war on terror to find a home for their memorial. plus: earth friendly, the brewery saving the planet one beer at a time. planet one and later: >> welcome aboard, we're going to be dealing some good feelings for the next 60 minutes. ♪ ♪ ♪ >> oliver: celebrating "soul train." 50 years of pioneers and legends in black music and culture. ♪ ♪ ♪ this is the "cbs weekend news" from new york, with jericka duncan. oliver, jericka duncan is off. >> oliver: good evening, i'm meg oliver, jericka duncan is off. tomorrow, the u.s. joins the european union imposing strict new travel restrictions in response to the new omicron variant. in addition to south africa, a host of other countries are included in the u.s. restrictions. affecting an estimated 122 scheduled flights between the u.s. and south africa in december. cbs' debra patta leads off our coverage tonight from south africa. >> reporter: once again, a pandemic weary world has been plunged into uncertainty following the discovery of a new variant by south african scientists which could be more transmissible and vaccine resistant. one nation after another has shut its doors to countrieson across southern africa. the u.s. follows tomorrow, ands israel has imposed the world's toughest restrictions to date, banning all travelers for the next two weeks. >> now is the time to act fast, early, hard and strong. >> reporter: but with omicron already circling the globe, public health experts say border closures don't help. there is bitter anger here over the hasty travel bans. south africa's foreign ministry says the country is being punished for its ability to spot variants quickly. there is also smoldering resentment amongst many africans who believe they are bearing the brunt of wealthy nation's decision to hoard the lion's share of vaccines. we spoke with south africa's national institute for communicable diseases. is omicron the price the world pays for not having global vaccine access? >> i think yes, it is a reminder that it may have played a role. and that we should be making vaccines accessible to all populations throughout the world. >> reporter: less than 7% of the african continent has been vaccinated and many health workers have not received a single jab. debora patta, cbs news, johannesburg. >> oliver: meanwhile former f.d.a. commissioner and pfizer board member dr. scott gottlieb told "face the nation's" margaret brennan, south africa has 16 million doses of the vaccine that they have not yet distributed. let's go now to cbs' lilia luciano in los angeles with more on dr. gottlieb's advice on the strain. good evening. >> reporter: good evening to you, meg. dr. gottlieb said it is crucial to determine whether the variant is vaccine-resistant to figure out how to best fight covid. holiday crowds are filling the sidewalks, freeways and airport in l.a. this weekend amidlks, fd growing concerns about omicron, the new coronavirus strain. >> it's almost definitely here already. just looking at the number of cases coming off planes this weekend, it is almost a certainty that there have been cases that have gotten into the united states. >> scientists are working to quickly understand just how dangerous and contagious the strain is, but they say they haven't found that omicron is vaccine resistant. former f.d.a. commissioner dr. scott gottlieb. >> if someone infected with delta is protected or fully boosted is protected that could be a good back stop to this becoming epidemic in the united states. >> the threat of omicron comes as covid cases are surging. the hardest hit states, michigan, minnesota, wisconsin. these cold weather states have vaccination rates below the national average of nearly 70% vaccinionsnd bere dose.inng tene >> whe ioingo be a three shot and you're done or three shots and then every once in a while you have to re-boost. we'll have to see how things roll out. >> reporter: moderna says if it needs to come up with a new come up with a new vaccine to vaccine to fight omicron it could do so by early next year. early next year. how do you feel at this point about the pandemic? >> i would say i'm like cautious, a little nervous, especially with the news coming out about some of the mutant strains. >> reporter: tomorrow the city of los angeles will start implementing its strict proof of vaccination mandate for restaurants, gyms and a variety of other businesses and venues. meg. >> oliver: lilia luciano for us in los angeles, thank you. president biden is back in the white house after spending the holiday weekend on nantucket. he's keeping a close eye on the omicron variant as he gets ready for a busy week ahead. cbs' weijia jiang has the good eng, we. >> reporter: good evening to you, meg. new tonight we know that tomorrow president biden is planning to update the american public with the latest developments on the omicron variant. we also know that soon after he got back to the white house this afternoon, from his thanksgiving break here in nantucket, he met in private, in person with his covid response team, including with dr. anthony fauci, to talk about the administration's plan to deal with this new strain. dr. fauci informed the president that it will approximately take two more weeks to have more definitive information on the transmissibility, severity and other characteristics of the variant but he continues to believe that the existing vaccines are likely to provide a degree of protection. he also urged people to get their booster shot. along with the pandemic president biden sealed a deal president biden is dealing with a looming deadline. as of now the government is only funded through friday. after congress passed a short- term measure back in october age last week the treasury secretary warned that the federal government will not be able to honor its financial commitments after the 15th of december unless congress votes to raise or suspend the debt limit. now, republicans have repeatedly said that they will not support that. president biden plans to travel to minnesota on tuesday to promote his $1 trillion infrastructure package but meg, he is still working to pass that other social spending bill that also looks like it has a tough road ahead. >> oliver: indeed, weijia jiang, thank you. thousands of american service members are facing disciplinary action up to dismissal if they are not yet fully vaccinated by tomorrow. cbs' david martin has the story. >> we need you to get vaccinated. >> reporter: with vaccination deadlines looming the two top marines pleaded with the troops. >> we need every single marine in the unit to be vaccinated. we don't have extra marines. >> reporter: with 91% fully vaccinated, the marines are on track to have the worst record of all the services. the navy, which had the most serious outbreak of covid aboard the carrier "theodore roosevelt," has the best record. 