The Minnesota Attorney has increased charges against der chauvin,he officer involved in his death, while ling charges against the other three officers who were present. Are hearing reports from Amy Klobuchar who has said not only will the charges against that officer be increased from thirddegree murder to seconddegree murder, but there are charges levied against the other three officers. We have not heard this directly from the attorneys general. We are still waiting to hear from him in a press conference. This tweet does come from the senator from minnesota to protesters demanding more justice. Do you think it will come, the protesters, or are we expecting a 10th night of protests . If you look at the way the protests unfolded, there was a lot less violence and looting. Protesters were allowed to take center stage. Whether or not that will change in the coming days, that is unclear. If these charges are levied against the Police Officers, that will go a long way and trying to acquiesce the anger we are seeing. The larger images of systemic racism that is highlighted by the spread of the coronavirus and how it is impacted, those wounds have been ripped open and it will take a long time for that to heal. Mr. Esper opposes a law that would allow trump to send soldiers onto the streets. The option to use active duty forc should only be used as a matter of last resort in the most urgent situations. We are not in on of those situations now. To your questio what we have seen and what is forthcoming, these charges being levied against these officers is the right thing to do. It begins a healing process with this nation and gives us an opportunity to go look at reform in this nation as it relates to public safety, to our criminal justice system. In the u. S. , we have had a number of these types of events that have occurred to young men of color, more specifically and frequently than we care to counts. Manyimes, they have been unarmed. Someone who has been a twotime police chief as i have, i know the challenges that are out there. Something is inherently wrong. Sothing went wrong on may 25 with the lossoflife in such a tragic, hoific, heinous way. You were on the task force on 21st century policing, it was organized by president obama in reaction to the shooting of Michael Brown by a Police Officer in ferguson, missouri. It was created in 2014. You suggested recommendations, 59 recommendations back in 2015. Have any of those been brought forward . That task force came after the death of Michael Brown. During that time, president obama put together a panel and i was on that panel. We were charged with comingp with a recommendation that would enhance relationships between police in the community and advanced policing in this country. We had three months to put that document together. On march 2, 2015, weiver the document to president obama at the white house. We had an opportunity to share our findings and he had studied that document a day or two before. He implemented many of those recommendations in there. One of the biggest recommendations the bodyworn cameras that we see. Progress was made. We had a roadmap, a gps system. Police departments solve a benefit of it and a new administration came into play. Once that administration came into play under then u. S. Attorney jeff sessions, they took that document, deepsixed it and here we are in 2020 with no gps, no guidance, nothing, and we are in deep trouble in terms of maintaining our relationships with people in this country because what we had worked. The politics played itself out and it was not to the advantage of the american people. To build those relationships over is not impossible, but it is going to be met with challenge. When we look at the recent incident that occurred in this country just prior to the loss of george floyd, aubrey and south georgia, chased down in a truck by two white men and killed, and we had Breonna Taylor in louisville, kentucky, shot on a no knock warrant that should hav never occurred, then we have the case of the white woman in central park who was undoing because a black man asked her to put her leash on her dog and she grabbed her phone and called in that a black man was assaulting me. That led to and the Tipping Point was a black man who was choked to ath in the middle of the street in this country. America has had enough. Not just communities of color. You can see from the diversity of the crowds, people are sick and tired of it. Our brothers and sisters, from europe, to asia, all around the globe, are voicing the horrible death of george floyd. His spirit lives on and we are going to use that to change and reform policing in this untry. Thank you for speaking with us. Those who organize this protest say as much as they understand what is going on in america, it is not different than what is going on in the u. K. U. K. The New York Times reports Minneapolis Police use force against black people at seven times the rates of whites. You can see how black people make up 19 , but 58 of times police use force it is directed towards africanamericans. The article quotes david schultz, who calls minneapolis a laborde tory a laboratory on things you should not do when it comes to use of force. There is a probe being launched into the police department. We have the national story. These figures show us how Police Shootings disproportionately kill black people. In 2019, africanamericans made up 13 of the u. S. Population, but 23 of Police Killed in shootings were africanamericans. White people are less likely to be killed by the police. There is the issue of racial injustice, playing out in prisons. Africanamericans are imprisoned at five times the rate of white americans and two times the rate of hispanic americans. 2018, africanamecans made up 13 of the u. S. Population and made up almost 33 of the prison population. White americans were 60 of the population or over and around 30 of the prison population. Force used by u. S. Police officers has been on display over the last week. This was seattles police sought to clear a protest. You can s t protesters under their own umbrellas. This is a crowd in brooklyn. Bill de blasio said he would investigate. He says he never wants to see Something Like that again. Highlighted the protesters, saying somewhere putting lives at risk and some attacked officers. Looking across the u. S. , many cases, the response to protest about the excessive use of force has been to use force. There is no doubt some protesters are violent and we do not have the police side of the story, but there are many examples where police appr to be using force but it is difficult to justify or is out of proportion to what is happening. Many people are calling for change and how policing is conducted. One example is the camdenounty police force in new jersey. It was overhauled with new guidelines on when to use force and touted by president obama. Lets hear it from the man hind those reforms.
