pam moore. blake shooting has sparked protests across several cities in the nation kron four's ella sogomonian is live in our newsroom right now with more on the demonstrations happening in oakland tonight l a. >>mccann hundreds of people have taken to the streets already in just the last hour or so in response to similar what we saw last time with the killing of george floyd except this time, they're chanting the name take a flake. this is video courtesy of dennis pres bravo on the ground in open right now as they make their way down broadway and he's reporting broken windows and fireworks allegedly shot at police. jacob blake is a man who was shot by officers in kenosha wisconsin this weekend and just outside his car which his children were sitting in the 29 year-old is now recovering in the hospital while an investigation is underway into whether he had a knife in his hand at the time as claimed by police blake's mother sent a message to the nation requesting the protesters stayed peaceful that any violence would not be welcome to their cause. but tonight we have learned from open police that's a agitators tried to set a business on fire on 8th and broadway in oakland that firefighters responded to and that some people in the crowd are setting garbage cans on fire. opd sending a message saying we support first amendment rights and we have created safe spaces and safe places for demonstrators, however, setting off fireworks is illegal in oakland yet educators continue this illegal activity. coming up we're going over the latest details in the investigation into the shooting that according to his family left lake paralyzed and how local and national pro sports have been reacting to this news using their platform to highlight nationwide demand for social justice live in the newsroom. ella sogomonian kron 4 news all right alex, thank you and more breaking news tonight as thousands of bay area families began to try and piece things back together we are also learning about those killed in the fires. >>one of them is a 64 year-old man in vacaville. >>the sheriff's deputies. contacted us. they said and discovered a body and then the property. >>we'll have more on the vacaville victim in just a minute but first, here's the bigger picture crews are making progress on the 3 major fires. the fire areas burning in the bay area cal fire says the lnu lightning complex fires in the north bay are now 33% contained. the scu complex fires in parts of the east bay and south bay or 30% contained. and the czu august lightning complex fires burning in san mateo and santa cruz counties are now 21% contained and now the latest on the second largest wildfire burning right now the 3rd largest in state history. the lsu lightning complex burning in 5 north bay counties now stands at nearly 361,000 acres. >>5 people have died 4 others hurt. the fires destroyed more than 1000 structures and threatened more than 30,000 others. starting tomorrow nearly 300 members of the california army national guard will help fire crews battle the lnu complex fires. they arrived today at the cal fire base camp at the sonoma county fairgrounds in santa rosa. many of these soldiers have fought fires before but all has spent the last few days training with cal fire crews. officials say these additional boots on the ground will be working his hand crews trying to get a line around the fires. firefighters say making progress the next few days is critical. >>re able to refer to as a five-day window of opportunity where the humidity's came up we got that close to limp fluence here which improved our weather conditions and that's the absolute time that we need to take advantage of resources like the national guard where we can take advantage of the fire behavior where it's not necessarily. you know rapidly move in any direction that the humidity is up and the fires more and more of a creepy mode so we can get these crews in there and actually physically construct containment lines we'll actually be beneficial to this incident. >>help from the california national guard are more firefighters will be able to focus among other things on protecting homes and mopping up debris. the lnu lightning complex fires have destroyed more than a 1000 structures and damaged almost 300 others. more than 30,000 structures are still threatened we want to show you a map that's very helpful to try to figure out exactly what has burned. and what has survived so this is called the lnu lightning complex structure damage status map from cal fire and you can zoom right into individual homes on this map let's take you into the spanish flat area. this locations, the homes marked in red on this map have been destroyed you can see the icons over here describing that the ones that are green like this one right here is affected and just north of residential area. we have a mobile home park we're almost all of the mobile homes have been lost just a week out 3, 1, 2, 3, homes mobile homes that have survived. >>about 3 dozen others were destroyed if we go a little bit farther south here on this map you can see this other area on the map it is called headlines drive is this street right here and look at all the homes that have been lost here several dozen homes here this neighborhood here and over here all the black homes again marked in black have survived and they are not damage and right here next to vacaville. in the back of a mountain area. right against the border of the city of vacaville, this is the perimeter of the fire and you can see there subdivisions right up against the perimeter. >>this is where some homes have been destroyed other homes have survived, but daniel berlant from cal fire told us earlier tonight. if the wind conditions changed in the temperatures heat up again. perimeters could be expanded in the winds could shift some homes lost here on the coast, the sonoma coast just north west of jenner jenner is