( darya ) c-h-p arrests a state counselor -- accused of sexual misconduct. ricardo tafolla rose was arrested on suspicion of child molestation and making criminal threats. he works for the california school for the deaf in fremont. rose has been employed by the state since 19-89. one victim has been identified so far -- and police are asking for any other victims or witnesses to come foward. rose is on paid administrative leave pending an investigation. ( darya ) happening today... santa rosa leaders have set a date to have all wildfire debris cleared. that date is april 9th. city leaders are pushing to have all debris caused by last october's wildfires removed from homes and businesses. as of last week... over 300-hundred residential and 12 commercial properties have not been cleared. city officials say the debris contains hazardous and toxic materials that are a threat to health and the environment. ( james ) in the east bay... we are seeing an increasing number of laptop thefts from cafes and coffee shops. sunday night, three suspects stole two laptops from customers the starbucks at park and central in alameda. it's unknown whether they are the same thiefs who stole laptops at another alameda starbucks last month. we talked to customers who do their work at coffee shops who said they are taking extra steps to not get ripped off. ( james ) to avoid being to avoid being victimized, police say don't bury your head in your computer. robbers are looking for people who are not paying attention. (james) a man is in critical condition this morning ... after being shot in the chest. the shooting happened monday night in the 4800 block of clayton road in concord. when police arrived at the scene and found the man in the parking lot. he was shot once in the chest and was taken to a local hospital. police have not been able to find anyone in connection to the shooting. the case is under investigation ... and anyone with information is asked to call concord police. ( james ) also in the east bay... police have arrested two brothers they say cost landlords up to 120- thousand dollars in rental schemes. mohammed qadir and his brother -- habibullah -- targeted up to five property owners in fremont. police say the brothers submitted false documents and names to rent properties and used invalid checks to pay rent. they then stayed at the properties for months before being evicted. ( darya ) two people are found dead inside their novato apartment. police were responding to a welfare check for an apartment on 15-hundred hill road. they learned the people living in the apartment hadn't answered any calls from family since saturday. when they knocked on the door... no one answered. they eventually got in and found a man and woman dead. the cause of death is being investigated. ( darya ) in the south bay... morgan hill police are increasing patrols near jackson park... after a man drove by a young girl... and asked her if she wanted a ride. it happened earlier this month when the girl was walking near trail drive and barrett avenue. police say a man in a dark-colored, beat-up sedan pulled up next to the girl. she said "no" to the ride... and the man took off. police say more people have reported similar events. ( james ) a fire at a homeless encampment kills one man. we first brought you this story yesterday morning as breaking news. the fire happened in oakland near northgate avenue and sycamore street off highway 9-80. police say the homeless camp has a different set up than typical tent camps. people living there have small homes with 2-by-fours and plywood. no one else was hurt in the fire. ( james ) san francisco city officials are supporting state senator scott weinier's effort to help the city's homeless population. mayor mark farrell and board of supervisors president london breed talked about that at a news conference yesterday. the new bill would expand conservator-ship laws... to help the homeless who suffer from mental illness and drug addiction. it would also give local governments more flexibility in expanding programs to help the homeless.. ( james ) weiner says this bill would help keep the homeless out of the criminal justice system and focus on their health and well-being. ( darya ) in the east bay... a man is accused of filming young girls as they try on clothes at a shopping mall. police were called to the stoneridge mall in pleasanton on saturday afternoon. they received a call about a man allegedly video taping a customer in the hollister store. an employee found a shopping bag with a camera inside... the bag had a hole, seemingly to record people changing. juan jose martinez leyva was arrested for invasion of privacy with a camcorder. we spoke to a woman who said she was very alarmed this happened at her local mall. < "yes, it is quite disturbing a lot of young men and women go in the store so yes, it is quite disturbing.">( darya ) police found evidence of one female victim on the camera...but think there could possibly be more. they are asking anyone who has been in the store recently to contact them. ( darya ) this morning we have new details about what led up to the arrest of 49er linebacker reuben foster. the 9-1-1 call that led to sunday's arrest came from a home on shannon road in los gatos. a woman who is in a long-term relationship with foster told police he hit her after a fight. officers