Letlow revealed earlier this month he had tested positive for the virus and was eventually hospitalized. He reportedly died after a cardiac event and had no underlying conditions. Letlow was just 41 years old. He leaves behind his wife and two small children. So sad. President elect joe biden blames the Trump Administration for the slow pace of vaccinating americans, and yesterday mr. Biden made a promise. Vaccinate 100 million americans in the first 100 days of his term. Now, the current treasury secretary says the government is starting to send out those first 600 covid relief checks, but a bill to boost those 2,000 is on hold in the senate. Paula reid has more. Reporter president elect joe biden blasted the Trump Administration tuesday for falling far short on its promise to get americans vaccinated. The effort to the distribute and administer the vaccine is not progressing as it should. Reporter Administration Officials predicted that tens of millions would receive vaccine doses by the end of 2020. 20 million americans could be vaccinated just before the end of this month, in december. Reporter but according to the centers for disease control, just over 2 million doses have been administered and distribution of the vaccine across the country is lagging. The pace of the Vaccination Program is moving now. If it continues to move as it is now, its going to take years, not months, to vaccinate the American People. Reporter the president hit back saying its up to states to handle distribution of the vaccines once delivered while slamming mr. Bidens record during the swine flu epidemic in 2009. As we just heard in paula reids piece, only a fraction of those that operation warp speed projected for end of the year have actually been administered. President trump says the federal government did its part as getting those vaccinations to states. Now as a leader of your state, where is the backup and do you have enough federal support . Well, look. I think in the middle of this is the most important battle in this entire war against the virus. Its a bad time to be pointing fingers when we really have to just bring everybody at the federal, state and local and private sector together to get this done. You know, the good news is that they are actually years ahead of schedule with operation warp speed in getting these vaccines approved and we have gotten our first our first batches out from the federal government, a little less than we anticipated, but weve now in our state gotten them to every single hospital, every single nursing home and every single local Health Department who now has to actually get the people organized and get the vaccinations into peoples arms. But theres no question that we all need to be ramping up if were going to get this enormous job done across the country. Its absolutely all hands on deck, but where exactly are you seeing the slowdown . What parts of the supply chain are not working or where is it that the vaccine is not getting to peoples arms . I think its a little bit all about all across the board. So the federal government did not deliver the number that they were originally telling the states that they would get. The private sector companies, currently two companies, but several more are getting closer, but the two companies in production, i think their production has not been as fast as they had hoped or what their projections were, and then there really wasnt a lot of support. No Financial Support and no real plan. The states came up with their own plans and it included sending these from the federal government directly to the hospitals and the nursing homes. Theyre having a little bit of time getting ramped up as well because its a massive undertaking, and theyve got to organize it in such a way that they can make sure to get the second dose within the couple week period that it requires. So its not just sticking needles in arms. Theres a lot of moving parts. I think nobody is quite performing at the top capacity and weve all got to Work Together to ramp it up. Governor, moving on to this new strain thats been discovered here in the u. S. , the one that has spread through the uk. How concerned are you that thats already in maryland . And what do states need to do to protect people . Well, were very concerned about the new strain. I guess the good news is that it doesnt appear to be more deadly and that it appears as if the vaccines will be effective against the new strain. But the bad news is that its so much more contagious and really ramps up the transmission rate, the positivity rates in a rapid way. So were worried about it. We havent seen any signs of it yet in our state. We know we saw the first case in colorado. We havent had direct flights from Britain British Airways was flying into baltimorewashington international airport, but that was suspended back in march. Weve got some pretty serious travel restrictions, but theres no way to stop the virus from sneaking across. We expect, and all of our entire team has been focused on what to do when we do have to face that. Governor hogan, thank you. Thank you. Cbs news has learned that authorities were warned about the nashville bomber more than a year ago. Anthony warner blew up his rv in nashville on christmas day. Back in august 2019 his Girlfriend Told Police that warner was making bombs in his rv. Now, cbs news obtained a Police Report that shows officers visited warners home after the girlfriends comments and observed an rv, but were not permitted to inspect it. They saw no evidence of a crime and in a statement the fbi says it did receive a request from Nashville Police to check records on warner, but found nothing. Louisville is close to firing two Police Detectives for their roles in the Breonna Taylor case. Taylor was killed in a Botched Police raid in march. Detective Joshua Jaynes obtained the search warrant but was not present during the raid. Detectives Myles Cosgrove fired the shot that killed taylor. We spoke to the attorney for the family who is asking for Even Stronger action. That deal where all of the officers would be charge ared at this point. Reporter lawyer lonita baker represents taylors