Were closely watching president elect joe bidens plans for the country. After his victory speech over the weekend, particularly how he says hell tackle this pandemic. Hes due to announce his Coronavirus Task force today. As tony told you, well begin with breaking news on the race to develop a vaccine. The drug giant pfizer announced it has evidence that its planned Coronavirus Vaccine works. The u. S. Has reported more than 100,000 cases a day for the last five days. 585,000 in all. And were close to reaching 10 million covid cases since this pandemic began in this country. Our dr. David agus joins us to talk about the breaking news. They are saying the headline says the drug is 90 effective. That is very encouraging. What can you tell us about this. Well, the fda set a bar for 50 and 90 , so 90 reduction in symptoms of the virus and people who got the vaccine. And so this is a momentous occasion. This is the first of what will be several vaccines that will show efficacy really over the next several weeks. But were here, a long road, but the vaccine appears to have worked. Theres some more testing to be done, though, correct . Whats the time table here . Well, i mean, the testing showed it worked. The safety data, we need two months of people, majority of people in the trial to have been exposed which is any day now. So i think over the next days, the they put together their file for an emergency use authorization with the food and Drug Administration and then in december, we could have the vaccine. There are 50 million doses of this vaccine that will be available before the years end. Dr. Agus, what about distribution. If we have that 50 million, do we have the network and cold storage if thats whats required to get this to people safely . Youre always the practical one. So the answer is, yes, with pfizer. This vaccine has to be stored at minus 95 degrees fahrenheit. Pfizer made their own boxes that take about 1,000 doses, and they are shipping these boxes that have a tenday life where they can keep the vaccine cold to large hospitals where the distributions will happen. So pfizer is not part of operation warp speed on either the Clinical Trials or the distribution. They have done it on their own and they seem to have a very efficient system here in the United States to do it. The headline is certainly exciting. 90 effective. What makes this particular trial different, and are you excited about what youre hearing . Well, i think you can see in my face, i am excited. This is an rna vaccine. These are the instructions for the protein of covid19 injected in the arm and the human body makes the protein itself and an immune response is made to it. To date, there have been no serious adverse events or serious side effects related to the vaccine. Certainly this is light at the end of the tunnel. Again, this is one. There will be the astrazeneca and Moderna Vaccine over the next several weeks. Well have three vaccine candidates. My gut is all of them will have benefit, and we will have a significant supply of these by the end of the year and a lot more over the next several months. Certainly more to come but were all hoping this is the light at the end of the tunnel weve been hoping for. We are definitely hoping so. I may be practical but my heart is beating fast. Practical is not bad either. Practical sthe right approach. To the next order of business for the next president of the United States. Joe biden focused on National Unity in his acceptance speech saturday night. He has 279 electoral votes with several states left to call. President trump, meanwhile, disputes bidens win, but the president elect has already received congratulations from World Leaders and every living former u. S. President. Nikole killion is in wilmington, delaware. Good morning to you. The current administrations Coronavirus Task force meets today. That will be the first time in about 20 days. Meanwhile, president elect biden is forming his own task force. What do we know about that . Well, thats right, tony. And this is one of the first of several announcements expected this week as part of the transition. President elect biden will be briefed by his new task force. And hes also expected to discuss his plans to address the virus from expanded testing to National Mask mandate. After a celebratory weekend as the new president elect, joe biden is rolling out his covid task force. The 13member panel will be cochaired by former surgeon vernal vivek murthy, David Kessler and dr. Marcella nunezsmith Whose Research focuses on serving marginalized populations. The team also includes dr. Rick bright who filed a whistleblower complaint against the Trump Administration for its handling of the pandemic. Cbs news has also learned president elect biden is expected to issue a series of executive orders on the first day of his presidency to reverse many of President Trumps policies. They include rescinding a travel ban on several muslim majority countries, reinstating the daca program which provides protections to socalled dreamers and rejoining the World Health Organization and the paris climate agreement. After saturdays festivities, the president elect attended church on sunday and visited the grave of his late son beau. He also received a congratulatory call from former president george w. Bush who said in a statement, the American People can have confidence that this election was fundamentally fair. Its integrity will be upheld and its outcome clear. While President Trump has not yet conceded, mr. Biden vowed to unite the country. I pledge to be a president who seeks not to divide but unify. Who doesnt see red states and blue states. Only sees the United States. Joe biden reporter he was introduced by Vice President elect Kamala Harris. Not only is she the first woman elected Vice President , but she will also be the first black woman and woman of south asian decent to ever hold the office. While i may be the first woman in this office, i will not be the last. With the election called, the Biden Harris Team wants the General Services administration to promptly