arrived in the morning and arrested the linebacker on suspicion of domestic violence and making threats. police also found a rifle in the house. now we're awaiting official charges from the d-a's office...and for action from the 49ers organization. the n-f-l has a specific domestic abuse policy. it includes a six game suspension without pay after the first incident, and a lifetime suspension after the second. ( james ) an undocumented immigrant in washington state is facing deportation ... after he called police for help. wilson rodriguez macarreno called 911 last week when he thought someone was trying to break into his home. when police arrivied ... they ran macarreno's i-d ... which is standard protocol. but that's when they found an administrative warrant from 2004 ... that was for a missed court date. macarreno is now detained in tacoma ... and faces deportation back to honduras. ( darya ) our top story this morning... a san jose-bound flight from orange county had to be evacuated... because of a fire.( james ) the southwest flight was at the gate... when the ground crew saw smoke. kron 4's camila bernal joins us live from san jose. camila... ( camila ) emergency slides were deployed. a few minor injuries were reported... but no one was taken to the hospital. the fire -- in the aircraft's auxiliary power unit -- was put out. no word yet on what caused it. ( james ) new this morning... the state of california is suing san francisco for discrimination. the lawsuit claims that the city discriminated against a transgender woman by prevenitng her from using the woman's restroom in a city building. according to the lawsuit... an employee at the office of citizen complaints told the woman she could not use the restroom and then insulted her. the lawsuit is asking for money as well as the development of a new training program for city employees to prevent future incidents. the city's attorney issued a statement apologizing to the woman. ( james ) the u-s department of education is rolling back an obama-era initiative. it will no longer look into complaints from transgender students... who have been banned from using bathrooms that match their gender identity. the obama administration believed that title nine -- the federal law that bans sex discrimination in schools -- also protects transgender students. this latest reversal is being criticized by civil rights groups -- who say it endangers the welfare of transgender students. ( darya ) a warning in the east bay... after an armed robbery in berkeley. it happened near dwight way and waring street on saturday. police say two people had their wallets and cell phones stolen by four people armed with knives. two of the thieves were arrested. but two others got away and police are still looking for morning. ( darya ) the c-h-p has a new boss. warren stanley is the first african-american appointed to the post... and he brings 30-years of experience to the job. warren grew up in a small farming town outside of fresno. he says he always liked helping people... and wanted to get out on the road. warren says his goal now is to counter any accusations of bias... racial or otherwise... in enforcing the law. ( james ) the washington unified school district in west sacramento is apologizing to parents. in a homework assignment last week... a third grade teacher at stonegate elementary referred to native americans as "the red man." parents were upset by the racial slur.... and the district's superintendent says the assignment and derogatory term are ánot part of the schools curriculum. ( james ) 4 your money... gas prices could reach 4 dollars a gallon by memorial day. that's according to gas-buddy-dot-com. fortunately... no one is predicting a return to the record levels of six years ago. but the gas tax is driving up prices. a 12 cent hike went into effect last november -- only pennyslvania drivers pay more in taxes. another factor in the high prices -- refineries are preparing their summer formula gas. gas-buddy says the average price per gallon is more than 3-50 in san francisco. drivers in houston pay the lowest per gallon -- just 2-23 a gallon. ( james ) here is a look at current gas prices as you head out the door this morning. in oakland... the average price for a gallon of regular is 3.32. in san jose it is 3.29. and in the north bay in san rafael the average price for a gallon of regular is 3.40. ( james ) the chinese new year is fast approaching... and here in san francisco... a number of celebrations are underway for the big festivities.( darya ) san francisco's chinatown is one of the largest in the nation... and every year the celebration is one to remember. the new year starts mid february... and the celebration continues for about 2 weeks. this year marks the year of the dog... the annual parade will be held on february 24th in chinatown. ( darya ) governor brown wants to beef up dam inspections -- one year after a near disaster forced 200- thousand people from their homes. the state assembly has given its approval to a bill requiring annual inspections for higher-risk dams. the final vote came as repairs to the oroville dam's main and emergency spillways continue. both spillways at the dam collapsed a year ago yesterday. the measure also sets standards for inspections... requires review of dams' original design and construction records... and requires