mother, tamika palmer. She shez all responsible for the 26yearolds death is not enough. Detective jaynes should be charged with perjury and Myles Cosgrove with the murder of Breonna Taylor. Reporter attorneys for both detectives confirmed they received pretermination letters from louisville police. Cbs news obtained a copy of jaynes letter signed by the interim police chief saying he lied on the search warrant application about having information from a postal inspector that taylors exboyfriend had been receiving packages at taylors apartment. The exboyfriend was the subject of a drug investigation. Jaynes lawyer spoke to cbs news by phone. The allegations against him are unfounded. Reporter chief gentry also cites jaynes role in planning the raid. The Lehrer States because the Operations Plan was not completed properly, a very dangerous situation was created for all parties involved. It was done with the full advice and consent of the chain of command of the Louisville Metro Police department. Reporter a Police Department source tells cbs news, cosgrove is being fired for violating the deadly force policy. Cosgrove fired 16 shots into taylors dark apartment during the march raid. Kentucky attorney general Daniel Cameron says evidence showed he fired the fatal shot that killed taylor. He couldnt hear, couldnt see, but yet he was firing. Reporter both detectives are scheduled for a hearing with gentry. A source also tells us three other officers are expected to face suspicions. And the only other officer involved in taylors death fired is brett hankison, later indicted for shooting into a neighboring apartment that night. He has pleaded not guilty. Two Cleveland Police officers will not face federal charges in the shooting death of 12yearold tamir rice. An encounter that helped galvanize the black lives matter movement. Video from the november 2014 incident shows officer Timothy Loehmann shooting rice seconds after loehmann and officer Frank Garmback arrived on scene. Rice was holding a pellet gun. The officers mistook the toy for a real gun. We spoke to the boys mother who says her son deserves justice. Im just appalled right now and disan pointed and hurt. Reporter samaria rice says the Justice Departments decision to not prosecute the officers is unjust. I should have an indictment and a conviction for a 12yearold son. Reporter the shooting was caught on camera. A 911 caller had alerted police about a guy pointing a gun at people and person was probably a juvenile and the gun was probably fake. That information was never transmitted to the officers who responded. One opened fire on 12yearold rice seconds after they arrived. In statements following the shootings, both officers said they thought rice was pulling out a real gun from his waistband and claimed they gave him multiple commands to show his hands. In a statement tuesday the Justice Department said prosecutors found insufficient evidence to support federal criminal charges against the officers. They say the video is grainy, shot from a distance, adding that tamirs hands were not visible. It was clear as day to me. My son was scared when they rode up on him. They didnt give him a chance to respond. Rices lawyer says the video tells the whole story. He rushed into a child, got out of the car and fired his weapon immediately. You can tell that from the video. There is no pausing, there is no deliberation, there is no calling out warnings, theres nothing. Reporter in 2015, a state grand jury also declined to indict the officers. Sparking protests around the country. The rice family not only have they lost a child, which is bad enough, but they have been deprived of a fair process time and again. America will never give me no closure or any other family that has to go through this if they dont break this system. Officer loehmann was fired nearly three years after rices death for lying on his application. The family is demanding more information after an october New York Times report that doj supervisors denied career prosecutors to use a grand jury to gather evidence in their investigation. Its just still so hard when you think about that and seeing that poster or tamir rice, 20022014, 12 years old. 12 years old. You know, 2014 was also when eric garner was killed in new york and Michael Brown in ferguson. Really started galvanizing the black lives matter movement. Anna werner has been digging into this. Anna, this is so interesting. Good morning. Good morning, david. You know, everyone over 50 should get a baseline screening colonoscopy. And federal guidelines say Insurance Companies should pay for it. So why do we keep hearing from viewers who say they got stuck with the bill . Tammy garisiduncan turned nist january. Along with her birthday came an order from her doctor for her first screening colonoscopy. Recommended for everyone turning 50 and supposed to be given at no cost to patients once every ten years under the Affordable Care act. She called her Insurance Company to confirm theyd pay. And what response back did you get from Blue Cross Blue Shield . The procedure was 100 covered as a screening. The facility was 100 covered and the doctor was 100 covered, all within network. At the clinic she says a staff member asked if any family members had had colonoscopies, which they had. I said, well, my mom had a few polyps back years ago, my dad had a few polyps. After the test the doctor told her everything looked good. And that was it. And when i went home, everything was well. Then i started getting the bills. And those bills for a colonoscopy that was supposed to be covered, some 625 for the facility, over 300 for the Doctors Services and another 325 for the anesthesiologist. In total, over 1,200 her Insurance Company refused to pay. The reason . She says the clinic had decided that because of her parents polyps, she was now a highrisk patient. So then her Insurance Company said it was no longer a free screening colonoscopy but a diagnostic colonoscopy shed have to pay for. I said am i on candid camera somewhere . I dont understand this at all. It seems utterly ridiculous. And i just wonder how many people this is happening to, which is why i