year-old kyle rittenhouse had to turn himself in to police. wednesday morning after that deadly shooting and here's some pictures that he posted on social media. he's now charged with first-degree is video from some of the damage this morning look at the trees that were toppled roadways were flooded. homes wiped out by these high winds and rain in louisiana and we just learned a 14 year-old girl is the first death connected to the storm a tree fell on her home killing her darryl forges has more. >>a big time stars coming through here, it's all for right now that's all i got to get worse with light of the worsening yet. >>hurricane laura made landfall early thursday morning in southwestern louisiana, as a category 4 hurricane bringing with it 150 mile per hour winds. putting it in a tie with a hurricane from more than 160 years ago as the strongest to hit the state as the eye of the hurricane headed towards lake charles mayor there fear that too many people decided to stay behind i'm just very concerned about. >>the not only. the survival aspect of the storm itself, but also the aftermath. >>forecasters continue toward of a storm surge of up to 20 feet and devastating winds for those in lowers path you're going to hear the word on survivable. >>describe the storm surge that we are expecting. >>the governor predicted parts of louisiana will be completely submerged as lower moves over the state bringing the storm surge up to 30 miles inland. more than 1.5 million people were under evaation orders in louisiana and texas ahead of the storm, social rescue crews are on standby for those who didn't. >>i was his friend and i'm making here and i my family make it a safe. >>and beaumont texas, i'm darryl forges. >>all right well let's get the latest on where the system is now at how it's impacting the region with that john trouble now the weather center. >>yeah guys and now as the storm moves further inland, the big concern here is flash flooding and those damaging winds still in excess of a 100 miles per hour. right along the coastline is where that storm surge is the major threat and will continue to be as we still do have some bands of that storm rapping along the coastline. it is now dropped to category one status that is really a just a recent development right there over the past few minutes and we'll continue to be a category one hurricane as it reverses north into arkansas. back here at home we've got poor air quality this morning as we continue to be smoke put up while by wildfires and then settling back down into parts of the bay worst of it is in marine county where conditions are very poor to start. most of the rest of the bay area actually pretty good. some embedded in that smoke up in the north bay that is resulting in low visibility as well. so do watch your travel as you're getting outside and sonoma napa and especially marin county 50's for our current temperatures a little cooler than at the same time yesterday and i'm talking a comfortable afternoon still to come. james all right, thank you john, a 7 '09 let's turn our focus back to the wildfires now burning here in the bay area with crews making some progress. >>according to cal fire the lnu lightning complex fires in the north bay are now 33% contained. the scu complex fires burning in parts of the east and south bay's now 30% contained and the czu august lightning complex fire in san mateo and santa cruz counties now 21 percent contain that is the situation as it stands at the current hour. >>we have team coverage of the czu lightning complex fire in san mateo and santa cruz counties and you can see the area circled in red. >>with a red line here that's all burned out area that's been damaged so far or destroy kron four's will tran is live at the cal fire base camp in scotts valley. >>with a look at the damage and the containment as it stands right now. >>the containment number did not explode over 91 for 19 to 21% but more importantly the acreage did not explode as well the very latest numbers, 81,333 acres coming into the overnight hours it was sitting at around 80,500 so they are getting an upper hand on this size far as stopping it from churning through that burned out areas and new fuel supply to the point where james and area they're talking about possibly re populating a lot of the areas where people were told to evacuate. there are neighborhoods there are decimated and there's nothing to return to. there are neighborhoods that might not be touched and that's up to the investigators to go into those neighborhoods to find out which neighborhoods are safe and get people back into their homes as early as a couple of days from now in fact we were at a news conference from cal fire. here's what they had to say about reaching the hard to reach areas. >>and the past a few days of mentioned we've had a lot of good success about establishing more control lines around the fire. being able to get deeper into the fire continued extinguish a fire around homes mister to creating a more safe environment as we are entering more towards repopulated potential down the road. >>so here are the latest numbers as far as homes destroyed 646 structures destroyed that slightly up in the overnight hours but they did tell me it's not like new homes are burning. they're just going in there now and physically county the homes and they do expect that number to go up as far as firefighters there getting more firefighters on a daily basis now it's at 1982 firefighters being thrown at this. yesterday james and darya they were hoping to use an aircraft a little bit earlier to dump water. but the marine layer did not disappear early enough for them, so they didn't use the full extent and the aircraft but they hope to do it today back to you. >>all right, thanks a lot. well, 7.12 is the time right now still ahead. 