begin the formal transition process. The gsa administrator who was nominated by President Trump has not signed off on the move which would free up resources for the biden team. The agency says it has not made an ascertainment. Good morning. Good morning, anthony. So states we are still looking at, arizona, which is very tight. Joe biden has had a lead. Hes got a slight one. The president gaining some ground as more votes are counted. No projection yet in georgia. But there again, a slight edge in the counted votes for joe biden. They may be headed for a recount. North carolina, a slight edge for the president in the counted vote. Well learn more about that this week. But joe biden is over the 270 he needs at 279. Thats the electoral votes. Pennsylvania, youll recall, of course, over the weekend, putting him over the top. Nevada adding to that. And all of that based on the reports that we received from those county Elections Officials as they were tallying the ballots. He develops, he gets an insurmountable lead and that puts him ultimately over the top, anthony. Thanks, anthony. President trump, meanwhile, is rejecting any suggestion that he has lost the election. And yesterday he returned to his Virginia Golf Club where he learned on saturday that mr. Biden had been projected as the winner. The president is repeating false claims about widespread Election Fraud while his legal team is preparing more challenges to the vote count. Paula reid is at the white house for us. What more can you tell us about this court fight. Good morning. Tony, the president s personal attorneys have vowed to continue filing lawsuits even though they dont appear to have any clear path to 270 electoral votes. And they have already faced a string of court losses so far as judges keep saying that these allegations are judge not supported by evidence. I think the first lawsuit will be pennsylvania. The second either michigan or georgia. And over the course of the week we should get it all pulled together. Reporter the president s personal lawyer Rudy Giuliani said his client will not accept a projected defeat. At this point it would be wrong for him to concede. There is strong evidence that this was an election that, at least three or four states and possibly ten, they were stolen. Reporter theyve provided little to no evidence in court of law to support their claims. In michigan, georgia and nevada, judges have rejected lawsuits backed by the campaign saying they presented no serious evidence of widespread fraud. In pennsylvania, the Trump Campaign was able to get poll watchers a few feet closer to vote counting, but they continued to make allegations that there was not enough access. Republican senator mitt romney criticized the campaigns baseless claims of fraud. Theres just no evidence of that at this stage. Cbs news has learned the campaign is keeping a list of gop lawmakers who were not supporting the president. Some allies did offer support on sunday. At this point, we do not know who has prevailed in the election. If i were President Trump, i would take all this to court. Id fight back. Reporter all the rhetoric is increasing tensions. 60 minutes correspondent Bill Whitaker spoke with Republican Philadelphia city commissioner al schmidt who said his office, which runs the vote count, has received death threats. At the end of the day, we are counting eligible votes cast by voters. The controversy surrounding it is something i dont understand. Its people making accusations that we wouldnt count those votes or people are adding fraudulent votes or just coming up with just all sorts of crazy stuff. Accusations like you are cheating . Yes. You are manipulating the vote . Yes. Or calls to our offices reminding us that this is what the Second Amendment is for. People like us. You are getting calls like that . Yes. Thats a not so veiled death threat. Yes. For counting votes. In a democracy. Cbs news learned the Trump Campaign staffers who have been tasked with answering the phone at their voter fraud hot line have been dealing with a lot of prank calls. When you look at the margins in these key states they are clearly too wide to be overcome by a handful of court cases, but even if the president s attorneys lose every single case, they have still succeeded in riling up the president s base. Anthony . Paula, thank you. The weekend celebrations for the president elect could make it harder for his Coronavirus Task force to do its job. The White House Press secretary has called on mr. This is the same spot we were in about 48 hours ago as thousands of people filled times square to watch the president elect speak. Almost everybody was wearing a mask, but practically no one was social distancing. The experts are saying the election has taken the eyes off of what is the most important story in this country right now, and that is the pandemic. From coast to coast and in between, tens of thousands of people celebrated. Some protested. Often Standing Shoulder to shoulder, many of them were Wearing Masks but almost no one was socially distancing. We just havent been very great about doing the important things like social isolation and Wearing Masks. Dr. Benjamin aker pointed to troubling images of massive gatherings within his state. Like the sturgis motorcycle rally back in august which hosted nearly 500,000 people. But he says with large gatherings like that and protests earlier this summer, it is hard to prove that those cause further spread of the virus. Any time you put that many people in close proximity, you do run the risk of that transmission. Reporter despite that unknown, positive cases are rising in 26 states. 