(ken) police in east palo alto are investigating a double homicide at a halloween party. the shooting happened just before three a-m on saturday at the pulgas avenue business complex.. when police arrived at the scene they found four victims with gunshot wounds... two were pronounced dead at the scene. police say what started as a dispute escalated into a physical altercation...a nd then gunfire. under the influence of drugs was driving northbound in the southbound lanes.. this happened in scotts valley on highway 17. officials say the impaired 47-year-old driver hit another vehicle head on. ken, terisa- the driver was arrested. the amazing part - no life threatening injuries. (terisa) (terisa) south bound highway 101 is back open after being shut down for most of the day following a fatal crash this morning. the collision happened just after 10:30 this morning near brokaw road in san jose and involved a white dodge pick-up and a slow moving cal-trans truck. chp says it's preliminary investigation has concluded that the caltrans vehicle, known as a "shadow truck," was trailing a sweeping crew when the pickup slammed into the rear of the truck, killing the driver of the pickup. the driver of the pick-up and his dog died at the scene. the driver of the cal- trans truck was taken to the hospital but not seriously injured. the chp says the driver of the pickup was not wearing a seatbelt. (terisa) another headache for commuters has cropped up in san francisco.... construction began today on the "lombard street vision zero project." the project is to make this particular corrider safer for pedestrians, drivers and those who take public transportation ... they are making changes to crosswalks, improving visibility at intersections and adjusting the timing for traffic lights and pedestrian signals. the city will also tackle sewer and water mains by replacing and rehabbing them... the entire project will span across lombard street from- francisco street and van ness avenue, and the city expects to have it all done by june 2020. (terisa)new tonight at ten: san francisco police held a town hall tonight, mainly touching on the richmond district. (ken)our grant lodes is here with the details. grant? (grant)the town hall was hosted by san francisco police chief bll scott and supervisor sandra fewer. they presented crime stats about the richmond district and how they are combatting the problem. residents spoke about why it's important to be involved. "i don't know where they went."fabian joined the search for eli, going door to door with the mom and her two (ken)still ahead : many americans are working well past retirement age. why it is a challenge for some to make ends meet. (terisa)oakland unveiled a nine million dollar unveiled a nine million dollar initiative to help those on the verge of losing their homes. mayor libby schaaf announced the "keep oakland housed" program. it will provide legal, financial, and supportive services to residents experiencing a housing crisis. mayor schaaf says "not one resident in oakland should live with the fear that they'll become homeless if they miss a rent check,". oakland residents who are in the midst of a housing crisis and have a household income below 50 percent of the area median income are eligible for the program. (ken) as election day gets closer we're taking a look at a measure on the ballot that would boost funding for children's hospitals.(terisa) but not everyone agrees with how the money would be distributed. capitol bureau reporter ashley zavala explains what the funds would be used for and which hospitals would benefit the most ((pkg))proposition 4 would authorize $1.5 billion dollars in bonds to fund grants for construction, renovation, expansion and other upgrades to childrens hospitals. ((ann-louise kuhns -ceo california children's hospital association)) "the purpose of the infrastructure improvements is to make sure we can meet increased demands for our services and also because we face new seismic standards. we need to make sure our buildings are not only standig after an earthquake, but that they're standing after a major earthquake."72% of the funds would go to eight private, non- profit childrens hospitals across the state.. ((including two in the bay area)).. ((including valley children's hospital)) ((including five in southern california))18% would go toward children's hospitals in the university of california system... and the rest would be distributed to 150 other pediatric care facilities..(lwv)) "i think the question here is does the taxpayer need to fund this work, not whether or not the work is important."members of the league of women voters say they support childrens hospitals but they oppose prop 4, taking issue with most of the money going toward private facilities..((melissa breach- league of women voters)) "the reality is each of these eight private hospitals each put in about $680,000, if this measure passes, they'll each get $198 for every dollar they invested, that is pay to play, and that is not how we want to fund things in california."but the childrens hospital association says the money is divided in the measure based on patient volumes..