2 men are recovering from severe burns they got in the fire. they were trying to save their property. from the scu lightning complex fires, >>and we're back the largest wildfire that we're currently monitoring right now is the scu lightning complex fire. that's the one burning in alameda contra costa and santa clara counties. now so far it's been least destructive in terms of property, but the fire has burned over 367,000 acres and is 30% contained, we know that 20 structures have been destroyed 6 damaged. however more than 20,000 structures are still threatened. >>5 people have been injured in these fires in the east bay 2 of the victims recovering got their severe burns because they tried to save their property in livermore from fire now james chilton tom shelton have significant burns all over their bodies. >>the 2 men spent days setting up sprinklers to try protect their homes as the su fire came closer and closer but as james and tom jumped in their cars to head down the mountain last wednesday. the flames caught up with him tom's when it was down as he was driving his beard caught fire he couldn't get out of the car because his door was jammed shut. james who is just behind him jumped out of his car to try and save tom but he got caught in the fire as well. tom eventually was able to drag james to a nearby water tank for protection. >>and the sprinkler was coming out the top and they have the water down below there basically probably had on them and as the fire was passing over him. they knew what they were in store for they were never there to fight a fire they were only there to just make sure stuff was going on and then when the point when they need to go they were going to go. >>and the 2 men have a long road of recovery ahead tom we're told has burns over 35% of his body. james has burns over 75% of his. >>and these fires continue what like we talked about yesterday we're getting a little bit better weather. so let's see if that continues today. >>yeah, definitely not as bad of weathers we had been seeing we're continuing to joy enjoy a nice cool down today that will helping out the firefighting effort all across the bay area. we do have a mix of both fog and smoke rolling through the golden gate that's made for some very poor air quality in marine county this morning. moran in portions of sonoma county definitely having the worst air quality in the bay. well the rest of the bay area actually looks at some pretty good conditions for the most part we'll hold on to fog through much of the morning today and that is good news that fog really helps firefighting efforts, especially our blazes closer to the coastline. and this nice little dip in the jet stream bringing along with it some cooler air and a good push of ocean cool there into the bay today that flow starts to relax tomorrow. so you can appreciate the sea breeze today it's going to keep our inland areas, a little cooler. it's also going to help to suppress fire activity. tomorrow temperatures start to rise again it will be hotter and drier day overall for your friday focusing on thursday though 50's and 60's near the coastline where conditions will be cool partly due to that nice see breeze and some fog hanging out right on the coast 70's along the bay today, some of her most comfortable weather. redwood city 78 palo alto at 75 temperatures look great. they're a little cooler than yesterday but as you do get outside to enjoy some of these cooler temperatures do be wary that smoke will be hovering across the bay area and will settle down in 2 spots without much warning at times so you want to plan on that potential vacaville and pittsburgh in the low 90's nap in the 70's today, 80's from center field, the santa rosa. now as we make our way into tomorrow temperatures rise as i promised you saturday a little cooler and then even warmer into the start of next week. james all right, thank you john quick check of the roads for you this morning as we first start here at the bay bridge toll plaza already beginning to thin out so things improving there. >>and we're also looking at a fairly nice conditions to at the san mateo bridge you can see the right on highway 92 is moving well no problems on the span. >>for your money this morning a quick and cheap covid test just got fda emergency approval and amazon. ramps up pressure on sellers to fulfill orders faster jane king is live in new york with those stories and more hygiene. good morning only about 14% of the 3rd party sellers on amazon get those items to the buyer within 2 days such as well as trying to improve on that the putting some pressure quarter the puget sound business journal. >>to get those sellers to ship on saturday. so not just monday through friday may the sellers will face higher costs if they are forced to ship on saturday said get those packages to customers 15 minute covid test from abbott labs that will be priced at just $5 has been granted emergency authorization for use in the u.s. at that will start shipping this test within 2 weeks, they intend to make 15 million a month by october so the aim here need a surge in demand for americans seeking to return to inperson school and work is can reduce quarantine time as well now the postal service which is in dire financial situation has played a significant number of workers more an overtime then regular pay in recent years has scored a watchdog now according to the report from the u.s. p s office of inspector general the postal service exceeded planned penalty overtime hours by about 14 million hours incurred 520 million dollars in questioned costs as a result and the university of california davis has received 20 million dollars to lead a research institute that would integrate artificial intelligence in food systems now the institute will seek to increase efficiencies in the entire food system from growing across the dining room table it will examine ways to reduce waste of food improve nutrition as well live from new york, i'm jane king that he very all