Shut down. The owner of soleil luna nail spa says she invested so they could reopen back in june and midjuly. Now its time tow come up with a new plan. We have to cancel our clients and let the rest of our team know. Unfortunately the team members really do depend on us to open because they left their unemployment to come back to work for us. I dont have time to be frustrated. Its more like were not closed yet, how do we respond, hows the next day going to happen. Businesses can open if they shift their operations outside. They already wrote up a plan and theyre waiting for the citys approval to do just that, to provide instead of outdoor dining, they said outdoor pampering and compliance rates appears pretty good here in san mateo county. Called about 15 or so churches. Only one spa was open for half a day. Everybody else was closed down. You also found out individual cities are doing what they can to help these businesses reopen. What are they doing . Reporter for example, san mateo, and redwood city here as well, theyve shut down streets in downtown of course for outdoor dining, but also i talked to a yoga studio. They shut down the front part, removed the Parking Spaces so they can do yoga outside. Its going to take imagination to see how youre going to put the mat and do yoga, but apparently these cities are trying to help their businesses not to survive, but as one Business Owner said, thrive. New at 6 00, a group of volunteers is helping to drive up sales for San Francisco restaurants. Kpix 5s john ramos reports from north beach. Reporter in San Francisco, it is the italian food that brings people to north beach. When the pandemic shut down all the restaurants, the neighborhood looked for a way to bring north beach to the people. In march, when the restaurants all closed down, residents in the neighborhood saw what a loss it was. Because, i mean, they give the neighborhood character. You know, we see when one of them leaves how much of a hole it leaves in the community. Reporter but private Online Delivery Services were charging restaurants 30 to 40 on every order. For every pizza pie they deliver, the restaurant loses money at the end of the day. Reporter so 4 guys got together and formed a group called north beach delivers. Each thursday night, about 10 volunteers have been delivering males from a selected restaurant to an area within walking or biking distance. The first restaurant to try it was piazza peligrini. At first, it felt like a gift from the skies. We definitely needed that. Reporter but then word began to grow and so did the orders. It really took a few weeks to grow and build up. Now were to the point where every time we partner with a restaurant, it turns out to be their most successful evening of sales since the pandemic started. Reporter one restaurant made 5,000 on one night, thanks to north beach delivers. Some customers have made a regular thing of ordering dinner thursday from the new restaurant of the week. Now we have a wait list for two months with restaurants that want to participate because the impact were making is real, both financially, but also emotionally. Reporter its inspired some restaurants to set up their own Delivery System and the used in any neighborhood in any city. It just takes people willing to stop feeling bad for restaurants and start doing something to help them. Were doing everything we can to try to save every single restaurant that sits in this neighborhood. Our ultimate goal is to build a system that will allow them to live forever. In the 5 months since the shelter in place began, north beach delivery has helped generate more than 50,000 in sales for area restaurants. Students are set to return in just over a week, but so far its unclear what theyll be returning to. The state requires disabilities districts to provide 180 days of instruction. What they havent laid out is how much of that instruction must be done live and how much can be delivered through prerecorded content and packets. Right now the district is holding teachers to their regularly contracted workday of 375 to 390 minutes. The union wants to cut it to 300 minutes across the board it. Is proposing teachers spend just an hour a day with their students for the first week and then use the rest of the time to plot out their lesson plans for the year. Wellness time is described as opportunities for teachers to engage in stress relief activities. A district Spokes Person says while theres no hard deadline on the deal, the idea is to have an agreement before classes resume on august 10th. Parents are trying to prepare as well. Now it covers more than 20,000 acres east of los angeles and its burning into the San Bernardino national forest. Fire crews say one home, two other buildings have been destroyed and there is still no containment at all. Thousands more buildings are threatened and about 8,000 people have been displaced making matters worse. Dangerously hot conditions that are expected to linger for a while. Now at 6 30, after battering parts of the caribbean, isaias has florida as the state grapples with another powerful storm of coronavirus cases. And cbs news correspondent manuel has the latest now. Reporter isaias crashed into the shore. The powerful surf is already causing beach erosion in the palm beach area. Up and down much of floridas east coast, strong winds are an issue rocking palm trees back and forth. Power crews were dispatched early to get ahead of the storm. Residents are relieved they avoided a direct hit. But this one kind of stopped, hung a right and basically seems like its off shore. It was pretty much a nonevent. Reporter the storm is battering florida as its facing a surge of coronavirus cases. The state is now second behind california in total cases with more than 7,000 new infections reported sunday. Tonight isaias is expected to continue to scrape up the east coast of florida before reaching the carolinas tomorrow and possibly bringing substantial rain amounts over much of the eastern seaboard into the new week. Our state has weathered more than our fair share of storms in recent years, but this time were going to have to do it with a mask on. Helping your neighbors and loved ones. That gets us ahead into tomorrow night late and it comes back on shore right at the border of the carolinas. It stays a Tropical Storm the whole time, but it stays a Tropical Storm right on the coast moving right up through the major population centers. What would a Tropical Storm look like there . Its going to be windy, its going to be rainy. Its not going to be devastation. Its good to see its been downgraded, but its still going to be messy h here. Ill be back with our complete forecast in a few minutes. The u. S. Now has confirmed more than 4. 