( robin ) santa rosa firefighters know the cause for 3 small fires that erupted hours before the tubbs fire in october. firefighters who responded that night said- they saw sparks coming from p-g-& e utlity poles... but investigators told us that strong winds were to blame for the damage. < "had it not been for wind especially the significant winds that we had that night... we wouldn't have had the circumstances that we did. meaning that if we didn't have the wind we wouldn't have had the fire.">( robin ) those smaller fires burned around 12 acres... they also destroyed 4 homes, a commercial building, and a montessori playground. ( robin ) an undercover sting leads to the arrest of 13 -suspected unlicensed contractors ... trying to take advantage of the north bay wildfire victims. kron 4's maureen kelly has the details. don't do what they did but we're gonna come after youthis weekend the contractors state liscense board brought a number of people advertising on craigslist as contractors to this santa rosa house damaged by the fire and asked for bids. the bid for basically the same job very from 850 all the way to $13,000. so they're all over the board it really is par for the course for unlicensed contractors because there's no saying these people know what they're doing now 13 people are facing misdemeanor charges of illegal advertising, and 12 are facing felonies ....10 of which are for contracting without a liscense...and because of the recent diaster....they are facing stiffer penalities. the penalty is stiffer right now we are under a disaster declaration so it is a felony. it's punishable by a term of three years.more stings are planned as the rebuilding effort ramps up.....but every week state investigators like this man here are out conducting compliance checks...making sure those helping fire victims rebuild are legit. he says they are already seeing unliscenced tree removal and debris cleanup out here.but expects to see a lot more of this type of shady conduct as the work in areas like here in coffee park ramps up.so those of the first things that were saying however we're already kind of trying to say some contractor starting to dig dig footings i'm starting to do to dig the placement of the foundation. standupthe spokesman for the contractor state license board says not only could you be at risk for getting shotty work when you deal with an unlicensed contractor you might not get any work done at all the california state liscense board says you can check the status of a contractor's liscense or find licensed contractors working on your area on their website, which we've linked on kron4.com. maureen kelly kron4 news. ( robin ) a student at de anza college in cupertino was the victim of a hate crime. as kron 4's ali reid has more on who police are looking for this morning. deejea smith tells me he no longer feels safe attending classes at deanza college.i don't go to a class without an escort. i don't go to or from my car without an escortwhile walking up the stairs at the flint parking structure on january 24th, dj says this man seen here in a sketch . walked past him, shouted an anti-gay slur then punched him in the face.deejea smiththe second he saw me he screamed fáááát and punched me straight in the face and then i was knocked out.d-j was treated for a concussion and head injury. he says the friday before, he was knocked out from behind. the person in that incident also screamed the same derogatory term. but because d-j is partially deaf, he couldn't tell if it was the same individual. but it was the same parking structure, and same as before at night. i could see my car. it was within arms length. and came from behind, hit me in the back of the head and knocked me downsince then the victim has withdrawn from all but 2 of his classes which are both during the day. he makes sure to leave campus before the sun goes down.i feel like i can no longer call this place a safe space.in a statement, the school says in part "we are saddened and angered that such an incident could occur on our campus, which is deeply committed to inclusion."it goes on to say that both on and off campus resources have been provided for d-j. but the victim says none of that has helped.the resources they gave me for outside has nothing to do with me. they gave me a pamphlet for aids rejuvenation. that has nothing to do with what happened to methe on-campus police department says officers have increased patrols on campus, both on foot and in vehicles. and that neighboring law enforcement agencies are also on the lookout for the suspect. meanwhile, d-j is set to see a school psychologist sometime this week.reporting in cupertino ali reid kron 4 news. ( robin ) a woman was rescued from the san francisco bay after she was stuck on rocks in the water. she was stranded near the restaurant, waterbar, on the embarcadero last night. firefighters were able to rescue her... she was taken to the hospital for her injuries that were not considered life-threatening. fire officials say they do not know why the woman was on those rocks. ( robin ) a stabbing in santa rosa led to a police search with helicopters... police responded to a stabbing at the southwest community park on hearn avenue yesterday afternoon. the victim was found with a single stab wound.. witnesses told police that the man who stabbed him, ran from the scene. officers began a search of the area and eventually found the man hiding under a piece of plywood nearby... he was then cuffed and taken into custody. ( robin ) a man in the north bay is under arrest... accused of carrying drugs and a loaded gun in santa rosa. 37-year-old tyler harrison smith was arrested on cleveland avenue... at the hotel santa rosa. a sheriff's deputy patrolling the area noticed a man going through a duffle bag in a lexus. officers say they found 38 grams of heroin... a loaded handgun... ammunition... a stun gun... and marijuana in harrison's possession. ( robin ) animal control officers are searching for two mountain lions... seen near homes in palo alto. one of the mountain lions was seen at a house on wildwood lane. it hopped a fence into the home's backyard before taking off. then... just a half mile away...a woman walking on sutter avenue also saw a mountain lion but it ran off. ( robin ) benicia police arrested three people in an investigation of an illegal gaming business. it happened on columbus parkway near interstate 780. police say the suspects had games where people can gamble on computers that ran slot machine-style games. during the sweep... officers also found weapons... methamphetamines and drug paraphernalia. the three people are facing drug and gambling charges. ( robin ) also in the east bay... a 5-year-old girl is attacked by a pit bull. it happened at point pinole regional shoreline yesterday morning. police say the dog was not on a leash. the girl was taken to the hospital. she is expected to be okay. the east bay regional park district is investigating the attack. ( robin ) another large sideshow in oakland. this happened yesterday morning. police cited numerous drivers and towed several cars. you can see some of the cars that were taken