Later to trucks. Drivers were eager to get moving again, but it took a while. In fact, a drone captured the backup in nevada as plenty of people tried to make their way into california. Our kelsi thorud and photojournalist jim flanagan were among the drivers on interstate 80 making their way back home to the bay area. They gave us a firsthand look at conditions over the summit. Look at how high the snow bank is. Its like as tall as the car. Its impressive. How you doing, jim . Doing good. Just kind of nice and steady. They are the road trip buddies. They filed some great reports for us. Chains are still required on interstate 80 and caltrans warns drivers take it slow since some stretches of the road are down to one lane to make room for the machines doing cleanup. No chains needed on highway 50, but that could change. The storm dumped six to 11 feet of snow across the sierra and the snowpack now stands at 104 of normal for this time of year. Its a huge change from just two months ago when the snowpack stood at 25 of normal. Back here in the bay area theres still some storm clouds that could bring scattered showers over the next few days. Lets head over to chief meteorologist paul heggen for more. Hi, paul. Hey, jules. Still a little sunshine peeking through the clouds. The snow showers are starting to dissipate. They havent completely ended, but we are seeing the last gasp of this particular storm system still dropping a few light snow showers on i80, not enough to cause significant additional accumulations. The accumulations weve seen have been significant enough, over 10 feet of snow. In fact, specifically 10 1 2 feet of snow at sugar bowl. Soda springs almost that amount, but it was also the wind. One of the peaks above palisades picked up a wind gust of 190 miles an hour friday evening. Now that is beginning to diminish and as juliette mentioned, we have seen a significant increase in the amount of snow that has fallen compared to whats normal for this time of year. For the sierra as a whole, 104 of the normal snowpack, the northern end a little higher, but everybody close to whats average for this time of year, really making up some ground over the past couple months. Around the bay area we still have a few very light rain showers over the north bay. Grab the umbrella and rain jacket on the way out the door if youre out this evening, similar story tomorrow and a better chance of showers in the forecast wednesday, tracking that coming up in a few minutes. For the past two years winter storms have taken their toll on bay area roadways, but in one Oakland Hills neighborhood the road may be disappearing completely. A portion of tunnel road has been eroding for years. John ramos talked to neighbors who are demanding something finally be done about it. Reporter oakland has plenty of financial challenges, so theyve put off fixing this washout and now its become a major problem, but the only thing eroding faster than the road is the patience of the People Living on it. Directly above the caldecott tunnel the hillside is steep and during rainstorms gravity determines what stays and what goes. Thats whats happening at tunnel road and bay forest drive. Yeah. This is dreadful. Its an absurd situation. This is just waiting to collapse completely. Then well have no access past this point. Reporter the washout now extends halfway across tunnel road, but neighbors say it really began back in the winter of 2015. It was the first big winter after a drought and the road started eroding just on the edges and the city put these orange barricades right against the railing and there they sat for seven years. Reporter but after last years 13 atmospheric rivers the erosion really took off. The guardrail posts now hang out into space and under the road the utility pipes and lines are exposed and hanging down and a long crack has developed in the middle of the street. If you see the crack is almost at half the road. That means structurally underneath that there is no support, right . And i dont need to be an engineer to guess obviously its eroding slowly underneath. Reporter currently there are stop signs at the washout, but theyre hard to see and most people drive right through them, endangering cyclists forced into the lane of oncoming traffic. The residents say the city told them last year they were waiting for funding from fema, but so far other than changing the black plastic nothing has been done to fix the problem. When we asked today, we got a statement saying, the city has hired an Engineering Contract to develop the design for the permanent repair. They say its a complicated project and, we hope to complete the design and go into construction in summer 2024 to fully repair the hillside and our staff will continue to monitor the location in the interim. The neighbors say they better not wait too long. Been a less of a winter than last year and yet its continuing to deteriorate even with the tarps and sandbags and what have you. So it does feel like any given day something could go pretty massively wrong. Reporter the step says the road will probably cost about 850,000 to repair. The residents wonder how much less it would have cost if they had addressed the problem when it first began. So the homeowners say they are particularly concerned about maintaining access for first responders. Their neighborhood is near the spot where the 1991 Oakland Hills fire began and was one of the areas destroyed in the inferno. Tomorrow is super tuesday. Voters across california will be casting their votes in the president ial primary and weighing in on a number of state and local issues. Measure b is in Alameda County. It would change the rules for recalls. Its happening right as the high profile effort to recall District Attorney pamela price took a major step forward today and its adding a new complication to an already divisive recall campaign. Recall price recall price recall price recall Price Leaders of the group save alameda for everyone delivered ten boxes of signatures to the countys registrar of voters to recall Alameda County District Attorney pamela price. We have collected 123,387 signatures. It is an unprecedented move to remove the countys d. A. , barely a year after she took office. Brenda grisham led t effort accusing price of ignoring victims families. These mothers were crying on television telling you what they were going through through the administration of pamela price. 