Is taking to treat covid19. Thank you for joining us tonight at 5 im pam moore and im ken wayne democrats say they want to plan in place in the event something was to challenge any president s ability to carry out the duties of the office. They say its designed to create a process for future president s Speaker Pelosi says the creation of the commission is outlined in the 25th amendment which was created in a bipartisan way after president kennedy was assassinated to ensure the continuity of national leadership. The white house is dismissing the idea physically section 4 of the amendment empowers congress to set up an independent body. To confront such a crisis patted absolutely unfounded and its a stunt ahead of an the president says. Feeling well. The president also reacted to the speakers announcement with a tweet calling the speaker crazy and saying pelosis efforts are really about quote looking at the 25th amendment in order to replace joe biden with Kamala Harris and quote well tonight, the real question is could Speaker Pelosis idea actually takes shape and if so is it a good idea kron fours dan kerman has been talking to legal and political experts hes live in the city with more dan. Well ken and pam usually the transfer of president ial power takes place here at the ballot box the Election Center here in San Francisco. But again the 25th amendment is something that is in place and what Speaker Pelosi is talking about is something that was created in the 25th amendment if congress decides to move the other ship in the right direction. The 25th amendment allows for a president to voluntarily transfer power to the Vice President. But it also provides 2 options to have power transferred without the president say. The one thats always been followed is the Vice President in a majority of the cabinet could deem the president cant fulfill the duties of office but professor Erwin Chemerinsky who is dean of the U C Berkeley School of law. Says the 25th amendment does provide another option. Congress could designate a body and if the Vice President and majority of that body. The president can fulfill the judges office. The president then will be relieved of those duties political experts believe theres a very good reason for congress to create this alternate commission no president would want to hear from the cabinet. That they can no longer discharge their duties because it would be reluctant to do that because of all the political consequences. So weve got to find a mechanism that really gets outside of politics at least to some extent. U c berkeley Political Science professor henry brady is the dean of the Goldman School of public policy. He says good idea or not the votes to create this commission arent there with the Republican Controlled Senate and President Trump in the white house still he understands why Speaker Pelosi is proposing this now its obviously attempt to point out that. At least the democrats think mister trump is in trouble and not really capable of governing and so its a political stunt in that regard. Now assuming that this idea does go nowhere least this Election Year the real question is what happens if its proposed next year. Well have to wait and see it all depends in some regards to how this election turns out live in San Francisco. Dan kerman kron 4 news dan thank you for that report, well, although Speaker Pelosi claimed her bill is about future president is the fallout is being felt right now that is even though the bill is not likely to see the light of day and the election is so close. Our Catherine Heenan host of inside bay area politics asked one of our political analysts why this is happening now. Right so if you think about how democrats respond to President Trump. Whatever President Trump says whatever he tweets they go right to like the worst Case Scenario and overreact and really hear hear. Speaker Speaker Pelosi take in a page from the donald trump playbook by putting forward something that is about politics, pure and simple its going to garner white house to tell you its going to garner the president s attention and by doing that and talking about his fitness for you raise a whole bunch of issues on that democrats Playing Field if theyre leading the race of joe biden is ahead by state double digits, how is the Trump Campaign going to respond and reset the race and what nancy pelosi has been able to do here is focus on the pandemic and call into question viability of this president and that joe biden and it probably helps democrats down ballot. How does she reset the campaign youve heard him saying hey, im feeling great. Hoping to get help to weekend rallies so they struggling for a message right now is he doing more damage to his campaign with this im great im getting back out there mentality that the president is best when he has boogiemen when he has people to push against when he has created this kind of identity politics that he can move forward in attack sprayed with an economic message hes taken all of that off the table and now hes going to debate. Hes not going to debate is going to go out on the campaign trail. Its the and even that stuff that and the lack of a message that frustrates his team and frustrates the white house. Katherine also talked with professor David Mckeown about whether he believes there will be another president ial debate and whether many voters really care you can see that entire interview on kron on. Heres where we stand tonight tonight, President Trump says he now plans to hold an in