41 states are seeing a rise in hospitalizations. The spread is surging particularly in the great lakes. The plains and the Mountain West regions. North dakota currently leads the nation in death rate per capita over the last 30 days. South dakota is second. And with the republican governors in both of those states refusing to issue mask mandates, families of those people who have been affected are urging action. If you go out, just take those precautions. Reporter cassies father was a beloved school administrator. He spent 30 days in a south dakota hospital. He died on october 20th. She and her mother christina say the state must do more to protect people like her father. If i could have saved my father by wearing a mask, i would have done it, and i think most people would do the same. Reporter let me tell you whats happening in el paso county, texas. The county judge declared a twoweek stayathome order. The may offer el paso and the Texas Attorney general fought the order but they lost in court. The county judge says of all the patients in the hospitals right now, 50 of them are faecinfect with the coronavirus and they now have ten trailers at the county medical examiners office. I want to get to policy response from the Biden Administration, but dont want to lose sight of the fact it is what does the moment mean to you . To me it is powerful in the sense that donald trump represented divisiveness of degrading, demeaning, dividing, thats beginning to fade as we see a man emerging that wants to unify the country, wants to heal, come together, meet the fourth largest mass casualty event in american history. I cannot in any way also fail to mention what it means to have Kamala Harris emerge. There are ancestors rejoicing, generations yet unborn deeply effected by what it means to see an africanamerican woman, daughter of immigrants, an Asian American woman, a woman, period, emerge to Second Highest Office in the land. This is an incredible historic moment for a person that tried to do everything i can to see more unity in the country, but more indivisible in the nation under god. We collectively have a precious opportunity to unite our country and move forward. Lets talk about the opportunity in terms of actual ideas and policy proposals that could impact lives of american families. Four of them popped up on the transition website. Economic recovery, addressing covid19, racial equity, and Climate Change. Of the four, from your seat in the senate, what would you like to see prioritized, what could get through what could be a republican led chamber . Well, you know that a lot of the extent that we are successful in that is going to determine two senate races in georgia, from our health care and ability to expand health care to more americans with lower cost, will be determined by outcome of senate races in georgia. Whether we really step up to the plate and lead on Climate Change globally, whether we really do bidens plan to create millions of american jobs and new Green Economy will determine on those two senate races in georgia, and issues of racial equity. As a leader in the senate on a lot of the issues, it will be determined by two races in georgia. We still dont know the makeup in washington, we still have a lot to figure out between now and january 5th on the two races. Either way there clearly is a mandate for joe biden and Kamala Harris to lead our country out of this valley of the shadow of death that were all in now, and im hoping and ill do Everything Possible to try to create the kind of unity in congress to do bold things to help america through a great crisis. We have seen great crises before, from the Great Depression to world war ii, we have rallied together as a nation. I know it is difficult, we saw the obstruction Mitch Mcconnell gave to barack obama. My hope is we can overcome that and do the things that help americans that are struggling now. Senator booker, it is clear theres a divide in the country. A lot of people that support trump that are very unhappy today. My question is is there a divide in the Democratic Party between moderate wing of the party and the progressive wing of the party . Is there need for housekeeping, House Cleaning in the Democratic Party itself . James clyburn over the weekend seemed to indicate there was. Well, i was watching a lot of that on the news as guy in the United States senate that talked to a lot of colleagues both sides of the aisle over the last few days. I dont see that in our party, in the senate. Were very unified. We have a sense of grit about the challenges we have to face. So i am standing in newark, new jersey. There are people that are losing their jobs, there are people that are getting sick at alarming rates. I think it seers away a lot of infighting that may get tension to create sense of urgency to get help to people. When you stop focusing on politics, start focusing on people, i feel a collective sense of we have to get something done. Team trump at one point seemed to make you parking lt o conversation saying cory booker would be coming to the suburbs, portraying you as a boogie man. What did you think of that, what are your plans as relates to the suburbs . Well, number one, ha ha, i think that it is old politics. We know it. I think donald trump was trying to use me to make people afraid which is i love the collective response from the world at large where i got the most flattering weeks of emails and tweets and the like, people inviting me to the suburbs. Some people strategically inviting me to shovel snow for the winter. Look, i am so happy that i am not going to have to wake up every morning wondering what the president of the United States tweeted, wondering who he attacked, how he demeaned and degraded his office. So happy to see a guy many knew as uncle joe before he became president , joe biden, theres a goodness and grace about him that has made me exhale for the first time in a while. The 80yearold died yesterday after a long fight with pancreatic cancer. He leaves an extraordinary legacy of accomplishments in television. Heres the host of jeopardy, alex trebek. For more than three decades, millions of people welcomed alex trebek in their homes as the man with all of the questions. What is the elder scrolls. What is destiny. He hosted more than 8,000 episodes of jeopardy, helping turn the quiz show into a ratings powerhouse. We have hidden somewhere on the door a daily double. He grew up in ontario, began his career with the canadian broadcasting corporation. While