From santa clara. They have logged their highest number of coronavirus cases in one day. Taking a look at those numbers right now, 407 cases logged yesterday. Again, that is the highest since the pandemic beganment hospitalizations are also up significantly. 166 today as opposed to just 100 a week ago. Again, this came with an urgent warning. Lets go to San Francisco where their Top Health Official is speaking. We are to shelter in place. Have while we have some actions to negate increase in cases, nonessential office use, further reverse our reopening and force us back to shelter. We need to enter this holiday week with a sense of urgency and commitment. Lets look at some data. Can we have the first slide please . As you can see on this slide, since the beginning of october, we have experienced a steep increase in our rate of cases. This shows how quickly the virus is spreading throughout our city. Importantly, this rate of increase is higher than we experienced during our summer surge of cases. Next slide. As this slide shows, during the week of october 12th, we had 217 people diagnosed with covid 19. Look at the increase in our total number of cases over the next weeks. For instance, the week of november 16, we had 768 newly diagnosed cases of covid19 in San Francisco. If we continue on this trajectory, a nearly quadrupling of cases over a month, our Healthcare System could soon be struggling to deal with the burden of the virus. And we will have many more people in the hospital and diagnosed with covid19. Yesterday the state issued a limited shelter in place order for those counties in most restricted reopening color tier, purple. This limited shelter in place order requires nonessential work, movement, gatherings stop between 10 00 p. M. And 5 00 a. M. I think we can take the slide down. Thank you. San francisco is currently assigned to the red tier, a tier down from purple and not immediately impacted by the order. However, our current case rate, as you saw on the last slides, place us on the trajectory to be in the purple tier potentially as early as sunday. At that point, we will need to abide by the states shelter in place order. And if and when we are assigned to the purple tier, additional reopening roll backs will be required by the state, including closing indoor gyms, indoor museums and movie theaters, and houses of worship. We will also have to further limit capacities in retail outlets. Now, just three weeks ago, we were in the states least restrictive tier, yellow. Now we are on track to be in the most restrictive tier, purple. This is indicative of how fast this virus is spreading in our city. But we can change the course of this surge. Our individual actions can flatten the curve. We have done this twice, and we can do it again. After all, we are San Francisco and we have shown the country how to fight covid. Lets show them once again. We are heading into thanksgiving week, one of the highest traveled weeks of the year in normal times. Let me be clear. This year, do not travel. Stay home with your immediate household. I know we have had a very long spring and summer and the temptation to gather is high at this time of year. But our actions now will dictate what happens this winter. Do not gather, especially indoors. And do not use testing to determine whether you can travel or visit with people outside of your immediate household. Remember, and i cant emphasize this enough, people who test negative can still harbor the virus if theyre early in their infection or if they are exposed to the virus after the test. That is why people exposed to the virus must quarantine for 14 days. A negative test should not be the excuse to put yourself or others at risk. Lets find ways to gather remotely, zoom, teams, social media, calls. Send or post photos of how you are celebrating and what you are serving and doing with your immediate household. We can still connect and be with each other. If you are going to gather, and again i strongly recommend against it, keep it to no more than six people and keep it outdoors. And keep those masks on. The choices we, you, i make in the next two weeks will determine the trajectory of this holiday season. The safest way to celebrate thanksgiving is to stay home with members of your own immediate household. The best way to protect your loved ones and your community is to celebrate with members of your own household. Do not turn your Holiday Celebration into a spreader event. Lets work again to flatten the curve again. Remember, we know how to slow the spread of this virus. Please protect yourself, your family, your friends, your community by wearing your mask, doing activities outdoors, staying physically distanced, practicing good hygiene, and not gathering for the holidays. Across this nation, we are seeing people suffer many levels because of this virus. Physically, in terms of mental health, financially. We can support our loved ones, our neighborhoods and our community by slowing spread of the virus and preventing further roll back of more activities. If San Francisco moves to purple tier on sunday as you forecast, when would the curfew have to go into place . So we are getting clarification from the state on that, but it would be relatively soon after if we are moved to the purple tier by the state. I want to be