contacted cbs when i heard about the unveiling of this type of problem. Shes not the only one whos contacted us. Weve had dozens of complaints from people who say their free screening colonoscopies turned into large unexpected bills. Particularly if they had precancerous polyps removed, an integral part of those screenings. Colorectal cancer is the second leading cause of cancer deaths in america. Reporter new jersey democratic congressman donald payne jr. Has been trying to fix those billing issues. His father, longtime congressman donald payne sr. , died of coal lon cancer in 2012 unfortunately, my father would not get checked and subsequently succumbed to the disease. Theres no reason that he shouldnt he shouldnt be here now other than he wasnt screened. They are trying to close the loophole so if polyps are removed, that part of the colonoscopy will also be paid for. People should not have to be worried if and when they go to sleep for a procedure what the bill is going to be on the other side. His bill passed Congress Last week, but it doesnt apply to private insurance patients, many of whom told us they still received bills for colonoscopies they thought were covered. Thats despite the fact the department of health and Human Services says screening colonoscopies should be covered for private insurance patients, even if polyps are removed. Is this the way you wanted it to work . No. That patient that goes into an office to get a screening colonoscopy should not have to pay anything when they wake up. Dr. Mark fendrick is a professor who helped write that section of the aca. The fact that youre still getting your viewers sending in these complaints suggest we have not implemented what i believe is the spirit of the regulation. Dr. Fendrick says the ultimate goal should be for the entire screening process to be covered for everyone. In the meantime garisiduncan still owes over 1,200, a debt she says she has no plans to pay. I have instructed my family that if i am to die in some unfortunate accident, do not pay this bill. She has an appeal pending with her Insurance Company, Blue Cross Blue Shield of illinois. The company would not comment on her individual case, but told us that doctors are the ones who code the colonoscopies as either a routine free screening or a diagnostic colonoscopy. If its a routine screening they said that they are free to members if they are in network. What struck me about this one is that the father and son had come down from their room to go to breakfast. After Tara Grinstead disappeared her case remained unsolved for 12 years but authorities may have missed leads that could potentially have solved the case soon after she had vanished. Peter vanzant reports for this weeks 48 hours. Reporter from the day Tara Grinstead disappeared from her home in 2005, the small town of ocilla, georgia, has been consumed with one question. What really happened to Tara Grinstead . Neighbor, jannis paulk. Tara grinstead was a very well liked high school teacher. Reporter tara also competed in beauty pageants, later mentoring other young women. Thats what she was doing on the morning of october 22nd, 2005, the day she disappeared, recalls her best friend maria woods harbor. After the pageant, she went to a cookout, went home and nobody has seen her since. Reporter for years the case remained a mystery, but this man, john mccullough, says back in 2007 he tried to share with authorities information that he believed could have solved the case. A buddy he met in the army, above dukes, told him he knew who had killed tara. He had told me that his friend accidentally strangled her and he needed help getting rid of the body. So you called the Police Department. This is john mccullough. I know who killed Tara Grinstead. Does anyone call you back . No. Reporter but a decade later, this woman, brooke sheridan, came forward with a similar story also from bo dukes, her boyfriend. She said ryan duke had killed her during a robbery. He said i cant handle it anymore and he starts telling me everything. Reporter bo told brooke that he had nothing to do with taras death, but had helped his friend, ryan, burn taras body in a pecan orchard. I said you need to confess. You need to own up to what youve done and confess. Reporter based on what bo told investigators, ryan duke was arrested for grinsteads murder. He pleaded not guilty and is awaiting trial. In march 2019, bo dukes was convicted on charges relating to covering up the crime and sentenced to 25 years in prison. But taras friend, maria, believes that the whole truth hasnt been told. So tell us, what is ryan dukes side of the story . Well, ryans story has evolved. Back in 2017, according to the Georgia Bureau of investigation, he allegedly confessed to killing tara. He said he was high on drugs when he entered her home to steal her purse. But now his Defense Attorneys have publicly said that that confession is false and at trial, they plan on pointing the finger of blame at bo dukes even though there is no physical evidence that bo committed the murder. That latex glove that was found on taras property has ryans dna inside it. So with all the tips that came in after her death, what happened to them . This is so frustrating. You heard john mccullough. Hes just tormented by this. Well, it turns out several weeks after taras disappearance, there was a second tipster who overheard bo and ryan talk about the crime, implicating themselves. So he also contacted authorities, but sadly, no one properly followed up on these tips in a case that could have been solved in a matter of weeks instead of many years. Is that something that you think will be regular practice . Will we see more Rapid Testing at these airports . Yeah, i think right now, i mean many countries are requiring negative covid tests to enter, theyre requiring quarantines so theres a lot of different restrictions. Its a ton to keep track of. But i think we should see travel corridors. So agreements between the u. S. And the uk or other countries where our covid situation is similar, our vaccination levels are similar and we can start going back and forth between the two with more standardization.
