send one pedestrian to the hospital happened about 3 15 this morning police responding to the corner of 19th avenue and who knew pero serra boulevard where they found a man. the victim he was transported to zuckerberg general hospital with life threatening injuries. police say the driver stayed at the scene and is cooperating with investigators still waiting for information on the cause of the crash. new this morning in the east bay police have arrested the suspected driver who was involved in a deadly hit and run in richmond. that tragic incident took the life of this 4 year-old boy. it happened friday afternoon, the driver fled the scene leaving that 4 year-old named hector injured on calling the avenue in richmond witnesses say the driver is often speed through their suspects in the oil. it happened in front of a of an apartment complex police say that the man asked a girl for directions to a restaurant. she told him instead to follow or into the center of the apartment complex then the girl according to police sprayed him with pepper spray on and a ball boy robbed him at gunpoint they both stole a man's wallet, a cell phone in his car keys and drove away. american soldiers back in the 1800's that ensured the national parks are here for us to enjoy today. well this morning we want to shine the spotlight on how they helped protect one of the most famous from the shot from sutro cam this morning, eye and mild temperatures to morning because of all of that we didn't fall of the 30's for the most part. we do have dry air. that's been brought into all of this, but the good news is advised that the fire concerns everything we've got lots of what fueled. this moisture. we've had more rain yeah but everything is green, so that's good news there. so you winds kind of a snapshot of where we stand fairfield at 28 miles per hour 22 for napa san francisco, 25 that just channel a little bit from the buildings and the narrow streets 20 for hayward also for livermore now let's go to those projections of what you can expect for today in future cast for could be around all day today. that's why the wind advisory slash warning is there the warning zone as up there and solano county but see how the winds stay in the 20's all day today now this takes us all the way to 11 o'clock at night. when you get some relief as we start to get into monday okay monday afternoon. this is now more the breezy territory, not so much windy into the teens note the arrow direction continues loyally out of the northeast offshore, whoa kind of comes back again. a little bit up here in the north bay here solano county through napa and sonoma and a touch in the east bay too so we'll have a resurgence of looks like a little bit on tuesday. don't that will far off any statements or not but the potentials maybe there. now this is definitely dry air coming in from an offshore direction during the day we fall to the 20's and they expect that during the day but overnight quote recovery we don't see that humidity or that moisture coming in from the coast. we typically see the green fill up this map in the morning hours. tomorrow morning, no and numbers into the 20's, but again the fuel is very damp because of recent rains we've had or the recent wet spell though that the last couple of months so that's good news there. although it's worth noting were jose marti all right dave thanks. back to the news this morning we're learning new details about the helicopter crash that killed basketball legend kobe bryant, his daughter and 7 other people. the ntsb says it did not find any evidence of the engine failure. a new report says investigators looked at pieces of the wreckage to find what caused the aircraft to crash last month. >>they didn't discover any issues with the engine extremely foggy conditions created limited visibility for the pilot which they say was a factor in the crash. following the crash california lawmaker has new a has a new plan he hopes will save lives in the future. our washington dc bureau reporter joeckel il has more. >>new rules and memorials throughout southern california now commemorate the life of kobe bryant and congressman brad sherman says he has another way honor colby's legacy. we can't bring hope to be back. we can save. many many lives in the future he introduced a bill to require all commercial helicopters have a terrain awareness warning system that alerts pilots in low visibility conditions when they're near mountains or other dangers that lie in their path had that been the helicopter, maybe this disaster would have been avoided since 2014 the fda has required that all medical helicopters have the technology. but for commercial helicopters like the one koby and the other passengers died on it's optional it's not a panacea it doesn't necessarily work in all environments are for all missions. chris hill safety director for helicopter association international says terrain awareness technology won't always be helpful. some aircraft fly exclusively through mountainous areas or over skyscrapers. bill says the warning system in most cases would trigger too often, but he says safety technology is generally useful so helicopter technology systems can give the pilots the added information they need to prevent an accident ultimately the f a a would have to enforce the new rules. the agency declined an on camera interview but said in a statement quote, it's important to note that safety improvements to not only result from new rules. >>in washington, i'm joe temperatures will but supported because of all these wince when the camera around a little bit. there is the east bay hills off towards the distance again, a nice shot as we start the day but winds with us make a mistake that shore 38 mile per hour winds at fairfield alas clock there san francisco about 2515 napa 22. some of those locations up in the north bay been quite high for example saying alina has been looking at winds approaching or exceeding hurricane strength gusts down around the south bay meanwhile santa clara valley, 14 miles per hour for san jose so we're going to keep the wind