commute. even if it's during the pandemic. plenty of moderate to heavy rain in the city and on the peninsulas. pockets of even heavier rain south of downtown. that extends down the higher terrain of the peninsula. a filaments in the east bay. that surge is in from the west and any gas on the radar not picking up rain just yet. those are going to fill in rapidly over the next few hours and even heavier rain is offshore. it's going to be making its way in as we had through the rest of this evening and overnight. that flash watching and continues through thursday afternoon. the most intense rain is going to fall between 9:00 this evening and 1:00 this evening. we are most concerned about all this burn scars around the bay area. welcome back with a closer look at how much rain is going to out of in the specific areas. that's coming up in 50 minutes. pop. thanks. learning more about the science behind the slide risk in the bay area burn scars. kpix wilson walker finds out, one of the biggest dangers is, the fire damage we cannot see. wilson? >> liz i am at cal fire ccu headquarters here. they will stop this facility all night long. it's their command post for the weather event that we are going to experience over the next couple of days. one of the people on hand here all night long will be a geologist. he took us for a tour of the burn scar today. >> when the vegetation burns, some of the organics are volatile eyes. they condensed down below the surface in the soil. >> jeff nolan, is looking for the kind of fire aftermath that's a bit harder to find. it's what you might call, the bottom of the burn scar. just a couple inches below the surface. >> gets a little goofy as he could on here. >> it's a fire residue forming a waxy layer beneath the scorched soil that seals the burn scar off from the rest of the ground. the rainfall simply cannot make it through. >> the water cannot go anywhere once it gets down a few inches. >> you can imagine that you rapidly saturate that couple of inches of soil at the surface. it will wash off very rapidly. >> if it comes low and gradual it will be okay. if it comes heavy, there will be some evacuations i'm sure. >> residence in the brain area have been busy taking the precautions they can over the last several days. >> a lot of the dead trees. look for some erosion control and the slips. it was effective. the soil allows for absorption as well. >> the approaching storm will be a test for the landscape. just by its very nature. these hills are prone to landslides. the massive fire of 2020 has only heightened that. >> we have a couple faults. can round up. you know that's a recipe for a long life. >> wilson you mentioned that you are at the command center there. what will they be watching for tonight as a matter of watching to see if the soil starts moving customer what kind of things are they looking for? >> yeah. any reports of trouble would be the first thing. it's really what our meteorologist have been saying. it's about intensity. a lot of notorious flights have come out with a tremendous amount of rainfall but a lot of rainfall in a really brief amount of time. we hear this every time we talk about slides. the rate at which the rain is falling. that is what they are going to be paying attention to hear as a thrust of that storm arrives in the santa cruz mountains. >> all right wilson. thank you. >> that is exactly what i want to talk about in terms of rainfall. it's the intensity and in the short period of time that we are going to experience here in the bay area. it starts around 8:00 tonight. that's for the northern part of the bay. so about two in the morning down in the santa cruz mountains. in one sense, we are lucky. the heaviest rain we are going to get is going to come in that short window. you have no doubt heard this referred to as an atmospheric river several times over the past several days. well, let me show you what that actually looks like. forecast map will show you where the constant steady rain from this atmosphere rather is going to be focused. majority that is going to be down into central california. see all the rain accumulated down towards cisco? if you come into closer look and you look at rainfall totals, look at the numbers. near seven inches of rainfall in san luis. compared to the two or so inches that will fall for most communities here. that's where the atmospheric river is going. that's where it's coming in terms of the overall nature of this event storm. because, it could have been a lot worse than what is potentially going to be tonight. i want to downplay the rain coming on later tonight. what we are going to experience is, a three or four hour period of very intense rain. in that three or four hours, the rain can be strong enough to bring down some of those hillsides. thankfully, this is not the situation where the atmospheric river stalls over you and rains for a day and half. that's the real risk with atmospheric rivers. it all comes down to the look of where you are on the map. it could just as easily have been the santa cruz mountains. this would have been a far more serious situation than it already potentially could be. just a little bit of insight on how this was coming together. paul's going to have much more on what to expect in the forecast in the details coming up in just a bit. >> appreciated garrett. thanks so much. in san francisco, temporary flood barriers are up by 17 and fulsome. this is a spot that flooded during heavy rains in the past. it's low-lying area. some businesses have been damaged during previous storms. officials across the bay area also handing out free sandbags. we