Lots of thank yous yous. Laura for all of you watching on pbsnd around the globe, welcome to world news america. Eranother day of stag figures. 5. 2 million americans file front appointmt benefits last week. More than 22 million have lost their jobs in the last month. That is more than the population of chile. Coronavirus infections are on the rise in the u. S. The president has said it i tup governors to decide when to reopen their states. Our north american reporter reports now from maryland. Pretty androerous indianapolis. But it does not feel that way now. It is famous for the u. S. Naval acady and crabcakes. But this seafaring town is struggling to stay afloat. Dchicken ruthi has been here for 55 years and has the character to prove it, but for how much longer . Have got long legacy. Very loyal customers. And we are all very committed to coming out on the other site of this crisis. So it has been tough . Tougher than anything i have experienced in a really long time. Usiness dow about 75 . Just around the corner on the mainng square, nothi is moving apart from the flags in the spring breeze. Situated here is the governor calvert hotel. It has 125 rooms and one guest. The consequences of coronavirus have been brutal. It has en horrible. So it has affected us tremendously. Awe originally haut 70 people working here, and we are now down to three people working here. What is happening to the people who have lost their jobs . Most of them are applying for unemployment. Athey waiting for their relief checks from the federal government. They are going to od banks. They are helping each other out. Whatever they can do just to survivthis pandemic. Congress three weeks ago set up a 350 billiorelief fund for small businees. Today, it ran out of money. The urgency to reopen is obvious, but marylands govern counsels caution. We want to get our economy back. O want to get people back work, but we want to do so in a safe and smartay because the worst possible thing we can do is to take actions too quickly. Today, donald trump met truckers, essential workers that have been keeping the u. S. Economy together. Presidt trump thank god for truckers. That will be our the. Thank god for truckers. Plan tonight states least his affected by the coronavirus to start lifting restrictions and for other regions to follow suit as quickly as possible. It is hardve totate the epic magnitude of what has happened to annapolis, what has happened to america with these jobless totals. In the space of four weeks, a decade of Economic Growth has been oblitered. Jon sopel, bbc news, and annapolis, maryland. Laura for more o en tnomic toll here in the united states, i am joined by jason, professor at the Harvard Kennedy school, who was chairman of the white House Counsel of economic advisers und president obama. Thank you for being with us. 22 million americans have lost thr jobs in the last month, but could this be the peak of the economy shedding jobs . Yes. The economy fell off a cliff. It is opeting at about 85 of what it normally would. And hopefully this is the floor. What happens now depends probably more on Health Policyon than on ic policy. Laura but should congress be doing more . That fund to help Small Businesses has already run out of money, as we were just hearing that. Congress did an extraordinary amount. It was 20 of gdp for the second and Third Quarter of this year. And what they are going tisneed to do noeal with somehe things tdid not the first time, relief for states and localities so they have enough money to pay teachers when the hool year starts in september, fully funding this Small Business program, and then extending some of the relief for households. Ur la meanwhile, the president is issuing guidelines to open up the country, p but he isutting the onus on governors to try to limit the economic fallout. I a very difficult balancing act. Yes. Look. Avi would love to enlightened coordination from the center for the whole country. Because Free Movement within the united states, itd is h have 50 different plans. Absent really clear federal idance, what you are seeing is groups of states in the northeast, in the midwest now, and in the Pacific Northwest forming their own compactso how to coordinate this opening process. Laura America Needs more testing if it is going to get back to work. Is there an Economic Opportunity there for the federal government to lead . Yes. There is legislation in the sena that is 25 billion or 30 billion for teing. We made testing free. A is not a constraint on person getting it that is financial, you just cannot get the test. So making more of them available absolutely is going to require more resources. And the rate of return on any dollars spent on testing is enormous. Probably the highest rate of return you can get on any investment in the u. S. Economy today. Laura the depth of this Economic Contraction has been so swift and so deep. How long do you think it is going to take for the country to recove i think it is going to take years, frankly. I think at the end of 2021, we willtill see elevated unemployment. We will still be below where we were when thisll began. And then we will have just a process in which the Health Issues may be behind us, but the economy just takes time to repair and grow. I would love to do everything we can to speed it. I amust not credibly optimistic about how possible that is. Laura ason, thanks for being with us. Thanks for having me. Laura lets look at the public house implication when it comes to the possible reopening of the u. S. Economy. For that, i am joined by lawrence, the director of the institut for national and Global Health at georg. Own universi thank you for joining us. The president wants to reopen the country. He is issuing guidelines a lile bit later, putting the onus on the governors, but what is the state of the coronaviru n outbreak rig . Thanks for having me, laura. We should not think of this as a Single National epidemic. We should think of it as many epidemics. The coronavirus ban and seeded itself cn the tsts, but now it is moving into the middle of the country. We can see it in the south i places like florida