73,195 of the signatures being valid would meet the recall threshold and be put before voters. The countys Election Office now has ten days to validate signatures, but not so fast. On the primary ballot measure b, its asking voters to reform the countys recall laws to conform to state laws. So those who support measure b say change is long overdue and would help facilitate smoother elections to save the county money. I think no matter what happens with the recalls that are underway, they are going to be cases for legal challenges which get expensive. So we need clear rules. We need rules that can be implemented easily. Alameda county supervisor dave halbert thinks the countys recall rules need to be replaced with state recall rules. He doesnt think now is the time to change them smack dab in the middle of a recall effort. Weve had a charter since 1926 and charters are made so local control can exist within the jurisdiction of the county. Very few counties have charters, but many do for the reasons to have local control. The problem is when you become in conflict with state law, the state law generally overrides. Some say those involved in the price recall may have strategically turned the signatures in a day before the election with measure b on the ballot. If this current effort has enough signatures under premeasure b law and then measure b law disqualifies the amount of signatures they have because its not enough, thats certainly going to anger those in Public Opinion who will see measure b as a way to protect pamela price, not a way to correct the democratic process of a recall. In doing this story, all sides i talked to agreed it is complicated. It is confusing. So read the ballot measure and decide before you vote. The recall effort has the precedent in Alameda County, but its the second recall effort in the bay area. In june 2022s. F. Progressive d. A. Chesa bodine was recalled. Congressman adam schiff made a couple stops in the bay area today to try to shore up support for his campaign. He stopped by San Franciscos Castro District to talk to Community Members and business owners. Congressman schiff also went to san jose. He stopped by Small Businesses in downtown to talk to the owners there and customers. Schiff says he wants to bring back resources to california. We end up sending a lot more in our tax dollars back to washington than we get back here. Im going to fight to change that so we can bring resources back to our cities, help build affordable housing, and help get california moving again. Schiff and his supporters have spent millions on ads highlighting republican steve garvey as his main rival. It is a strategy that may have helped boost garveys standing. A recent Uc Berkeley Institute of government studies poll found garvey and the statistical tie with schiff 27 25 . Democrat katie porter was third with 19 . Congressman barbara lee trailed with 8 . The polls certainly tight. So i spoke to cbs news director of elections and surveys, anthony salvanto, about californias unique primary system and what it means for november. Well look at the top two primary and what happens is the top vote getters regardless of party will go through to the november election. Whats interesting here is the polling that ive seen so far has adam schiff usually on top there and then its steve garvey who has been potentially going to get into that number two spot along with katie porter. Thats the big thing to watch because steve garvey as a republican would set up a republican versus democratic contest in november, whereas if its a top two democrat and democrat, then, of course, the democrats are assured to keep the seat and its just a matter of which, whether its schiff or porter or whomever else is going to be the ultimate winner there. So that sets up a really interesting contest. What is the state of the president ial race going into super tuesday . Im showing you this, our latest national poll. It shows that donald trump has an advantage, four points over joe biden, in preference right now, hypothetical matchup, wont be for long i dont suspect. This is Donald Trumps largest lead of the season to date since weve been doing this matchup. One of the things thats behind that is the economy. I want to show you this. Its that people, even though they say they feel like the current economy is improving, weve seen that uptick, it still doesnt compare to when you ask them to remember how they think the economy was under donald trump. That gets a twothirds good. So that comparison of looking back to donald trump years and the economy and the economy now has a big gap and thats helping propel the former president a little bit there. Cbs news bay area is the place to go for all the results from tomorrows primary. Well have complete coverage on kpix, pix , kpix. Some hitormiss showers are out there with our best rain chance still to come when Peter Dickson led my platoon into combat in afghanistan, he cared about two things completing the