97% fully vaccinated. what is going to happen to service members who do not get vaccinated? >> that will mean that they could be administratively separated for not following a direct order. >> i represent approximately 40 service members from all branches, of those 22 are navy seals. >> reporter: david younts is an attorney and member of the reserves is refusing. >> my clients don't see this as being driven by military readiness, by medical reasons or even by, just good order in the military. it feels very political. >> reporter: it is political in oklahoma where the republican governor has de creed that soldiers in the state national guard are not required to get the vaccine. >> freedom is our ability to say no. including to a vaccine. >> reporter: the army responded to that with a memo saying any soldier who refuses will be forced out of the service, no matter what the state governor says. david martin, cbs news, the pentagon. >> oliver: millions of americans headed home today from a thanksgiving holiday in what a.a.a. is calling the busiest travel day of the year. cbs' bradley blackburn is at new york's laguardia airport with the details. good evening. >> reporter: meg, good evening. that new covid variant isn't changing domestic travel in the u.s. yet, but it is on the minds of millions of people who were on the move today. this could be one of the bus this could be one of the busiest travel days since the start of the pandemic. on the roads and in the airport, there are lines everywhere today. in chicago, orlando and atlanta, so many trying to get home from thanksgiving. >> the lines are very long and i'm just trying to make it to my flight on time. >> reporter: the t.s.a. screened more than 2.2 million people yesterday, even more are expected today. passenger fitzroy graham and his wife are heading home to atlanta, and say the news about the omicron variant is an unwelcome travel companion. >> some people may not be aware, may not be following the news or looking at the information and there may be a higher transmissibility of this virus.e >> reporter: travel is now nearly back to pre-pandemic levels. a.a.a. estimates more than 53 million americans traveled for the holiday, up 13% from 2020. the vast majority-- hit the road but found gas prices sky high,td the national average is now $3.39 a gallon, that is up $1.27 compared it to last year. >> i think there is a lot of frustrated motorists out there. >> reporter: but "gas buddy's"t patrick dehaan says they could see some relief, the threat of that new covid variant is pushing oil prices back down. >> in fact they plummeted some $10 a barrel on friday, so motorists will likely see falling gas prices approaching christmas. >> reporter: and airlines are still trying to hire more staff for the holidays, they're offering big signing bonuses to everyone from agents to pilots, with the hopes to avoid those delays and cancellations that were such a problem over the summer. meg? >> oliver: bradley blackburn, braving the crowds for us, thank you. the first night of the jewish celebration of hanukkah begins at sundown. in miami, the world's largest digital menorah will be lit, commemorating the victory of the maccabees and the miracle where the a day's supply of oil allowed it to be remain lit for eight days. straight ahead on the cbsht days weekend news, the push to find a permanent home honoring the heroes from america's longest war. also, how your next cold ones could help the planet. and later, celebrating "soul train's" 50th anniversary with legends past and present. ♪ ♪ ♪ ent. >> oliver: there is a bipartisan push on capitol hill to build aa memorial on the national mall to honor those service members who fought in the global war on terror, but the effort has run into some obstacles in congress. cbs' kris van cleve has the details. >> reporter: jonathan farmer loved every minute with his family. the 37 year old special forces soldier was killed by an isis suicide bomber while deployed to syria in 2019. a father of four, he is one of about 7,000 u.s. service members killed in the 20 year global war on terror. >> what do you miss the most about your husband? >> his hugs. after a long day, his hugs. it was the most healing thing. and the dancing. he loved dancing. >> reporter: we met his wife tabitha and two oldest children betsy and devin on the national mall where they hope one day a memorial to his sacrifice will stand. >> it's been 20 years. and everyone keeps talking about "we will always remember." this is how we remember them. >> reporter: the efforts to build a national global war on terrorism memorial wasb authorized by congress in 2017. it will be built with private donations and three sites on the national mall have been proposed, allowing the remembrance of our longest war to share hallowed ground with memorials to our founding fathers, world war ii, korea and vietnam. >> this has been our nation's longest war. >> reporter: iowa senator johnny ernst a republican and magaziney are leading an effort to mandate the memorial be built on the mall. at least 54 other senators are also on board. getting agreement across the aisle shouldn't be hard. >> exactly. when you think about our veterans, men and women who serve don't ask each other what political party they are in as they go into danger on behalf of their fellow americans. they work together for the cause of freedom. >> we know that it is the right thing to do to place the global war on terror memorial on the national mall but bureaucracy is getting in the way. >> reporter: for now the memorial is on hold. the foundation that will build it can't start the design process without a location, anda senator ernst, an iraq war combat veteran doesn't want to keep families like the farmers waiting. >> we want to make sure that we're able to honor those that have participated in our nation's most recent war while they are still with us. >> reporter: what would it mean for your family to have a memorial on the mall?