(kuhns) "it's not so much an issue of whether the hospitals are not for profit or public, but who are the patients those hospitals, and 2/3 of the are publicly financed by medical. the doesn't reimburse for infrastructure. that's why we periodically come back to the voters to say can you please help us with just a portion of infrastructure."supporters say chiildrens hospitals would start to see upgrades within the next year or two. (ken) with three weeks until the midterm elections supporters of prop six gathered in san francisco today. prop six would repeal the 12 cent per gallon gas tax increase passed by the legislature last year. the group also brought with them a report detailing what they call waste fraud and abuse of gas tax funds by state and local agencies (ken) penny> (ken) those who oppose prop six say repealing the gas tax would wipe out five billion dollars a year in funding...half of which goes to improving local streets and roads and the other half to fund a backlog of projects. projects at risk if the gas tax is replealed include finishing the widening of highway 1o1 through the marin and sonoma narrows, bringing bart to san jose's diridon station and up to santa clara. (terisa)san francisco is trying to find poll workers to help out on election day. they would serve as clerks or inspectors... and will need to attend a one day training before election day. for the day of service, poll workers will receive a stipend ranging from 142-dollars to 195-dollars... depending on their tasks. (ken)meantime, there are still á15-hundredá children separated from their parents at the tornillo detention facility on the texas-mexico border.leyla santiago takes us inside. nats-arriving at a migrant shelter--a bus filled with central american families released ice from custody. -nats-a bus -- showing shadows of children whose little hands move we could eventually see gripping their parents.we agreed not to show their faces as they explained why they came to the united states. -nats-so this 27 year old mother tells us gains forced her to leave honduras a country plagued with violence. -nats-leyla santiago/tornillo, texas: "so she says that the gangs wanted to recruit her son and when she said no, they told her she had 15 days to leave the country or they would kill her boy."ruben garcia/director, annunication house: "we receive then so don't get released to the street."ruben garcia runs annunciation house, a migrant shelter about half an hour from tornillo - an area where the department of health and human services houses about fifteen hundred teens who cross the border with on a parent.the facility has had to extend its deadline for closing and has had to expand. kirstjen nielsen/secretary of homeland security: "we're out of space unfortunately given all of the increasing numbers." leyla santiago/tornillo, texas: "so the immigrant advocates that we're talking about are telling us they're seeing more children, more families coming in and crossing the border and the facilities aren't able to handle them. they don't have enough beds or places to care for them. so we're in tornillo, at this sort of temporary tent shelter. we're going to go in and ask more questions, find out how many children are in custody and how is the administration now handling this."our cameras were not allowed inside.the government provided this video. leyla santiago/tornillo, texas: "so we spent two hours behind the gates into what is really like an entire city back there. they have their own firefighters. they have a place to worship, have a place to eat. and we actually even went into one of the tents where they live. i could see bibles placed on their beds, teddy bears there every indication that these are children living here. and when i went to the barber shop, i met a young man from el salvador. he says he's been here a month and 11 days. when i asked him why he is here, why he crossed that border alone, he said he's looking for a better life."another young man said he wanted to get to houston.another to colorado.all eager to be reunited with family.mark weber/deputy assistant secretary, health and human services: "i would say, you know, there are multiple factors, in terms of why we have so many kids at this point in time. and yes, we have added additional protections to ensure the homes these children are going to safely. that is adding time."the average time for a child to stay in hhs custody fifty nine days.the reason, they say, more central american children are crossing the border a 30-percent increase in just the last two months.the trump administration zero tolerance policy -- it's separated about 26 hundred kids from their parents though most have been reunited.-nats-and a new requirement to fingerprint sponsors agreeing to care for the children waiting for a day in court.the commander at tornillo says sponsors for more than half of the children here have had fingerprints taken.but it's taking too long to get any sort of report from the fbi.for now, he says the facility is expected to keep taking care of these teens through december 31st.ruben garcia/director, annunication house: "they're risking their lives. and so you have to ask yourself -- what would it take for you to risk your life and that of one of your children for several years? what would it take? and i think that's -- that's what gets lost in all of this discussion."in the meantime, children continue to wait, to one day be released, to one day be reunited with family and try to find a better life.leyla santiago, cnn, tornillo, texas.