mission, and making sure his marines came home. And the chronicle praises her ideas to end soft corruption in politics. Lets shake up the senate. With democrat katie porter. Im katie porter and i approve this message. Lets get to our first alert weather. I was so happy to see kelsi and jim flanagan, our crew, made it back from the sierra. They had to stay put there. They did a great job covering the snowstorm, the blizzard as it was occurring. Yes. I know that get to be a long time when youre stuck in one place. They gave everyone the visual this is why you dont want to come up here. Now i80 is back open, snow showers starting to come down. They havent stopped yet. A lot of people will be thinking about getting up there. Let the road crews catch up. Theres a few snow showers falling along i80 but not accumulating at nearly the rate over the weekend. We were adding up 2 to 4, even 5 inches of snow per hour. We still have a few showers mainly for the north bay, light for the north part, a similar pattern tomorrow with the best chance of showers north of the golden gate, only a few hundredths of an inch of rain on top of what weve added up. Lets add it up since this rainy pattern began thursday and the amounts are variable but not enough to lead to significant flooding. Only twothirds of an inch of rain for san jose, just short of 2 inches for los gatos and morgan hill, over 1 1 2 inches of rain for livermore, under 1 inch of total rainfall for antioch and concord, 1 1 4 for half moon bay, 1. 93 in San Francisco, to be technical, almost 2 inches of rain for novato. That is the highest amount around the bay area other than ben lomond which added up to more than 3 inches through the duration of there storm system. We have more rain chances headed our way through the next few days. Lets look at the big picture pattern. Theres another storm system taking shape offshore. This will be weaker. Its on a path that will send most of its energy and most of its moisture just down to our south, but its close enough it will send a chance of showers across the bay area by wednesday into wednesday evening. Just scattered activity for the rest of tonight. Thats what well see on the radar tomorrow, breaks in between the showers, an unsettled day overall, plenty of clouds, a few glimmers of sunshine and then we track the approach of the next storm system moving in through the day wednesday. Scattered showers move up from the south, a couple locally heavy downpours, no flooding possible and a couple dry days thursday and friday. Total rain out of this is modest, a few hundredths of an inch, some spots left out entirely. This particular forecast model has produced a couple downpours here and there. You have to take the specific location of those with a giant grain of salt. Somebody will get a little bit more than a half inch total, still not enough to lead to flooding threats for the bay area. Well stay in this unsettled pattern through the sevenday forecast, more rain chances into early next week. The six to tenday outlook from the Climate Prediction Center shows a good chance of above average rainfall in that time frame, but past the midpoint of march returning to more of a typical march pattern where the rain chances are a little more spaced out in between the waves of rain. Now its chilly, only low to mid50s after we were 5 to 10 degrees below average for highs today. Well drop down to the 40s. The blanket of clouds is keeping temperatures from falling too far the rest of tonight. Dog walking weather tomorrow, depends where you are. Sebastopol is where we find three dogs in a tub. They might not have to be in the tub to get wet. There will be scattered showers especially where they call home with temperatures in the upper half of the 50s. Other parts of the bay area have a better chances of getting up into the 60s. We have a couple warmer days farther down the line in the sevenday forecast, specifically by thursday and friday low to mid60s on a more widespread basis and especially friday we finish off the workweek theres a chance some spots get into the upper 60s, close to 70 degrees and then more rain chances because its a weekend and its 2024 and it has to rain on the weekends apparently. This will be the tenth weekend of the new year and its rained on now eight of them. All right. Come on now. Sunday does look dry. To have three golden retrievers, how lucky. Still ahead, californias almond industry hitting a slump, the factors driving a large farm to file for bankruptcy and what it means democrats agree. Conservative republican steve garvey is the wrong choice for the senate. Our republican opponent here on this stage has voted for donald trump twice. Mr. Garvey, you voted for him twice. As your own man, what is your decision . Garvey is wrong for california. But garveys surging in the polls. Fox news says garvey would be a boost to republican control of the senate. Stop garvey. Adam schiff for senate. Im adam schiff, and i approve this message. It is a sign of troubles for californias almond industry. After years of growth a major farm based in oakdale announced it is filing for bankruptcy. Trinitish farming owns orchards in five counties, including contra costa and solano. In its bankruptcy filing it cites falling almond prices, high Interest Rates making it impossible to pay creditors and theres fears this could be the tip of the iceberg. If you cant bring in enough money for your crops, it doesnt pay for all the bills. Two years ago almonds were going for about 2. 50 to 3 a pound. Now theyre selling for 1. 35 to 1. 65 a pound making it close to impossible to keep up with inflation. California produces about 80 of the worlds almonds. Thanks for joining us.
