How the Health Department is warning people to have large gatherings. Car free for the first time this weekend, we will show you how friday night went. And the oakland as season underway with a fan free game at the coliseum tonight. Vern will join us for the highlights. We begin with breaking news out of Alameda County tonight. A second Sheriffs Department employee has now died from coronavirus. Good evening. The Sheriffs Department announced tonight a nonsworn staff member has died. The sheriffs deputy who died of coronavirus last night contracted the virus at the sanarita jail. 57yearold oscar rocha got sick after an out break at the facility last month. At san quinton another prisoner in has died. As alameda climbs over 10,000 covid19 cases Public Officials are making a plea. Avoid social gatherings. Many people are not taking the warning to heart. Reporter the city has taken certain steps to discourage visitors from coming to the lake. One is this. Posting these no parking signs around the entire lake to keep the out of town visitors away. And the residents in the area they should be doing more. Neighbors captured scenes like this. I dont come here on the weekends, i try to come on the off times. It is hard to control people. I mean it is i am sure it is a concern if there is a lot of people but people are going to do what they are going to do. Reporter the concern is in july there was a 40 jump in cases stemming from large gatherings and parties. These four zip codes covering east oakland have the highest number of coronavirus per 100,000 in the region. I encourage oaklanders to be vigilant. Reporter they are reminding people to avoid large gatherings but many feel the city needs to take action, first step is to enforce the new restrictions banning vendors from operating near city parks. Your education message has not worked. Educate people by enforcing the rules. Without that, it is empty measure when people know, okay, nothing is going to happen. Reporter city leaders say education is the key to long term success. I am trying to stay away from the conversation of enforcement because one of the most unsuccessful ways to get someone to change their behaviors over the longterm is by forcing them to do something. Reporter the alameda Health Department says out of the new cases popping up 65 are among people 18 to 50 years old. In oakland, kpix5. Definitely know over crowding at the coliseum tonight as the as hosting the angels to get their abbreviated season underway. Vern, talk about a weird opening day. Reporter weird, how about a finish. You have a great sense of timing. Lets backtrack, no fans, cardboard cut outs, fake noise, a lot of masks warn, elbow taps for greetings and i saw extra inning play. Check this out. Against the angels here is tony kemp, black lives matter, fast forward to the 10th inning, bases are loaded and get up, get up, get out of there. Matt olson a grand slam to win it for the as in their season opener. Wow it was tied at 3, bases drunk and sending them all home with a grand slam. That happened just moments before this 3 block toss to vern, just happened. I am thinking the ball went into the stands, no one there to catch it. Normally when it happens, you get mobbed at home plate. It is a mosh pit, none of that. Good job, thumbs up. I would like to say it is a long season but it is not. Highlights later for the two on friday night. All right, thanks. Look forward to that. We will check back in. Much more on a busy friday night in sports, thank you, vern. Taking a look overlooking San Franciscos Mission district where tonight you can go out to eat, again. Out to eat. Kpix5 found one street is a dining destination. Reporter the wine bar has had a consistent crowd all night long. The owner says they added three more tables to the outdoor space. One of several restaurants here in the mission that is hoping the closed off blocks here on the street will give them a boost in business. [music] live music, dinner, drinks, tonight, a carfree valencia street between 16th and 17th and between 18th and 19th energized a neighborhood hit hard by the pandemic. It makes sense to have certain streets shutdown throughout the city to allow for certain businesses to kind of to be able to social distance. It almost feels european feel, everything outside dinning and drinking and having a great time. And it includes families, kids, you know, fathers, mothers, grand parents and all of that good stuff. Reporter bicyclists and pedestrians replaced traffic this evening. The owner pushed for the move. Just between last night and tonight there are restaurants that had their best night ever already. There was a wait for the First Time Since march last night. Most restaurants fully occupied. A yelp study found san francisco, oakland and hayward saw around 370 restaurants close for good since early march. Across the country the bay area had the third highest number of business closures behind new york and l. A. I think it is just more attractive for people to come down, you know, walk down, of course, the streets. They feel safer. Reporter the carfree Pilot Program is expected