person event in washington and around lee. In florida. According to the white president will address the crowd from the white house balcony over the south lawn, the president will apparently be talking about Peaceful Protesters for law and order. The white house also announced a rally in sanford florida that set for monday. All of this comes just over a week after the president tested positive for coronavirus meantime democratic president ial nominee joe biden says he will participate in a town hall on october the 15th that was the date slated for the second president ial debate but that debate is now officially off. President trump pulled out after it was announced that the debate would be virtual because he has covid the 3rd debate however scheduled for october the 22nd in nashville, tennessee is still on. Well as we get closer to election day state lawmakers are now addressing the secretary of states memo to local Election Officials about potential disruptions and even threats and polling places our Capitol Bureau reporter Ashley Zavala talked with legislative election leaders from both sides of the aisle. And theres more interest theres more emotion theres more passion around this election. And its really important that we make sure that every california that have an opportunity to vote free in fear of intimidation assemblyman marc berman, the chairman of the Assembly Elections and Redistricting Committee said he was pleasantly surprised by the secretary of states memo. The memo sent earlier this week re hast resources and laws relating to the consequences for those who try to intimidate threaten or block voters from casting ballots, including the felony charge associated with bringing a gun in or near the vicinity of a poll, the office acknowledged its never sentimental out like this before republicans say its excessive assemblyman James Gallagher is the vice chair of the elections and Redistricting Committees honestly i think a lot of this is being perpetuated by democrats. To scare people into you know into voting for their candidates of choice. Sand this is that theres people out there wanting to stop them from voting in that and thats all this made up the democrats point to the president s past comments urging his supporters to go to the polls and watch very carefully. They also cite recent concerns with possible, Trump Supporters being accused of attempting to kidnap the democratic governor of michigan it would be you know negligent of us not to be prepared for the worst i dont think theres any evidence that were going to have people intimidating voters legislative elections leaders anticipate most californians to vote by mail in sacramento, Ashley Zavala kron 4 news. All right the weekend is here lawrence was the forecast we should have a chance just to sleep. And why were going to come back to lawrence in just a moment the weather and all right coming up in addition to lars were tracking hurricane delta now moving in the gulf coast, which areas the storm is expected to hit the hardest and good news for an iconic calistoga wineries how the castello di amorosa is welcoming guests back. After rings after suffering major wildfire damage plus how healthy is President Trump we will talk to a local doctor about his turning now to a big story we of course are following tonight the president s health and his plans to host inperson events as early as this weekend, there are a lot questions about whether thats a safe idea and questions about the president s current could current condition. Joining us now via zoom is ucsf doctor, Peter Chinhong doctor thanks for being with us the biggest question of course is the health of the president and whether or not hes still infectious. And i know there are a lot of Unanswered Questions from his medical team, but are you able to get any indications from what they have said and what theyre withholding on the president s current coronavirus status. Yeah, thanks for having pam and ken i you know President Trump will my pc not be a little bit worried. We dont know when this loss negative test was to be dont really know how long. Hes been its course sydney we take the time of his first known positive test and now. He would be so proud to leave early and its theres still a chance that hes going to have the second fees which can be potentially serious in terms of his infectiousness again, im a little bit worried that he may still be infectious and then to reasons one is the fact that he may have more than just a mild case of covid he was given a lot of medicines but one of them dexamethasone steroid we know in patients who take in that that it can prolong the amount of virus that you continue to shed what he called fire setting. If thats the case at the fact that we dont have a repeat negative tests, id be concerned that hed still be. I mean active fires that hes able to transmit moving forward. Doctor the president continues to say that hes feeling well he even suggests that he may be cured or that he may be we do hear that he is still taking some medications weve heard that hes been taking steroids and that steroids can affect a persons mood. How would you assess based on what youre able to see glean seen him on television and what he says in his tweets about his condition in light of the drugs that he still on and has taken. Yes thats a great question, you know there to areas that are a little bit considering of probably the most considering i suspect about him is is you know shortness of the city saw the most dramatic