sake were some half a dozen dozen degrees ahead of the progress this time from yesterday, no delays at sfo as we look at mostly cloudy skies into the afternoon. again another batch of rain just about tomorrow morning, we'll got a march through some of that and look for some rain that's coming also into next week as well back to you. >>thanks a lot dave. let's get right back to our top story this morning. the fda's approval of a covid vaccine could not have come at a more critical time for the bay area that's right here is where each of the 9 counties stand this morning in terms of available icu beds. >>according to each county's health department alameda county with a population of one 0.7 million people has the highest number available with 70. then comes contra costa county with 38 and then there are 35 available icu beds this morning in san francisco. >>county and santa clara county and then 29 beds available in san mateo county. solano county has 15 beds are 9 in marin and sonoma counties napa county has just 4 icu beds available this morning and since vaccine won't be widely available for several months its approval. >>won't provide any immediate relief for our hospitals local health officials or giving a pretty grim outlook on how hospital bed capacity is dwindling to distressingly low levels. >>so i've seen a significant increase in numbers but it's actually worse than what we're experiencing before because we are seeing across all ages, not just younger people. so we're seeing a lot more in the way of hospital bed use icu bed years and we're on for chasing or fatalities as well, but we feel that we could not wait until then to take action. >>need to act now before things get worse for us in sonoma county. >>so for now the bay area capacity is at just 16.7% down along with northern california. we are the only 2 regions in the state to remain above the 15% icu bed threshold that would require the stay at home order now the greater sacramento region is now under new restrictions and that includes the lake tahoe area. meantime the san joaquin valley and southern california regions are almost completely out of icu beds. as health officials continue to warn about just how dire the situation is that hospitals during the pandemic what's not immediately clear is just how bad the situation is compared to what hospital icy use would see during a normal typical flu season. reporter doug johnson has more on that. so it's. >>getting to a point facilities are going to be we don't do something about it doctor tanned long knows firsthand how bad things could get inside the hospital's intensive care unit now brags and sacramento doctor dong just graduated from his residency in july spending most of the first wave this pandemic inside the icu and a south florida hospital i've never my own eyes, you overwhelmed this pandemic we haven't really had open up. >>more areas just for a single set of patients which we had to do for our first wave of covid patients in april 3rd once as normal icu occupancy rates vary from hospital to hospital. >>but department of health and human services study from 2013 found typical occupancy for icu is between 6 to 8% and 75%. >>the latest state numbers for the greater sacramento region are at 14.8%. >>a lot of my friends are in critical care right now. and their hospitals are also overwhelmed. it would help. a lot of health care workers if people. are able you know going out ice use of more specialized equipment like ventilators it specialized medicines which too many patients come in. >>could run out not just for covid but. >>if you're on a ventilator you'll need medications like sedation. some patients that are very sick will need medications like pressures if their blood pressures are really low. we have to bring up their boat blood pressures with ease pressure medications. and you know we don't think good to organ failure doctor dong says it's not just about icu beds, it's also about staffing. >>i see is typically need more nurses for each patient one icu nurse would have one or 2 patients compared being on the floors. that signers would have 6 patients to haul. >>nation is >>this problem so we can't pull a lot of travel nurses, you know travel nurses are being pulled by every state say can't just fill it in >>there's just from outside too. >>doug johnson sacramento. >>all this comes as california set yet another single-day high for covid infections at 35,468 and friday marked the 8th consecutive day of more than 22,000 new cases and the 3rd day over that span of more than 30,000 cases statewide the virus has killed another 184 people since yesterday and put 37 more in icu beds in the state. all told more than 20,000 people have died in california since the pandemic began. well. >>in the south bay, the santa clara county public health department reports a violation of county and state health orders and it's now led to a large covid outbreak in the south bay youth basketball program. it involves coaches. players and their close contacts health officials have identified 77 infections, including 39 players 3 coaches and 35 other contacts, plus a 17 additional cases were discovered in other counties, the county learned players from affected teams violated health orders by traveling from santa clara county to play in a youth basketball tournament in placer county last month. meanwhile santa clara county officials say playgrounds will reopen today as long as everyone follows the required health and safety protocols. here's the list of recreation areas that will reopen