to continue in the mission for three months. In san francisco, kpix5. The rules aboutface masks just got tougher in san francisco. Anyone age 10 and up is now required to wear a Face Covering when they are within 6 feet of other people. Anyone who cant wear a mask because of a medical condition you better be carrying a doctors note. Tonight, the governor is promising to do more to protect essential workers in the Latin X Community who have been hit the hardest by the coronavirus. Latinos make up 39 of californias population, 55 of coronavirus cases. They account for 45 of the deaths. More than any other group. Newsom laid out a plan including temporary housing for infected workers expanding paid sick leave and Worker Compensation benefits and more awareness about wearing a mask. Several dozen people took part in a civil rights and black lives matter rally. No justice,. No peace. People were gathering in front of San Jose City hall celebrating the lives of the late Georgia Congress plan john lewis and the reverend ct vivian. Two towering figures in the civil rights movement. The group marched towards the Martin Luther king, jr library and ended at chavez plaza. Coming up, there is still 1 billion up for grabs in the Paycheck Protection Program. How easy is it to get a loan . Wait until you see what we uncovered. We are all trying to work. For someone to cheat the system it is just unfair to all of us. All of the Small Business owners. Last ditch effort was not enough. Tonight, familyoperated Bowling Center is closing after 6 decades. It was insane the paycheck protection act, there is still more than 1 billion left to hand out. What does it take to qualify . For some not much. Reporter we got a tip from a viewer about suspicious activity involving large ppe loans so we decided to check it out. Reporter we are on the hunt. Hello reporter for an allusive south bay entrepreneur. Hello, kpix. Reporter the businesses just got over 1 million thanks to the coronavirus pandemic. Registered four companies with the state in may and one month later received Large Paycheck Protection Program loans for each one of them. The four companies are on the small list of companies that received ppp loans, within the span in a week in june each received 350,000 and 1 million in ppp loans, the companies are just as allusive. They provide Cloud Computing and investment services, two of them list 24 employees each. Hello reporter there was no sign of activity at the address listed for all four businesses, a home in an affluent neighborhood and no one wanted to talk to us. One tenant told of of the prope does he own this of his mult phone numbers he hung up. We checked with the county and his four companies are not licensed to do business here. It turns out there are more red flags. One of the rules of the ppp program is you can not get more than ppp loan. Reporter Professor James wilcox says to appla ppp loan you would have been in business before the pandemic started. His companies were registered with the state in june. This is not a program that was designed for start ups. Reporter he says he would not be surprised if some companies are gaming the system because the application process was purposely designed to be simple so desperate Small Businesses can keep afloat and pay their employees, as a result, he says it is vulnerable. These documents require little documentation. It is easier to fill out the application for a ppp loan for an amount that might be 50 or 100 or even 500,000 or 1 million, easier than it is to get a personal credit card. Reporter michelle hears all kind of stories at her barbershop but this one hit home personally. It makes me think that there is something wrong with the system. Reporter she applied for a ppp loan to keep her barbershop afloat during the pandemic. She says she was turned down. It is devastating. I have four children, i have a mortgage, i have people trying to work, for somebody to cheat the system it is just unfair to all of us, all of us Small Business owners. Reporter in a statement the Small Administration told us they do not comment on individual barrowes, they have yet to respond to a critical report. The Watchdog Agency found a significant risk of fraud and Paycheck Protection Program loans, the gao recommends sba develop plans to identify and respond to risks and ppp. And address potential fraud. Professional wilcox says that will be a tall order. The loans are designed to be almost entirely forgiven and not paid back. Millions and millions of these loans have been made and it will be a gigantic task for any Government Agency or anybody else to really sort it out. Reporter after tran hung up we texted him letting him know he could call us if he changed his mind and wants to talk to us. So far that has not happened. Back to you. The sba says you may report mismanagement, misconduct, waste and fraud involving the program. We posted the information on our web site, kpix. Com. With cases still rising and no reopening date in sight, the expenses became too much to stay open. New at 11 00. A remarkable story behind the interruption at last nights opener.