clear that we do not have we are not absolutely confident that will happen sunday. It could happen as quickly as sunday, but soon after that. We can confirm within 48 hours that we would need to implement the curfew. Thank you. Following questions are from kathy novak with kcbs. Can you talk about how 10 00 p. M. To 5 00 a. M. Curfew helps slow the spread . I think we know that, in the last ten months, we know that the more activity there is across a region that the virus spreads more quickly. I think that the goal of a curfew is to decrease activity and therefore to decrease the spread of the virus. Perhaps a curfew would help prevent more people from activity, particularly in the late hours of the night where more high risk activity may occur. I think it is important to emphasize, this is a state determined curfew, and we will need to follow that if we go to the purple tier like many other counties in the region are doing. Thank you. As a follow up, is there data to show that gatherings and other activities during this time are a significant factor in the surge in San Francisco . We know from the science, data, and facts that the more people that gather in close settings, close quarters, the more transmission occurs. This is now very clear. The more we can avoid the intersection of close gatherings, indoor activities, mingling of households, the more we will slow the spread of the virus. People need to move around less, avoid gatherings, keep those masks on. This is not the time to travel. We are in the middle of the worst surge we have seen of this pandemic locally and nationally. We each need to do our part to slow the spread of the virus. Okay. Your next question is from janie har with associated press. Any concerns that people from outside San Francisco will come here because we dont have a curfew . I think we are really emphasizing and have put out a travel advisory with regard to travel to and from the city. We do not recommend that people travel. We hope that people will heed that strong recommendation that people do not travel for the holiday. We know that, again, the more people that travel the greater the risk of the spread of the virus. We are in this third surge. There is no question, this is not a matter of if it will happen. It is happening. Weve had great news on the vaccine front recently but we need to ensure that people are here for the vaccine and that means that we still need to take precautions. This is a very serious pandemic. This is not the year to travel to be with your family. Okay. Your next question is from Heather Knight with San Francisco chronical. Why have cases spiked so much in the past few weeks . What is the behavior, business types, or event types fueling the surge . I appreciate the question. We dont have the level of precision to say this one activity verses another specific activity has fueled the spread. You have been watching update on coronavirus in San Francisco with dr. Colfax. Like mostly everywhere now, San Francisco is also seeing a spike in covid cases. The numbers are higher than the surge the area saw in the summer. Though San Francisco is currently in the red tier, the fear is the current case rate could lead to the city going into the purple tier as early as sunday f that happens, San Francisco will follow the state curfew order that goes into effect this weekend. San francisco would close indoor gyms, theaters, houses of worship. Retail operations would be limited. Dr. Colfax issued a reminder for people not to travel for thanksgiving or gather indoors to help reduce the spread. More from him tomorrow a nighttime curfew goes into effect for much of california. The state of california wants you to avoid gathering with people outside your bubble and says people tend to let their guard down the longer they gather with loved ones. Late at night, people tend to consume alcohol. They tend to be less careful about wearing masks. I think the state is conscious that we are sacrificing so much right now. I think people are tired. So to try and give a reasonable time frame is trying to kind of meet the public halfway. Reporter yesterdays announcement caught everyone by surprise and did not mention anything about enforcement. San jose Police Issued a statement saying we are going to focus on education as opposed to citations. We will not be utilizing the curfew as probable cause to Detain Persons during the curfew hours. Covid doesnt have an alarm clock. Reporter the san mateo supervisor opposes and says it puts Law Enforcement in an awkward position. I get worried that Law Enforcement is over burdened with what theyre currently having to deal with. Then giving them the ability to possibly enforce it, that could be problematic. Then again, its the pretext, is it the pretext for pulling people over . Those are where my concerns are. Reporter people we spoke with in san jose said they will follow the curfew. We had a friends giving coming up. We had no plans to go to 10 00 p. M. But now weve reconsidered and canceled it. A three alarm fire tore through part of a high rise Apartment Building in San Franciscos financial district overnight. It broke out before 1 30a. M. In the east tower of the gateway apartment complex on davis court. At least four were hurt. Flames and smoke prompted evacuations from the entire building.