advisory in place here as you can see, although not in some of these valleys you'll notice around the immediate they technically it's not in there, but certainly driving around or get caught up with some winds and then around solano county we have that high wind warning that will be until about 4 this afternoon meanwhile. now those temperatures supported about 50. overnight we don't see the drop into the 40's are really the 30's like we can sometimes see even 20's. 50% of those in a bottle also 52 this morning. those locations can easily drop into the upper 20's with dry air particularly if it happened friday night about 1130 on beverly avenue sees me in san leandro. >>police found a 62 year-old man suffering from multiple stab wounds the 18 year-old suspect had run away officers arrested him a short time later. this is san leandro is first homicide since 2018. the corona virus did not stop people from enjoying the lunar new year parade in san francisco last night as thousands marched and danced their way through downtown to ring in the year of the rat. and as always the parade kicks off of firecrackers for good luck families gathered at market and second streets to watch a mix of bands and dancers and floats. the crowd was noticeably smaller however, because of fears of the corona virus. even though public health officials say there's a very low risk of catching the ice cream shop and had a cone even though temperatures in new hampshire are in the 20's. according to the latest polls, however it senator bernie sanders and former mayor pete buttigieg who are attracting the most voters in the granite state 28% of likely voters say they back sanders, 21% say they're for buttigieg at that point spread is just outside the margin of error of the polls also show that warren and biden appeared to be losing support in new hampshire, the primary there is coming up on tuesday. meanwhile of these 3 campaign's reporting voting irregularities from the iowa caucuses. the iowa democratic party offered candidates a chance to submit evidence of in consistencies between the data reported and the final tally. the buttigieg sanders and warren campaigns all reported what they saw is incorrect. the iowa caucuses have been criticized after a nap failure meant it took days for the results to officially be released. as the fallout from the impeachment city from sutro cam this morning and all those winds we've been talking about a really blown the fog and clouds away days here with more on the forecast. yeah we a little plus like us out of that to us and went one way to look definitely not sure it kept temperatures up overnight to you know, i mean it's not as cold as it was yesterday morning and that's going to be something you feel tomorrow morning as well probably fighting a little in the way of some winds on your way to work tomorrow but not as intense. as this little snapshot here this is what we got going on for right now winds are in the 25 mile per hour range to give you just a gentle kind of estimation if you will in some cases though, but heavier some cases shielded not as much. latest direction is out of the north but they've been favoring off shore north easterly direction, north northeast. still it's dry land breeze is what we got going on it's not a coastal one without except us other coming in at a whopping 3 miles per hour but outside of that it's pretty dry. this is what it looks like on the east bay shoreline looking out to the bay in the distance we do have an ice crystal clear shot this morning. so when things around all look at that the golden gate yesterday was fighting through some fog you remember not today and the winds are checking in with all of that as well so let's stay what's going to happen today, those winds remain pretty active all day. patch approach the witching hour starts to subside a little bit tonight and tomorrow after tomorrow morning. we go into somewhat of a lot comparatively speaking, winds still out of the northeast notice as we go into monday afternoon monday night kind of little upsurge here happens and it favors little bit the north bay and that might be enough for a reinstatement of a wind advisory covering selective areas of the bay so probably not the east bay as much or the peninsula by comparison sake, but notice again that direction northeasterly, no red flag warning no far weather watch talk the reason being is that the fuel is very moist. so a lot of greenery that's going out there that's the good news provides a good defense. from an event like this because it's dry and was going to stay that way as we look at the drying out today we do drop in the 20% range. temperatures don't get really high today they would be a little bit lower than that if it were the case. overnight the so-called recovery, you don't see any green approach on this board this is 06:15am stay up. you see that green comes back to a marine layer well forget about it there's no marine layer to talk about now 20's in the 30's and throughout the day on monday drops off again it even dip some of the upper teens, a little bit and some pot and park pockets, 20's and 30's. that's takes us into tuesday morning. we have some more winds returning a little bit as we talk about more offshore. and numbers drop off a little bit so windy. 