or louisiana. We can see it in the west texas. We see it in the midwest in illinois and michigan. And so it is not a static epidemic. It is actually moving. The other thing is that we are doing so little testing that we really do not know if there is a lot of silent tgnsmissions go on, particularly in rural america. Laura s it confusing that new york hasxtended the lockdown through may 15 while the federal government would like the country to reopen by may 1, if it can . Yes, it is entirely confusing. But it is more than confusi. It is not a very good pubc health plan. Because a patchwork wont work. So if youve got, say, new orleans that is on a lockdownsu anounding counties or states are opened up,in germ is not to know that it is a border. It is going to be there. We need c federalrdination. We need some kindun of orm approach so that we dont just continually have the virus coming from one state to another state. And that c laura we are seeg protests against the stayathome orders in michigan and elsewhere. We are also seeing emerging political and cultural divides n er the philosophical approach to this lockdownerica. I think, sadly we are. But again, the virus is politically neutral. We should not politicize this pandemic. It is not a democrat, republican, rural, or urban alproblem. It iof our problem. We are in it together. Publichealth rul 101 is gain the publics trust. So we need to have the public trust the scientists, trust the publichealth People Public plalth p and we are in this together. We need to stick together on this and not fall apart. Laura but is not going to be bidding against one another for coronavirus tests just as they did for ventilators . Sadly, that is true. We are seeingal med commodities that are really lifesaving that are in the private market for bidding among ates, among private entities, hospitals. Everybody is in it for themselves. We have two conditions thatake price gouging and competition almost inevitabl one we have scarcity. We just dont have enough equipment. And we need to get away from scarcity and have ample amounts. The secondhing is that we dont have feder coordination. Ilwebid against each other. Also, think about this. Dethe ec is going to places like africa. How is a low income cntry going to bid against a high income country . There is no way to handle a pandemic. Laura thank you foreing with us. Thanks for having me, laura. Laura now, brazils has fired his health minister, even as the countryattles with the highest number of confirmed cases in the souther hemisphere. More than 30,000 people have i beected and 1900 have died. Those are just the official figures. The c lags way behind others in testing, and the real numbers could be higher. Ourpo south american corresent reports. Laid to rest in difficult times. Grieving families have to bury their dead quickly and safely. Gravediggers are ting no risks the pandemic takes hold. For those left behind, there is little comfort at a time when it is needed the most. This was not the way sandra ever inimagined sgoodbye to his mother. Of suspected coronavirus, likeed so many being buried today. I am really sad and worried about the situation. I was not taking it serious did not really believe it. I thought it t w media stirring things up. Then what happened to our family, we understood the severity of it. Latin americas biggest graveyard is getting busier, but they are bracing themselves for the weeks ahead. Thilpeak is not expected unt may or june. The municipalities bought 5000 body bags, the gravedigger tells me. Asworkers here say they are digging around 50 more graves than they normally would as more burials come through here. The people who died of suspected covid19 are being buried, many of tm, without getting official test results permit families have to wait days if m not weeks, whins the official number of deaths in brazil is notn accurate representation of how many peop brazils laboratories have a backlog of tens of thousands of cases to test. The country is also struggling to import sufficient quantities of ingredients for testing as the whole world competes for supplies to tackle the pandemic. All we see is the top of the iceberg because now at the moment in brazil, we test only the patients that goes to the hospital that go to the hospital and stay there. Cases, but we dont know exactly how the virus is in the population. Experts fear that with a president who continues to tout health guidenes, he will stop eating advice such as social distancing. This is a time when the country needs it most. People asked me, when are we going to reach the top . But anyone guessing is hasty because we cannot estimate how the curve is going. Imine you are climbing a mountain. You cannot see the peak. Thats what it is important to look at the rise. Will we be similar to the u. S. , italy . We dot know. The burials do not stop, and neither does the heartache. Behind the statistics, family members are lost with loved ones wanting answers as to how they died. Katy watson, bbc news, sao paulo. Laura questions over those figures in bral. In otherews now from around the world, britains government has extended the lockdown for at least three re weeks. Still to come on tonights program, on the front line, we profile the hospital teams working tirelessly to save lives in the united kingdom. Laur the head of the European Commission ss europe owes italy and apology for failing to offer enough support at the beginning of the coronavirus epidemic. Italy washe first country to suffer a serious outbreak and has more deaths than a other nation. Yes, it is true that e was really ready for this. It is also true that t many were not there on time when italy needed a helping hand at the very beginning. And yes, forha rightt, iis that europe as a whole offers a heartfelt apology. But saying sor only counts for something if it changes behavior. Of course, there are still some who want to point fingers and deflect blame. There are others who would rather talk like populists than tell unpopular truth. To this, i say stop it. Stop and have the courage to tell the truth. Laura it has become a weekly adition in the u. K.