majoring in philosophy at the university of ottawa. In 1973, he moved to california to host a shortlived game show called the wizard of odds. He landed jeopardy where he became known for that mustache, his straight faced poise and a charming wit. What is sorry. I usually precede it. Trebek leenaned on his no nonsense delivery when he shared he was just diagnosed with pancreatic cancer in march of 2019. For 35 years, i enjoyed success of the show, but i never really thought about the impact the program was having on american viewers. I become part of their lives. Theres no clear path for him to get that magic number of 270. So what is the goal here . Gayle, thank you for having me. Hope youre doing well. The first thing is what the legal challenges will be generally doesnt come until a recount in a particular state starts. I wont bore everyone to tears on this, but here is how it works. The first step in every state this close is they do a canvas, check the machines, they check the count, make sure things are inverted, in other words, totals for biden were reported right and for trump were reported right. After the canvas, in most states, every state is different, the campaign has 24 hours to request a recount. Then the recount starts. Oce the recount starts, thats generally when the lawsuits are filed. There are some exceptions to that, but thats when lawsuits are filed. The courts hear those suits and determine whether or not its true there was something or there were ballots that need to be eliminated or blind ballots are pulled out of particular precincts and then the counting begins. And when thats done, probably the first week of december, at that point the actual official certifications take place. I think at that point, gayle, whether the president can turn it around after that, then i do think youre going to see more of a normal transition. More conciliatory talk. I think so. President trump keeps saying theres fraud, he implies theres something nefarious but hasnt presented evidence. Chris christie said if you have the evidence, just present it. Meantime, people are getting ginned up about this. Right. I mean, people are getting ginned up about it. It was a hot election. I think in pennsylvania some of the folks said they made an equal protection claim meaning there were many ballots that came after the deadline, that may be a case, Supreme Court ruled, told pennsylvania to segregate ballots. There was a signature issue. I dont know how significant some of that is. Im not doing the legal work in a lot of the states, but i can just tell you that its normal for a canvas to take place and recount to take place. Hillary clinton had four recounts four years ago. I think the Trump Campaign isnt going to do anything as far as making statements, congratulatory statements until thats over. Meantime on 60 minutes, a commissioner said their ofs was getting death threats. Do you think the rhetoric is contributing to this . I dont know if rhetoric is hot or people are hot. Certainly thats unacceptable. I would never, none of us, who would condone garbage like that. Nobody would. I think as far as people that are excited about President Biden potentially being sworn into office, people that are happy, i think they need to wait a couple more weeks until the process takes place. I think once that happens, if President Trump is not successful, then i think youll see more of a transition that were used to. Until then, i dont think thats going to happen. I mean, we have former republican president george w. Bush congratulating joe biden and calling the election fundamentally fair. And maybe hes right, but i think until the recount takes place, until all of the challenges are heard, at that point i think maybe youre going to hear more of that. David, good morning to you. We spoke with him about the challenges and how they work. We havent seen any evidence. Could any of it work from a legal perspective . Well, i dont see how. Theres really no coherent strategy and nothing about this is really normal. What were seeing now is the Trump Campaign setting up impromptu praenlzs, making wild, baseless allegations in parking lots, and thats not how litigation is done. If you have a case, you accumulate facts and bring the case. Thats what was done in florida in 2000, two competent teams went down to accumulate facts and litigate it over time. What we have here is wild claims being made and a hot line set up to try to get information to support those claims after the fact. We have to remember, a majority of votes were cast two weeks ago and election day was six days ago, still havent heard facts that support allegations of systemic problems. One of the smoothest elections in history. On the subject of the time line you mentioned, december 8th is when electors from all 50 states are supposed to certify results. A week after that, theyre supposed to cast ballot in the electoral college. This is a milestone on the process towards inauguration day. Could lawsuits disrupt that careful time line . I think they may be designed to do that, but courts have been handling them very well and promptly. What were seeing now is basically the Trump Campaign lost every time theyve gone to court, continue to do that. There may be more lawsuits brought today. I am sure theyll act diligently, allow states to proceed to certification deadlines, which a lot are coming up this week and next week, then well have clarity on how the president elect will begin the transition. What is the Trump Administration seeing that legal experts are not . Thats hard to say. It seems like they dont want to accept the result because what were hearing from republican Election Officials in states, as you mentioned, the republican commissioner in philadelphia and many, many others, theyve confirmed the process is run smoothly. Theres no concerns about integrity of the process. In fact, if you look at the margins of victory, Vice President biden, president elect biden up by five figures in states like wisconsin, pennsylvania, georgia, arizona, nevada, up by six figures in michigan.