over these next 2 days the city parks and recreation department will conduct safety inspections and cleaning and sanitizing the playground areas. >>well the new stay at home orders are taking a heavy toll on the restaurant industry with their business is limited to takeout or delivery only. chef dominique rend spoke to us about how restaurants are trying to survive crane is the only woman chef in the country to hold 3 michelin stars for san francisco restaurant at ren she says part of the struggle is that there's a misconception that upscale restaurants like hers, do not have any financial hardships. >>we urge you to a history. and he's always being on mode, you know you get you the marching in the restaurant, it's a it's it's so tiny and we are one of the only industry that hey had lot of double taxes and on that so we've been regard of it's a great complete you know kind abuse identified the suspect charged with shooting and killing a man in the city's soma neighborhood on wednesday. it happened wednesday morning on the corner of mission in washburn streets. police say 56 year-old jimmy bell shot 54 year-old eugene chan. the victim was taken to a hospital where he later died. bell was arrested on suspicion of homicide and for being a felon in possession of a firearm. in the east bay and ugly act on the first night of hanukkah menorah at alameda city hall was toppled thursday night. vandals also tore down christmas lights from the tree in front of city hall city officials say there's 0 tolerance for hate in the city and by friday morning, the city's recreation and parks department or acted a new menorah honoring the holiday if you have any information that on the back of that everything that we've done here is because of my men and women but in the last 5 years that i've been chief i feel that we are a more solid ground. we've rebuilt. this police department we we rebuild this department i didn't use the collective between our police unions are men and women city hall, the city manager's office and we've got a great job to turn this corner because this department was dying. 5, 6 years ago we were able to rebuild it. we have instituted a reforms in issues in this police department at a time when we did not have to. and so the next leadership of this police department i you know for even more reform is coming on solid ground to build upon what we've done in 5 years. >>and chief garcia confirms that he is a finalist to become the chief of police in dallas texas. more than 50 years after the so-called zodiac killer first began terrorizing the streets of the bay area. codebreaking team is believed to have finally cracked one of the killers mysterious coded messages that were sent to the san francisco chronicle back in 1969. it's called the 3.40 cipher and that message was unraveled by a trio of code breakers. the ciphers text rather includes the quote i am not afraid of the gas chamber because it will send me to paradise. the zodiac killed 5 people back in 1969 6068 69 also terrorizing bay area communities for a time. things off lots of cloud cover to end service fog. it's a different type of fog that we typically time again it's more that radiation fog that you get after a rain event it's not the infection fog that we typically get at the golden gate bridge. that will clear out a little bit as we get to the early afternoon sfo, no delays being reported this morning. the shot from half moon bay, this may be more problematic at the coast could lift that fog low lying clouds they may linger for much of the day and even most of the region of the bay area you're still looking at basically mostly sunny skies might start start to get a little bright in the afternoon. son carrying out a little bit so there's the flow pattern northwest to southeast as we got in place, mild temperatures here upper 50's along the east bay shoreline 47 santa rosa, 54 novato in 57 meanwhile for san jose. so what we see happening. well with today that rain is going to start to head down south into the central valley. we take a break for today before the next batch gets here very late tonight early tomorrow morning probably predawn it will start. i want to start with the winds real quickly to see what happens this afternoon the wake of the rain that we had we actually have a little bit of an offshore wind event that tries to develop very weak, it is not going to a problem because we already have a lot of moisture at the surface. then we get the next storm system that comes through but after it does we see strong onshore winds in place i just checked all the advisories. we don't have anything with this just yet. now up in the mountains though there is a new winter storm warning that's been posted for tahoe. that's with tomorrow storm that we're talking about transferring to snow of course for those folks up there. now let's watch a march through this here for today again opening up the skies a little bit this afternoon late tonight tomorrow morning boom there it is frozen about 8.30 just starting to exit about 9 or 10 o'clock the north bay by that point but moderate to heavy rains expected about this time tomorrow, maybe couple claps of thunder thrown in there for good measure and potentially maybe some hail but also opening up the skies tomorrow afternoon just like we saw just like we'll see today and then maybe a last minute little bout of some light rain showers across the north bay a little bit in the afternoon overnight. we clear out dry out will be actually cold to start things off on monday morning back to