right, thanks. a lot of shame. >>coming up here on the kron 00:04am morning news, the cdc has updated its guidelines on coronavirus testing and that has some health experts and governor newsome calling it bizarre we'll tell you why they say it doesn't make sense. and here's a live look outside the golden gate bridge, we'll take a look at the shot here with the fog as we take a brief pause will be back with more in a couple minute >>he has suddenly changed its guidelines on coronavirus testing now they say that people exposed to the virus don't need to get a test. they are no longer recommending testing for people who don't have symptoms. even if you were in close contact with someone who you know had the virus they're saying. don't bother getting tested. this is a huge change from before when the cdc recommended viral testing for anybody who was exposed to somebody who they thought had the virus even if they themselves didn't have any symptoms they said get a test now that's not the case. and so this has a lot of and factions disease and health experts concerned including santa clara county's health officer doctor sara cody. >>i first heard about this change in guidelines. i actually didn't believe it for it seemed entirely bizarre in that it under pets are very basic tenants of how we control an infectious disease. testing and having individuals know their status is foundational to our ability to control an infectious disease and certainly our ability to control covid. >>infectious disease expert doctor anthony fauci said that he had nothing to do with the cdc changing the recommendations about testing. >>he was having throat surgery when the cdc made these changes to their online directive fauci says he's worried about the new recommendations and he's not alone. governor gavin newsome also says that this new cdc change doesn't make much sense. >>so instead he's going to promise to increase covid-19 testing here in california since state leaders signed a one 0.4 billion dollar contract with a major diagnostics company they're going start processing an extra 150,000 tests per day which would double the state's current daily testing capacity up to about a quarter million tests per day. >>i don't agree with what the new cdc guidance period, full stop and it's not the policy in the state of california. we will not be influenced by that change effort to disrupt the testing market and improve reliability and access for everybody in terms of getting tests and getting more importantly test results back in a timely manner. >>yeah a lot of critics are suspicious these changes perhaps a have a rope or burglarizing from political pressure they don't know, but the governor is preparing to release a new reopening strategy here in california. those new guidelines are expected to be released on friday. so keep it to the kron 4 for the latest on that. we'll take a break here at 7 26 7.27 now still ahead. >>a major hurricane slammed into louisiana overnight. we're going to give you an update on where it is right now and the damage it has dealt. we'll have details coming up in a >>a police shooting in kenosha wisconsin fuels of protests here in oakland at least several businesses vandalized overnight. we'll have that report up next. >>people in napa county are finally able to see what's left of their homes in the hennessy fire all the while firefighters are still trying to gain containment a lot of the details coming up. >>and hurricane laura makes landfall overnight in louisiana. i've got the latest updates on what they're looking at down south. >>all right so we've got those 3 major stories to tackle in this half hour, let's begin in the east bay that's where we saw protests break out overnight. demanding change regarding police brutality all in the wake of the police shooting of jacob blake in kenosha wisconsin yeah we've been seeing it was 4 nights of protests going on in kenosha wisconsin and in oakland. >>people joined in that protesting last night reyna harvey is live there and open right now with a look at what these demonstrators did and what they would like to see >>exactly look they have a lot of demands if they're asking for right now and they took to the streets to try to get that message out and we're going to show you this started largely peaceful and we had nearly 700 people walking through downtown and if you listen closely, you can hear what they're asking for. no justice. nope he's now they're demanding justice for jacob blake you might know he was shot by a police officer in kenosha wisconsin in his back 7 times his family now says blake is paralyzed they're also asking for police accountability along with fundamental changes nationwide, where it started peacefully you had some vandalism also happening in taking place. now oakland police tell us that they and the protesters out there in the crowd to stop setting fire to. >>trash cans and pointing lasers and throwing objects at police officers. they also said they asked him to stop crossing over barricades and lighting fireworks so all of those things happened last night according to police you can see several buildings vandalized including cars, we'll turn along with the alameda county courthouse that was also set on fire now bpd also says. >>protesters temporarily shut down traffic on the 5.80 and you can see images so laying on social media where traffic was at a standstill there on the freeway. we also know that the bart also closed its stores. they're on 19th street at that station in downtown oakland as police and the fire department tried to put out these fires popping up throughout downtown oakland and we also know opd made several arrests. they're saying that none of their officers were injured, but we've also reached out to them it sees a of the protesters were injured and we're waiting to hear back right now as they continue this investigation we'll keep you updated with the