right down here. highway one the mouth of the russian river and then up here south of lake sonoma, this is a another part of the lnu complex fire not as many homes destroyed here, but again the perimeter so close to communities, here's healdsburg and this is the perimeter so just to give you an idea of what's going on we have a link of this interactive map on our website just go to kron 4 dot com. and you can find out more about those situations there. pam. >>things can 2 of the lnu complex fire victims were solano county residents, including 64 year-old leon james bone kron 4 state of the sacking talked with the victim's family today she joins us live now from back a bill with more taylor. and this is what's left of the victim's property and it's unfortunately not much you know. >>if you are able to see right now i know it's difficult because it's nighttime but several structures were on this property all burned to the ground a lot of things melted you can really tell how hot this fire was and unfortunately the victim's family tells us that. their family member was here and this is the place that they lived all of their life and unfortunately now it's the place where they passed away. >>i was the last time that we saw time we talked to in that time. and 10. >>that was in daniel bone saw his cousin 64 year-old leon james bone known as james to family one month ago. little did he know that time would be the last we haven't been able to go on the property. >>as a matter of fact a sheriff's deputy said they were unable to go on the property right away because the stream heat. and that's why it took a couple of days to discover the body. daniel says first responders found james in his home of english hills road. >>he says james was almost fully blind. it had no way of receiving fire alerts and no running water. no electricity, no telephone. >>and he had no way of being alerted. so we're just assuming that he probably was so overcome by smoke and this guy there on the property in the bid now all that's left of the property. >>rubble melted appliances in vehicle shells daniel says this isn't the first time a fire has destroyed the property great laws. >>i can understand that happening the place and burn down before back in 19 65 and we had what was called black thursday. his original house burned to the ground and they rebuilt on the same property same location annual says james used to live on the property with his parents who have since passed away. >>well, james lived out there alone. daniel says he was well liked by his neighbors, he got along fine out there on his property. really sad news out here in english hills we also hear that his neighbors are also very upset about what had happened also james property isn't the only one that was damaged along the way we saw several other structures. >>and homes. for now live in english hills taylor sackey kron 4 news thank you very much to the czu lightning complex fire burning in. >>san mateo and santa cruz counties this complex has now grown to more than 81,000 acres. it is 21% contained one person has died in the fires. more than 500 structures in facts about 590 structures have been destroyed more than 24,000 others are still threatened more gayle ong has been is santa cruz all day today seeing the damage firsthand gayle it's hard to look for some it just doesn't look like it's real. >>it looks like a war zone in the town of boulder creek, some of the neighborhoods there have been with virtually wiped out want to show you video this is the area of fallen leaf drive and fern rock road right off of highway 2.36. you see nothing but twisted metal cars even still parked on the drivers on the driveways ob so just home after home reduced to rubble out there. they are among the hundreds of buildings destroyed in santa cruz county alone. and when you drive up to 36. the boulder creek country club is still standing a 24,000 homes remain threatened by this fire damage assessment teams are making their way around the burn areas and here is one boulder p president who decided to stay behind the whole time. >>chaos it's you know there was fire coming in so. we started doing things to keep the fire from being here was struck that garden hose onto the roof so that could put out spot fires a garden hose up on the roof of that building over there. >>well firefighters do appreciate the health but they do want people to leave it up to the professional so no one can get hurt. now sheriff's deputies did have to rescue one man who's been lost in the mountains for today's who decided to come back to the evacuation zone to check out his home. so they rescued him thankfully, but he was also cited in fact some people can expect to come home and some of the areas like scotts valley where i am well that could take days and crews are working to clear out the debris, the fallen trees idnr got they want to re energize power lines when it's safe to do so there's also areas that are still burning out. firefighters want to burn that fuel to prevent future fires show the areas that had been burned out could take weeks before people can even see the damage live in scotts valley gayle ong kron 4 news. thank you gayle, the largest one have the fires we are monitoring is the scu lightning complex 5 people have been hurt. >>so far it has been the least destructive though 20 structures or destroyed 6 have been damaged however more than 20,000 structures are still threatened tonight. kron four's michelle kingston has the story of 2 men who were burned by that fire as they were trying to evacuate in livermore. >>and we're back in one day live up to what you've done and in a right way to set the bar really high so proud of you. and more scientists kreider here in the light. >>james shultz and tom shelton are lucky to be alive. both men have significant burns all over their bodies and are in the hospital after attempting to save their 88 