have posted a list on where to pick them up in your area. had to kpix.com and click on the red bar at the top that says, where to find free sandbags. we will be tracking the storm free all night and throughout the morning tomorrow. kpix morning news will start early at 4:00 a.m. we will also be live streaming on cbsn bay area kpix.com, and the kpix five news app. state-run covid-19 testing and vaccination sites in san francisco are now closed due to the storm. this testing site at potrero hill health center will reopen friday and the news to the college vaccination drive- through site will reopen thursday. the mardell testing site close early about an hour and half ago. san francisco's mayor says, the city and county are eager to get the vaccine out to residents as soon as possible. it says, supply remains the biggest challenge. >> we have a plan and we are ready to be 10,000 doses at least. bare minimum per day once we have enough supply of the vaccine. so far, the amount of vaccines we are receiving from the state and federal government is insufficient, inconsistent, and unpredictable. >> san francisco alone has received 144,000 vaccine doses. more than 60% have been administered. the majority of the remaining doses are already earmarked for a second dose. new video shows moments of chaos after gunfire erupted at a sideshow in order oakland. you hear it and you can see it. hundreds of people running for their lives. the scene unfolded saturday night. the police are blaming budget cuts for not being able to break apart that sideshow. in the past, the department has a special team would act on it. >> we believe that these groups of sizable participants have a network that they communicate with and they push that information to the network to say, hey. opd is at these locations. it is not a place where we can do drive- through distribution event. it happened this afternoon at the immaculate heart of mary church in brentwood. see the cars lined up. getting boxes of including fresh fruit and vegetables. >> we continue to help. people are still out of work. we still, people need us right now more than ever. especially now as we look at benefits asserting to expire. >> the food bank serves 122 140 families at each distribution event. >> back to our store much coverage. right now a section of highway 1 along the big coastline is shut down. caltrans closed off the area between wagnerpoint and asians big certain. what weather could cause mudslides and knock down trees. the road will remain closed until thursday. that's been called back in. we are expecting more of it and big-time tonight. >> much of the state feeling the impact of the major winter storm system. into the bay area. snow in the high sierra. we are talking about a lot of snow. it's a blizzard warning now through much of the heise fear. winter storm warnings throughout that. we're talking 5 to 8 feet of snow. to go with that 15 to 70+ mile an hour winds to blow all that snow around. trouble is a strong be discouraged to put it mildly. if you even entertain that on the back of your mind. remove that thoughts from your mind. it's way too much snow. way too much wind. it will last for several days. amounts from three feet and some of the lower elevations to again, potentially eight feet of total snow chelation. for us it's rain. same system bring that rain towards us. this will here is the heart of the storm system. what's done is grab a big glob of moisture and send it up towards the coast. that's the atmosphere river. that is bringing the rain into the bay area. it's getting more intense as we speak. the most intense rain is still a few hours down the line. little pocket of heavy rain in southeastern sonoma county about to make its way to napa county. mostly moderate rain through the north bay. penny for the south. some of the heaviest rain on the rater is falling right over the bay. it makes its way over towards oakland in the east bay. the claims over the east bay hausa makes its way into the tri-valley. we also have heavy rainfall down the peninsula and into the santa cruz mountains. that's an area of concern we will come back to in a second. that raines had into the santa clara valley. let's switch to futurecast. taking you through the end of the workweek ready. when you have the most intense minutes moving between 9:00 this morning and will call tomorrow morning. the heaviest rain and the strongest winds at that time frame. once that went down we are going to be into an off-and-on shower pad as we head your wednesday and thursday. in the days going to be washer. it's another glob of moisture coming up towards his missing eye. it's not going to be as intense but it still could cause a few additional issues as the rain falls on already saturated ground. in the area of rain sticking around early thursday morning. break in the action mid-day thursday. one more glob of moisture moving up from the south as we had into thursday evening and thursday night. that's largely going to depart as we head into early friday morning great friday looks like the dress we see for the next several. still a chance of showers but it's lowest chance we are going to see all the way through the weekend and into early next week. just a nice rain adds up anywhere from just over three quarters of an inch in san jose to potentially close to two inches with rain on top some of the higher peaks even more than that. of course, we have a lot of a way to go. we want to focus on the burn scars. this is the ccu start. that's the right outline. you want to highlight the amounts expended tonight for some the communities surrounding that burn