6 million cases of covid19. And more than 154,000 deaths. The tone today was noticeably less optimistic. Realistically, when do you think a deal can get done . I have no idea. I mean, what do you say to people out there who are waiting on what i say to people out there is, you know, tell the democrats lets do a short term deal. The two issues on evictions and on unemployment. Were prepared to do a deal for a couple of weeks while we negotiate. Lawmakers a proposed cut to the 600 jobless boost that expired friday. We are unified in our support for the 600. They are in disarray, many of their members in the senate, republican members, dont want any addition. Coming up all new at 11 00 tonight, the appointment of a special prosecutor to oversee a Vallejo Police shooting investigation is drawing criticism. Tonight were hearing from the District Attorneys Office about that decision. As we reported thursday night, the willie mccoy case will be reviewed by a special prosecutor. A judge in a civil case recently decided ramos improperly deleted emails and text messages. That led mccoys family attorney to ask the appointment be reconsidered. The das office said it stands by its decision. Theres always going to be controversial decisions and controversial cases. And to try to find somebody who hasnt had some controversy or somebody disagreeing with them, youre not going to find anybody. Thats not some controversy that somebody disagreed on a judgment on a case. We dont know the surrounding facts of that case, but i think thats totally separate and above the fact that hes looked at thousands of cases in his career and had to make tough decisions. The Solano County da said she was appointing a special prosecutor because her office has, quote, lost the public trust. Joe vazquez will have a full report. Thats tonight at 11 00. This is giving us some Early Warning symptoms and symptom postures to look for. Reporter as the pandemic continues and we hit record numbers in california as well as nationwide, there is new information thats coming out to help doctors understand it and potentially even treat it. A new study has identified 6 different clusters of symptoms, all representing different progressions of the disease. A road map almost, doctors say, that will help them gauge the severity of it and the treatment. This is giving us some Early Warning symptoms and symptom clusters to look for so we can identify those people who might need more monitoring and who might need to come in earlier. Reporter there are also dangers in some of the products we use to keep us safe. Certain hand sanitizers are made with methanol, that can cause confusion, nausea, even death. Weve seen about a 60 strike in calls to Poison Centers in regards to methanol based poisoning. Reporter the fda has a do not use list on its website with more than 70 brands listed. The first thing i want to do is update you on a fire we mentioned earlier in the newscast. This one just started about two hours okay in collus a county. Its about 200 acres now. I want to show this to you from space. If you can see it from space, theres a lot of smoke coming from it. Lets switch over to the weather computer. As we take a look at the weather computer, you can see here we are in the bay area. Take a look right there. You see the plume of smoke. Thats what we were looking at from the video. Heres the thing about the fire. Its brandnew, its 200 acres. Its not the biggest one. If you go farther north, theres a complex of fires in northwest california. As a result of all of these, weve kind of turned a cornered it in terms of smoke being put into the sky. You can see it on the camera. Can you see the haze out there . There are no clouds out there. The only clouds would have been the marine layer and those melted away. Any of that stuff that you see and youre going to see, its all smoke. Thankfully right now its elevated so we dont have air quality issues down here, but its something that were likely going to see now in the sky. Its that time of year for us. Thats the marine layer. All the haze down there, thats good stuff, thats the humidity, which was a cloud, just, you know, when we started the newscast. It will build back in overnight and its going to come back in a much bigger way earlier this week. But we gotta get through one more day where the heats going to be pretty much like it was today. Right now, the numbers dont look all that bad. If you look at the heat across the west the fire youre hearing about in the news, by the way, the apple fire, that is down in southern california. If you look at the heat across the west, it makes sense. Theres a lot of heat going on right now. Were well above average. Here, at least if youre in the immediate bay, we live in a bubble. Youre oblivious to the fact theres significant heat going on. The entire bay area isnt oblivious to that. But theres our typical spread. Lets see how this will play out over the next few days. The big area of High Pressure sitting over the southwest is going to get pushed away. Well notice it by tuesday into wednesday. Morning lows tomorrow go to right around 60. A degree or two warmer than low from the last couple days. How did today feel . Thats how tomorrows going to feel. San mateo will hit 75. Were still in the low 90s here for inland contra costa county. Pleasant hill 92. Danville 90. The number in oakland tops out around 96. San rafael goes to 85. And we will be in the low 90s in mendocino county. Take a look at the middle of the week. Doesnt last long. We the weekend, we cannot say we have a moratorium on the Death Penalty if people are being murdered in prison by covid. Cut the prison population in half to cut the surge to the prison system. Were hearing first hand what life is like on the other side of those prison walls. Heres allen martin. Reporter recently i got this handwritten letter from Erik Phillips whos incarcerated in san quentins north block. Its dated june 20th, but thats how long it took to get from marin county to San Francisco. I met phil last september while reporting from inside san quentin and the letter explains how before prisoners were transferred from san quentin from the prison in chino, there were no cases of covid19 in san quentin. We found three recently released men to describe whats going on inside. It was terrible. Reporter greg morris on the bottom right of this zoom call was doing 17 to life in san quentin for attempted murder when coronavirus infiltrated the prison walls. He was just released three months earlier than expected after testing positive for covid19. How does it feel to be out . Man, it feels like a won a grammy. Reporter happy to say the least. Even though for the time being hes traded a cell that locks from the outside for one that locks on the inside. Covid has put him in quarantine in hayward. High celly tested positive. It took a week to find out. Reporter by then it was too late, his cell mate had given him covid19. It was people in the middle of the night passing out or calling man down as a medical emergency due to covid19 that they did not detect based on those two significant factors. Reporter and even then, staff took too long, they say, to start isolated positive cases. They either put them in tents or on to the yard or they put them into the chapel on emergency beds or they put them in the Mattress Factory. Reporter essentially turning the prison industry mattress and furniture factory into a makeshift hospital ward. This shows the converted factory as of july 9th. James, top left in our zoom call, was released from san quentin in may before the virus hit. He confirms what Erik Phillips letter says. So they literally contestimony nateed an institution that was not burdened by the disease. Reporter he says the age of the prison, its openair design, bars only on cell doors and overcrowding only add to the problem. Normally when the flu outbreak hits in san quentin, you know, everybody will pretty much get that flu.