very latest for now reporting your oakland reyna harvey kron 4 news, thanks a lot of >>well another breaking news story. we're following this morning that powerful hurricane that hammered. the gulf coast early this morning and continues to hammer the area this is new video from this morning showing a heavy rain the strong winds in lake charles louisiana. and we've learned in the past hour that a 14 year-old girl died in this storm when a tree was thrown into her house. john trouble in the weather center john we know that this hurricane was a category 5 at its height. where is it now how strong is it now and what are the dangers that it still poses will definitely weakening james as it continues to work its way inland now a category one storm as it enters northern louisiana. >>still southern parts of the state are being lashed by heavy outer bands of this system that are resulting in even more rain in some flooded areas, right there in the low lands right along the gulf. now the storm is weakening that is good news peak, winds of 85 miles per hour now threat from here on out is flash flooding as well as even the potential of some tornadic activity firing up in the delta of arkansas and louisiana right along the mississippi there storms going to continue to move further north and likely continue to maintain category one hurricane status. all the way into arkansas says a very powerful system of really ravaging the coast overnight here in the bay area we're still dealing with smoke from multiple wildfires burning across the bay, especially up in the north bay marin county seeing the worst of our smoke this morning and that will shift likely by the afternoon so even though most of us are clear at the moment that's no guarantee it's going to stay that way keep your eye on that smoke map through the day novato napa santa rosa mixed in with that smoke us some fog and that is making for low visibility. in these areas, 50's and 60's to start the morning temperatures a little cooler than they were yesterday, we'll keep that going into the afternoon with the cool temperatures of the week talking more about that still to come james. ok, thank you john now, let's talk about the wildfires again with 3 large. >>complex fires that are burning around the bay area. progress is being made but here are the latest numbers, the lnu lightning complex fire up in the north bay is at 33%. this morning in terms of containment that's the latest number that we have the scu lightning complex fires in the east and south bay's that's burning that's contained at about 35% currently and the czu complex fire in san mateo and santa cruz counties that stands at 21% containment. >>we'll continue our team coverage in first with the lnu complex fire burning in the north bay and this map shows you where the fire has already scorched a lot of land throughout sonoma napa and solano counties kron 4 sarah stinson is live in napa county with a closer look at the damage sarah. >>daria i'm live here in the highlands community above lake on rimrock drive this is where we've seen a lot of damage of homes like the one behind me you can just see a lot of rubble in the area and we've been showing people because this area has been closed but now people are finally able to go up to their properties to see what's left. yesterday i saw the national guard and sheriff's deputies escorting a caravan of cars on highway one 21 into the evacuation zone. these residents were only allowed on to their properties for the day since the evacuation order is still in place all the while firefighters are still trying to gain containment on the lnu lightning complex they've kept it contained at 30. they've kept it contained at 33% despite the fire growing to 370,000 acres fortunately though we're seeing cooler temperatures this morning in the 50's and of fog lies above the burned area. this complex is comprised of the hennessy fire burning 84% of the total acres and the woolridge fire in sonoma county. there are still 30,000 structures threatened 1080 have been destroyed and nearly 300 have been damaged if you live in an affected area. you can stop by a road closure and be escorted from 00:08am in the morning until 00:05am at night. so if the home was the damaged or destroyed they'll see a sign like this on its as unsafe do not enter they don't want people entering going through the rubble quite yet. >>because it's just not safe to do so people have as i said until 5 o'clock to do that come on to the property, but if you don't want to come near here yet or you can't there's an interactive map we have a link on our website kron 4 dot com you can there see if your home has been damaged or destroyed. i'm live in napa county sarah stinson kron 4 news right. thank you very much for the update sarah. >>and we are learning more about one of the 5 people who died in the lnu lightning complex fire 64 year-old solano county resident, leon james bone. his body was found in his home on the property that used to live on with his parents who has since passed away. his family says that he's almost blind and had probably no way to really know that there was a fire happening at all that he needed to get out. >>and no running water. no electricity, no telephone. and he had no way of being alerted. so we're just assuming that he probably was so overcome by smoke and this guy there on the property in the bin. >>family couldn't get onto the property to check on him because of the extreme heat and the fire and that's the reason actually this this heat hot spots that first responders couldn't even going for a couple of days, it took him that long to go back and find his body. james is property not the property to be burned down in these fires, several of the neighbors homes were also destroyed. >>it's 7.38 coming up local health officials are sounding the alarm on what could be another deadly flu season in >>and we're back time now 