scar. were talking about an inch and a half to two inches or even close to two and half inches rain over the next 12 hours or so. then more rain adding up on top of that. total amounts in the 3 to 5 inch range. that is just too much. especially considering that soil just is not able to absorb the moisture as wilson talked about in his interview with the soil scientist. you just cannot hold onto the mountainside basically at that point. it's just going to slide right off. for the firebird scars. protected by slightly lower amounts tonight. still a little bit too much for the short amount of time. they were out of more on top of that as we had through the rest of this week. high wind warnings in effect here early tomorrow morning. along the coast also include solano county. that's where the gasket up to 50 or 70 miles an hour. power outages are going to be concern. you not going to escape once. they're not going to be quite as strong. it's a wind advisory in effect through early tomorrow morning with 55 to 65 mile an hour winds remain possible as we had through the rest of tonight. we have a lot to keep our eyes on as we had through the next 12 hours or so. amateurs right now are in the 40s. likely not to head out for a dog walker anything this evening. it's just going to be unpleasant and getting more unpleasant as we had through the rest of the night. as the rain starts taper off temperatures will go down to mostly the 40s. early tomorrow in between. those are often showers wednesday. height amateurs reach up in the mid to upper 50s. really not a whole lot of variation for damages across the entire bay area. there won't be there for the rest of the week either. more showers thursday and early showers friday. then we start to clear a bit. scattered showers will be possible saturday and sunday with another chance at more widespread rain on the way by monday. lingering into early insurrection depends of course on who you talk to. >> outside the indian consulate in san francisco, it was a noisy start to republic day. when the nation of india celebrates the birth of its democracy. but farmers from the punjab region, have been gathering for months on the outskirts of new delhi. today, they made their move into the city. the farmers are demanding the repeal of three new laws that would overhaul the countries is controlled agriculture markets. introducing free-trade and welcoming in corporate farming. something small punjabi farmers fear, will destroy their way of life. >> the farmers going to lose their land. >> many believe it has reached a breaking point and that they are now demanding independence and the reestablishment of a sovereign nation of callused on. >> this is not about agriculture as much as, you want an independent nation. >> it's about the free nation. only then can we have a free education. >> not everyone sees the new laws is a bad thing. >> is the modernization that needed to happen. >> he's indian american living in the east bay. he believes, most indians welcome the new laws and compares the actions of the sikhs, to the instruction is to storm the u.s. capital. >> they have now agitated and broken down barriers. the pushback barriers. this turned into a public building and they are taking down flags. >> these protists are going to continue as long as indian oppression continues. >> approaches are growing, their success or failure will determine whether history will remember this as political terrorism or a fight for freedom. in san francisco, john remus, kpix five. >> in addition to the bay area, there were also protest in new york, washington, d.c., canada, and throughout europe. now at 6:00, rain coming down all across the bay area as an atmospheric river lives in. who's getting hit the hardest right now. during the ccu complex fire now ordered out again over potential mudslides. why some are choosing to write out the storm. between wildfires and flooding, the evacuation fatigue that is setting in for some communities. evening. i'm alan martin. i'm elizabeth cook. alive look outside. steady rain falling across the bay area and a wet drive home from any tonight as we take a life look at some of the roadways. we have seen coverage of the storm. let's begin with paul heggen who is tracking the system for us. paul? >> elizabeth. the rain is intensifying as we speak. we zoomed in for a closer look at san francisco and the bay. this is where the heaviest rain is falling right now. yellows and even orange colors indicating heavy downpours. this is pushing to the east. this is the heaviest rain that we are going to see. the rain is going to become more intense over the next few hours. we are talking about rainfall between a half an inch and an inch per hour. that's just too much in a short amount of time. especially and all is well tower burn scars. even for a poorly drained spot around the bay area. there are some localized flooding issues. plenty ranges covering the entire bay area. less intense the farther east you go. the heavy rain is going to make its way across the entire region as we had through the rest of tonight. this is just it for tonight. there's going to be more related to their stand even early friday. just about the next 10 or 12 hours or so we pick up anywhere from three quarters of an inch of rain to potentially two inches of rain. especially in the higher elevations. so, there is a flash flood watch that continues for tonight and all the way through thursday afternoon. it's primarily surrounding the wildfire burn scars. any spa that has poor drainage is going to be susceptible to some localized flooding as we had through the rest of