that inspection reports be public. ( james ) today the san francisco police department will conduct a special enforcement operation focused on bicycle and pedestrian safety. police have identified specific areas in the city where a large number of pedestrian and bicycle- related collisions have happened. today they will go to those areas to enforce traffic laws. police will pay special attention to five specific violations: speeding, illegal turns, stop sign violations, and failure to yield to pedestrians in crosswalks. ( james ) new this morning... the state of california is suing san francisco for discrimination. the lawsuit claims that the city discriminated against a transgender woman by prevenitng her from using the woman's restroom in a city building. according to the lawsuit... an employee at the office of citizen complaints told the woman she could not use the restroom and then insulted her. the lawsuit is asking for money as well as the development of a new training program for city employees to prevent future incidents. the city's attorney issued a statement apologizing to the woman. ( darya ) a warning in the east bay... after an armed robbery in berkeley. it happened near dwight way and waring street on saturday. police say two people had their wallets and cell phones stolen by four people armed with knives. two of the thieves were arrested. but two others got away and police are still looking for them this morning. ( darya ) the c-h-p has a new boss. warren stanley is the first african-american appointed to the post... and he brings 30-years of experience to the job. warren grew up in a small farming town outside of fresno. he says he always liked helping people... and wanted to get out on the road. warren says his goal now is to counter any accusations of bias... racial or otherwise... in enforcing the law. ( darya ) c-h-p arrests a state counselor -- accused of sexual misconduct. ricardo tafolla rose was arrested on suspicion of child molestation and making criminal threats. he works for the california school for the deaf in fremont. rose has been employed by the state since 19-89. one victim has been identified so far -- and police are asking for any other victims or witnesses to come foward. rose is on paid administrative leave pending an investigation. ( darya ) happening today... santa rosa leaders have set a date to have all wildfire debris cleared. that date is april 9th. city leaders are pushing to have all debris caused by last october's wildfires removed from homes and businesses. as of last week... over 300-hundred residential and 12 commercial properties have not been cleared. city officials say the debris contains hazardous and toxic materials that are a health and the environment. ( darya) in the east bay... we are seeing an increasing number of laptop thefts from cafes and coffee shops. sunday night, three suspects stole two laptops from customers the starbucks at park and central in alameda. it's unknown whether they are the same thiefs who stole laptops at another alameda starbucks last month. we talked to customers who do their work at coffee shops who said they are taking extra steps to not get ripped off. documents and names to rent properties and used invalid checks to pay rent. they then stayed at the properties for months before being evicted. ( darya ) a man is in critical condition this morning ... after being shot in the chest. the shooting happened monday night in the 4800 block of clayton road in concord. when police arrived at the scene and found the man in the parking lot. he was shot once in the chest and was taken to a local hospital. police have not been able to find anyone in connection to the shooting. the case is under ... and anyone information is asked to call police. ( darya ) two people are found dead inside their novato apartment. police were responding to a welfare check for an apartment on 15-hundred hill road. they learned the people living in the apartment hadn't answered any calls from family since saturday. when they knocked on the door... no one answered. they eventually got in and found a man and woman dead. the cause of death is being investigated. ( darya ) in the south bay... morgan hill police are increasing patrols near jackson park... after a man drove by a young girl... and asked her if she wanted a ride. it happened earlier this month when the girl was walking near trail drive and barrett avenue. police say a man in a dark-colored, beat-up sedan pulled up next to the girl. she said "no" to the ride... and the man took off. police say more people have reported similar events. (darya) americans check their phones 80 times a day or every 12 minutes. a new study says the average person can go a maximum of four hours without checking their phones. now there's a concern people may be addicted to their smartphones. some of those signs are ... using your phone while you drive ... giving up activities ... and feeling anxious when you're not using your phone. some ways to cope with smartphone addiction is by getting rid of unecessary apps ... going for a walk and taking on activities like cooking or drawing. (darya) snapchat's new software update has many users upset. the update is making it more difficult for users to navigate the app. before ... you could swipe left to access your chats .. and everything was listed in order. a swipe