Nk you so much for being with i wonder, given the coronavirus pandemic, whats happening with george floyd, what was your reaction to President Trump saying that hes done more thand any of his predecessors for the black commuty . Well, i was stupified, because one, president s should not tak credit for unemployment numbers across the country thatr emplshould. But historically, the Unemployment Rate for blacks has almost always been double that for whites. So theres a structural element to unemployment that we know exists, that theres some racism baked into the system. So non of us were surprised to learn that the Unemployment Rate for black americans rose while the Unemployment Rate for white americans dropped. And so thats just more evidence that theres something structural in the economy that needs to be fixed. Administrations re to thet the coronavirus, through the cares act, the legislation that Congress Passed to provide relief, did not impact africanamericans the same way it did white americans. And historically, weve seen that as the economy recovers, it does leave behind tse in the Africanamerican Community more so than others. How does that increase the inequality gap that we already are seeing . Well, if you have inequality in the system, that any changes an impact. Not necessarily have and we know this to be true over decades of Unemployment Rates. We see that the rate for africaamericans is pretty much stable, in terms of its always higher than the white rate. Its suggesting that black unemployment or black employment is in service to white employment. That kind of dynamic, no matter how low theen unemplo rate gets if its always higher for africanamericans, tdts not a g thing, to have that kind of structural inequality. We saw today minneapolis, the chokeholds, made it a ban requirement that Police Officers have to intervene if they see a colleague using excessive force. I wonder what other reforms you think are needed. Well, if theres anythingth suggests that black people dont belong in an economy, its to see a Police Officer choke out a black person in broadyl ht. Clearly the police are protecting and serving, an aspect of the public that t cy donsider members of the community. So we need to not only deal with the unjust policing, we also need to deal wh the attitudes and behaviors that led to a police offer to choke black person out, because those same attitudes are inherent in employers, in housing professionals, and in other aspects of life. So we should not just look at econic or criminal justice solutions. We should also look for the drags in the marke that produce inequality. All right. Do you think there are still a lot of worries and concerns that the economy is goingo face in the next few months . Yes. First, the initial conditions, as you said, on the Unemployment Rate is still1 1 to put it in context, the highest we reached during the Great Recession was 10 the lines outside food banks are still long. So the pain and i sufferit gone. It is still considerable. So there is an issue of how to deal with the immediate pain thats being inflicted on the segments of the population able to carry this burden. But then theres the recovery ase. I certainly dont have enough evidence to suggest there will be a sharp v. Think more of a check mark, a flatish and longish recover t i thinkts what most economists suggest. And the key issue here, whi the risk, is that the politicians say, well, the problemr. Is o we dont have to worry about relief. Repair. T have to worry about ont have to worry about preparing our economy for a differen world, post covid. We saw tay also wall street surging on this n do you think the markets are being too complacent . Do you think tyre too high given the risks you mentioned . So the markets have completely embraced a winwin hypothesis. D data has certainly supported that this week.