away in this video. the sideshow happened in the area of high street and foothill boulevard near fremont high school. according to police... people at the sideshow broke windows of businesses and threw bottles at officers. last weekend there were two major sideshows in the east bay. this is surveillance video from the c-h-p chopper that was monitoring one of those two in oakland. someone there pointed a green laser pointer at the c-h-p helicopter. one person was arrested in that case. in richmond there was a sideshow where an officer was injured . ( robin ) a man has died after a shooting in oakland. it happened saturday on market street near the oakland- berkeley border. officers found one man suffering from a gunshot wound. he was taken to the hospital where he later died from his injuries. police have not released the victim's name. they are still looking for the gunman. ( robin ) a shooting in san jose sends one woman to the hospital. this happened on cadillac drive near highway 17 and castlemont elementary school. police found the woman suffering from at least one gunshot wound. she was taken to the hospital with life-threatening injuries. police are still looking for the gunman. ( robin ) police arrest a man accused of breaking into cars at the rockridge bart station. this happened sunday morning. police arrested andrew friedman. they say he broke into five cars. ( robin ) there is a new report highlighting the major problems concerning sex workers at illegal massage parlors in the bay area. kron 4's ella sogomonian says the report points out that some of the biggest problems are in san francisco and san jose. anti-human trafficking organzation 'polaris' found an average of around 200 illicit massage parlors in both san francisco and san jose each.a task force with the city of san francisco is actively combatting the problem - but with a major hurdle.sot: vanessa russell, love never fails// "many will not come forward becasue it's the only income they have and also for fear of being deported in a way that criminalizes them."in the last three years the report shows san francisco shut down 400 of the parlors. they do this by using code enformcent inspections to check in on businesses that stand out. polaris lists some of the warning signs are extremely low prices compared to the average in the area, late night hours, clientele based mostly on men, covered windows, and an appearance that the employees are either living at the parlor or are being brought to work in groups. traffickers also take to the internet using sites like wechat and kakaotalk to recruit victims.sot: vanessa russell, love never fails// "to reach them in their native language offer them a job that is very differnt from what they are experiencing so certainly there is an opportunity to do some digital stings."although this is a billion dollar industry polaris reports law enforcement generally don't have enough resources to dedicate fully to the problem. but there is something they can do...instead of criminalizing the victims the study suggests they provide a local contact within their culture so they are more likely to come forward and get help. for others it creates utter confusion i'll explain in the next edition of people behaving badly > (robin) and here's a live look outside... at the embarcadero. ( robin ) happening now... police are looking for the person who stabbed a man in san francisco's bayview district. it happened yesterday afternoon near the intersection of loomis and flower street. that's where offers found a man with life threatening injuries. nobody has been arrested and there is no description of the attacker. ( james ) police trying to shutdown illegal massage parlors in the bay area are facing a major hurdle -- woman who won't come forward. the anti-human trafficking group "'polaris" found about 200 illicit massage parlors in both san francisco and san jose. but many women who work in these parlors don't come forward because they don't want to lose their income... be arrested... or be deported. in the last three years... san francisco has shut down 400 parlors. but polaris says law enforcement doesn't have enough resources to dedicate fully to the problem. the group also says instead of criminalizing workers.... police should get them help. ( darya ) our top story this morning... santa rosa firefighters know the cause of three small fires that burned hours before the tubbs fire in october. crews who responded that night said they saw sparks coming from p-g-& e utlity poles... but investigators say that strong winds were to blame for the damage. < "had it not been for wind especially the significant winds that we had that night... we wouldn't have had the circumstances that we did. meaning that if we didn't have the wind we wouldn't have had the fire.">( darya ) those smaller fires burned around 12 acres and destroyed 4 homes and other buildings. in just a few hours, santa rosa students will be back in class after their school was damaged in the north bay fires. they will be welcomed back this morning with a big ceremony. kron4's camila bernal is live at the sonoma county school for children with autism with the story. camila. thanks camila. ( james ) police cited a number of drivers and towed several cars... after another large sideshow in oakland. this one happened yesterday morning. you can see some of the cars that were taken away in this video. the sideshow happened in the area of high street and foothill boulevard near fremont high school. police say people at the sideshow broke windows of businesses and threw bottles at officers. last weekend there were two major sideshows in the east bay. this is surveillance video from the chp chopper that was monitoring one of those two in oakland. someone there pointed a green laser pointer at the chp helicopter. one person was arrested in that case. in richmond... there was a sideshow where an officer was injured. two people arrested. . ( james ) a stabbing in santa rosa led to a massive police search. it happened at the southwest community park on hearn avenue yesterday afternoon. witnesses told police that the man who stabbed the victim ran from the scene. officers eventually found the man hiding under a piece of plywood. he was taken to jail. ( james ) a man is under arrest... accused of driving under the influence in petaluma. you can see the truck on its side in these photos. when police arrived on scene, they found the driver stuck on the passenger side of his truck. officers say john barella was traveling southbound on elm drive when he lost control and crashed into a parked car. barella blew more than double the legal limit. ( james ) a woman is rescued from the san francisco bay after she was stuck on the rocks. she was stranded near the embarcadero last night. firefighters were able to rescue her... she was not seriously hurt. ( darya ) in the east bay... a 5-year-old girl is attacked by a pit bull. it happened at point pinole regional shoreline yesterday morning. police say the dog was not on a leash. the girl was taken to the hospital. she is expected to be okay. the east bay regional park district is investigating the attack.