7.41 doctors are sending a warning about the potential impact of this year's flu season happening during the covid-19 pandemic doctors at ucsf say that the flu shot is going to be key in terms of keeping infections down this year. they're worried that if if enough people have influenza and up in the icu and it's going to start pulling resources away from patients who need them for coronavirus recovery. health care professionals also anticipate a slightly different set of problems for patients with the flu as those who have both covid and the flu are at higher risk of getting pneumonia and could lead to acute respiratory distress syndrome. >>well today will be one of the cooler ones of our forecast look forward to some low 80's in san jose oakland in the 70's, san francisco 60's >>mike pence is officially now the republican nominee for vice president the 3rd night of the republican convention took place with a massive hurricane bearing down on the gulf coast and as the pro sports world. hey is having an extraordinary protest karin caifa reports. >>vice president mike pence with president donald trump in attendance at maryland's fort mchenry signaling optimism, president donald trump believes in america and in the goodness of the american people. the boundless potential of every american to live out their dreams and freedom but also echoing other republicans dire predictions of chaos should the biden harris ticket prevail. you won't be safe in joe biden's america. the speech a convergence of 2 themes that this rnc one highlighting trump's humanity to counter criticism of his character he has stood by me. >>and he will stand up. for you the other a dark outlook on what happens if he's not reelected the leaders will stand up to the lawlessness supported by the radical left as rnc programming aired in prime time there were more protests in kenosha wisconsin where a black was shot by police this week. and hurricane laura barrel toward the texas, louisiana border eventually making landfall overnight as a category 4 storm to the families and communities in the path of hurricane laura. our prayers are with you tonight. >>and our administration is working closely with authorities in the states that will be impacted. >>the crises on top of the coronavirus pandemic raising stakes for president trump's speech tonight capping a week of republicans making the case for his empathy and capacity for leadership. in washington, i'm karin caifa. >>all right, let's turn our attention to the weather that we're seeing around the bay area this morning. we have john trouble standing by with hopefully a pretty decent forecast for today. john yeah, definitely a cool forecast for the day today. >>some of us are in the clear side some of us not so much the golden gate bridge under some fog and a little bit of smoke up in the north bay that has settled into the north bay. now our worst of air quality is in sonoma and lake county is still not so great marine county though coastal areas, especially on the peninsula, some of your best while the east and south bay do have some unhealthy spots to watch out for as far as the rest of the day is concerned skies will clear out for areas further inland offering up sunshine and at times a bit of haze of course as we still do have smoke rising from area wildfires a mix of fog at the coast hazy conditions further inland and also this nice little dip in the jet stream that is cool things off both yesterday and today being replaced by a high pressure ridge which starts to build into tomorrow and temperatures are going to be on the rise along with that ridge. today a nice on shore flow continues to push and those winds will bring some ocean cool there far into our inland areas making for a nice and cool one for inland counties today. tomorrow we're not going to have that ocean cool there and temperatures will be reflecting that really starting to rise 50's and 60's for your highs in san francisco and right along the coastline today 70's for highs in areas like millbrae and burlingame south and palo alto and mountain view a really comfortable day on the peninsula along the bay, south bay temperatures 70's 80's for you with san jose 81 east bay daytime high 70's 80's as well with hayward perfect that 75 oakland at 70 60's in richmond and berkeley. 90's in pittsburgh in vacaville year only 2 spots in these today likely to be joined by a lot more inland cities rising into the 90's for your friday tomorrow. saturday will be our coolest day of the weekend before sunday monday and tuesday of next week looking likely to be the hottest of this forecast. james all right john. thank you quick check of a couple of bridges as we look at traffic around the bay, the bay bridge toll plaza camera showing us a much site here was pretty jammed up. earlier this morning in the 6 o'clock hour but as expected here we are little past 7.45 at things are thinning out nicely so so far so good at your usual commute, wait there at the bay bridge. the sent the richmond sandra fell bridge hasn't seen much of a backup all morning long it was a bit around 6.30 or so 6.45 a couple of the right-hand lanes that you see in the shot here began to back up but as you can see it's all cleared out now. >>so it's pretty smooth sailing if you're heading out this morning. >>in the north bay, the laos city leaders are looking into installing a black lives matter street mural in front of city hall. but some residents don't think that a mural is enough considering the number of police shootings that the have has seen kron four's jonathan mccall has more. >>black lives matter street murals have become a popular symbol to protest police brutality in cities all across the country. after the death of george floyd. now the city of vallejo looking to add its own council members addressing the idea during a council meeting tuesday night at all said their hearts are you know this is really.