acre property livermore last week from catching on fire the 2 men spent days setting up sprinklers to try to protect their homes as the scu fire inched closer in closer to them tom's brother steven explains. >>they knew what they were in store for they were never there to fight a fire they were only there to just make sure stuff was going on and then when the point when they need to go they were going to go but as james and tom jumped in their cars to head down the mountain last wednesday, the flames caught up to them. >>tom's window was down as he was driving in his beard caught on fire. this is what his car looks like today am here to our entire world >>and i was driving through smoke. and all senate crashed into a log stephen said his brother couldn't get out of the car his door was jammed shot james who was just behind him jumped out of his car to try to save time but got caught on fire tom who was also on fire was able to open up his passenger side door. >>and drag james's body to a water tank and the sprinkler was coming out the top and they have the water down below there. >>basically probably had on them. and as the fire was passing over them. now bloodied burned in battered the 2 men jumped in the only car left on the property and got themselves to safety tom burned 35% of his body james burns, 75% of his the 2 men have a long road ahead of them as they begin to recover. >>in alameda county, michelle kingston kron 4 news. >>the scu complex fires have scorched 5 east bay, regional parks, while 3 of them are still actively burning park officials say son all a lonely wilderness morgan territory mission peak in round valley, all of them hit by lightning that cause fires inside the park's of fires and round valley morgan territory mission peaks are in the process of being mopped up all district parks except shorelines and regional trails have been closed since last friday because of high fire danger and unhealthy air quality. if air quality improves to acceptable standards park officials say they plan to reopen most non fire affected parks. tomorrow. take a live look outside now we'll give you a view not sure what it is it said the embarcadero in san francisco with a little hit and looks like maybe of some fog above the bay bridge and that certainly is helpful for the fire crews out on the lines tonight, our chief meteorologist lawrence karnow standing by with the latest yeah, it really has been that onshore breeze bring in the low clouds and the fog really bringing the humidity way up. >>and slowing down these fire still winds are concerning and that's what we have to watch out for as these winds were going to switch around here until we get these fires out we have winds gusting over 30 miles per hour you can see some gusts near the altamont pass to 25 certainly it's blustery in spots even out there for tonight, not as much so as we look toward the north bay winds have started to calm down and i think they'll do more so overnight lows down to 4 miles per hour right now at atlas peak still as you make your way along the coastline of course you've seen the damage. they are getting some good news as far as the weather conditions we're seeing more that onshore breeze more the fog low clouds even some drizzle expect along the coastline still some of those winds to 1012 miles per hour boulder creek. so that certainly can move that fire along and as we look toward woodward fire that continues to burn the winds have olympic update ii miles per hour. so so certainly a difficult fire out there and some very rugged terrain but the humidity in the moisture in the atmosphere that is on the increase and you can see it out there right now stretching across san francisco making its way across the bay still fairly deep marine there and that is good news for the firefighters that's allowed to expand into the interior valleys overnight tonight and tomorrow morning. air quality may be the best air quality we've seen in about a week or so you can see that nice green area that is the good air out there right now through mill valley nevado in the san francisco, half moon bay and even stretching in part to the east bay where they have some very unhealthy air over the past few days now nothing's going to change around a bit these particulates from the smoke a very small doesn't take much change in the wind direction of moving around so still in and around the fires, poorer quality in the north bay like along the coastline think you're still going to see some pressure out toward the beach and maybe moderate at times that winds which direction a bit and then pour a quote expected still in the east bay and parts of the south bay low clouds and fog boy been nice to see that comeback that marine there in place now going to see more that overnight tonight and early tomorrow morning likely to see some patchy drizzle to least along the coastline. hazy sunshine for tomorrow, you still got some smoke in the air warm temperatures in the afternoon, not really hot and then mostly sunny skies as we head toward the weekend. the temperatures going to heat up a bit so it's nice though as we've got a trough of low pressure of the big bridge have been over the bay area bringing the record breaking temperatures. then we have the thunderstorms in the fires broke out now we've got a trough here and that's allowed for that marine air to move further on shore that brings us that nice moisture in the atmosphere cools down the temperatures all around the bay area looks like it will do so for at least another day then we're back to some much hotter weather we'll talk about that in your tent and coming up a few minutes all right lauren thank you very much other big story. we're following tonight that we told you at the top of this newscast. the latest police shooting of a black man this time in kenosha wisconsin investigators say a police officer shot jacob blake's 7 times in the back