2530 mile per hour winds going on the gusty at the 50 to 60 we're already seeing that up there and some parts of the north bay in the east bay solano county, particularly just a wind tunnel today. then tomorrow, it's winds settle by the afternoon mild but dry we have a resurgence going on on tuesday that will be get offshore and warming early in the week and we drop off a little bit latter portion of the week. hints that's a trough coming should get some rain well may not come out that way but there's that made that will possibility 59 going on for san francisco 61 for oakland, san jose checks in at 60 to marty ok dave thanks a lot. we're learning new details about the helicopter crash that killed basketball legend kobe bryant, his daughter and 7 other people. the ntsb says it did not find any sherman says he has another way honor colby's legacy. we can't be back. we can save. many many lives in the future he introduced a bill to require all commercial helicopters have a terrain awareness warning system that alerts pilots in low visibility conditions when they're near mountains or other dangers that lie in their path had that been the helicopter, maybe this disaster would have been avoided since 2014 the fda has required that all medical helicopters have the technology. but for commercial helicopters like the one koby and the other passengers died on it's optional it's not a panacea it doesn't necessarily work in all environments are for all missions. chris hill safety director for helicopter association international says terrain awareness technology won't always be helpful. some aircraft fly exclusively through mountainous areas or over skyscrapers. bill says the warning system in most cases would trigger too often, but he says safety technology is generally useful so helicopter technology systems can give the pilots the added information they need to prevent an accident ultimately the f a a would have to enforce the new rules. the agency declined an on evidence of engine failure. a new report says investigators looked at pieces of the wreckage to find out what caused the aircraft to crash. they didn't discover any issues with the engine. extreme extreme a foggy conditions can also created limited visibility for the pilot which they say was a factor in the crash. following the crash in california lawmaker has a new plan that he says will be commercial helicopters have a terrain awareness warning system that alerts pilots in low visibility conditions when they're near mountains or other dangers that lie in their path and that been in the helicopter, maybe this disaster would have been avoided since 2014 the fda has required that all medical helicopters have the technology. but for commercial helicopters like the one colby any other passengers died on it's optional it's not a panacea it doesn't necessarily work in all environments are for all missions. chris hill safety director for helicopter association international says terrain awareness technology won't always be helpful. some aircraft fly exclusively through mountainous areas or over skyscrapers. bill says the warning system in those cases would trigger too often, but he says safety technology is generally useful so helicopter technology systems can give the pilots the added information they need to prevent an accident ultimately the f a a would have to enforce the new rules. the agency declined an on camera interview but said in a statement quote, it's important to note that safety improvements to not only result from new rules in washington, i'm joe police say an 18 year-old has been arrested for killing his mother's boyfriend. it happened friday night about 1130 on beverly avenue in san leandro police found a 62 year-old man suffering from multiple stab wounds the 18 year-old suspect had run away. officers arrested him a short time later, this is san leandro is first homicide since 2018. big story we're following for you this morning, he broke up the fight he'd start to have some with the suspect police say that 15 year-old bully decided to confront reynolds yesterday afternoon in the hallway of the pine woods apartments where they lived. >>police say security cameras captured the 15 year-old pulling a 40 caliber gun and shooting reynolds who later died. it's just so senseless it's so tragic. it could have been avoided the elizabeth warren went door to door with their dog. well, former vice president joe biden stopped by for an ice cream cone even though temperatures in new hampshire are in the 20's. according to the latest polls, however, is senator bernie sanders and former mayor pete buttigieg sure attracting the most voters in the granite state, 28% of likely voters say that they back sanders, 21% say they're for buttigieg that point spread is just outside the margin of error. the polls show that warren appears to be losing a support along with biden new hampshire's primary is coming up on tuesday. as the fallout from the impeachment acquittal continues. there are new reports indicate some republicans may have tried to stop president trump from firing the key witness in the impeachment inquiry. the new york times is reporting a handful of a gop senators intervened on behalf of gordon sondland they were concerned about the optics of the president firing the us ambassador to the european union. but the president fired sondland along with lieutenant colonel alexander veneman on friday. both of them had testified against the president during the impeachment hearings. the white house is set to ask congress for less money for border wall funding a budget proposals expected to ask for $2 billion for the construction of a wall last year the white house at the white house asked for billion which a clear shot of the blue bay in the blue skies way off towards the distance so high temperatures today with some lower 60's going on near in central valley, even central coast and lower 60's lot of uniformity with temperatures with winds at work here and even now to sow cow numbers actually little cooler because they're away from these winds 59 for l a x and 58 for san diego. so it's a big dose of high pressure is falling air and that falling here has to find a release of its kind of passing out through our general area to highway if you will for the winds. so look ahead toward talking about as windy about 20 to 35 mile per hour winds. gusts of 50 to 60 and that's a wind advisory as a high wind warning going on for county and that will be until 4 this afternoon. winds do settle by late this afternoon. mild, but dry and the next week it's another bout with some winds on tuesday but warming early and cooling late in the week you'll see that in the seven-day forecast, let's run through that will act as a substitute for any real rain going on here. we do see temperatures cooling off we get to thursday into friday and next weekend but as we're looking at these models it doesn't look