that trend that were cut a useful used to again snow back in the forecast for tao tomorrow, it looks like with highs expected about 39. again the winter storm. warning that's been posted for those folks that will be for sunday monday, 37 about 46 warming up a touch by tuesday before the next system gets here. that's going to those longer range forecast models that's tomorrow and kate get a little break. and maybe about wednesday. we see another batch perhaps maybe some cloud cover with that. this is all more juicy though by thursday it looks like maybe a chance of getting some water a train out of that and then into the following weekend looks like we'll get again another batch of some more moderate rain showers and kind of opens up a little bit the highway out in the pacific mid-fifties to upper 50's in the central valley today don't forget the beginning some rain during the day potentially 64 san francisco, 64 l a x and 61 for san diego get back on the home front. pretty much 60 from the coast all the way to the inland areas and along the bay side so not a lot of mercury movement with all of that. here's the 7 day forecast lined up for you. again we're looking for new opportunities for rain. wednesday thursday, maybe even friday and into the weekend notice these lows the very telling here first of all we see monday morning quite chilly, 34 drying out clearing out. then we see the cut gets more mild again dropping off again as we get into thursday into friday indicating maybe some drier air at least partially try to work in here meanwhile your lows of the coast in the 40's back to you. for your health social quietly affects all of us and what we can do about it karen good morning. what is quiet stress. >>why it's stress very different from the stress that we tend to think of as you know when you get really upset start swearing, you start yelling, yeah and and just these loud outburst of of emotion. >>however, quiet stress and and they found that 53% of californians have experienced quiets just and that's when you retained and when you hold in all your those emotions because you don't want to. you don't want stress out your family members by your own stress so people tend to close in and keep it all inside and that is a potential for health effects just in itself you can really see that in and also by being quiet when dealing with your stress it makes it difficult for. >>family members to door to door to ask you and what's going on i'm guessing that more men than women are saying oh nothing on fine. >>right right, we just kind of go through our day in just a shelter, ourselves. >>and and you you become very emotional up mostly paralyzed. so it's very difficult to express your emotions after a while and then it's also difficult to work through the stress as well. >>there are some definite physical impact that quiet stress has on us. >>yes and one that you don't really always think about but hair loss and yeah, and you know they're all different reasons for hair loss. but this one in particular is it is associated with stress traumatic events and that hair loss occurs at the top of your your scalp the good thing is it's temporary, but it can be very devastating. 4 people. >>and i understand you have a quick fix for of foreign not the hair loss, but for some stress. >>but so you can't really control say the hair loss and usually occurs 3 months after that traumatic but sooner you can get out of that phase. the better because you don't want this to be ongoing. so actually you pressure i don't know if you've ever experienced acupressure had anyone do that i have you can also self-administer the acupressure and there's there's a point an accurate point right between your if you press on the zach you points they actually are art. you know they release the tension and they also increase circulation. so if you take yours some and press and then kind of circle around for about 10 minutes 5 to 10 minutes of pressure and that pressure to to feel it but then not too much to give you a and then if you don't use your thumb you can also use your 4th finger and then it's just gentle circles around how often should do that take you point is for reducing anxiety and reducing stress and how often should you do that per day. you can do that any time as many times as you feel that you need it. >>another a sign that that our body is dealing with stress is a weight gain. >>yes and it's actually iran, your abdominal area so central obesity and what's interesting they've done a lot of studies the effects of cortisol which is the stress hormone and obesity but this particular study by yale university study the essential abc and women that were lean so they were not overweight that they tended to to accumulate and store fat in the abdominal area because of cortisol and the overreaction to you to stress. >>we also saw on the screen there are attic sleep patterns are also significant sign that we're dealing with stress. >>right and and one of the ways to get out of stress is to get more sleep but then that's a problem in itself because when you're stressed often times you have a hard time falling asleep as well as staying asleep. so one of the ways to get out of that is to just have a regular set teen had a pattern of sleeping some type of ritual i recommend you know making sure the room is completely dark because at all in the melatonin is released and will help you. >>fall asleep, naturally. >>you know what there's so much to this topic that we're out of time maybe we can revisit this next saturday and go tell