on sunday night paralyzing him. >>today, the wisconsin attorney general identified that officer who opened fire as reston chef ski a seven-year veteran of the kenosha four's he also revealed that blake acknowledged at the time that he had a knife. during the time of the incident. police were initially responding sunday to a domestic violence call involving blake. he now remains in the hospital in milwaukee, his family says he is paralyzed from the waist down wisconsin's division of criminal investigation plans to provide a report to the prosecutor there within 30 days. >>that was the sound of 2 gunshots, a protest in the blake shooting turned deadly last night in kenosha police say 17 year-old identified as this teen kyle rittenhouse from illinois shot at demonstrators last night, killing 2 people and injuring another. >>hundreds of people took to the streets in los angeles today you can see in this video they were protesting the shooting of jacob blake they rallied near the hall of justice in downtown la joining dozens of other cities and showing solidarity with the demonstrators in kenosha and as we told you at the top of this hour. there is also a protest happening tonight in downtown oakland. oakland police tweeted out this video of a barrier on fire in the middle of the street they also tweeted earlier tonight that some people were setting garbage cans on fire and breaking windows along broadway adding that agitators in the end the crowd tried to set a business on fire along 8th and broadway. but a quick response by opd and oakland fire prevented any further damage. we will continue to monitor what is happening in oakland tonight and kron four's ella sogomonian will have an update coming up at 1030 meantime, professional athletes are taking a stand on the civil unrest that's happening across the country because of this latest shooting. >>among them the san francisco giants postponed their game with the dodgers earlier today, our sports director jason dumas joins us now live in the newsroom with this thing that is really spreading in the sports world and really threatening to end the seasons and can it has been a day and what started as the milwaukee bucks refusing tocome out of the locker room for their game. >>turned into a nationwide boycott of monks, dozens of teams, including a team right here in the bay area. the giant decided after having a meeting on the field tonight played tonight's game against the dodgers. the team came out to stretch then they left field shortly after kron 4 news was the first news outlet to report this to giant officially made the announcement about 30 minutes before the game. the milwaukee brewers they were the first major league team to decide to boycott their game tonight. gabe kepler spoke to the media a few hours before the organization officially announced that they weren't playing. >>my individual actions are to come by both peaceful protesting with meaningful positive action to promote real change. and again i i just don't think my place is to force and he wanted to do anything but rather to share and consistently share what i believe. conversations and try to change people for covid-19 every day to day state leaders announced a one 0.4 billion dollar deal with a major diagnostics company. the contract would more than double the state's current daily testing capacity and shorten the turnaround time to one or 2 days health officials say this program will also test for the flu. state leaders say the ramped up testing would begin on november 1st and run until march of 2021. >>today's announcement comes as the cdc issued new testing guidance in a move that surprised many health experts the agency is no longer recommending that asymptomatic people get tested even if they had been exposed to the coronavirus governor gavin newsom says he does not agree with the new guidance and will not be practicing it in california. santa clara county health officer doctor sara cody called it quote entirely bizarre. >>i first heard about this change in guidelines. i actually didn't believe it for it seemed entirely bizarre in that it under pets are very basic tenants of how we control an infectious disease. testing and having individuals know their status is foundational to our ability to control an infectious disease and certainly our ability to control covid. >>many are speculating that the cdc came under pressure from the white house to make the rule changes the cdc's new guidance also no longer advises travelers to self quarantine for 14 days after arriving from overseas or states with a high rate of covid-19 cases, a scare at the state capitol today, the senate was forced to cancel its legislative session after state senator brian jones from san diego county tested positive for covid-19. >>this comes as lawmakers still have hundreds of measures to consider before monday's deadline. officials say they'll use all the necessary tools to ensure they can complete the necessary work in sacramento by august 31st. the senate did change its rules earlier this year to allow for remote voting. but officials did not say whether they to the streets in the last 2 hours in oakland, peaceful protesters are marching in solidarity with jacob blake's family his mother pleading with the public. not to resort to violence. but tonight reports on the ground in oakland police say that some within the crowd are causing damage by breaking windows and throwing objects like launching fireworks and setting fires to garbage cans along broadway. pd say that firefighters have responded to a business on broadway and 8th street that educators in the crowd tried to ignite and they are asking people to stop and not point lasers at the officers at 7th in washington and that people do not cross the barricades that they have set up opd sent a message saying that we support first amendment rights and it created safe spaces and safe station in downtown