go on. it shows a white 2004 to 2010 mercedes cls speed through the intersection of monterey road and curtner avenue. the driver hit vanessa as she crossed the street and her electric wheelchair. they never stopped. >> i could see my daughter in the crosswalk, in the crosswalk right before she got hit, and it just -- it is very painful to see that. and being out here where we are, you see people crossing the street and almost getting hit. when that happens, all these emotions come up in me, the fear peer >> reporter: the crash tore her family apart, but today she has new hope, as a city installed security cameras able to install license plate numbers at the intersection and hopes to help solve and prevent future hit-and-run crashes peer critics raised issues about privacy. the san jose mayor has pushed for millions of dollars to make streets safer, but it is too late to make her family whole again. >> our family, we hope that we can still continue to advocate on the victim's behalf. >> reporter: sara donchey, kpix 5. >> it is important to note the cameras are not yet functional. we reached out as to when that would happen. they say there will give us details monday. one of san jose's latest hit and run fatalities comes 11 years after that crash. >> she is free. >> shea shaw died earlier this week, more than 11 years after suffering a severe traumatic brain injury during a crash in january of 2011. she was 15 at the time. her mother made sure to live every day as if it could be shea's last. >> i just wanted her to see and hear and feel everything of life, and my focus was to be in shea's life, present, not one after somebody who hit her, and that the cops could not get. >> police have now relaunched the search for the driver. the initial investigation revealed that shea was in the crosswalk at camden and bascombe when she was hit by a silver or gray sedan. >> although it was 11 years ago, we are hoping someone may remember. somebody knows what this individual did, and they willfully do the right thing, and report them and come forward. a plan to restore a series of hidden staircases in east oakland is running into a roadblock tonight. some neighbors tell kpix 5's da lin that they are worried the improvement project could have unintended consequences. >> reporter: the city wants to restore this pathway, and turn this into a long staircase. so far they have run into an uphill battle to try to get the support of the neighbors. this impassable trail sandwiched between two houses is overgrown with vegetation. located between outlook avenue and hill lock drive, this is where 1 of five stairways the city wants to build in the eastmont hills neighborhood. those stairways would connect people in the flatlands of east oakland up to the hills. >> it would also connect neighborhoods. that something we haven't been able to do. you are kind of on one street and that's it. you don't know the people on the next street. >> reporter: while supporters say the staircases would provide accessibility, opponents for easy access would bring unwanted foot traffic and crime. >> where under automatic gunfire all the time, break-ins all up and down hill month-end outlook. >> reporter: anthony is next to the trail on outlook avenue, and has been here 34 years. he reminds people that this is east oakland, not the berkeley hills. he worries that criminals will use the staircases as escape routes, or ambush people. >> there is a couple walking late at night, jump out, give me your money. >> crime, noise, young people hang out, play their music, et cetera, et cetera, who calls the police, and will the police respond? probably not. >> reporter: the oakland department of transportation had already set aside money for the staircase on outlook avenue, but they are pausing construction due to opposition from many neighbors. supporters maintain the staircases would connect neighbors rather than divide them. >> if you build it, people do come. >> what is the purpose, and if you don't do any more than one staircase, or one stairway, it is like a stairway to nowhere. >> reporter: at this point, there is no timeline. the city wants more feedback from neighbors before deciding how to move forward. in oakland, i'm da lin, kpix 5. an oakland auction houses hoping to raise up to $10,000 for ukraine relief with a single, powerful image. it is called "girl with candy," a child holding an unloaded double barrel rifle in her hand and a lollipop in her mouth. she's the daughter of an amateur ukrainian photographer
