in two counties. we will take you live outside and san francisco marin county is easing some of their restrictions saying the surge is easing up and in san francisco starting february 1, office workers and gymnasium members and so-called stable cohorts of people may remove their masks indoors again, but the groups must be up-to-date on the vaccinations, and that includes boosters when eligible. the city said cases are still high but they are dropping quickly. >> today signals very clearly to the people of san francisco that the city is saying it is safe to go into the jims and if you are boosted without a mask and that is a big step forward. >> new rules in order to get into chase center starting february 1. you are going to need either proof of vaccination including a booster shot taken at least a week before an event or negative covid test. those tests need to be done within 24 hours and pcr test need to be at least 48 hours before an event. marin county also slowly changing some of its covid rules. they now say students and staff don't have to wear masks outdoors at school and also indoor sporting events will no longer be limited to 50 people. however, masks are still required at all indoor events. marin county has the highest vaccination rate in the state with more than 94% of those 5 and older fully vaccinated. in here are the new numbers just released. california and its test positivity is 18.8%, down 2 percent from seven days prior and there are nearly 60,000 new cases. joining me live now is a doctor from stamford healthcare. first, what is your take on the counties easing those restrictions? are we ready for that or is it too soon? >> i think it really depends on what the goal is. if the goal is to reduce infections dramatically, do we still have a very high test positivity. compare this to the summer in 2020 when things really slowed down throughout the country in certain parts of the country and the test positivity was less than 2%. we are at 18 point 8% we still have a lot of spread still with omicron. when you pull back you will expect to see a lot infections but with that said the vaccines are working and we know the people getting it have mild cases. >> so san francisco and marin are the outliers. you talked about the overall search we are seeing what some e enng down and other parts of the country were suffering more, should we be cautiously optimistic? >> i think we can in terms of knowing that the vaccines are doing the job and they are really keeping us protected in terms of severe disease or not needing to be hospitalized so i do feel very good about that. with that said, we know that having a big surge means healthcare workers being sick and on the hospital and other people not been able to work and it was a big disruption on our society and the goal should be that surges don't disrupt us. and that way i would be cautious still because we do have a lot of infection around the community and every epidemic is local for local places will start to pull back and then we have to see what happens and do they have a lot more surgeons and do they not and how many people are coming in from other areas or other parts of the state or other parts of the country. there are a lot of factors involved. >> we hope it gets under control quickly. thank you and we appreciate that. a fire burned at near and draw his victims before killing him and he was dubbed the doodler terrorizing the city'scommunity. justin andrews looks at how police say they may be closing in. >> reporter: 48 years ago to the day, the first victim's body was found with 17 stab wounds and now a new investigation shows there may have been a six victim. >> reporter: while there is no suspect publicly identified, thursday morning, they posted an award for $200,000 for information leading to the arrest of the so-called doodler. it is a mid-70s murder mystery that rocked the bay area. detectives started digging learning a serial killer picked up his victims over 18 months and police say he found them in bars and nightclubs in san francisco tempting and captivating them with sketches piece ofpaper sket was a a eifa be havingsetersnd then bruy bingem to death. the killings occurred between january 1974 and june 1975, gripping the community. the victims were all white men in san francisco, and they all suffered similar injuries, stab wounds to the back and chest. the case remains cold but open. there was some action in 2018 when san francisco detectives re-examined evidence and dna and in 2019 they announced a new $100,000 reward for information in decades later still nothing, police say this case is still very active. the police are asking if you know any information to call them. i am just in andrews, kpix 5. today on international holocaust remembrance day a community helping to rebuild the synagogue after it burned last month. we have an update on that effort. >> reporter: here it had only been open for a few months before a fire heavily damaged it but today the rabbi said they are rebuilding with the support of the community. >> it is amazing to see how the community got together to rebuild. >> reporter: on international holocaust remembrance day he said there are two parts for today, remembering and action. >> as were the jewish people afflicted and so they multiplied and were strengthened. the jewish people come together in the same way we have in our stard in a carport area and quickly took over the building. police say they are investigating and they determined it wasn't a hate incident. he said since the fire they have raised hundreds of thousands of dollars. >> we are starting a campaign to build something or twice or triple the size and, so far, over $650,000 has come in. >> reporter: they are now hoping to make it a reality. the hits just keep on coming on wall street. another day of losses. the dow fell slightly seven points but the nasdaq lost 189 and the had in the forecast for the second half of the weekend is almost diminished entirely. we are not expecting any rain in the next 7 to 10 days. but the air-quality improve today and the air-quality map right now has a lot of green dots and still some moderate ratings around santa rosa and around the bay and lower elevations and here same thing in the valley but the worst ratings are in the moderate category with any of the orange dots are those from malfunctioning sensors but the problem is we won't see any rain over the next several days so the air-quality will likely get to be more moderate. and some passing clouds overhead tomorrow. high clouds will filter the sunshine. they won't block it but more substantial cloud cover will were lynn after the sun goes down tomorrow and this will lead us to the start of the day on saturday and nothing falling out of these clouds. a lot of gray on the simulation but no green here and we are expecting the dry weather to persist of the week in which means the pollen count will change a whole lot and cedar and juniper and medium and then medium high in the next monday. here there is a lot of sunshine and temperatures are in the 60s across the board anywhere from 61 in oakland to 68 degrees right now in san jose but the clear skies over heaven the wind dying down temperatures will drop off quickly with mid upper 40s around 40 degrees mostd tolos nd the t withhigh uresouncing back that chilly start and we will end up anywhere from 3 degrees above average for concorde and also san jose. the temperatures along the coast should reach low to mid 60s in the mid-60s on the south end of the bay with upper 60s for san jose and the santa clara valley. in the east bay highs in the low 60s and a little cooler on the east side of mount diablo in the central valley fog will slow down the warm-up and you will stay below 60. low 60s around central they and up into the mid-60s for santa rosa here and temperatures further north also reach the mid-or upper 60s here. with temperatures we will see similarly on saturday and there is a cool down on sunday and the reaction to not only the additional cloud cover over the weekend but stronger onshore wind and those will keep the cooler air in place around the bay, but temperatures will start bouncing back inland and a little further into the 60s for san jose toward the middle of next week and temperatures are pretty close to normal around the corner from january into february on tuesday but the one thing not changing is the lack of rain in the forecast. coming up, a new plan to lower