right would list all your friends ... with the most updated "story" on top. with the new update ... snapchat has its "stories" and chats on the left side section. that confuses users because the order of the stories aren't the same. and it's making it harder for users to share messages with their friends. more than 500-thousand users have signed a petition on change dot org ...to get rid of the update. (darya) our top story this morning... a san jose-bound flight from orange county had to be evacuated... because of a fire. the southwest flight was at the gate... when the ground crew saw smoke. kron 4's camila bernal joins us live from san jose. camila... ( camila ) emergency slides were deployed. a few minor injuries were reported... but no one was taken to the hospital. the fire -- in the aircraft's auxiliary power unit -- was put out. no word yet on what caused it. happens i mean look at the routine that they have, the amount of flights. and accidents happen, stuff happens, so it's no big deal."> (darya)thanks camila. ( darya ) today the san francisco police department will conduct a special enforcement operation focused on bicycle and pedestrian safety. police have identified specific areas in the city where a large number of pedestrian and bicycle-related collisions have happened. today they will go to those areas to enforce traffic laws. police will pay special attention to five specific violations: speeding, illegal turns, stop sign violations, and failure to yield to pedestrians in crosswalks. ( darya ) new this morning... the state of california is suing san francisco for discrimination. the lawsuit claims that the city discriminated against a transgender woman by prevenitng her from using the woman's restroom in a city building. according to the lawsuit... an employee at the office of citizen complaints told the woman she could not use the restroom and then insulted her. the lawsuit is asking for money as well as the development of a new training program for city employees to prevent future incidents. the city's attorney issued a statement apologizing to the woman. ( darya ) a warning in the east bay... after an armed robbery in berkeley. it happened near dwight way and waring street on saturday. police say two people had their wallets and cell phones stolen by four people armed with knives. two of the thieves were arrested. but two others got away and police are still them this ( darya ) the c-h-p has a new boss. warren stanley is the first african-american appointed to the post... and he brings 30-years of experience to the job. chief stanley grew up in a small farming town outside of fresno. he says he always liked helping people... and wanted to get out on the road. chief stanley says his goal now is to counter any accusations of bias... racial or otherwise... in enforcing the law. ( darya ) the washington unified school district in west sacramento is apologizing to parents. in a homework assignment last week... a third grade teacher at stonegate elementary referred to native americans as "the red man." parents were upset by the racial slur.... and the district's superintendent says the assignment and derogatory term are ánot part of the schools curriculum. ( darya ) 4 your money... gas prices could reach 4 dollars a gallon by memorial day. that's according to gas-buddy-dot-com. fortunately... no one is predicting a return to the record levels of six years ago. but the gas tax is driving up prices. a 12 cent hike went into a 12 cent hike went into effect last november -- only pennyslvania drivers pay more in taxes. another factor in the high prices -- refineries are preparing their summer formula gas. gas-buddy says the average price per gallon is more than 3-50 in san francisco. drivers in houston pay the lowest per gallon -- just 2-23 a gallon. ( darya ) governor brown wants to beef up dam inspections -- one year after a near disaster forced 200- thousand people from their homes. the state assembly has given its approval to a bill requiring annual inspections for higher-risk dams. the final vote came as repairs to the oroville dam's main and emergency spillways continue. both spillways at the dam collapsed a year ago yesterday. the measure also sets standards for inspections... requires review of dams' original design and construction records... and requires that inspection reports be public. ( darya ) in the north bay... people in vallejo have clear water again after waking up to brown water coming out of their faucets on sunday. there was a problem at the swanzy reservoir...which caused sediment to get into the water lines.about one-thousand households and businesses were impacted. the city told residents that the water was safe to drink even though it was discolored. but people have now been given the all clear. ( darya ) the battle over vacation rentals in lake tahoe is far from over. those who live there voiced their concerns about the growing number of renters, noise, and garbage. the el dorado county chair board says they are now considering new rules. one would limit the number of occupants... and another demands signs listing the name and number of the home's owner... that way, when guests get loud... the landlord can threaten to kick them out. ( darya ) the vacation rental alliance worries that too many restrictions could scare away tourists that are vital to tahoe's economy.