evidence when he first got back to the white house and even as late as over the last 2 days going on various tv he did appear to be short of breath at again. That the probably important evidence of us the fact when we saw him actually climbing up the stairs because shortness of breath, cough taxation is fact that we look at what one sign that we look at you know if hes in a tv station has been this is going for a while is probably less test that actually seeing him exit himself and then seeing what is green looks like at that point was using a lot of what we call accessory muscles muscles in his neck to breathe because again his long not strong he appeared to use first slip breathing where youre trying to like increase of freshly along so open them up so thats when people it lung disease, you know they you for their lives again, pretty positive pressure down in lights. Have to stop couple of in that journey off this years the block a nice i think theres several things even beyond that period where we are worried about his lung function. The second aspect again is you know maybe the sum his thinking and again thats harder access about doing. What specific testing again going back and forth between various topics like the economic recovery and Stimulus Program some of these other things maybe just worried about that the story causes about 10 days, so you still going to be taking that. Im also worried about the trash after you something serious because it starts gets you your body. Its probably not in in not time there cut down production on your own home is anybody but again not something we we always were are you about that after the steroids trash that when he stopped and doctor were out of time but real quick if you can kind of sum up whether or not you think theres going to be any risk. To any of the people who are participating in these rallies tomorrow on the south lawn of the white house and then monday in florida. I think that the biggest risk show the tomorrow again its probably not enough time. To be sure that someone is not infectious and potentially late as next week as well again without having the test of cure were not really sure with the president. Yeah again leaving a lot of Unanswered Questions said because were just not getting all the answers that that were looking for peter chan hong us from ucsf thanks for your time really appreciate it. Thank you come again. We want to turn now to our wildfire coverage as the glass fire gets closer to full containment in the north bay tonight, the glass fire still burning in napa and sonoma counties is up to 74 containment. It has burned more than 67,000 acres and destroyed 642 homes more than 21,000 structures are still threatened tonight. Fire crews say full containment they hope theyre expecting to get by october the 20th as weve reported a number of wineries burned or were destroyed in that fire but now almost 2 weeks after the glass fire started one of those wineries has suffered damage is back open for business kron fours Maureen Kelly has the story. Since their Main Building and tasting room were untouched by the fires castillo rosa winery is now back open for business but just a few steps away from where patrons happily cip samples of various vintages the damage from the glass fire was being assessed by the winerys owner. The 11,000 square foot farmhouse was gutted equipment and approximately a 120,000 bottles of wine were lost in the blaze and because this winery was built to replicate a 13 thcentury tuscan castle. Theyre going to need to bring artisans in from italy to make the repairs. The owner says the back to back fires here in the north bay coming after having to close for 3 months because of the pandemic is the worst catastrophe hes experienced in 45 years in the wine business and its a pain being felt throughout the napa valley which relies heavily on tourist traffic and how can people help. They can help. Visiting the napa valley. Im going to rush for i from the napa valley just coming up here spending little money because a lot of businesses are simply going close down. Theyve wracked fires are new covid over and over and its just its impossible stay open. I found a group of tourists here hosting a 40th birthday who say they were a little worried about going ahead with their plans. But are now happy they we were nervous, but i mean were so excited to be here. The sky is clear its beautiful and the service has been amazing this was my 40th birthday, and we didnt want it to its covid can get us fires can get is nothing for those interested in coming up here to simply drink in the scenery. While there are burn scars visible up here much of napa valley is just as beautiful as ever. Lauren kelly. Well the cooler weather certainly helping the fire crews, lets take a live look out over San Francisco boy crystal almost crystal you know as they say for us and its nice to see and hear you or its you know we have to do all right friday right we could have a doer hey certainly looking nice out there right now youve got some clear skies out over San Francisco right now looking good there little fog though moving in along the coastline and weve got some more clouds on the way for the weekend in fact, theres a slight chance we could see some showers that fog though pushing through the golden gate breeze right now on a bridge right now little breeze out there at this time too. And certainly theres a couple storm systems unfortunately just diving off the coast and in the south where well never see it