oakland has been closed during the protests there. >>the city of vallejo knows the pain caused when police shoot and kill citizens in the past decade. that city has had 18 deadly police shooting now city leaders are looking into an idea to allow a black lives matter street near old to be painted in front of city hall but as kron four's jonathan mccall learn a lot of people are looking for more substantive change then yellow paint on the street. >>black lives matter street murals have become a popular symbol to protest police brutality in cities all across the country. after the death of george floyd. now the city of vallejo looking to add its own council members addressing the idea during a council meeting tuesday night at all said their hearts are you know this is really. >>i wish i could place i and i wonder what is council done in the last 15 years to show the black lives truly matters and i think that. so i think we all can agree on the concept that means i think if we don't follow this up with you can from me you know the lack lives matter where's the reconciliation. the city has been no stranger to controversial police shootings. >>in the past decade, 18 people have died at the hands of police. most recently 22 year-old shawn monterroso was shot and killed by officer jarrett on back in july. >>ton firing 5 shots from the back of a police car as monterroso was kneeling with his arms raised in 2018 officers fired more than 50 rounds in the shooting death the willie mccoy. mccoy was hit by 38 of the bullets brian kranz as a journalist with open vallejo. the independent organization was instrumental in getting body camera video released in the shootings of monterrosa and mccoy green says while the idea of a mural is welcomed. he says many in the community are looking for more tangible results next not that people are against the black lives matter movement or anything like that they're looking for more meaningful changes specifically there are more than ever. >>to arrest who activists have called the fatal 14 the officers that are they want to see detective jarrett on face criminal charges for the killing of sean monterrosa. >>family willie mccoy still seeking justice against the officers then shot him so many times. they're really looking to real meaningful ways you know there's a big different police movement that's going they want those type of actions rather than some pain on the street council members not taking action tuesday night but plan to address it during their next meeting in september. >>in philly lake charles louisiana. station from houston station the reporter there obviously talking to his local news audience. but you can see just how dramatic the storm is how it's unfolding with the heavy rain just looking at his live report here the camera shaking in the wind heavy rain pouring he's trying to tell the story of what's going on let's listen if we can let's listen in for a couple minutes showing the storm surge that flooded a state highway. this is in golden meadow louisiana right on the gulf coast, there are fears of the 20 foot storm surge along the texas and louisiana. close air. so lawrence this this is scary situation. yeah, extremely dangerous storm that is now making landfall in fact looks like the eye now finally coming on your cameron louisiana, you can see it as a rules on in here and i check on the camera the elevation there. >>that is only 3 feet above sea level expected the storm surge where that eye comes on shore 15 to 20 feet above sea level and then you've got huge waves on top of that. unfortunately that is going to it's going to raise a good part of that area anywhere that it comes on shore. but you can see this powerful hurricane coming on as a category 4 and making landfall right now, here's some of the winds we were looking reporter out there these are some of the gusts that he was seeing over 50 miles per hour right now and that's will likely strengthen here. he is in for quite the storm tonight. he's kind of in the right front quadrant of the approaching hurricane that is the most stretchers dangerous part to be in hurricane he's got to take some extra care out there for tonight, but it's not going to be just a flooding event it's going to be really about the storm surge that storm surge is going to move well on shore maybe as much as 40 miles all the way up to lake charles. it's going to be credible the really associate with the storm system probably stretching about 50 maybe 60 miles across and just from the water alone that storm surge surging well on shore may not receive for several days right here the very live forecast as it comes onshore still headed toward lake charles maintaining a category 4 strength and then as it makes its way into sri port still possibly category 2 before starting to weaken so this is tremendous storm there's going to be a ton of damage tonight a very scary night there back here in the bay area kind of quiet out there you're 1010 for you tonight, a little bit cooler as we head in toward tomorrow afternoon that will start to warm up again on friday and saturday kind of heat things up as we head toward the following weekend. thank you lord for following 2 major wildfire complexes that have turns deadly the lnu lightning complex fires burning in the north bay. >>is responsible for 5 donkey are back home tonight in what side they left this afternoon from the cow palace in daly city. that's where they had been sheltered from the czu lightning complex fires and san mateo santa cruz county sick cow palace is currently serving as a temporary home for hundreds of livestock evacuated because of the fires. >>kron four's maureen kelly shows us the wide variety of furry and feathered evacuees. >>cows are back at the cow palace for 68 head of cattle right now getting there, hey delivered by a volunteer with the peninsula, humane society there are all sorts of creatures bedding down
